Williams of the Public Protection Unit and I was informed that she would ensure someone was allocated to
look into the matter for me.
On the 6th
May 2010 I wrote an email to Chief Superintendent Humphreys informing him that I had not
received any contact from the Public Protection Unit and that I felt the lack of any police response had
undermined the seriousness of the situation and the important message that I was trying to instil in my
daughter. I informed him that I would now take care of the matter on my own.
On 13th
May 2010 I was contacted by Police Constable 425 Chris Carpenter of the Central Divisions Public
Protection Unit and after some negotiation it was agreed that he would attend at the house on Tuesday 25th

that time was houses were not selling, so in October 2008, a few months after Ben was born, we decided to
move into Stephenss old house (Maes Glas, Segurinside, Bryn Pydew, Conwy, LL31 9J) which had been on
the market for almost 4 years, and I purchased his former partners interest in it.
During my pregnancy our relationship gradually started to erode. In December 2008 Stephen left the family
home (which he did often) and did not contact me for a number of days. It was then that I informed
Stephen that our relationship was over and we have not lived together since. The home is bought in equal
shares and Stephen has contributed 252 towards the house per month stating
he wanted to keep
control
. The remainder of the mortgage, and all household bills and maintenance has been paid for since,
by me alone.
Following our separation I initially allowed Stephen to have informal and regular contact with Ben in the
same way that I do with Laurens farther, but that arrangement broke down and the contact times had to
become more formalised and agreed via solicitors to accommodate Stephens Social activities.
Stephens behaviour became increasingly unacceptable and upsetting. He would often come to collect Ben
and would let himself into the house and basically do what ever he liked. He would speak offensively
towards me in front of the children and there was always some form of confrontation. He would also
persistently try and make unsolicited contact with me by either phone or email. It is my belief that this
continued harassment by Stephen was in pursuit of his aim to gain full custody of Ben and in doing so regain
full control of our house.
On one occasion he was in the house and he told me that if I didnt do what he said (in relation to ongoing
court issues) he would report me and my business to the VAT and Tax office. This obviously upset me as his
threats were malicious, unfounded and designed to try and make me unwillingly comply with his demands.
On the 20th
May 2010 I emailed Chief Superintendent Humphreys in his capacity as Stephens Divisional
Commander hoping that he would be able to intervene and stop this harassment. In my email I explained
that I believed Stephen was using his own professional knowledge in a calculated manner by knowing
exactly what he could and could not do or say in order to provoke me.
I have provided a copy of the email I sent to Chief Superintendent Humphreys to Detective Sergeant 2219
Smith and will produce it as my exhibit NM/2 if required. I have also provided him with an additional email I
sent to Chief Superintendent Humphreys on the 8th
June 2010 as a further example of how I have tried to
ask for his help. I will exhibit this as NM/3 if required.

To summarise:
I wish to complain that Temporary Inspector Andy Kirkham acted unprofessionally when he was at my
house by displaying a clear unfair bias towards his colleague Stephen by suggesting he could inform his
superiors what ever he likes.

hadnt arrived and I needed to get to Penmaenmawr to collect Lauren from her dance class. I travelled to
Penmaenmawr and collected Lauren before returning to the Afon Conwy pub hoping that Stephen would be
there. As I pulled onto the car park Stephen was driving off. He saw me and looked away. Immediately
behind him was a police vehicle being driven by Sergeant Paul Anderson.
When I return home I checked my CCTV that is installed at my address and found footage showing Stephen
and Sergeant Anderson attending at my address, knocking on the door and peering through the windows. I
have retained this CCTV but will produce it as my exhibit NM/7 if required.
In an email sent by Stephen to my solicitor, Mr Kentish he states he was accompanied by a Sgt Anderson in
case I tried to suggest I had been at the location all along. I have provided a copy of this email
correspondence between Stephen and Mr Kentish to Detective Sergeant 2219 Smith and will produce it as
my exhibit NM/8 if required.
I think this is a waste of valuable police resources and do not believe any other members of the public
would be afforded the same level of service. It is an abuse of Stephens position.
To summarise:
I wish to complain that Sergeant Stephen Carroll is abusing his position as a police officer by requesting
other police officers to accompany him every time there is a likelihood that we will come into face to face
contact or an alibi is needed.

