n Thanksgiving Day, Americans count their blessings. A caring community always helps needy
friends and neighbors. As New Jersey's poorest
county, many Cumberland County families again face
unemployment challenges in 2015.
For the seventh year, Project Thanksgiving and the
Salvation Army of Vineland/Millville and Bridgeton are
uniting to distribute turkeys throughout Cumberland
County. The Gloucester County turkey drive supports the
Food Bank of South Jersey.
Longtime friends Alex Kaganzev and Steve Plevins are
again directing the program, each helped by years of
experience working within New Jersey's state government to assist disadvantaged populations. In 2009, they
replicated a successful Philadelphia food drive program
to launch Project Thanksgiving.
We are thrilled with the consistent growth of this
turkey distribution program, attributing its success to the
continued dedication and generosity of numerous volunteers and sponsors, says Kaganzev, We remain a grassroots organization, run by volunteers.
After developing their initial plan, Kaganzev and
Plevins sought sponsorships. Plevins states, "As we created the program's blueprint, we secured sponsorships. We
began with Maria Bottino, a fabulous supporter who
owns three local ShopRite supermarkets."

Development LLC got a $13.9 allocation of nine percent tax credits from
the New Jersey Housing Mortgage Finance
Agency early this month for the construction
of Landis Square Senior Apartments at the
troubled East and Landis avenues location in
Vineland.
It will contain 78 affordable units for seniors and the disabled plus about 8,000 square
feet of retail space along the south side of
Landis and east side of East, according to
Lampart.
The city is purchasing a major portion of
the land, now the site of the Travel Inn.
Lampart has settled on or is in final negotiations for Crown Chicken, the former Adamo

toward Myrtle Street to the east.

Attorneys for the City of Vineland have

formally requested that the
Environmental Protection Agency (EPA)
add the former Kil-Tone Company site
(Site), located at 527 East Chestnut
Avenue, to the Superfund National
Priorities List (NPL).
Sites on the NPL are the most serious
uncontrolled or abandoned hazardous
waste sites, and are the only sites that are
eligible for federal funding for long-term
permanent cleanup.
The Kil-Tone Company manufactured
pesticides, which included arsenic and
lead, from approximately 1917 to 1926. In
1926, the Kil-Tone Company sold the
property to Lucas Kil-Tone Co., a New
Jersey company believed to have continued manufacturing pesticides at the property until at least 1933. The property is
currently occupied by an unrelated and
active business.
The New Jersey Department of
Environmental Protection conducted soil
sampling in August 2014 and determined
that arsenic and/or lead contaminated soils
were present at the site and discovered
high concentrations of arsenic and lead in
the soil at the property and several neighboring residential properties. The site was
then referred to the EPA in November of
2014 for additional investigation under the
Superfund Removal Program.
The EPA conducted soil sampling in
January and February of 2015 and determined that several residential properties
located near the former Kil-Tone property
have unacceptable levels of arsenic and

reviews adding new sites to the Superfund

list. In July 2015, the EPA received a letter
from the New Jersey state government
supporting the inclusion of the Kil-Tone
site to the Superfund list. On September
28, 2015, the EPA formally proposed
adding the Site to its Superfund list which
initiated a 60-day public comment period.
The deadline for the public comment is
November 30. Vineland officials encourage all Individuals or groups interested in
submitting comments to visit
www.epa.gov/superfund/sites/npl/pubcom.htm for instructions on the procedure. Comments should be identified by
Docket number EPA-HQ-SFUND-20150579. The EPA may publish any comment
received to its public docket.

{ 4 } the grapevine | NOVEMBER 18, 2015

The city will resell its nearly $2 million

purchase to Lampart.
Lamparts next steps are to close on a
construction loan and finalize an investor
to finance the project, usually a bank. The
tax credits create an attractive investment.
The owner gets a nine percent per year
dollar-for-dollar deduction from its
income tax bill every year for 10 years,
recouping 90 percent of the investment
with little risk.
He said construction will begin next
summer and will take about a year. The

