Moorestown Township Public


Schools started their search for
an interim superintendent.
The school district is seeking
an interim superintendent to
start on or before Jan. 1.
It is accepting applications
until Oct. 9.
The Board of Education had a
special meeting on Aug. 25 that
approved John Fraser as the superintendent search consultant.
Business Administrator Lynn
Sugars was also appointed as the
acting superintendent until an interim is found.
In late July, it was announced
that previous superintendent
Timothy J. Rehm would resign effective Oct. 26. At the next BOE
meeting, on Aug. 11, he announced he would be leaving at
the end of the month, two months
earlier than expected.

Moorestown police plan to have additional officers on duty

Pope Francis visits the area for
the World Meeting of Families
2015 in Philadelphia from Sept. 25
through Sept. 27. The event is expected to draw as many as 2 million people to the region.
According to the state Department of Transportation, potentially more than 250,000 cars will
be arriving through New Jersey
that weekend. An equivalent of
110 miles from New York City to
Philadelphia to 430 from

Raleigh, N.C. to Philadelphia of


bumper-to-bumper traffic can be
expected each day. With the
bridge closings and the influx of
vehicles, gridlock is expected.
Residents who live within a 25mile radius of Philadelphia will
be affected the papal visit, according to NJDOT.
Moorestown Acting Police Director Lt. Lee Lieber said the department has been advised by
NJDOT that heavy traffic is expected. For this, the department
will have additional officers on
duty.
Although Lieber doesnt expect
too much of an impact at the
Moorestown end of Route 38, he
said the police are taking precautions as Route 38 will be closed toward the Pennsauken area. He

said the general consensus is


things will be worse on Route 73
West.
Route 38 is a busy state highway, and well be keeping an eye
on things, Lieber said.
According to Lieber, the department has been trying to let
residents know about the conditions of the roads and any closures of roads or bridges.

to want to look out for, Lieber
said.
As for the township itself, there
will be no parking or lane closures or restrictions.

volunteers
It Takes A Village is a volunteer organization that helps the
elderly, the disabled of any age
and returning vets to live safely
and comfortably in their own
homes at no charge for ITAV
services.
Volunteer as little as one hour
per week of your time, as needed,

can shop for the home-bound, and
those whose background includes
social work, information technology and administration.
One-hour orientation sessions
are held the last Tuesday of every
month. The next session is Tuesday, Sept. 29 at 7 p.m. Please call

Local elections dont have to get out of hand

rears its ugly head about this
time every year. While its an
issue that is associated with biggerbudget elections such as for Congress,
governor and president, its not something that passes by local elections.
And thats a shame a real shame.
Elections at every level should be
about whos right for the job, not who
can raise, and spend, the most money.
Campaign funding reform has been
discussed, and implemented, time and
again, but its not an easy thing to control. There are plenty of loopholes,
and it can be hard to track.
At the local level, though, it should
be easier and it should be regulated.
A few years ago, one local municipality passed a pay-to-play ordinance
that we believe every town in New Jersey should adopt.
Moorestown originally passed an ordinance to align its campaign contribution limits to that of the state

$2,600 for professional business entities and $7,200 for political action committees.
Residents complained, though, and
for good reason. Those numbers were
a substantial increase from the towns
original limits of $300 and $500, respectively.
After signatures were gathered opposing the change, Moorestown reversed the ordinance and returned its
contribution limits to the lower levels.
It was a good move, and one that we
encourage other towns to make, if
they havent already.
Were all for pay-to-play ordinances
that protect local towns from being
run by outside influences such as corporations or other political entities.

Local politics, more so than any other


form of government, should be about
the residents of the town.
Local elections should be about the
candidates involved and what they
will do for the town and its residents.
Period.
It shouldnt be about what businesses want to see or political machines
want to see. Its about the people.
We encourage all local councils,
commissions and committees in New
Jersey to pass regulations on contribution limits, if such regulations arent
already on the books.
Its election season, and as we watch
debates and read about issues from
candidates at the state level and hear
of even more trouble at the federal
level its hard not to lose confidence
in the honesty and integrity of politics
today.
But local elections and local politics
dont have to be that way, as long as we
control it.

BOE approves broad-based strategic plans

The Moorestown Board of Education approved broad-based strategic plans at its
meeting on Tuesday, Sept. 15. The strategic
plans were approved with an eight-to-one
vote, with board member Peter Palko being
the one negative vote, as he felt the goals
were too generic and not measurable.
At the previous BOE meeting, the strategic goals were presented by consultant Judith Wilson, a retired superintendent from

Princeton Regional School District. Since


retiring, she has been providing personnel
search and strategic planning services to
school districts throughout New Jersey
and neighboring states.
The strategic plans stated the vision was
to enhance our academic, emotional and
social foundations while creating a collaborative learning environment which fosters
global awareness through personal opportunities and individual growth.
There were three broad-based goals to
establish a culture of innovation to facili-

tate authentic growth and development of


engaged, dynamic and productive learners;
provide resources, targeted instruction
and interventions tailored to learners
foundational needs at all grade levels; and
design opportunities that promote selfawareness, confidence, personal responsibility and social mindfulness to provide the
foundation for competent local and global
citizenship.