6. The sixth incident I wish to refer to is as follows:
I used to have a friend named Rebecca Lavin. We were friends for about 10 years and met when she rented
a beauty salon room from me at a travel business I owned in Conwy. That friendship came to an end when I
discovered she had been stealing from me; to include clothing and legal papers which I believe she supplied
to my ex partner Stephen Carroll.
At about 2pm on the 1stOctober 2010 Rebecca called unannounced at my home address and when I
answered the door she started demanding the return of some money. We both became involved in a verbal
argument and physical struggle before my friend Kevin Fisher intervened and escorted her off the property.
A few days later on the 5th
October 2010 I was at home with my friend Kevin Fisher. I had spent the day in
bed because I had a head ache caused by fumes created from a burst central heating oil pipe. Kevin
suggested that I might feel better if I got out of bed and went out for some fresh air.

I greed and got myself ready to go out. I left the house and began walking down my drive and Kevin brought
the car down to meet me at the bottom of the drive. As I was getting into the car I became aware of a police
vehicle turning in to my drive.
There were 2 police offices in the vehicle male and female. The male shouted from the car and asked if I
was Nicola. I replied yes. He then shouted, asking if he could have a word, again I replied yes. As he got
close to me he grabbed my hands and forced them behind my back and handcuffed me. He informed me
that I was under arrest on suspicion of assault and theft following allegations made by Rebecca.
I was then searched and made to take my shoes off before being placed in the back of a police vehicle. By
this time I was aware that there were now a total of five police cars, a police van and an armed response
vehicle at my address with the two officers bearing weapons. I think I counted a total of 14 officers. I could
not believe the severity of the police response in relation to the offences that I had been arrested for, it was
totally disproportionate. What comes to mind is using a sledgehammer to crack a nut.
Whilst I sat in the rear of a police vehicle I over heard Police Sergeant Julie Sheard talk to a colleague in the
front of the police vehicle about stolen police uniform. I did not hear exactly what she said and I tried to ask
what she was talking about. Her response was to abruptly tell me to
shut up
. I was then informed that
officers would be searching my house and my car under the provision of Section 32 of PACE.
I now know this to be legislation that allows officers to search my premises if I was there prior to my arrest
for evidence that relates to the offence for which I was under arrest. I was not under arrest for the theft of
police uniform at that time. The issue of police uniform belonging to my ex partner Stephen Carroll still
being at my address has been a long standing issue that I have always denied. Stephen left our home in
December 2008 and I fail to see why it has taken until October 2010 to take action.
To summarise:
I wish to make a complaint about the manner in which North Wales Police attended my address. It was an
overwhelming and unnecessary police presence that was disproportionate to the crimes I was alleged to
have committed. I do not believe other members of the public who are accused of such crimes would be
treated in the same way. Someone must have made the decision to attend my address in this way.
I also wish to make a complaint against Police Sergeant Julie Sheard for the unprofessional manner in which
she spoke to me by telling me to shut up, for carrying out a search for police uniforms which she did not

have authority to do, and for the removal of my CCTV system which left me and my children very vulnerable
for a period of over a month.

7. The seventh incident I wish to refer to is as follows:
Following my arrest on the 5th
October 2010 for theft and assault, I was taken to St Asaph Custody suite. I
was escorted into the custody area and I was given a message from one of the officers. The message was

To summarise:
I wish to complain that Stephen Carroll is abusing his position as a police officer and his post within the
Public Protection Unit to gain police information about me that he is not entitled to
I also wish to complain about the Custody Sergeant who authorised my strip search. I was not under arrest
at that time for any offence which would necessitate such intrusive and degrading measures.

8. The eighth incident I wish to refer to is as follows:
On the day of my arrest (5th
October 2010) I became aware that PC 2332 Garry Donnellys partner who I
know only as Claire had been asking my sons childminder questions in relation to my personal
circumstances. I was furious to find this out and couldnt understand what business it was of hers and why
she would want to ask such questions. I formed the opinion that my personal life and the circumstances
surrounding my separation from Stephen Carroll must be common knowledge within the police and officers
were talking to their friends and family about it.
I reported my concerns to North Wales Police at front desk of Llandudno Police station and was told it
would be followed up.
On the 1st November 2010, I was contacted by an officer who identified himself as being from Llandudno
police station and he asked me
what the problem was with Gary Donnelly
. I informed the officer that I
wanted to know why Gary Donnelly had asked his partner Claire to ask questions about my son at his
childminders. The officer replied that
he didn't think an officer would do that
.
Once again I realised I was getting fobbed off so I moved on to my next issue which still hadnt been
resolved in relation to my ex partner Stephen Carroll attending at my daughters school which he had no
right or reason to do.
I couldnt believe it when the officers advice was to sort ourselves out. I was very annoyed to hear the
officer say that to me and asked for his name. He told me his name was Sergeant Paul Anderson at which
point I terminated the call as I knew Sergeant Anderson had been accompanying Stephen unnecessarily
when was collecting Ben.