architect is John Pedersen and the general

contractor is Brookfield Construction.
Lampart co-developed his first project
in this area in 1999a $9.4 million 92-unit
senior center in Hopewell Township. Since
then, hes been involved with building
Riverwalk senior apartments in Bridgeton
and other projects in Carneys Point,
Buena Boro, Salem, and Winslow
Township. He said he has affordable senior
housing contracts in Millville, Egg Harbor
Township, and Berlin. Hes also working
on a second venture in BridgetonRiver
Grove Apartments, 40-units of farm worker housing to be built in cooperation with
the Cumberland County Empowerment
Zone and Gateway Action Partnership
I serve a niche, Lampart said. I fill a

desperate need for

affordable housing.
The hardest part is
getting the allocation
of tax credits because
they are limited, he
added.
Whatever unfolds
in the next few years,
the story of the corner
that optimistically was
once seen as the key to
downtown Vinelands
redevelopment will
remain entwined with
Lampart. Hired by the city in 2007 to
develop Landis Square Gateway, commonly
called Four Corners, from the blighted

intersection, the patient but outspoken

contractor is best known for bringing the
Landis Theater back from a dank pigeon
roost to a sparkling performance center
and being investigated by city council for
alleged irregularities in doing so.
The narrative of that venues restoration, resurgence, and ruination has woven
its tentacles through Vinelands social and
political fabric for a decade and through
three administrations. (Former Mayor Bob
Romano, who assumed leadership from
former Mayor Perry Barse in 2008, once
referred to the Landis as his albatross.)
The theater is still owned by the independent Landis Theater Foundation, but
is now managed by the citys Economic
Development Director Sandy Forosisky
and rented for conert performances, primarily by well-known east coast local promoter Bob Rose. (It was going up for tax
sale, Forosisky said when the city tookm
over. Theres no way; it made no sense,
we had to step in.)
Lampart himself told me, Maybe it
would have been better in the beginning
to tear it down instead, I dont know.
Much has transpired in the 10 years
since the California-based developer
stopped commuting weekly to southern
New Jersey and settled in Vineland where
he resides with longtime fianc and coworker Lori DiMatteo-Fiocchi, (who was
the first president of the theater foundations board.) Even 60 pounds lighter from
a recent healthier lifestyle, the former carpenters personal bearing and political
weight may yet significantly impact the
citys economic future.
How does Lampart respond to many
concerned observers who insist the inner
city location is inappropriate for senior
residences because of its proximity to
urban decay and crime?
Theres nothing negative I can think
of at the location in the future, the
developer said.
With a calm certainty that can sometimes spring from insider knowledge, he
went on to predict Vineland will soon see
development of all four corners as the
original gateway concept becomes reality
in a few years.
Unless I get hit by a bus, he said. I

want to celebrate small
businesses every chance we
get. Small businesses
whether they are stores, restaurants, or
service businessesare the soul and
lifeblood of a downtown. Todays businesses must offer something that is experiential
to the customer and small businesses
more than big-box stores, shopping centers,
and mallscan do that, with personalized
service and individualized attention.
We took the opportunity last Thursday
to celebrate some of downtowns small
businesses, old and new, and crowned the
celebration with a ribbon-cutting at our
newest downtown small business.
We had some impressive company joining us. Congressman Frank LoBiondo came
and gave citations to each of the businesses,
as did Mayor Ruben Bermudez and Greater
Vineland Chamber of Commerce Executive
Director Dawn Hunter. We were also joined
by Mayor Bermudez wife, Dr. Sandrie
Bermudez and Main Street Vineland
Business Development Director Robert
Scarpa. It was a thrill for the businesses to
be recognized in this way and it showed
these dignitaries how we are moving forward with our initiatives for downtown.
We started out at Spataros Pizza, located in Landis MarketPlace at 631 E. Landis
Avenue, which has been a mainstay of the
market for several years and a key destination for great Italian food prepared by
Frank Spataro. We then visited three of our
downtowns longtime businesses:
Als Shoes, at 639 E. Landis Avenue, is
owned by Brian Lankin, who is the vicechairperson of Main Street Vinelands
Board of Directors and is the chairperson
of our Promotions Team. Taking over the
business from his father, Al Lankin (a former Main Street Vineland Board member
in his own right), he maintains Als Shoes
dedication to fine services, which extends
back over a half-century.
Finer Flowers & Gifts, operated by Al
and Vida Nassiri, has been at 645 E. Landis
Avenue for over 25 years and is a model of
a family-run business. Their daughter
Maryam served on Main Street Vinelands
Board of Directors and presently chairs our
Design Teamanother example of business
owners getting involved in our organization
and the betterment of our downtown.

