Jane-and-Finch area are ignoring the police boards revised
carding policy, contributing to
a climate of mistrust, according to a survey to be presented
at a board meeting Thursday.
Theres a huge disconnect
between what the board is trying to do and what is actually
happening on the ground in
the community, said survey
author Neil Price, executive
director of LogicalOutcomes,
a non-profit consulting organization hired by the board.

The new policy adopted in


April requires that police have
a valid public-safety reason for
stopping individuals and that
they not prolong encounters
to gather information to justify formal questioning.
The Community Assessment of Police Practices survey found about two-thirds of
people mostly youth and
young adults who reported
being stopped and documented since June, said they
didnt believe officers had a
valid reason. More than 60 per
cent said they felt police prolonged the encounters to get
more information.
The Toronto Police Service
did not respond to a request
for comment Tuesday, but
board chair Alok Mukherjee
said the results were ex-

Suicide-prevention barriers
needed for subway: Report
The grim start to the week experienced on Torontos transit
system could be prevented in
future if council adopts a series
of suicide-prevention measures,
the citys public health department says in a new report.
Between 7 p.m. Monday and
11 a.m. Tuesday, there were
three suicide attempts, including one fatality, on the subway
system, Toronto Transit Commission spokesman Brad Ross
confirms.
The horrifying incidents
shut down parts of the subway
lines for a combined 225 minutes, causing major delays for
thousands of passengers.
Toronto Public Health, in a
new report, states that suicide
attempts and deaths on the
subway system can have serious impacts not only in terms
of morbidity and mortality,
but also in the economic cost
to transit system operations
and psychological impacts
on the driver, passengers and
witnesses.

or 29.5 per cent, died by

died after jumping from a
high place. Some 609 suicide
deaths in Toronto were by
overdose.
 A further 238 people, or
7.7 per cent of victims,
ended their lives by jumping or lying in front of a
subway, train or car, followed by asphyxia (226),
shooting (148) cutting/
stabbing (95) drowning/
hypothermia (73) and re/
burns/electrocution (34).
 In 2009, suicide claimed
243 lives in Toronto,
four times the number
of people who died by
homicide, and three times
the number who died in
motor vehicle crashes.

stations, old and new, to a call
for increased public awareness
and education programs.

Used and shown to be effective in 35 cities around the


world, including Hong Kong
and Paris, the barriers line up
perfectly with the train doors
and open when the subway
comes to a halt at the platform.
The TTC has incorporated

the infrastructure for them


in the new stations on the
Spadina subway extension to
York Region. At a cost of $5 million to $10 million per station,
the cash-strapped TTC doesnt
have the money to install them.

Immigrant nurses face new


hurdles over licensing rules
Uphill climb. New
screening exam for RNs
is failing three-quarters
of immigrant nurses
Exactly three years after
she submitted her application to be licensed as a registered nurse in Ontario, Mitra
Shojaee was told she would
need to restart her education
to qualify.
The Toronto resident, a veteran RN from Iran, is among
the three-quarters of immigrant nurses in the province
who have failed the College of
Nurses of Ontarios new licensing exam. They face a double
whammy, since the province
also lacks remedial programs
that could help them fill the
skills gap.
Changes made by the nursing regulatory body last year
have created additional hurdles for internationally educated nurses, who say they are
already struggling to meet the
regulators new safe practice
rules and face multiple delays
in restarting their nursing careers.
Shojaee submitted her
registration application to the
College in November 2011. She
said it was 20 weeks before she
heard back, asking for her uni-

versity transcripts and course


descriptions, as well as proof
of safe practice from her
former employer. (Applicants
must work in nursing within
three years to be eligible.)
In September 2013, the College finally finished assessing
her credentials and referred
her to the newly introduced
objective structured clinical
exam, better known as OSCE.
Shojaee, 35, who has an
undergrad degree in nursing
and 11 years of RN experience,
didnt get a spot for her OSCE
test until June. In September,
the results showed she had
failed seven of the 12 clinical
case scenarios.
After three years of waiting, (the college) asked me to
do further education to cover
my competency gap. But the
problem is, theres nowhere
we can go to fill those gaps,
said Shojaee.
Nurses who have taken the
OSCE say the college offers
limited information about the
exam, and there is no course
or textbook to prepare for it.
Due to high demand, some
must wait as long as nine
months to sit for the test.
And worse, they say, those
who fail and dont want to repeat their entire education in
Canada have only one choice:
compete for one of 50 spots at
York Universitys 20-month-

