INTRODUCTION
ThetransnationalSWOTanalysiswasproducedwithintheframeworkoftheLowCostZeroWaste
Municipality project cofunded by the European Regional Development Fund. Its focus was to
provideLocalAuthoritieswithatransnationalSWOTAnalysisofdifferenttypesofsustainablesolid
waste management practices. It focuses on evaluating the common strengths, weaknesses,
opportunities and threats of the different practices and policies for local authorities across the
boardwhenappliedindifferentareas,regionsandcountriesofEUMemberStates.
Forthispurpose:
The inventory of fact sheets on policy, practices and technologies was collected by the
projectpartnersandevaluated.Thisispresentedinpart2ofthisdocument.
Examinationofwastepreventionpolicyatnational,regionalandlocallevelsand
implementationpracticeswereexamined.
Overallavailabledescriptionsofprevention/reuse/recyclingactivitiestakenbyanytypeof
actorsincountriesweretakenintoaccount.
ThefollowingsetofSWOTanalysesreferstothemostcomparableapplicationscollectedfromthe
abovementionedreview.

waste management system. This represents an increment of 6% of the total paper and
cardboardrecycledinthecasestudyareain2009(138298tonsperyear).

PAYT program is an effective tool in increasing waste separation and recycling, and also
encouragewasteminimization.Theresultissignificantenergysavingsfromtransportation,
increases in material recovery from recycling, and reduction in pollution from landfills and
incinerators.PAYTprogramalsoencourageproducerstodevelopmoreefficientdesignsand
environmentallyfriendlyproductlifecycles.
BasedontheresultsofLifeCycleAssessmentstudyofPayasyouThrowforfreenewspaper
whenwastepaperfromfreenewspaperisincludedinintegratedwastemanagementsystem
couldbeavoided0.18tonsofCO2eq.pertonofvirginpaperavoidedproduction.

"Retorna" Network was established as a lobby for defending the implementation of a
Return,Collection,andRecoverySystemforlightpackaginginCataloniaandSpain.
2.ACTORS
"Retorna" Network was established with the support of over 50 local authorities, 40
associations,andvarioussupramunicipalorganizationsanduniversities.
Their role is lobbying to the Ministry of Environment, Rural and Marine Environment to
influence the planned reform of the law on packaging and packaging waste in order to
introducetheimplementationofanSDDRinSpain.
3.BENEFICIARIES
ThebeneficiaryoftheactivityisthewholeofSpanishsocietybybetterseparationofwaste,
betteruseofmaterialsandsavingsintheuseofrawmaterials.
4.OBJECTIVES
1.Encourageachangeofmodellegislationandwastemanagement,especiallyinpackaging,
inCataloniaandSpain.
2.AsafirststeptopromoteaReturn,Collection,andRecoverySystemforpackaging.
3. Promote discussion and encourage membership among local Campaign (motions and
agreements), municipal associations, economic actors involved, universities, institutions,
civic organizations and civil society to address a change of management model and
regulationofwastesandpackaginginthecountryandCatalonia.
4. Disseminate information and awareness activities to the whole of Catalan society about
excessive consumption of resources and the need to reduce the "ecological rucksack" of
packaging.
5.CoordinatewiththeSpanishRedtorna.

to the Catalan Government and the Parliament of Catalonia. Along with Redtorna,

Inafirstphase,theproposedSDDRinSpainincludesPET,cansandcartons.Thesefractions
aretheonethatcurrentlyhavetheworstrateofrecoveryusingtheyellowcontainer.
6.EMPLOYEDTECHNOLOGIES
ThecollectionofpackagingbySDDRcanbedonemanuallyorautomated.Inbothcasesthe
userretrievesthedepositinstantly,andthen thestoreormallreceive theamountfrom a
systemmanagerornationalsystem.
Manual Collection: containers are returned to stores and stored without compacting in
sacks.Anauthorizedagenttocollectthebagsvisitstheshopsandbringsthecontainerstoa
countingandcompactionplant,wheretheselectedproductissentforrecycling.
Automatic Collection: returning machines are installed in areas of great affluence. These
machines count, classify, and compact packaging at source. The waste containers are
generally sent by reverse logistics distribution to the central and from there sent to
recyclers.

management of municipal waste and enough technical knowledge to raise and lead a

Thewastedepositedintheecologicalislandareweighedateachdischargeandtheweight
ofthewaste,dependingonthematerialgiven,istransformedintoascore.Incentive
instruments:thecitizensareequippedwithamagneticcardthatkeepstrackofthepoints
andattheendoftheyear,citizenswhoexceedascoreof500,receiveathomeacheckfor
20euro.

