Hastings in 1774,expansion made 1786-93,first time regulated in 1837

The Post office act 1854reformed the fabrics of postal system and post
offices of India, first affordable and uniform rate postage stamp valid
across the country was issued.
Indian Post office act, 1898 provided the present status of PO.
Mail order service(1877),Money order(1880),PO bank(1882),PO Life
insurance(1884)

Organization Overview:

Postal service Board ,The Apex management body-1 Chairman and 6


members-personnel,operation,technology,Postal life insurance,HR
and planning
Joint secretary and finance advisor to the department is permanent
invitee to the board
Secretary, Deputy Director Generals and assistant director
generals provides the necessary functional support for the board at HQ.

Postal Network

At the time of Independence 23, 344 PO (19184(Rural), 4160(Urban)),


Currently 154,856 PO (139,164(Rural-89.78%), 15,692(Urban-10.22%)) ---7
fold increase after independence
Gramin Dak sewak are employed to run PO for a period not exceeding 5
hours and to deliver and convey mails on payment of a certain allowance.
On and average normal PO coverage 21.23 sq. Km and population of 7,815
people
Subsidy for opening PO in rural area,For opening PO 85% of the cost in
hilly, tribal and desert and in accessible areas and 67 % of cost in normal
rural area.
Postal network Three catogaries: Branch PO<Sub PO<Head PO
Accounts are consolidated progressively from Branch PO to Head PO via
Sub PO.
Franchisee outlet-urban area where PO opening not possible, specified
counter service franchised like selling ticket ,collecting post etc ,whereas
transmission and delivery of mails along with small saving scheme are not
franchised.
Panchayat sanchar seva Kendra (PSSK) Gram Panchayat HQ where PO
does not exist. Scheme is implemented by GP through an agent appointed
by them.

Initiatives in service quality improvement


Project Arrow (2008):

Improvement of the Core Operations as well as modernized ambience


under Look and Feel silo of project.
Focus on mail delivery, remittances, savings bank and office service
levels through with continuous performance indicators monitoring and
improve service quality on real time basis.
One stop shop for retail products and single window facility for small
savings, money remittance and other financial product and services
including NREGA and NOAPS.

MAIL NETWORK OPTIMIZATION PROJECT (MNOP)

Streamline mail operations and improve quality of mail services by Online


Tract and Trace system for Speed post along with online tracking for
registered mail and parcels too.
Improve efficiency and speed for ordinary post in rural and urban areas
with infrastructure upgrade.

AUTOMATED MAIL PROCESSING CENTRES

Automate mail sorting process and expedite delivery of mail with Letter
sorting machine and Mixed Mail Sorter in APMCs at Delhi and Kolkata.
Proposed city for setting up AMPCs
Mumbai,Chennai,Hyderabad,Bangalore.

GPS EQUIPPED MAIL VANS

To monitor of mail transmission and delivery on a real time basis.

Geographical information system (GIS) MAPPING

Postal establishments such as PO, Letter boxes, PIN code etc will be
displayed on a GIS map displayed at DoPosts plus information about PO,

working hours, time of clearance of letter box (LB) etc and making easy
location of PO and LB.

IS15700:2005 Certification for the New Delhi GPO for implementation of


Sevottam(2008 )