In my own country, there


is a shortage of nurses. My
hospital needed me and I decided to immigrate here. If I
had known its so hard to be
accepted here, I wouldnt have
come, said the 37-year-old
Vaughan resident, a graduate of Tel Aviv University who
came here in June 2013.
Pasynkovsky began her
registration with the nursing
college in mid-2012, a year

before her move to Canada.


She took the OSCE in August
and last month learned she
had failed eight of the 12 test
scenarios.
The nurses complaints are
highlighted in a recent review
of the nursing colleges registration process by Ontarios
Office of the Fairness Commissioner (OFC).
The report, released this
summer, found that some

internationally educated applicants do not receive adequate


explanation about their shortcomings on the OSCE. And
since there are no appeals or
repeat tests allowed, it leaves
applicants with no option but
to proceed to bridging education if they wish to continue
with their RN application, the
report says.
It is unclear why, regardless of the number of gaps
identified in the OSCE, applicants who want to proceed
with their RN application
must take an entire bridging
program. There is no sound
justification for the one size
fits all approach.

Child-care gap a pressing

theres a huge gap in early
childhood services that has
provinces scrambling to fill
the void for families for three
years until kids start school,
says a report to be released
Wednesday by the Atkinson
Centre at the University of Toronto.
The Royal College of Physicians and Surgeons of Canada
is also issuing an urgent plea
to the federal government on
Wednesday, saying the first six
years of life are the most important developmental phase
and our current approach is
inadequate, said Dr. Andrew
Padmos, the colleges CEO.

The two reports, both provided to Torstar News Service in
advance, come at a time when
child-care is in the limelight
on the eve of a national childcare conference in Winnipeg
and on the heels of a new study
showing day-care costs in the
Greater Toronto Area among

the highest in the country.


The federal government
has a new plan for income
splitting and improve monthly
child-care benefits, and the federal NDP has pledged a million
daycare spaces for $15 a day. In
Ontario, the provincial government has a child-care plan in
the works.
The Early Childhood Education Report 2014, which follows
up on a 2011 report that looked
at 19 measures of success, notes
that provinces have been making progress in the past three
years, but overall Canada still
lags behind.

parental leave for qualifying
parents and the start of kinder-

garten, usually at age 5, there is


no universal policy designed to
support young children, notes
the report from researchers at
the Atkinson Centre for Society
and Child Development.
The more than 50-year-old
call for a pan-Canadian child
care plan remains elusive.
The report lauds eight provinces for providing proper oversight for child care, merging it
with education departments
for a seamless system. Spending on early childhood is now
0.6 per cent of the countrys
Gross Domestic Product, far behind the one per cent average
of developed nations but up
from 0.25 in 2006.

TDSB. Trustees considering $50K vote recount


Toronto trustees are holding a
special meeting Wednesday to
vote to spend up to $50,000 for
a recount in the Scarborough
Centre ward where incumbent
David Smith won by just 139
votes.
Scott Harrison, a former
trustee for the ward himself,
was ahead of Smith by 89 votes
when all polls were closed and
full results posted online, only
to find out two hours later that

ballots are being hand-counted,

Some trustees, however, are

For Christopher J. Hanke, ignorance was bliss. At least it
was when it came to Barbra
Streisand.
The 38-year-old actor has
had a rich and varied career,
with gigs such as playing the
villain to Daniel Radcliffes
hero in the remounting of How
to Succeed in Business Without Really Trying, or tackling
the leads in recent Broadway
revivals of Hair and Rent, but
he really knew nothing about
Streisand, which is kind of
spooky for someone in musical
theatre.
So there was a certain irony
when he was asked to play the
lead in Buyer & Cellar, the hit
off-Broadway comedy opening
in Toronto for Mirvish Productions this week, because that
character is an out-of-work actor who gets a job working in a
giant underground mall underneath Babs Malibu estate.

