INTRODUCTION

In the last two decades, the demand for energy in Peru has grown steadily as a result of
increased investment, economic growth and new consumer habits related to the
development. This productive growth has been concentrated in the sectors construction,
commercial, industrial and mining, which are the most demanding power at national
level by one of the main inputs from their production processes. For this reason, there
has been an important growth in electricity demand, driven by the dynamism of the
market of free customersAccording to official statistics the country recorded in 2015 a
peak electricity demand of 5883 megawatts (MW), estimated that it required a growth of
between 400 and 500 MW annually to supply the demand of the domestic market.
Compared to these increased needs, at the global level the phenomenon of global
warming has led to the search for new alternatives to maintain a sustained development
and at the same time be friendly to the environment The way of generating electrical
energy plays a major role in the achievement of these objectives. As well, from the
Kyoto Protocol, is encouraged by the Clean Development Mechanism (CDM) with
alternatives that have generated a parallel market of additional revenue for clean
technology. This situation offers the possibility to Peru to meet their needs under an
array of production of electrical energy that is cost-effective, sustainable and
environmentally friendly through the use of the CDM1 . In this context, considering that
the current array of electric power generation in Peru is based mostly in hydroelectric
(57.2 % of the total) and, in a complementary way in the natural gas (35.6 % ), coal,
diesel and other fuels (7.2 % ), and taking into account that the profitability is one of the
central criteria for decision-making This study evaluates in a comparative form the
feasibility of three options for electrical energy generation: hydroelectric power plants,
thermal power plants in simple cycle and combined cycle thermal power stations
In conclusion, the energy demand in Peru will continue to grow each year and this is
where we are ready to generate more energy either conventional or non-conventional

1 HISTORY
Durante la dcada de 1970 la generacin elctrica en el Per era incipiente y de
carcter privado, mediante concesiones de mediano plazo y mediana envergadura, lo
que implicaba un abastecimiento limitado a las principales ciudades y de poco alcance
para las regiones alejadas del centro del pas.
En 1972 se cre la Empresa de Electricidad del Per S. A. (Electroper), de propiedad
del Estado, y se aument sustancialmente la capacidad de generacin del sector. Los
problemas an no superados se circunscriban al aspecto tarifario y a la administracin
del sector, lo que se reflejaba en indicadores de consumo que nos ubicaban a la saga
del resto de nuestros vecinos sudamericanos. A fines de esa dcada, todas las
empresas del sector eran propiedad del Estado como consecuencia del proceso de
estatizaciones llevado adelante. Con el propsito de cambiar esta situacin, en 1992 se
promulg el Decreto Ley 25844 (Ley de Concesiones Elctricas). Las reformas que
incorpor esta ley fueron, en primer lugar, la eliminacin del monopolio del Estado
sobre las actividades de generacin y venta de energa, en la cual se distinguen tres
etapas: 1) generacin de energa, 2) transmisin y 3) distribucin a los usuarios finales.
Adems, se promovi la inversin privada en proyectos del sector y se cre el
Organismo Supervisor de la Inversin en Energa (Osinerg), como ente regulador de
las tarifas y de la elaboracin de estas. La demanda nacional de electricidad ha crecido
durante el ltimo quinquenio a un promedio anual de 8%, principalmente por el auge de
la minera y la industria. En el 2010 el sector produjo 4579 MW de energa elctrica. A
pesar de que el monto anual de las inversiones en electricidad ha aumentado en un
promedio anual de 27%, todava existe una gran brecha para sostener el
abastecimiento adecuado de energa al pas, por lo que se requiere invertir en nuevos
proyectos en este sector.