Rienzi Bridal Salon, at 745 E. Landis

Avenue, dates to the 1940s. Josephine
Stringari, co-owner with her daughter
Leslie, took over the business 35 years ago.
The business has become an icon of Landis
Avenue and a major reason why our downtown has become a wedding destination.
More recent additions to the Avenue
include La Cabana Del Tio Tom Deli Express,
at 636 E. Landis Avenue. It has a location on
Delsea Drive and Park Avenue, but opened
its downtown location earlier this year, with
owner Secundino Rodriguez and manager
Tato Moldonado offering the same fine
Puerto Rican cuisine in both locations.
Michelles Kitchen and Catering also
opened earlier this year and is owned by
Michelle McDonald. It offers homemade
Jamaican dishes at 632 E. Landis Avenue.
The morning ended with a ribbon-cutting ceremony at Tropical Latin Restaurant,
at 523 E. Landis Avenue. Our downtowns
newest business, it is owned by Vanessa
Sosa and continues our downtowns growing reputation as a place to go for ethnic
foods from many cultures. I

I News in Brief
New Book about Countys
Historic Architecture Available
The Cumberland County Historical
Society has announced that its newly published book, Early Wood Architecture of
Cumberland County, New Jersey, is now
available for purchase.
Written by architectural historian, Joan
Berkey, the heavily illustrated book examines the forces that shaped the earliest
wooden buildings erected in Cumberland
County. Dating as early as the late 1600s,
these heavy timber frame (also known as

post and beam) structures are strikingly

similar to those built by the Pilgrims in
Massachusetts. Years of research and
examination of more than 40 extant buildings reveal important differences, however,
and suggest a direct-from-England influence as well.
While the book focuses on those built
before 1750, it also includes others dated as
late as ca. 1840 to demonstrate how timber
framing evolved over a century and a half.
Berkey also encountered several log and
Dutch-American frame buildings during
her research and devotes a chapter to each
in the 208-page volume. More than 230
photographs (many in color), drawings, and
maps enrich the text.
Berkey spent more than five years con-

ducting the research leading up to the

book. All phases of the project were assisted by grants from the New Jersey
Historical Commission of the New Jersey
Department of State.
The Cumberland County Historical
Society is extremely proud to have sponsored this first in-depth study of the countys earliest wood buildings, Linda HruzaJones, president of the Societys board,
commented. Berkeys work presents an
exceptional portrait of our architectural
and cultural heritage.
Copies can be purchased for $39.99 at
the Historical Societys Warren and Reba
Lummis Genealogical and Historical
Library at 981 Ye Greate Street in
Greenwich. The library is open on

ew Jersey sent more than

88,000 soldiers into battle for
the Union during the course of
the Civil War, but Vinelands
birth in August 1861 and the gradual settlement of the area saw the town favoring
draft options. When it was required that 72
men from Vineland and Landis Township
serve in the Union Army, the residents
called a special meeting and unanimously
decided to buy the quota, at any price in
order to avoid the ruin and loss of untended farms. The reported price totaled
$50,400 in addition to $10,500 in costs
apparently connected with the bounties
promised to those serving in the first draft.
The decision of the community in this
matter guaranteed the survival of the town
during a time when failure in businesses
meant failure of the municipality. But an
examination of local historical records
reveals that there were at least two
Vinelanders, Gustav and Geoffrey Scheer,
who chose to enlist and serve in the 38th
New Jersey Volunteers. Yet the initial
unlikelihood of their residency in Vineland
and their involvement in the Civil War is
what makes their tale, preserved in the
archives of the Vineland Historical and
Antiquarian Society (VHAS), so fascinating.
Before his death, Gustav recounted his
early days for the Vineland Historical
Magazine, saying that he had been "born in
Colmar, Alsace, in 1835, although his obituary accurately dates his birth two years
later. Scheer explains that my father was a
miller, my mother the daughter of a grape
grower. I spent my youth in agricultural
pursuits until I found more profitable
employment in an express office. At the age
of 27 [sic] I came to the United States.
Missing from this account is the time
Gustav and Geoffrey spent serving as soldiers of fortune. Their involvement in
European wars, including the Crimean
War, meant that they encountered hardships throughout these years, such as having to cross the Sahara Desert on camels.
Their military endeavors, however, resulted
in medals, including one from Napoleon III
and another from Queen Victoria. Gustavs
account also omits details about his decision to then become a sailor, joining the