brainchild of playwright Jonathan Tolins, who was inspired
to write it after reading Streisands 2010 door-stopper of a
coffee-table book, My Passion

rejection in this business. I was
up for one role on Broadway
and when I didnt get it, I just
stayed in bed for days afterwards. Ive been to those painful dark spaces.
Still, Hanke chooses to savour the plays lighter, funnier
moments.

If you own a licensed dog or


cat in Toronto, chances are its
name is Charlie or Max.
Thats because both names
top lists recently released by
the city of the 25 most popular
licensed cat and dog names in
Toronto.
The citys latest rounds of
data show that of the 90,154
licensed pooches and kitties in
Toronto, 1,776 are named Charlie and 1,368 are called Max.
While many pet owners do

not license their animals when


the animals are licensed, the
city collects and compiles pet
names revealing stats about the
nature of how Torontonians
name their pets.
The stats reveal that in addition to Charlie and Max, Tiger,
Smokey, Tigger, Lucy and Lucky
also prove to be common cat
names. Meanwhile dog-owners
most often name mans best
friend Buddy, Bailey, Bella and

the latest group to be hit by
layoffs at Bell Media-owned
companies.
Bell Media, which runs
CTV and a raft of specialty
channels, has confirmed that
both Kim and The Movie Network host Teri Hart had seen
their positions eliminated.
The layoffs are part of
a plan announced by the
multimedia giant in June to
cut up to 120 jobs at its TV
operations due to financial
pressures in advertising and
subscription TV services.
In July, some 91 of the total
120 cuts were announced,
mostly affecting music channels Much, M3 and MTV.

Jun Lin was a Canadian government agent sent to kill him
the night the Chinese student
was slain and dismembered, a
psychiatrist testified Tuesday.
Magnottas
version
of
events was given earlier this
year to Marie-Frederique Allard, who assessed him for
criminal responsibility.
Her report is central to the
defence case in light of the various charges Magnotta faces related to Lins slaying.
Magnotta, 32, has admitted
to killing Lin in May 2012 but
has pleaded not guilty by way
of mental disorder.
While police were never
able to determine how the two

men met, Allard said Magnotta


told her it occurred after he
placed an advertisement on
Craigslist seeking a bondage
partner. Lin replied to the ad
and they met in person briefly
for the first time before walking several blocks to Magnottas
apartment.
Allard said Magnotta told
them they drank wine and had
sex. Magnotta was the first to
be tied up, but complained
Lin was going too fast and was
hurting him.
The jury then heard from
Allard that Magnotta became

anxious and took some sleep


medication, with Lin asking
for some. Magnotta said he
thought he saw a black car
parked outside his building and
became paranoid about a government conspiracy involving
Lin, Allard testified.
Allard said Magnotta began
hearing voices telling him to
tie up Lin and to cut it. Subsequently, Lin had his throat cut.
In earlier testimony, Allard
said Magnotta told her that an
email he sent a British tabloid
foretelling the murder of a human being was meant only as
a threat to a journalist whod
ambushed him. The Crown
contends the communication
to the London Sun suggests
Magnotta was planning a slaying up to six months in advance
of Lins killing.
Allard, a forensic psychiatrist, has said she believes
Magnotta was suffering from
schizophrenia and was in a
psychosis when he killed Lin.

who consume alcohol?
While its not clearly defined by law, hosts should
always keep their guests safety in mind. They
should also take basic precautions to protect themselves
just in case a guest fails to use their common sense and
drives while intoxicated.
Does a party host face any liability if a guest leaves
a party and chooses to drive impaired?
There has never been a case where a party host has
been found responsible for injuries caused to one
of their guests or to a third party. But a case that went
before the Supreme Court of Canada left the door wide
open. Childs vs. Desormeaux involved someone who
caused an accident after being at a BYOB party. While the
party hosts were found not liable (they had no reason to
believe the guest was impaired when he left), the court
noted the situation may be different if a host provides
alcohol with knowledge that the guest would be driving
home.

