teacher should have are those that promote effective teaching and learning, those that
transform the teaching and learning environment and value the learner has having

CONTENT

Teacher is both an art and science. As an instructional leader. Serving as a

lead teaches, principles must be diligent in shaping the climate and culture of school,
supporting the teaching staff, and moving their school academically. There are two
divergent approaches to defining competencies. In one of them, competencies
denote a set of conscious, trainable skills and abilities which make a teacher effective.
In other competencies are addressed in the context of changeability and uniqueness of
each and every educational situation and mean a repertoire of knowledge, personal
features and educational technique. The approach conceptualizes competencies as a
developing in the space of relative practice.
On the basis of theoretical-methodological criterion, Meczkowska
distinguishes following definitions and meaning of the term;

Competencies as a basis of effective action; to be competent means to be

effective.
Competencies as a conditions for constructing individual psycho-social
identity; it means not only a technical ability to apply an acquire skill, but also
a social identification which allows for consulting the social competent of
identify.
Competency as a capacity for reflective action which ensures from the
conviction above inter connectedness of thinking and action, as proposed in
Schons concept of reflective practitioner.
Competency as a condition of detached understanding, which serves as a tool
of reflection dissociated from an agents activity engagement in the world of
action. The essence of competency conceive in such terms is a distance from
the world of culture, and in particular from those of its aspects which offer
certainty and clarity.
Competency as a potential for emancipator action defined by CzerepanicWalczak as a subject dynamic preparedness acquired in social interaction and
manifest in perceiving and comprehending deprivation and imitations to ones

agency, in conscious expression of protest against them, in devising way to

overcome them and to gain new spaces of empowerment and freedom as well
as in using them responsibility.
Initial competencies, which are prerequisites for taking on and performing
professional teaching task (their level determines the choice of further self
development);
Mature competencies, which influence a teachers on-going professional
performance;
Competency for change which is tantamount to copying with difficult situation
and external pressures.
Core competencies, which a fundamentally underpinned by openness and
reading to change. At the same time, they foster sustained effort in continuing
action already embarked on and critical assessment of current performance. In
and by themselves, these competencies do not designate a persons professional
expertise.

CONCLUSION
It is concluded that in the twenty-one centaury the students think is most
difficult. So the teacher will push them harder and teacher struggle effectively to
explain contents to their student. So we give more respect to teacher and teacher
educator. Do not forget that the effect to master teacher competencies is not restricted
to preserves teacher education only. The technologies of learning and teaching are
changing fast. As new ideas, theories and technologies emerge in the field, new
teacher competencies too will go on emerging. Hence in inservice courses also
improvement of teacher competencies has to be a main item to be handled.