I wish to complain that PC Garry Donnelly was using his partner to obtain details about my personal
circumstances. She has nothing to do with me so I can only assume she was obtaining information to pass
back to the police.
I also wish to complain about Sergeant Paul Anderson for not displaying impartially and refusing to listen to
my concerns and recorded my complaints.

9. The ninth incident I wish to refer to is as follows:
Since I first involved North Wales Police by informing Chief Superintendent Humphreys that I was having
problems with my ex partner Stephen Carroll I believe that Social Services have received numerous referrals
from the Central Divisions Public Protection Unit; and I believe it is no coincidence that Stephen currently
works in that department.
I have had contact with Social Services and have been advised by members of staff that they believe there is
no genuine concern for the welfare of my children.
When I was spoken to by a Mike Jones from Social Services on the telephone (03/08/10) he told me that
there was no real concern but suggested I
tighten my braces
. I took this to mean I should anticipate
further referrals to be made by North Wales Police to Social Services, but I dont know what caused him to
say this. He told me the referral on that occasion was submitted to Social Services by Detective Inspector Jo
Williams.
On another occasion when I was spoken to by a Mandy Gibb from Social Services I was informed that she
felt the referrals amounted to nothing more than harassment by North Wales Police. She told me that
North Wales Police had wanted to make this a joint investigation but again stated that
there had been

During a further conversation I had with Mandy Gibb she told me that she could no longer remain impartial
as she had been contacted by Stephen Carroll over the matters and he was requesting copies of any
meetings that had taken place between me and Social Services. She also told me she had a received a
referral from a Rebecca Lavin and read the referral out to me over the telephone.
She said that Rebecca Lavin had told them that she was a self-confessed drug user for the last 15 years and
that she would sit in my office and we would take 14 grams of amphetamine on a daily basis. Hearing this
made me very distressed as I couldnt comprehend the logic of the allegation. Rebecca Lavin has since told
me that she had made no such referral or any such statement and would deny making up such a story.
Incidentally, since hearing this allegation I took it upon myself to self refer to my GP for a voluntary drug
test, the results of which for all six drugs were negative.
To summarise:
I wish to complain about those officers (names not known) who supplied the false information in support of
the referrals to Social Services and those officers who supported the onward referral to Social Services.
I wish to make a complaint that Sergeant Stephen Carroll is abusing his position as a police officer and
particularly in his role as a Sergeant in the public protection unit to aid his own personal bid to gain custody
of Ben and the house that would come with that arrangement.

10. The tenth incident I wish to refer to is as follows:
On the 18th
October 2010 I made a call to North Wales Police to make a complaint about my ex-partner
Stephen Carroll. My complaint was in relation to an attempted abduction of my daughter Lauren from Aber
Conwy School on 5 October 2010.
I was contacted later by Sergeant Paul Bricknell of Llandudno Police Station and he told me he was
contacting me to kill two birds with one stone because he also wanted to talk to me about my
arrest.

He told me that he wanted my bank details and I informed him he would require a court order first. The
conversation turned sour as I also feared this information would eventually come into the possession of
Stephen and I terminated the call because there was no interest in my original complaint.
To summarise:
I wish to complain about Sergeant Paul Bricknell for not displaying impartially and refusing to listen to my
concerns and record my complaints.