Warrant Officer Patrice Vincent
in Quebec two days before.
As Gov. Gen. David Johnston re-dedicated the National
War Memorial, which now
recognizes the mission in Afghanistan and the South Af-

rican War, he paid tribute to


Vincent and Cirillo, and to the
many others who died and are
represented by the Unknown
Soldier.
We will stand on guard
for him and for them, as did
Nathan Cirillo, who takes his
place among them, Johnston
told the crowd. We will strive
for peace and for freedom, as
did Patrice Vincent, who joins
them also.

honour living veterans such as

Short is humble, I must say

lifes ups and downs
Martin Short says the reason he found the strength to
keep going after his wifes
death is simple: We go on.
Whatever we think its
going to be, the sun will
come up, and you have to
eat lunch, he said in a recent interview. Its just life.
We are all going to perish. I
think we all naturally, understandably, live in denial of
that.
Short, 64, reflects on both
comedy and tragedy in his
new memoir, I Must Say: My
Life as a Humble Comedy
Legend. The book details his
journey to the top, from his
early years as a member of
Torontos Second City improv troupe to the set of Saturday Night Live and to the
big screen in films including
Father of the Bride.
He writes that the death of
his beloved wife of 30 years,
Nancy Dolman, in 2010 is by
far the most awful thing Ive
been through. But he says
he found strength for the
sake of his three adult children. The night before Nancy
died, Short told his youngest
son Henry, This will make
you stronger. This will make
you more determined.
If I had no children,
maybe I could have said, You
know what? Thats it for a
public life, Short said. But
I have three kids, so they
look to you to see whats the
next step. Do we still have a
family? Are we still a united
front? Its up to papa to
make sure.

host Kathie Lee Gifford asked
Short about his great marriage, apparently unaware
Nancy had died.
He addresses the incident in his book, saying he
has never felt any malice
toward Gifford for the gaffe.
Besides, Kathie Lee wasnt
wrong, he writes. Nan and
I did have one of the greatest
marriages in show business.
While growing up in
Hamilton, Ont., Shorts four
older siblings and both parents were constantly cracking jokes. It was trickledown funny, he said.
But his youth was marked
by loss as well. When Short
was 12, his eldest brother
David died in a car accident.
Then when he was 17, his
mother died of cancer, and

He recalled that in his
early days, he quickly learned he had to know how to
do everything act, sing,
dance, be funny to succeed. Short eventually landed at Second City before joining the cast of SCTV in 1982.
The atmosphere at SCTV
was harmonious because his
castmates Joe Flaherty, Eugene Levy and Andrea Martin, among others, were so
talented, he said.
Usually the people who
arent the talented ones are
the ones who become the
most temperamental, said
Short. SCTV was that good.
They didnt need to throw
tantrums.
These days Short is still a
sought-after film and stage
actor. He has a role in Paul
Thomas Andersons upcoming film Inherent Vice, and
will replace Nathan Lane in
Its Only a Play on Broadway
in January.
But for all his success,
Short acknowledged he has
never had a long-running
sitcom or a box-office smash
(apart from the Father of the
Bride movies). He said thats
never bothered him much,
however.
Well,
you
werent
thrilled when your film
Innerspace didnt go through
the roof, but Ive never been
drawn
toward
negative
energy. So you take it in, you
go, Hmm, but then you go
for a swim or something, he
said. It didnt make sense to
wring your hands too long. I
mean, prick me and I bleed,
but then I put a bandage on.