Teens stay busy in Moorestown

Every day we hear how teens
are disconnected how they
arent involved in their communities how they are tied to their
phones and not to relationships
with others.
I beg to differ. As we enter fall
and school is back in session, I
am pleased to report on the high

level of activity of Moorestowns


teens through the Department of
Parks and Recreation as well as
its many community partner organizations.
During the summer, the Department of Parks and Recreations CIT Jobs Training Program was at full capacity. The CIT
program employs 13 -to 15-yearolds as summer program staff in
training to maintain a healthy
staff to participant ratio as well
as provide a feeder program for
future staffing needs. This summer, Moorestown youth contributed more than 3,300 hours of
unpaid time, providing a valuable
service to the 11 different recreation summer programs. The
choice made by these young people to volunteer their time to
work in a variety of recreation
programs as both assistants and
mentors is an example of how

our young people give back.


Additionally, in town there are
a number of organizations that
are fueled by and/or run by youth
initiatives. The Perfect Game is
an example of how two young
men saw the opportunity to provide a service while filling a need
to local youth as well as other
young people in southern New
Jersey. Stephen Kapostas and
Kevin Eckenrode have teamed up
to collect gently used sporting
goods to help redistribute them
both in Moorestown and throughout the region to young people
who need assistance. The Perfect
Game has performed Sports
Swaps at many local events, including the most recent Recreation Open House.

a Moorestown man was arrested
for possessing and distributing
child pornography.
The 23-year-old man of Foxwood Drive was charged with one
count of endangering welfare of
children (second degree) for distribution of child pornography

A search warrant was executed
at his Foxwood Drive residence
that resulted in the seizure of
electronic devices. The man was
taken into custody at the residence of a friend in Moorestown.
He was released from Burlington County Jail after posting
$100,000 bail. The case will now be
referred to a Burlington County
Grand Jury for possible indictment.
The investigation revealed that

the man was using a file-sharing


program to distribute child
pornography.
The investigation further revealed that at the time of his arrest, the man was employed as a
high ropes instructor at the Liberty Lakes Day Camp in Mansfield Township, Burlington County. Anyone who has information
about this defendant that may be
useful to investigators is asked to
call the Burlington County Prosecutors Office at (609) 265-5436.
The investigation was conducted by detectives from the Burlington County Prosecutors Office
High-Tech Crimes Unit and the
Moorestown Township Police Department with assistance from
the Indiana County (Pennsylvania) District Attorneys Office.

Though the department is
preparing for the possible impact
of the papal visit, Lieber said it
wont really know until that
weekend.
I dont think anyone knows
exactly the extent of traffic. It
will get worse the more west you
go. But well monitor things closely. If there is an issue, we will address it as it occurs, Lieber said.
For updates on traffic conditions, Lieber recommends checking the Moorestown Police Departments social media pages as
well as signing up for Nixle.
Well be monitoring the situation as it unfolds. Well be letting
the residents know on Nixle and
Twitter as things unfold, Lieber
said.
One of the best sources for information, according to Lieber, is
the NJDOTs website. The website hosts a plethora of information and news releases about the
papal visit and what it affects.
PATCO will provide non-stop
service westbound to Center City
on Sept. 26 to 27 between the Lindenwold, Woodcrest, Ferry Avenue and Broadway New Jersey
stations and 9/10th and Locust

these four stations, and all passengers will disembark at
9th/10th and Locust streets station in Philadelphia. For the return trip eastbound, trains will

The Ben Franklin Bridge will
close to all vehicles beginning
around 10 p.m. on Friday evening,
Sept. 25 through Monday, Sept. 28
to accommodate pedestrian traffic. It is anticipated the bridge
will re-open for normal operation
on Monday, Sept. 28 around noon.
Pedestrians will be allowed to
cross the Ben Franklin Bridge,
however it is about a five-mile
walk from Camden across the
bridge to the Philadelphia Museum of Art. For additional bridge

Because of the bridge closure,
NJDOT will be closing I-676
northbound from Exit 3 to the
bridge, as well as Route 30 westbound from Airport Circle (Route

region, particularly in Camden,
Burlington and Gloucester counties, as well as the interstate highways and toll roads. The following NJDOT roadways are expected to be affected by the increased
traffic: I-295 as well as Routes 38,
42, 45, 47, 55, 70, 73, 90, 130, 168 and
322.
It is likely there will also be
congestion and delays to I-95, I-195
and US 1, and NJDOT is anticipating the New Jersey Turnpike and
the Atlantic City Expressway will
experience much heavier volume.

because several
area businesses
have made a
commitment to
enhance

maintain
the
appearance of
the busy corridor. Beechwood
Landscape Architecture and
Construction
played a significant role in the
project
when
they donated their expertise and materials to design and plant four large beds
on the north side of the street near the
Pie Lady Caf.
As part of the Moorestown Business
Associations ongoing effort to recognize local businesses that make an
extra effort to improve the community,
Beechwood was selected by the MBA to
receive a Spotlight Award for their
hard work and dedication to help beautify the town core.
Beechwood got involved when the companys president Steve Chepurny responded to the Adopt a Planter
appeal from the MBA, an initiative
inviting local businesses to participate
in a Main Street improvement project.
Chepurny, whose company specializes
in full-service landscape design and
construction, was delighted to get involved. A long-time Moorestown resident, Chepurny not only had the
expertise to make a meaningful contribution, hes committed to helping
Moorestown maintain its charm and
appeal. Beechwood designed the areas
to have different seasonal interest and
color, and made a point to use low maintenance, hardy plants such as spirea,
hydrangeas, liriope, coral bells, dwarf

grasses, and spiderwort.

