Stipulation and Consent Order


This Stipulation and Consent Order (hereinafter "Stipulation") is agreed between Andrew
I770 (hereinafter "Respondent") and the Insurance Department of the State of Connecticut
(hereinafter "Department");

WHEREAS, the Respondent holds a Surety Bail Bond Agent, license number 2299423;

WHEREAS, the Respondent was subject to a compliance examination coveringthe


period of July through December 2012;

WHEREAS, a reportof the audit findings submitted to the Department shows several
instances where files showed no indication that the Respondent attempted to file civil action,
seeking appropriate relief with the court, regarding outstanding premium due;
WHEREAS, the Department alleges that the Respondent's conduct violates sections 38a660, 38a-660b(a), 38a-660c(b), 38a-660d(b), 38a-660e, 38a-769, 38a-818 and 38a-825 of the
Connecticut General Statutes and constitutes cause for the suspension or revocation of his
licenses and/or the imposition of a fine pursuant to sections 38a-2, 38a-6601, 38a-774 and 38a817 of the Connecticut General Statutes;

WHEREAS, the Respondent admits the Department's allegations;


WHEREAS, the Respondent, being desirous of terminating these proceedings without the
necessity of a formal hearing or litigation, consents to the entering of this Stipulation and
voluntarily waives:

a. any right to a hearing;


b. any requirement that the Commissioner's decision contain a statement of findings of
fact and conclusions of law; and

c. any and all rights to object to or challenge before the Commissioner or in any judicial
proceedings any aspect, provision or requirement of this Stipulation.
WHEREAS, the Respondent agrees to pay a fine in the amount of four thousand five
hundred dollars ($4,500.00), payable in three consecutive installments;
WHEREAS, the Respondent agrees to a twelve (12) month period of probation
commencing upon the execution of this Stipulation;
WHEREAS, the Respondent agrees that he will follow the law as it pertains to the filing
of civil action on all future outstanding premium installment agreements;

WHEREAS, the Respondent agrees that his Surety Bail Bond license will be immediately
revoked should he fail to cooperate with the Department, fail to act in a trustworthy or

financially responsible manner, violate any insurance laws, or violate any condition of this
Stipulation;

WHEREAS, the Respondent agrees that, should his Surety Bail Bond license be revoked

pursuant to the terms of the paragraph above, he voluntarily waives (a) any right to a hearing; (b)
any requirement that the Insurance Commissioner's decision contain a statement of findings of
fact and conclusions of law; and (c) any and all right to object to or challenge before the
Insurance Commissioner or in any administrative or judicial proceedings any aspect, provision or
requirement of this Stipulation.
NOW THEREFORE, upon the consent of the parties, it is hereby ordered and adjudged:

1. That the Insurance Department has jurisdiction of the subject matter of this administrative
proceeding;

2. That the Respondent is fined four thousand five hundred dollars ($4,500.00). That such
fine will be paid in three installments of $1,500.00 each, with the first to be paid within
ten (10) days of the execution date of this stipulation and with the subsequent
installments to be paid on or before the same date for the next two consecutive months
thereafter;

3. That the Respondent will observe a twelve (12) month period of probation commencing
upon the execution of this Stipulation;
4. That the Respondent will follow the law as it pertains to the filing of civil action on all
future outstanding premium installment agreements;
5. That the Respondent's Surety Bail Bond license shall be immediately revoked if he fails
to abide by any of the conditions of this Stipulation and, in such case, he voluntarily
waives (a) any right to a hearing; (b) any requirement that the Insurance Commissioner's
decision contain a statement of findings of fact and conclusions of law; and (c) any and

all right to object to or challenge before the Insurance Commissioner or in any


administrative or judicial proceedings any aspect, provision or requirement of this
Stipulation.