on this culinary trek
There are plenty of ways to
make seafood chowder. In
Nova Scotia, theres also no
shortage of places to try it
out.
At the Salt Shaker Deli in
Lunenburg, its done with
scallops, mussels, shrimp
and smoked haddock.
Le Caveau, a restaurant
at the Domaine de Grand
Pr winery in Grand Pr,
serves its lobster and scallop chowder in a Spanish
almond broth with spring
onions and smoked paprika
on top.
Sixty chowders across
the province are featured
in the 2014 edition of Nova
Scotias Chowder Trail,
almost double last years

White, a spokesperson for
Taste of Nova Scotia, the organization behind the idea,
now in its third year.
What makes the Chowder Trail unique is that
every chowder is differ-

ent, she said, adding its a


great way to taste your way
around the province.
And when it comes to
seafood chowder, there
are strong personal preferences.
If you ask people what
their favourite chowder is,
youll get all different answers, White said.
For some people, it has
to be creamy and thick.
Other people dont like potatoes in it. For others its
not a chowder if it doesnt
have potatoes, lobster and
mussels in it.
At a chowder cook-off
this year, featuring some
of the restaurants on the
trail, chef Thomas Carey of
Pictou Lodge Beach Resort
was named champion for
a concoction that included
double-smoked bacon, Nova
Scotia mussels, fresh Atlantic scallops, haddock and
fresh chopped tarragon.
Mark Gabrieau of Gabrieaus Bistro in Antigonish
came in second, and Craig
Flinn of Chives Canadian
Bistro in Halifax was third.

recipes for some of the trail

Formac Publishing earlier
this year and is available

Humber Colleges police foundations
program is offered as a two-year, full-time
program and as a continuing education
part-time and online option. The flexibility
of some online learning lets students study
at their own pace and on their own time,

This is one of the largest police foundations programs in the country, and it has

Prior to pursuing his MBA at Ryerson, Alexander Dias worked random jobs, ranging
from truck driving to a logistics role at
BlackBerry.
Eventually, Dias decided he wanted a
career instead of a sequence of jobs. He knew

choice. Diass main objective while completing his MBA was to focus on the career

About halfway through his internship
with GM, Dias interviewed for a permanent
role and is now the district manager for
customer care and aftersales in Ottawa,
responsible for 22 dealerships.
Dias finally has a job he enjoys as a
result of his MBA. His role allows him to
use everything he studied at Ryerson and
believes he is now on a career path that
will realize his potential.

Dwane Casey called a timeout.

Lowry drew on that anger
to lift the Raptors to a 104-100
win over the Orlando Magic,

Pop violinist Vanessa-Mae was
banned from competitive skiing for four years on Tuesday
for taking part in races that
were fixed to allow her to qualify for the Winter Olympics in
Sochi.
The findings by the International Ski Federation exposed as a sham what many
fans thought was a feel-good
celebrity Olympic story.
FIS also banned five race officials from Slovenia and Italy
for between one and two years
for their role in the scandal.
At first we were laughing
when we heard it. But then
we realized its quite a serious
thing, said FIS President Gian
Franco Kasper.

Some nameplates present a


consistent personality to the
world through every generational overhaul. Volkswagens
Jetta is not one of them.
Originally a tidy, premium
compact, with a European
and sporty flavour, it became a
more mainstream North American product back in 2011,
with an overhaul that made it
larger and less premium.
This was done to bring it
more into line with its rivals.
But those rivals have been going the other way offering
more premium styling, performance, comfort and features. So VW has updated Jetta
with a more sophisticated rear
suspension and better brakes.
As a result, its on-road dynamics are now a positive feature.
It also got a great new
engine option last year: the
1.8-litre TSI four-cylinder with
direct injection and turbo-

charging. This engine is silky


smooth and powerful, and offers very decent fuel economy.
The 2015 Jetta is also the
first model to offer VWs new
2.0-litre TDI diesel engine.
Other changes include new
front and rear styling updates
including optional headlamp clusters with banks of
LEDs that have the ability to
shed light around the corner
youre entering.
The exterior changes wont
transform Jetta into an object
of vehicle lust few young
auto fans hang posters of Jettas
on their bedroom walls. But

the chunky and upright body


design is very good at other
things like outward visibility and the ability to carry five
people in top comfort. Jettas
trunk also continues to be the
largest in this class.
VW has also been gradually upgrading the low-rent
interior, which was part of
that 2011 redesign. For 2015,
a back-up camera is now standard, and buyers can choose
to upgrade the cabin with
soft-touch materials, ambient
lighting, piano-black accents,
and a two-tone treatment (ceramique and titan black).