2006 after working many years
for a large regional landscaping
company.
Headquartered
in Southampton,
Beechwood became an MBA
member
right
away and services properties
all over the township
and
throughout Burlington County. Amid a
very busy schedule, the beds on Main
Street still get Chepurnys attention.
Along with the nearby shops and other
town organizations, Beechwood employees regularly come by to water and tend
the plantings.
The MBA initiated its Spotlight program as a means to highlight local businesses that are making a positive impact
on the community. From brightening up
street-front properties, to supporting
charitable causes, to providing unique
services and goods for the town, the
MBA wants to publicly applaud businesses that are helping to make

Library celebrates challenge winners

On Sept. 2, the Moorestown Library held its first annual celebration


to honor children who have read 1,000 books before kindergarten.
Throughout the year, children and their parents kept a reading log to
track their progress toward the goal of completing 1,000 books. Sean
Fischel Connect sponsors the library program by providing prizes, tshirts and a pizza party for all the families who completed the challenge. Those who attended were Ella Wang, front left, Karam Vidal,

just received the report and wanted more time to go over her suggestions.
The board came back to the
strategic plans last Tuesday
night, starting with Palko voicing
his concern. After doing some research on strategic plans from
other schools in the state, Palko
felt the plans and goals presented
needed to be more specific and
measurable.
I believe several people communicated (the goals) felt very
generic in nature and didnt necessarily provide any metrics or
challenging us to get to another
level. If we want to have generic
strategies, we can do that, but we
have to have some action-oriented
goals that are communicated to
us that explain the statements,
Palko said.
Board President Kathy Goldenberg, Vice President David A. Weinstein and member Sheryl
Sawin had attended planning
meetings for the strategic plans.
From their understanding, the
broad-based goals are to be used
as a guiding point. The specific
actions would be created from
each of those goals in smaller
committees. Acting Superintendent Lynn Shugars reinforced
their beliefs.
The idea is that those committees come together, take each of
the goals and create action plans
from there, Shugars said.
Shugars suggested the board
make a motion that night to approve the strategic plans, so it can
get the ball rolling. Shugars also
reminded the board that Wilsons
services for strategic planning is
still available and suggested
MTPS continue to use her services as the administration is already pretty busy.
I think it is important that the
board, if they choose to, approve
these goals because I think it is
difficult for people to get excited
and engaged in action plans if
they dont feel like this is the direction were going. The board

supports this, and were going


ahead with this, Shugars said.
I have full confidence with our
oversight
and
(administration/staff members)
hard work that were going to get
a product that were going to be
very comfortable with as a community and as a board, that is
going to get us to a point that we
know where were heading, we
know how to measure it and how
to modify it year after year to
make or modify the goals. I think
all of us want the best possible
district we can have for the students. We want goals that can get
us there within the confines of
what we can and cant do, Weinstein said.
The next step is to appoint cochairs for each goal who will then
form collaborative committees of
colleagues, community specialists, BOE members and people
who are close to the content and
work of the goal. Typically, a committee is no more than 10 people.
Timelines would be implemented and action plans developed by each committee. The
work will produce action plans
that will be helpful and used for
planning and decision-making
purposes for following years.
This effort will take time to
prepare an excellent and detailed
strategic plan, Goldenberg said.

Rob Notley from New Road
Construction gave a presentation
updating the public on the construction and work done on the
schools from the bond referendum last year. According to Notley, $13.3 million of work has been
completed or is near completion

Its been a successful summer, Notley said.
Susan Tosti, the English/language arts supervisor, gave a
presentation on the language arts
curriculum at MTPS giving information such as goals, program reviews of each grade level, curriculum highlights and the next
steps for future learning and implementation. Each month, a
presentation is planned to be
given to the board by a different
branch of academic learning in
the schools.
The next BOE meeting will be
on Oct. 20 at 7:30 p.m. at the
William Allen Middle School.

MooreKids has a Teen Leadership Committee that provides

Family Support Outings in partnership with the Recreation Department. These teens partner
with individuals with special
needs and help to facilitate the ongoing programs at the Recreation
Center. MooreKids Teen Leadership Committee is a group comprised of Moorestown high
school students who engage in

of community service activities
and events to further the mission
of MooreKids, which is to serve
financially struggling families in
Moorestown.
Eagle Scouts have provided numerous benefits through the performance of projects that include
renovations of existing recreation facilities, beautification of
others and providing leadership
within their peer group to participate in these projects. From the

and grounds of New Albany Rec