crew of the Mortimer Livingston. Once

Geoffrey joined him on the vessel two years
later, their destiny had been determined.
Edmund Scheers booklet about his familys legacy, a copy of which is retained in the
VHAS archives, is the only source to identify the Scheers as cousins, not brothers as
other accounts, including Gustavs, claim. It
is conceivable that Gustav knew he would
never see his four siblings again and came
to accept Geoffrey as a younger brother.
According to the booklet, the Scheers
decided to travel to the United States from
Le Havre in the winter of 1861 aboard the
Mortimer Livingston. The ship was bound
for New York but encountered a storm just
as it was nearing Long Island. Rather than
seek a port, the captain chose to head back
out to sea and travel south to escape the
storm. But conditions worsened and the
vessel was grounded off the coast of
Ludlam Island, todays Sea Isle City, and
sent distress signals that drew rescue boats.
The passengers were guaranteed transportation to New York by land, but it was
while traveling through Millville that the
Scheers left the group. According to
Gustavs obituary, they remained in
Millville for a short while until discovering
the existence of Charles K. Landis and
Vineland. They eked out a living cutting
wood through the winter for a man named
Darcy and, with $200 they had brought
with them from home, each purchased
property on the southern side of Chestnut
Avenue between Orchard Road and Delsea
Drive in Spring 1862. Gustav said that his
holdings totaled seven acres and that, my

in as citizens for the next several years
until the need for additional Union soldiers arose. According to the VHAS booklet, the Scheers enlisted in the 38th New

ou can learn a lot from your

grandchildrenif you pay attention. The latest thing Ive learned
is that there is a whole lot more
to life than listening to the rants and ravings of self-proclaimed experts.
I was never much of a music person,
despite the fact that my mom was a pretty
good honky-tonk piano player and we
always had an upright in the house.
Her attempts to teach my brother, sister
and me were all a disaster and I only lasted
a couple of weeks when she brought in a
professional teacher.
Turns out that although I wasnt a very
good student, I was an excellent listener.
My wife is constantly surprised when I
start singing along with some old song in a
vintage movie or that I know the words to
many of the old-time gospel songs.
Listen to my singing at your own peril,
though; I joined the high-school choir
because I was interested in a particular
soprano singer and was sent to the back row
and instructed to just mouth the words.
Anyway, I noticed that whenever I had
grandkids in the car, theyespecially the
girlswould insist that I put on the local
pop-music station. The seven-year-old
knows all the words to all the songs and
sings along quietly. The nine- and 12-yearold sisters not only know the words but have
developed their own harmony part assignments for most of the really popular ones.
I had pretty much tuned out music radio
years ago. Queen, Dire Straits, and some
early disco probably marked the beginning
of the end of my easy-listening years.
For a while, my fallback stations were all
PBS affiliates, but that wore off after a few
years because the hosts always sounded
either out of breath or barely clinging to life.
Then I switched to talk radio and for a
while enjoyed the rants and ravings of the
commentators even though about 75 percent of what they said was the same thing
over and over again.
Then I switched to sports talk radio and
a whole new world of mindless, thoughtless
chatter opened up to me. It took me a few
years to realize that the sports talkers were
more repetitive than the talk-show people.
When youre broadcasting 24/7, seven
days a week, about sports (mostly football
on the Philly area stations) I suppose you
have to repeat yourself sometimes.