Its an entirely comfortable


place, with intuitive switchgear, but it remains a step
behind competitors in connectivity and infotainment. For
instance, there is no USB port.
The automatic transmission paired with the 1.8 TSI
engine is a conventional sixspeed, while the TDI is paired
with a DSG automatic.
The overall refinement of
the TSI pairing greatly contributed to a premium feel, as did
the seats.
Overall, I give the 2015 VW
Jetta an enthusiastic vote of approval.

has a coat of paint, but
theres a lot more to it than
that. That shiny surface is actually several separate coats,
all of which add special properties to the final finish.
When you look at a car,
what youre typically touching and feeling on the majority of them is clear coat, says
Bill Suzuki, technical service

representative for 3Ms automotive aftermarket division.


Its a clear paint thats made
to enhance the gloss of the
colour and maintain better
UV stability to guard against
dulling.
Steel for the cars body
comes into the factory already galvanized, but the
automaker will add an electrostatic coating, which is

the primary defence against


the steel corroding, Suzuki
says.
The next coat is primer.
It provides some protection
itself, but its main purpose
is to create a uniform surface

it helps protect the car from
rocks and gravel thrown up
by the wheels.
The next stage is the paint,
which gives the car its colour.
On older vehicles, this used
to be the final coat. It was
known as single-stage paint
and it gave the car both its
colour and its glossy finish,
but was prone to oxidation
and weathering.
On a hot day, especially
with red paint that was a few
years old and oxidized, touching the car could often stain
your hand.
On todays cars, the paint
is dull after its dried and
heat-cured, and that final
clear coat gives the finish its
shine. Depending on the colour, the car may need a few
different coats of paint under
the clear coat, which can give
it a pearlescent sheen.
If the car is damaged and
needs to be repainted, the
body shop has to repair the
finish to match the rest of
the paint. Good preparation
is essential: not only does any
bodyfiller have to be sanded
absolutely smooth so the
panel looks straight, but the
layers of primer, paint and

Milan this week.
With its emphasis on comfort and safety, the Quadro4
offers a new urban mobility
option for those who may
be wary of riding traditional
two-wheel scooters.
The scooter is powered by
a new 346cc, liquid-cooled,
single-cylinder, four-stroke
engine. With 30 horsepower
and a range of around 300
km, the engine has an integrated differential and balance shaft for reduced vibration.
However, the star feature
of the Quadro4 is its unique
oleo-pneumatic tilting suspension, patented as the Hydraulic Tilting System (HTS).
The technology contributes to optimal weight distribution in all driving conditions, at the front and the
rear, while also lowering the
vehicles centre of gravity.
As a result, even riders
unaccustomed to two- or
three-wheel scooters should
feel perfectly at ease on the
Quadro4.

The Quadro4 scooter has a hydraulic tilting system that maintains the

L.A. show. Porsche set to release GTS


versions of 911 Carrera and Cayenne
At this months L.A. auto
show, in addition to the Cayenne GTS, Porsche will officially present the latest version of the 911 Carrera GTS,
which is slated to go on sale
before the end of the year.
This
second-generation
911 Carrera GTS is offered in
four versions (coupe or convertible, with and without
all-wheel drive) and comes
closer than the first to the
track-going 911 GT3.
With its 430-hp engine,
the sports car boasts 0-to-100km/h acceleration in just 4
seconds (4.2 seconds for the
convertible) and a top speed
of 300 km/h.
The suspension has been
lowered by 10 mm and features Porsche Active Suspension Management (PASM).
Drivers can also take advantage of the Sport Chrono
Package, which includes special dynamic engine mounts
and other performance-focused features.
