Maria C. Diaz #1246, Dispatcher I, Technical Services
9-17-15
OCA/15-19439 on 9-14-15

My name is Maria C. Diaz #1246 and I am a Dispatcher I in Communications.

I am writing this memo to give my account on what transpired that day.

On 9-14-15 I was working the front desk, while on light duty. While sitting at the front counter I
observed Ahmed Mohamed being escorted by Officer Taylor in the direction of the property room. After
sometime I saw two middle-eastern females approaching the front desk at which time Sgt. Mitchell
directed them to Community Services. After a few more minutes passed I heard a male yelling. I went to
investigate to make sure everything was ok and as I approached the door to Community Services I heard
a male yelling at Sgt. Mitchell stating that he would not take custody of his son unless the charges were
dropped. I also heard a female, who I believe to be Ahmed's sister, asking Sgt. Mitchell why they were
not notified first about Ahmed being arrested and brought to the station. As Officer Taylor was bringing
Ahmed back to Community Services I heard Sgt. Mitchell telling Officer Taylor not to remove the
handcuffs because the father was saying he would not take custody of his son until the charges were
dropped. Then I heard the father telling Sgt. Mitchell that he wanted to hear his son tell his side of the
story at which point the father asked Ahmed what happened to which Ahmed told his father what
happened in their native language. After that I returned back to my seat at the front desk. It was shortly
thereafter that Ahmed and his family were leaving Community Services and were exiting the doors
leading from the front desk into the lobby. Before the family left they turned around and approached
the front desk and told Karina Perla, one of the Records Clerk working the front desk, that he needed his
property. Karina advised Ahmed that his property was being entered into the property room as evidence
and that he would not be able to get it at that moment. Ahmed became rude and started to question
Karina why was his property being submitted into the property room as evidence. Again she explained
that since there was an investigation being done he could not get his property until the investigation
was over. At that point I saw a portion of Ahmed's hand coming through the opening of the window at
the front desk. I kept a close watch to make sure there would be no trouble. It was also at that moment
that Christina Anguiano stepped in to reiterate what Karina Perla had explained to Ahmed twice about
why he could not get his property at that time. Christina then stepped away from the front desk to verify
with Sgt. Mitchell if Ahmed's property was being entered into the property room as evidence and would

not get it back until the investigation was complete. Christina came back and re-confirmed to Ahmed
that his property was being logged in as evidence and would not get it back until the investigation was
complete. When Ahmed became rude towards Christina she stated that he did not need to get an
attitude with us. That she was relaying to Ahmed what was relayed to her and that's when I immediately
got up from my seat and went to Community Services to inform Sgt. Jeff Mitchell that Ahmed and his
family were causing a disturbance at the front desk. Sgt. Mitchell and Officer Taylor proceeded to the
front desk and asked what was going on. Ahmed's father demanded to know why his son could not get
his property and why was it being logged in as evidence. The father stated that Ahmed needed his pad
because that was what he used to do his homework on. Again Sgt. Mitchell explained to the family that
it was being logged in as evidence to be investigated and that once the investigation was completed and
there was no evidence found on the pad then the property would be released back to him. The
argument continued for possibly another ten more minutes after which Ahmed's sister grabbed her
brother's arm and told her dad to forget it that this was a racist situation. Also as Ahmed and his family
were leaving, Ahmed's mother said something in her native. It sounded harsh to me.

I would also like to say that during the time that Ahmed became rude towards Karina and Christina, I
noticed that his family never stepped in to calm him down. I also noticed that as Sgt. Mitchell and
Officer Taylor were coming to the front desk I observed the father calling someone on his cell phone and
when Sgt. Mitchell and Officer Taylor stepped out of Community Services the father handed the phone
to his daughter who quickly took it and started speaking with an unknown person.
