Proposed Collaborative Graduate Education Program between PNU and Tokyo

Gakugei University

Introduction
The demands of the 21st century on knowledge creation and dissemination
have included an assessment on how learning is delivered and earned. Now, more
than ever, collaborations and linkages between and among educational institutions
become imperative as the concept of knowledge factory does not follow the old
tradition.
The Philippine Normal University, the countrys National Center for Teacher
Education, is at the most appropriate position to be the forerunner of innovative
programs which will address the need for higher education for teachers in the
country. As more modes of delivery become possible for education, PNU establishes
itself as an obvious choice in forging educational collaborations.
Project Description
The proposed collaborative graduate education program between the PNU
and TGU is a customized program that will allow Filipino teachers to pursue their
PhD (by Research) Program from TGU. While most collaboration with international
academic institutions demand for physical relocation for the duration of the
program, this proposal uniquely provides for the same level of quality education
delivered in the confines of the university. In this program, the following will be
observed:
1. Qualified Faculty members from PNU and other members of 3NS will enroll at
TGU (it is understood that the applicants satisfy all the entry requirements of
TGU).
2. All enrollees are expected to be at PNU for the face to face interaction with a
faculty from TGU. A suggested scheme is for the faculty to handle face to
face classes for two days in a given semester.
3. All succeeding interactions will be aided by technology , i.e. skype, email and
others.
4. Enrollees will pay their tuition and other fees at PNU; and PNU will pay TGU.
5. Air fare and hotel accommodation during the visit of TGU course professors
for the face-to-face interaction will be shouldered by PNU.
6. Steps 2-5 will be observed for all academic/refresher courses.
7. If the PhD program is offered under a consortium among Chiba, Yokohama,
Saitama and TGU, then the visit of the course professor for the face-to-face
interaction will be arranged/coordinated by TGU.
8. In the dissertation defense, students will be required to report to TGU to
defend their papers. Transportations and accommodation for this purpose will
be shouldered by the students themselves.

9. If all the requirements have been complied, students will receive the PhD
degrees from TGU.
Should TGU faculty wish to pursue their PhD at PNU under this program, the same
steps will be applied. If the PhD program is offered under a consortium within 3NS,
PNU shall be the coordinating institution.

Conclusion
This proposed tie up between PNU and TGU promises rich collaboration as this
would also produce collaborative efforts on research, pedagogical sharing and
meaningful cultural exchange. With these intentions in mind, the future graduates
of this program will be in a better position to aid in nation building.