HomeCompostingcampaigntoraiseawarenesswiththepublic,startedin2005in
partnershipwithASCITcompany.Systemtostimulatecitizens:10%discountonthevariable
rateofwasteforallnationalswhoengageinhomecomposting.Thecompany(ASCIT)gave
citizensafreecompostbinandatechnicalmanualwithinstructionsformakingagood
compostusingorganicwastes.Withthispolicytoday,citizensengagedinhomecomposting
increasedto2023inthemunicipality.Eachyear,acheckismadeonasampleofcitizenswho
practicehomecomposting.Monitoringactivitieshaveshownthatover96%ofcasescarried
outcorrectlyhomecomposting.
GreenPurchasing:TheCityofCapannori,firstinTuscanyRegion,hassince2005adopted
thesystemofgreenpurchasing,witharesolutionofaccessiontotheprocedureGPP(Green
PublicProcurement).AllpurchasesoftheMunicipalityhavebeenplacedunderaprocedure
thatfavorstheproductsmadewithrecycledmaterialsandlowenvironmentalimpact.
WithintheMunicipalitywasalsolaunchedseparatecollectionandtherecoveryofwaste
suchastonerforprinters.
GoodWaterincanteens:In2007MunicipalityofCapannorihaslaunchedapilotprojectin
threeschools,graduallyreplacingthebottledwaterintheschoolcanteens,usingjugsoftap
water.Thisprojecthassaved8,500boxesofmineralwaterperyear.In2009theprojectwas
extendedtoall22municipalschools,withareductionof40,000bottlesfromSeptember
2009toFebruary2010,saving1,600kgofplasticanddeterminingamajorlineof
environmentaleducationfor2438childreninvolved.Themunicipalgovernmenthassigneda
MemorandumofUnderstandingwiththeAcqueSpA:thecompanyhasprovidedfreejugsof
glasstobeusedinschoolcafeteriasandcarryoutregularmonitoringtoensurethequalityof
tapwater.
TheWayofWater:theprojectwasrealizedwiththeobjectiveofminimizingwateruseand
withtheaimofexploitingthenaturalsourcesintheareaasaplaceof"commongood",from
whichallcitizenscandrawwaterfortheirconsumption,inabsolutesafety.Forthispurpose,
apathwascreatedcalled"TheWayofWater",whichincludes15watersourcesscatteredin
theterritoryofCapannori,withanultravioletpurificationsystem,whicheliminatesthe
bacteria.Theprojectstartedin2005withatotalcostof500,000,financedby60%from
theTuscanyRegion.
Milkontap:aprojectrealizedtoreducepackagingbutalsoforthedevelopmentof"short
chainofMilk",throughtheuseofavendingmachinemilkontap,withpositive
consequencesintermsof:aguaranteeofhighqualitymilkbecauseitiscooleranditisnot
treatedandbecausethefarmerswhosupplythevendingmachinesformilkontapshould
takethecertificationMilkhighquality,resultinginsavingsforthosewhobuymilkontap;
economicbenefitsforproducerswhohavemoreprofitmargins,environmentalbenefitsto
minimizetheuseofcontainers"disposable".Results:FromFebruary2008toFebruary2010
weresoldabout200litersofmilkperdayforatotalofabout110,000liters.Consideringthat
about90%ofconsumersbuythemilkusingyourowncontainer,weresparedmorethan

Withtheseparatedwastefrom2004to2009wehavestartedtorecycle85,467tonsof
waste.Fromthe"doortodoor"wastecollection,increasingtheseparatedwaste,we
achievedareductionofmixedwastetodisposeofapproximately30,000tonsofwaste.
Withtheseparatedwasteofpaperin2009wehavesaved:theslaughterofnearly100,000
treestheconsumptionof2.5milliongallonsofwatermorethan7,000tonsofCO2
emissions;throughhomecompostingandreuseoforganicmaterial,pruningandmowingwe
haveobtainedasavingofalmost5,000tonsofCO2emissions.Separatecollection+
compostingactivity=savingsof13,272tonsofCO2emittedintotheenvironment.

waste press. Waste is traveling on sorting belt where it is sorted. With this sorting

Wastemanagementisoneofthepriorityenvironmentalproblems.Wasteproductionis
increasingandthefirstgoalistoworkforreducingtheirquantity.
Fromthisgoal,CollegnoMunicipality,madeupofmostlywomenandalwaysveryattentive
tothepoliciesofthefemaleworld,asthefirstMunicipalityinPiemonteRegion,has
decidedtopresentandpromotetheirowncitizensandthemunicipalemployees'useofthe
MOONCUP.TheMOONCUPisareusablemenstrualcupmadeofsurgicalsilicon,which
collectsthemenstrualflow,tobeusedlikealternativetoexpensive,pollutingandannoying
femininedisposablenapkins.
Thereareseveraladvantagesofthissolution:
Itisverycheap(becauseitprovidedafinancialcontributionformooncuppurchasing);
itisecologicandhasalowenvironmentalimpact,becauseitdrasticallyreducesthe