11. The eleventh incident I wish to refer to is as follows:
On the 28th October 2010 I approached a police officer who I now know to be PC 1929 Duncan Logan; he
was stood outside Conwy Police station. I informed him that I wanted to make a complaint about my ex
partner Stephen Carroll and also make a counter complaint against Rebecca Lavin.
PC Logan told me that he would take my name and number and someone would call me back. He said it
would most probably be a more senior officer who would contact me as he didn't feel he was in a position
to help. He told me he had heard rumours of recent events between Stephen and I and he knew Steve from
working with him.
I heard nothing so on the 4th
November 2010 I contacted North Wales Police again wishing to make a
counter complaint against Rebecca Lavin. I was informed that I would be contacted by Sergeant Bricknell as
he was dealing with the case.
Sergeant Bricknell called me later that evening. On this occasion I was able to get as far as telling him what
my complaint was about and that my solicitor had advised me to contact the police. He told me that he
didnt care what my solicitor had said. He said he would not take my complaint as we were
both as bad as
each other
. I was angered and offended by this remark.
Sergeant Bricknell then told me that the main reason for his call was to inform me that he had received a
complaint from Stephen Carrolls ex wife and she was alleging that I had been harassing her and he was
warning me to stop. I disputed this allegation and once again terminated the call as he would not listen to
me.
I believe this is another harassment case made against me, although I have no details as I was informed of
this by a CAFCASS court welfare offcier who informed me that having spoken with Stephen Carroll he was

told that there were three cases of harassment against me, along with many arrests to include drug
offences.

I wish to complain about PC Duncan Logan and Sergeant Paul Bricknell for not displaying impartially and
refusing to listen to my concerns and record my complaints.

12. The twelfth incident I wish to refer to is as follows:
On 10th
September 2010 Stephen Carroll again came to my home, accompanied by 2 uniformed police
officers. They were on my property for at least 20 minutes around the back were my oil tank is stored
before coming to knock on the door.
I believe Stephen Carroll was there to try and break into the property as he had clearly waited for my car to
leave that morning, mistakenly believing I was the driver, however, I was in fact still inside the house. He
also had with him a small tool bag which I later found on my drive and gave to my solicitor.
In this tool bag I now believe there to have been a police whistle which would correspond with items of the
missing uniforms I was told about when I was arrested and taken to St Asaph custody. I believe Stephen
Carroll was going to use it to set me up. He has in the past threatened to
plant drugs in my car and home
and report me to Social Services
and when I have asked him why he would do this he would say such a
thing and he said
to muddy the waters
.
I have no reason to doubt his threats having now been subject to many malicious referrals to Social
Services from North Wales Police and Stephen Carroll, and I believe the officers were with him on this
occasion to provide him with an alibi.
When the officers and Stephen finally came to my front door I was told by one of the officers that if I did
not let them in they had authority from their Command Team to break down the door. Whilst they were at
the door I was on the telephone to my solicitors office and their demands were overheard by Judy who is
my solicitors secretary.
To summarise:
I wish to complain that Sergeant Stephen Carroll deliberately left the tool bag with the police whistle in it
knowing that I would later pick it up, in order that he may claim I had stolen it.

I have provided Detective Sergeant Smith with an email sent by Stephen to my solicitor about this incident
alleging that I was harassing him which I will produce as my exhibit NM/11. These allegations are false as I
left the car park before handing over Ben, and did not see Stephen again until I went to collect Ben at
7.30pm, yet this has not been investigated by North Wales Police.
To summarise:
I wish to complain that Sergeant Stephen Carroll uses his position to mastermind incidents that are untrue
but generate a police response. The result of the response to these malicious complaints is that a catalogue
of incidents are building up that will adversely prejudice my own court case and benefit his.

To summarise, the issues that I have raised in this statement have had a detrimental impact upon my
health. I now suffer from stress related alopecia were most of my hair has already fallen out and I am
currently relying on hair pieces to cover this.
I feel very intimidated, harassed, and humiliated about everything that has occurred and now feel afraid to
leave my own house. I have been unable to return to work because of the constant accusations I have had
to defend and the constantly watching my back.
I appreciate the some of issues I have raised stem from what would ordinarily been seen as a civil issue
following the separation of two adults and the associated problems of dealing with parental custody and
finances. However, I firmly believe that the incidents I have documented describe behaviour of individual(s)
within North Wales Police which is not acceptable; crimes have not been investigated, complaints about
police have not been investigated and I believe I have been treated very unfairly in the way the police have
responded to allegations made by me or indeed against me.
This statement serves as my formal complaint against the officers named, and against those individuals I
can not name but anticipate them being easily identifiable.
I have been given the opportunity to read and amend this statement before signing it.
