CLEANING-SERVICES CONTRACT - INVITATION FOR BIDS (IFB) 2015

Jefferson County Housing Authority is seeking competitive bids from qualified and licensed cleaning contractors
to provide cleaning services on an as needed basis for our vacant public housing and vacant multi-housing
apartments; and on a weekly basis for two JCHA office buildings.
Locations to bid on are divided as follows:

Western Region Oak Ridge (City of Brighton), Terrace Manor Phase 1 (City of Bessemer), Terrace
Manor Phase 2 (City of Bessemer), and Brighton Gardens (City of Brighton).
Northern Region Warrior Courts (City of Warrior), Chelsea Gardens (City of Warrior), Bradford
(Bradford), Trafford (Trafford), and Dixie Manor (City of Pinson).
Central Region Fultondale Village (City of Fultondale), Brookside Village (City of Brookside), Red Hollow
(Unincorporated Jefferson Co.), Hickory Grove (City of Tarrant), and Tarrant Housing Authority (City of
Tarrant), JCHA Main Office Building (City of Tarrant).
Spring Gardens and Hickory Ridge Region Spring Gardens and Hickory Ridge are JCHA Apartment
Complexes for Elderly and Disabled Residents and they are located in the City of Tarrant- Spring
Gardens Community Center/Rental Office Building, Spring Gardens Phase 1, Spring Gardens Phase 2,
Spring Gardens Phase 3, Spring Gardens Phase 4, and Hickory Ridge Phase 1 & Hickory Ridge Phase 2.

We are contracting with one (1) contractor in each region but bidders are not precluded from bidding on more
than one, or all regional cleaning contracts. Cleaning contractors bidding on more than one region must
demonstrate that they are capable of handling multiple cleaning jobs often in different areas of the county.

A Pre-Bid meeting will be held at 2:00 P.M. (CST) on November 3, 2015 at the Jefferson County Housing
Authoritys Main Office Building, Located at: 3700 Industrial Parkway, Birmingham, Alabama 35217

Responses to this Invitation for Bids (IFB) are due in the Jefferson County Housing Authoritys Office,
Located at: 3700 Industrial Parkway, Birmingham Alabama 35217 no later than 2:00 P.M. (CST) on or
before November 10, 2015. Bids received after this time and date WILL NOT BE CONSIDERED.

The JCHA Cleaning Service Contract award(s) will be made to the respondent(s) whose proposal (Bid) is the most
advantageous to the JCHA, with price and other factors considered.
The JCHA encourages participation by qualified businesses owned and operated by minorities and women. We use
best good faith efforts, consistent with applicable federal regulations and executive orders, to fully promote
participation and utilization of disadvantaged and historically underutilized businesses in all areas of our
contracting. Bidders are expected to demonstrate diligence to achieve participation and utilization of
MBE/WBE/DBE firms. The JCHA reserves the right to reject any or all bids, in whole or in part, and to waive any
informality in the bid process.