The reduction of waste produced on the Collegno territory , assuming that the disposable
absorbentsrepresentmorethan10%ofmixedwastefordisposal.

willbefreedistributed50pieces.Giventhateachwomanusesabout12,000sanitarytowels

TheDirectorsofLaSalle,inthecontextoftheInterregIIIC"IUWMMmanagementModel
IntegratedUrbanWaste",haslaunchedinNovember2006apilotprojecttotestthehome
composting,withtheintenttopromotethedirectrecoveryofparticulartypeswastein
ordertocontaintheproductionofwaste.
TheHomecompostingisausefulsystemofselfdisposalorbetterrecoveryoftheorganic
fractionpresentinhouseholdwaste.
Inviewofthemorphologicalandregulationofthelocalroads(km,height,population2006
anddispersal,ruralmountainpeoplepersquarekilometer)canbeconsidereda
replacementforthecollectionoforganicfractionproducedinthehouseholds.TheHome
compostingatLaSallewantstobecomplementarytocurbsidecollection,wherethe
settlementmodepermitit(thepresenceofgardensandgreenareassufficientlylarge).

use,followedbydeliveryofacomposteronloantoeachfamilyinpossessionofagreen

From the beginning of the projects implementation till today municipality of Thermi has
collected5.000tofrecyclablewastewhileithasutilize3.500tofthem.
MunicipalityofThermihavenotpaidgatefeesfortherecyclablewastethatdidhavenot
beentransferredforlandfilling.
Benefits for the community: improvement of the citizens life quality as well as citizens
educationonrationalwastemanagement.

a) El Consell Comarcal entrega a cada habitatge un cubell de 10 litres per dipositarhi les deixalles
orgniques.Aquestcubellhaderomandresempredinsdecasa.
b)ElConsellComarcaltambentregaacadahabitatgeuncubellde25litres.Dinsdaquestcubellshi
han de dipositar les bosses amb la matria orgnica i treure al portal dels edificis els dies i hores
indicats per a la seva recollida. Una vegada buidat cal entrarlo en espai propi de lhabitatge. El
mateix cubell tamb sha dutilitzar per treure el rebuig, sens perjudici que es pugui utilitzar per
dipositarhialtresfraccionsdelesdeixalles.Lareposicidaquestscubellsencasnecessarilefectua
el Consell Comarcal. La conservaci i neteja dels cubells va a crrec dels ciutadans als quals shan
ceditens.

1.BRIEFDESCRIPTIONOFTHEACTIVITY
Argentona applies a waste management pricing scheme based on the Polluter Pays
Principal.
In Argentona carried out a model of door to door selective collection of the following
fractions:
Organicfraction
Paperandcardboard
Packaging
Nonrecyclablewaste(Nonrecyclablewaste(refuse))
SanitaryDiapersornappies
ThecolloquiallycalledTheFairTaxisapaymentsystemforwastegenerationrateinthe
trash. Promotes the reduction in waste generation and increasing recycling. It is a
commitment to the prevention and recycling as much as the citizens that generates less
wasteandrecyclemoreseenasreducingtherateyoupayannually.Thiswillrewardgood
practicewithregardtowaste:recyclemoreandgenerateless.
Regardingtheprevioussystem,thistaxbenefitswhoselectthebestwasteandwho
generatesless,atthesametimeservestoencouragethecollectionandreducelevelsof
wastefractionthatcurrentlyexist.Itletstreateachcitizenaccordingtoitsactual
generationofwaste,applyingtheprincipleof"polluterpays".
Itconsistsofafixedpart(95)andavariablepart(forNonrecyclablewaste(refuse)bags
andpackaging).Thecollectionofdomesticorganic,glass,paper&cardboardandnappies

On Thursday 3 June the Government of Catalonia awarded the Environment Award 2010,

In 2004 the implanted Door to Door fractions of Organic Waste. In four years, going from
15%to52%selectivecollection.
In late 2009 he joined the D2D fractions of packaging, paper and cardboard. In two years
(2008to2010)passed52%to67%separatecollection.Rememberthat the averageround
CatalanandSpanish35%15%,respectively.
WiththedefinitiveestablishmentoftheFairTaxalongwiththeD2Dareobtained:
Theimproperoforganicstabilizedbelow5%.
Theimproperpackagingoccurin35%to14%.
Reductionof28%ofNonrecyclablewaste(refuse).
DuringtestingoftheFairTax(3monthsbeginning22October2009)thetotalgeneration
decreasedby7%.
AftertheintroductionofthetaxrateFair(FebruaryApril2010)thetotalgenerationwas
reducedby6%overthetrialperiod.
TheD2Darea,sincetheintroductionofthetaxratecomparedwiththeFairtrial,theNon
recyclable waste (refuse) fraction has been reduced by 18.7% and 23.6% packaging.
Itcanbeconcludedthatthedifferentobjectiveshavebeenachieved.