Its sort of like the old adage that an infinite number of monkeys at an infinite number of typewriters will eventually recreate
the works of Shakespeare. That may very
well be, but the fact is that most of what
the monkeys would turn out would be pretty much what you get every day on the
sports talk, talk radio and PBS stations.
So, I was pleasantly surprised when I
discovered that I actually enjoyed listening
to my grandchildren singing along with
modern-day pop tunes, even if I didnt
know the words and couldnt join in.
Then, one day I was riding with a buddy
to the Bridgeton Amish Market and he was
listening to our local oldies station, WVLT
92.1 FM. I remarked to my friend that the
DJ was playing some pretty good songs.
Although I didn't sing alongas I didn't
want to get dumped on the side of the
roadI did make a little mental note and
now my radio is set to 92.1 FM and if youre
ina car riding beside me these days you
will likely hear me singing along.
Turns out (unlike my grandchildren), I
dont know all the words to all the songs,
but the beauty of my generations music is
that it wasnt very complicatedplus it had
a good beat and you could dance to it.
Smart grandchildren make for smart
grandparentsif we only listen.
****
Speaking of grandchildren: I wrote a
couple of weeks ago about the stress and
strain of the holidays and how I hate getting caught up in the gift-giving thing. My
seven grandchildren (ages seven to 12) are
just getting into the computer thing. Each
one has their own little mobile device
loaded up with games.
For Christmas, they want gift cards to
computer stores so they can pick their own
games and apps. I dont want to be a part of
that, so I decided to gift my grandkids with
family memberships to the YMCA.
I split the cost with another grandparent
and it actually left me enough money to buy
each of them another little personal gift.
Although I can no longer realistically
play baseball, basketball or soccer with
them, I can take them to the Y and swim
or ride the stationary bike while they do
the fun stuff.
I know the world has changed and is
still in flux, but I also remember the best
times always involve doing something. I

Cumberland Christian School to the Rescue!

Cumberland Christian School (CCS) held a CPR and
AED class, which educated students, teachers, and
some members of the community. Samantha Pritchard,
from the Bellplain Rescue, specifically taught the individuals attending the signs and symptoms of strokes
and heart attacks, and the correct ways to react in
those situations. Also, the individuals were taught how
to give CPR and how to use an AED machine on adults,
toddlers, and infants. Through educating individuals,
the Cumberland area will be more protected!

Cape Bank, SHCPF Partner to Prevent Senior Fraud

Cape Bank has announced its partnership with the Senior Housing Crime
Prevention Foundation (SHCPF). The Senior Crimestoppers Program, through Cape
Bank, is funding several initiatives at six senior nursing homes/residential facilities
throughout southern New Jersey, including Cumberland Manor Nursing & Rehab in
Bridgeton. On a stop there last week, bank officials and Goerge Clinard, vice president of SHCPF, detailed some of those initiatives, including lockboxes in rooms at
the facility and showing videos to the seniors about crime prevention. The videos
are appealing to the seniors, as they feature actors from their era showing them
steps they can take to prevent crime and fraud. Other components to the program
include cash rewards of up to
$1,000 to accompany an anonymous tipline to act as a deterrent
to crime on the property. These
measures, according to Clinard,
have proven to reduce the incidence of crime by 94 percent
across the country.
Cape Bank VP/Marketing Christie Wiggins
and Exec. VP/COO Ed Galetka present a
plaque commemorating the start of the
Crimestoppers program to Cumberland
Manor Administrator Yehuda May.

Dennys of Vineland has created the Feather for a Friend program with all
proceeds going to provide a Thanksgiving Dinner on Wednesday, November 25.
The proceeds of the Feather Purchase by the community will assist us in feeding at least 50 families of the Family Promise of Cumberland County
Organization. Rock of Salvation Church in Vineland, NJ has offered their space
to host the Dennys 1st Annual Feather for a Friend Dinner.
Manager at Dennys Kyle Stockdale explained that the Dennys Family
wants to extend a friendly hand at a time of the year when we are most thankful to those who could use a neighborly gesture. This is a way for our community to give back to those in Cumberland County who need it the most.
How can you help? Stop by Dennys at 1001 W. Landis Avenue between now
and November 24 and purchase a Feather for Five or Ten Dollars, write what or
who you are thankful for on the Feather and they will post it at their Dennys to
share your blessings.
If you have questions or need more information, call Kyle Stockdale,
Dennys Vineland manager at 856-696-1900 or visit Dennys to purchase your
Feather for a Friend at 1001 W. Landis Ave., Vineland, NJ.

With every $100 gift

certificate purchase.
