SECTION 1 (GENERAL)

OVERVIEW
This specification covers the Particular Requirements for the design,
manufacture, testing and shipment of Uninterruptible Power Systems UPS for
use in oil refineries, gas plants, chemical plants, exploration and production
facilities, and supply/marketing installations owned by PDVSA.
This specification consists of three sections:
1.

Section 1, includes general information related to UPSs requirements

2.

Section 2, are amendments, supplements or additions to IEC620403.

3.

Section 3, covers protection, control and construction requirements.

This specification along with the Owners UPS Data Sheet (Appendix A) and the
requirements of international standards mentioned shall be considered
complementary. Any conflict among them shall be referred to the Owner for
clarification before proceeding with design and manufacture.
Clauses that are not mentioned herein shall remain applicable as written. When
the word should appears in IEC620403 it must be substituted by shall and,
therefore, considered mandatory.
The additional requirements or clarifications specified herein are required in order
to:
a.

Make selections from the options given in IEC620403.

b.

Specify additional and more stringent requirements, as necessary, to


operate and maintain UPS according to PDVSA practices.

The paragraph numbers mentioned in Section 2 refer to those used in


IEC620403 or added in this specification.

1.1

Exceptions
Bidder shall state in his offer that the UPS complies with the requirements of this
Specification without exception, or shall declare the exceptions and/or deviations
giving a clear explanation and proposed options (see Appendix C).

SCOPE AND OBJECT (EXCEPTION)


This specification also covers selection, procurement, application and installation
of an online AC uninterruptible power systems (UPS) for critical electrical loads
for onshore and offshore, production, refinery processing and surface facilities
related to PDVSA as mentioned in Section 1.
This specification is based on PWM technology.
The type of load will be as specified on Appendix A.

NORMATIVE REFERENCES (EXCEPTION)


If permitted in the requisition, the Bidder may offer alternative proposals based on
different standards if they offer economic advantage taking into account the
performance and safety requirements detailed herein, but such proposals shall
constitute a supplement to the contractual offer.

GENERAL AMBIENT SERVICE CONDITIONS (EXCEPTIONS)


The UPS shall be designed to operate for 20 years within its ratings under the
service and operating conditions defined on Appendix A.

ELECTRICAL SERVICE CONDITIONS AND PERFORMANCE

5.1

General All UPS


5.1.1

UPS Configurations (Exceptions)


The UPSs basic operating principle will be according to Fig. 1 schematic with the
output of the rectifier continuously supplying the power requirements of the load,
via the inverter, while simultaneously maintaining the battery charge in the float
charge mode, in any configuration. In the event of an interruption or depression
in the A.C. main voltage to the rectifier, the battery shall supply the power
requirements of the load, via the inverter, for not less than the specified time in
Appendix A.
Isolated redundant UPS configuration shown in Fig. 2 will be used only if it is
specified in Appendix A.

Incoming AC power to the UPS shall be converted to a regulated DC output by a
rectifier/charger for supplying DC power to an inverter and battery.
An inverter shall convert the DC power from the rectifier/charger DC output, or
from the battery, into regulated AC power for supplying critical AC loads.
A static transfer switch and bypass circuit shall be supplied along with the
necessary control logic that provides a transfer of the critical AC load to a bypass

AC source when an inverter overload or a malfunction occurs within the UPS, or


for bypassing the UPS for specific maintenance or testing.
A manually operated maintenance bypass switch shall be supplied that directly
connects the critical AC load to the incoming AC power supply.
UPS system schematic diagram as Fig.1 shall be specified in to Appendix A.

When redundant UPS system is specified in Appendix A, the configuration
shown in Fig.2 shall be used.
This configuration system eliminates the single point of failure of the paralleling
logic of the parallel redundant system by incorporating fully rated static transfer
switch (STS) systems at the output of the redundant UPS systems. If UPS1 were
to fail (or require service), STS1 would transfer the load of X kVA to UPS2 without
any interruption in the power to the load. Conversely, if UPS2 were to fail, STS2
would seamlessly transfer the load of Y kVA to UPS1. The UPS and the STS
systems are each rated for (X+Y) kVA. This configuration allows for flexibility in the
facility because UPS1 and UPS2 can be systems from two different
manufacturers. This allows for facility reliability upgrades without having to scrap
older systems that may already be in place.

Equipment Markings and Instructions (Addition)


The Manufacturer shall furnish detailed information required for special
maintenance or repair of the UPS which is not included in the standard
maintenance manuals. These special details include special requirements for
assembly or disassembly of the UPS, installation wiring diagram, etc. Typical
instruction manuals are not acceptable.

UPS Designed for Use in Operator Accessible Areas (Addition)


The equipment shall be provided with an enclosure constructed to provide a
degree of protection to personnel against accidental contact with energized and
moving parts.

5.2.

UPS Input Specifications (Addition)


The main input rated values and characteristics are specified in Appendix A and
shall be guaranteed by the Manufacturer according to 5.2.2.