Description:
1.BRIEFDESCRIPTIONOFTHEACTIVITY
Organkoisaspecialbinthatisdesignedforcollectionoforganicwasteinhouseholds.Itisa
container in which fermentation rather than rotting takes place thanks to microorganisms.
Fermentation is a 24 week process in which organic waste changes into fermented waste,
which makes for the ideal basis for producing quality compost. In the process of
fermentation,allthevitaminsandmineralsinorganicwastearepreservedand,unlikewith
rotting,thereisnosmell.Organkosolvesseveralproblemsatthesametime.Itenablesyou
toseparateyourwaste,eliminatingthestenchandunpleasantsmell.Itreducestheemission
of greenhouse gases, which are produced in the process of rotting, and recycles organic
wasteintocompost,whichcanbereturnedtonature.Thekeytothesuccessofthissystem:
aspeciallydesignedfermentationcontainermadeofrecycledplasticandtheuseofeffective
microorganisms(Biogen).

Upto40%ofmunicipalwasteisbiodegradablewaste;muchofthisiskitchenwaste.Culling
them from municipal waste is one of the essential objectives of waste management.
Individual composting or separate collection of biodegradable waste and biological
degradationinthecentraldevicessignificantlyreducestheamountoflandfillwaste,reduces
landfillgasgenerationandontheotherhand,theresultingproductsareusefulforimproving
soilqualityandbiogas(methane).

Wedisposeorganicwasteintothebindailyandscaterthemwithabiogen.Thisisamixtureof
variousbiogenicmaterialsthatareprocessedwitheffectivemicroorganisms(EM).Thebinis
full in 34 weeks. We pour away the fermentation liquid, which is excellent
nutrientforgardenandhouseplantsandcleansthedrainsintoilets,sinksandwashbasins.
Wediluteitwithwaterinaratioof1:100or1:200.
We leave the organic mass to ferment for 10 to 14 days. After completing the process of
fermentationweemptythecontentofthebinonthegardenorgivethefermentedwasteto
the organic waste collector. We gain fertile compost form fermented compost in about 5
weeks.Foroptimumeffectofthefermentation processitisrecommendedtousetwobins.

In Pivovarna Union have decided to systematically reduce the weights of the packaging
materialsin allsegmentsofthebeverage.Mostprogresshasbeendonein thecans,since
theintroductionofaluminumcansthayreducetheweightofpackagingby50%orabout700
tonsperyear.Currently,themaximumroomtomanoeuvreisinsegmentofbottles,where
there are increasingly emerging biodegradable and recycled materials, but they are still
someweaknessesinthe actualproductionprocess.Forproductsthatarefilledin bottles,
theweighthasbeenreducedduetothetransitiontothenewdesign.Inthesegmentofglass
bottles they wish to accelerate the sale of bottle return program, and thus reduce the
amountofglassused.
ThecompanyRadeePapirMuflonthayproduceselfadhesivepapermaterialforprinting
labels.Theyreducedtheweightofsiliconisedpaperfirstwith100gramsperm2andthento
80gramsperm2,whichrepresentsa11%reductioninweightofthewaste.In2008,they
reducetheamountofwasteby56tonesin2009by105tonesandthisyearthedifference
willbeover125tones.

WhenrenovatingSubrinaproductlineswasoneofkeyrequirementsloweringmaterial
consumptionperunitofproduct.Withtheintroductionofthemodifiedcaptheyachieved
26%lessweight.Thedecreaseinthetotalweightofwasteplasticsisalsoaffectedbythe
decisiontounifythevolumeofproductsfordifferentmarkets.Attherenewalofproduct
linesSubrinatheyalsochangedtransportpackaginginthedirectionofbetterutilizationof
volume,whichalsosavesonwastepaperandwastegiftwrappingfoil.
The company CocaCola HBC Slovenia have introduced a new material called Ultra Glass,
which is thinner and lighter than the existing glass. The process of making ultralight
reusable bottles is optimized. The bottle is lighter, thinner, lower and more robust. This
saves space in storage, the less energy needed to heat the bottles at the washing and
substantialsavingsintransport,sincethetruckwiththenewbottlesis3.5tonslighter.
