DECLARATION OF MARSHA WALLEN Marsha Wallen, declare and state under penalty of perjury as follows: 1. Lamover the age of 21, of sound mind, and competent to testify to the matiers asserted in this Declaration. If ealled as a witness, | would testify consistently with the following, Tam a resident of St. Louis County, Missouri, 3. HfuberX were available in St. Louis, I would use uberX to arrange transportation 4 Lam legally blind and cannot drive. Because | am legally blind, street hailing a taxi is particularly difficult for me, 6 Lam waiting for uberX to be available in St. Louis County so that I finally have a relinble transportation alternative to the nightmares | have experienced with taxis. 7. Thave depended on others to provide transportation my entire life, including, transportation to and from work, dector’s appointments, the grocery store, and every other need ‘that draws me from my home. 3. Currently, when T.am unable to secure transportation through a friend or family member, my options arc limited to paratransit services offered by Met Call-A-Ride or taxicabs. These options impose serious burdens on my everyday life, Paratransit reservations must be arranged 1-3 days in advanee and taxicab availability is not always dependable or predictable near my home, especially for short rides. 9, In the past, I have spent three hours outside my local grocery store waiting for a taxicab while my perishable food sat on the sidewalk beside me. 10, [have been late to work and received a demerit as a result of a taxicab shows ‘up 45 minutes late tor a pre-arranged pickup. IL. [have spent hours stranded at malls and restaurants unable to secure a ride home, 12, [have used uberX while visiting other cities and was amazed at the affordable price. freedom, and accommodating atmosphere the service provided. 13. Having recently lost my job duc to a medical procedure, the availability of uberX, ‘a8 a low-cost altemative te waiting for taxicabs takes on increased importance, especially as it ‘would afford me the opportunity to take spontaneous short trips that are offen difficult or impossible to arrange with taxi companies 14. Because of Defendants’ anticompetitive conduct, I am forced to navigate my daily life while depending on unreliable, unaccommodating, expensive taxicabs when a better alternative exists in every large metropolitan city but my own.
