material license and release its Henrietta
Street and Jasper Street facilities for
unrestricted use. On April 24, 1958, the
Atomic Energy Commission authorized
the licensee to conduct the radiological
operations. The primary radioactive
materials used at Henrietta Street and
Jasper Street facilities were H–3, C–14,
P–32, P–33, S–35, and I–125. On
January 26, 2005, the licensee submitted
a license amendment request to amend
its license to release its Henrietta Street
and Jasper Street facilities for
unrestricted use. The licensee has
conducted surveys of the facility and
provided information to the NRC to
demonstrate that the site meets the
license termination criteria in 10 CFR
20.1402, ‘‘’Radiological Criteria for
Unrestricted Use.’’
The staff has examined the licensee’s
request and the information provided in
support of its request, including the
surveys performed to demonstrate
compliance with the release criteria.
Based on its review, the staff has
determined that there are no additional
remediation activities necessary to
complete the proposed action and a
Finding of No Significant Impact is
appropriate.
III. Finding of No Significant Impact
The staff has prepared an EA in
support of the proposed action. The staff
has found that the environmental
impacts from the proposed action are
bounded by the impacts evaluated in
the ‘‘Generic Environmental Impact
Statement in Support of Rulemaking on
Radiological Criteria for License
Termination of NRC-Licensed
Facilities’’ (NUREG–1496). On the basis
of the EA, the NRC concluded that there
are no significant environmental
impacts from the proposed amendment
and determined not to prepare an
environmental impact statement.

SUMMARY: Notice is hereby given of the
following determinations: Pursuant to
the authority vested in me by the Act of
October 19, 1965 (79 Stat. 985; 22 U.S.C.
2459), Executive Order 12047 of March
27, 1978, the Foreign Affairs Reform and
Restructuring Act of 1998 (112 Stat.
2681, et seq.; 22 U.S.C. 6501 note, et
seq.), Delegation of Authority No. 234 of
October 1, 1999, Delegation of Authority
No. 236 of October 19, 1999, as
amended, and Delegation of Authority
No. 257 of April 15, 2003 [68 FR 19875],
I hereby determine that the objects to be
included in the exhibition ‘‘Callot to
Greuze: French Drawings from
Weimar,’’ imported from abroad for
temporary exhibition within the United
States, are of cultural significance. The
objects are imported pursuant to a loan
agreement with the foreign owner. I also
determine that the exhibition or display
of the exhibit objects at the Frick
Collection, New York, NY, from on or
about June 1, 2005, to on or about
August 7, 2005, and at possible
additional venues yet to be determined,
is in the national interest. Public Notice
of these Determinations is ordered to be
published in the Federal Register.