5.3

UPS Output Specification (Addition)


The main output rated values and characteristics are specified in Appendix A
and shall be guaranteed by the Manufacturer according to 5.3.2.

5.3.1

Basic characteristics of the battery circuit shall be specified in Appendix A.
If specified in Appendix A, a battery management system shall be supplied to
monitor the battery.

5.5

UPS Switches, Rated Values and Performance (Addition)


The main characteristics of external UPS switch, when required, are specified in
Appendix A and guaranteed by the Manufacturer according to 5.5.2.

5.6

Redundant and Parallel UPS Systems (Exceptions )


Redundant and paralell UPS systems shall be selected in Appendix A according
to 5.1.1.

Audible Noise Test (Addition)
Audible noise may be tested using a sound level meter in accordance with ANSI
S 1.31 to S 1.36.

Surge Withstand Capability Test (Addition)


The A.C input terminal of the UPS shall be subjected to the appropiate surge
voltage wave form as described in IEEE 587. The UPS shall continue to operate
as specified.

Operating Temperature Test (Addition)


Operating temperature of components shall be within the limits specified in
UL1778

6.6.33

Dielectric Voltage Withstand Test (Addition)


Dielectric voltage shall be performed in accordance with that specified in UL1778.

UPS shall be equipped with a control panel that provides:

The remote alarm feature shall be time delayed to avoid nuisance alarms caused
by transient conditions.
Maintenance of meters, switches, indicator/display lamps, and related electrical
elements shall not require shutdown of the UPSpowered AC load.
1.2.1

Mimic Panel
The mimic panel shall depict the singleline diagram of the UPS system and
indicate whether the AC load is being supplied from the incoming AC supply, the
Bypass AC source, or the battery. The parameters to be displayed should include,
but not be limited to, the following:

Alarm Queue
The alarm queue shall display the 200 most recent alarms and events in
chronological order (most recent first). The alarms shall be displayed in the
following format: sequence number, date, time, and description of the alarm.

1.3

Communications Interface
An RS232C, RC485 or modbus interface port shall be provided for remote
display of UPS status information at a computer terminal. The appropiate
communication protocol software shall be provided.
If required in Appendix A, the UPS shall provide an alternate user interface to the
UPS running data through an ANSIx3.64 compatible terminal. The displayed data
shall be user selectable by a menu screen. When a data screen is selected, it shall
be continuously updated to reflect the state of the UPS.
When specified, a 56 Kbps modem shall be provided for remote access via
telephone line or IP address for network access.

1.4

Battery Management System


A battery management system shall be supplied, if it is specified in Appendix A,
according to the following characteristics.
The battery management system shall fulfill the following characteristics:
S The equipment shall be prewired to ensure the reliability of the DC supply
system.
S The acquisition, trending, alarming, and storage of information from each
battery shall be done automatically.
S Interactive ability to first identify and then provide an isolated equalizing charge
current to any individual battery that deviates more than the user specified
setpoint, from the battery average, within the same string or bank of batteries.
S Online testing of individual batteries to determine the terminal battery voltages
under a variety of conditions.
S Continuous tracking of the individual dynamic (time versus current) responses
of each battery to provide relative charge state and temperature information for
trending and alarming.
The battery management system shall be capable of remote communications. An
RS232C, RS485 or modbus interface port shall be provided with the
appropriate software for remote communication.
Battery parameters monitored shall include individual cell voltage, total battery
voltage, battery current, ambient and pilot cell temperature and provide a relative
Impedance Index value to indicate the relative charge state and temperature for
each individual cell. All the collected information and data shall be stored in
nonvolatile memory.

PROTECTION REQUIREMENTS
The UPS shall have builtin protection against undervoltage, overcurrent and
overvoltage conditions including lowenergy lightning surges introduced on the
incoming AC power supply. UPS operation and the critical AC load bus shall not
be affected by impressed transient voltage and current levels when tested in
accordance with the guidelines provided by the Owner.
The type and location of protection and switching devices shall be as indicated and
sized according to UPS rating.
A circuit breaker shall be provided on the AC input. This breaker shall not trip with
the rectifier/charger operating in the currentlimit mode at maximum rated
ambient temperature.
The inverter shall have electronic currentlimiting protection to prevent damage
to components for currents above the overload capability. The inverter shall be
selfprotecting against any magnitude of connected output overload. The control
logic shall sense and rapidly remove the inverter from the critical AC load without
the requirement to clear protective fuses.
The inverter shall be provided with the following DC protection:
S DC overvoltage disconnection
S DC undervoltage alarm (low battery voltage)
S DC undervoltage disconnection (lowlow battery voltage / end of discharge)

EQUIPMENT SAFETY
Manufacturer shall prepare labeling on hazards, warnings and/or caution to
indicate the precautions to be followed. These labels shall be such that it can be
read and understood by those who may encounter the equipment before they are
exposed to the hazards identified.
