One of Ballans longest-serving doctors has hung up his
stethoscope for the last time.
Doctor Anthony Mariampillai, who has served the local
community for close to three decades, has stepped down
from his role at Ballan and District Health and Care.
The beloved doctor, who migrated to Australia in 1985 from
Sri Lanka, said he had enjoyed seeing the substantial changes
in health care over the years.
When we started in Ballan in 1989 it was a very country
practice, which meant we had to do a lot of things by
ourselves. There were only voluntary ambulances and no
mobile phones so it was a very difficult time, I had to tell the

hospital where I was going when I was on call and they had
to pick me up, he said.
Things have changed since then, it is easier now with better
technology, more doctors and more specialities.
Dr Anthony said he was looking forward to a new chapter of
his life, however was very sad to let Ballan go.
When we came here, to a country town in Victoria, it was
very new to us, but the community gave us their full support
and they treated us very well.
Now we cant even go to the supermarket without seeing
someone we know. I have been a Lions Club member for the
past 25-years and my two sons grew up here, they played
tennis and football here. We are a real part of the community

now and it is going to be very difficult to say goodbye.


A High Tea afternoon held for Dr Anthony and his family
on November 29, saw over 200 local residents gather to bid
their farewells.
Dr Anthony thanked the Hospital staff and doctors,
members of the board and the Ballan community for helping
him to experience a long and enjoyable career.
Retirement is sad, but it is inevitable, he said.
A 90-year-old lady told me that retirement is another part of
your life and I look forward to that. I am going to learn new
things and spend time with my children and grandchildren
in Melbourne.

Triple-zero hero
as we waited for the ambulance and he was able to keep
such a calm head during the
whole ordeal, he said.

Kai Macquet is a true hero
- and the little fella is only
five-years-old.

I think most kids in that


situation would be overwhelmed and wouldnt
know what to do with themselves, but Kai was great, he
just did what he had to do.

The Navigators resident


came to the rescue of his father Justin, who was trapped
beneath his vehicle after
it unexpectedly fell off its
stand on June 15 this year.

Six months after the incident, Kai was commended


for his bravery at the 2015
Ambulance Victoria Community Hero Awards.

Mr Macquet said he was doing maintenance on the car,


when it rolled forward and
pinned him to the ground.

I saw it coming so I was


able to lift my arms up, but
that pinned the car to my
chest so I couldnt move my
arms or hands. I could hardly breathe, he said.

although Kai was scared,
he showed maturity beyond
his years to step in and help,
which spared his father from
more-severe injuries.

okay, he got my phone out
and came and sat beside me.
He was able to call someone
off my recent call list and
ask them to call triple-zero
but I think they thought it
was a joke because after 25
minutes there were no sirens
and I couldnt feel my arms.

Kai, who was nominated

Paramedic Jeff Evans, was
among 155 people nominated by paramedics across the
state over the past year.

Services, Jill Hennessy presented each community hero
with a medal and certificate
in a ceremony at Parliament
House on December 3.

Marsh rains
primary
schools

Both a new governmentrun primary school as well
as a Catholic church-run
primary school will be built
at Stonehill estate in Bacchus
Marsh.
The clarification comes after Member for Melton Don
Nardella last week told The
Moorabool News that a new
state primary school will be
built in the area.
Earlier in the year, Catholic
Education Melbourne announced that the Melbourne
Archdiocese had purchased
land at Stonehill estate upon
which to build a primary
school.
The 2.6Ha site on McCormacks Road is expected to
open in five to six years.
However, following controversy around the state gov-

ernments plans to sell land


reserved for a state primary
school in Connor St in Bacchus Marsh, Mr Nardella
promised that a state primary school will be built in the
Stonehill area, saying that it
is a better location than the
Connor St site.
A Department of Education
spokesperson has since confirmed the new school.

with Council have identified
a site within the Stonehill Estate as a possible location of
a future Government primary school. This will be confirmed during the development of the Bacchus Marsh
Urban Growth Strategy currently being developed by
Moorabool Shire Council,

this year at the Bacchus Marsh ANZAC Day March and now
a new plaque has been added.
Derek Williamson, Vice President Bacchus Marsh RSL said
the plaque acknowledged those involved in the project.

The idea for this memorial came from the then President of
the Bacchus Marsh RSL Hilmar Irish Kummerlowe.

So, after lengthy discussions it was unveiled this year and


now we are thanking those contributors.

The court is now in session

The judges bench and witness stand at the Ballan
Court House may be inactive, but the building itself is
raring to go.

The Ballan Historical Society, alongside the community,


representatives from Working Heritage and the State
Government, gathered in the
old building on Thursday
(December 3) to welcome the
official re-opening.
Working Heritage, the
Committee of Management
appointed by the State Government, have been revitalising the old building since it
was declared unsafe in 2013.

to as an absolute gem.
This courthouse is a beautiful building tucked away
in the town of Ballan. The
last time I saw it, it didnt
look anything like it does
now. It is wonderful to see
that it is still here and looking fantastic, he said.

Dr Anthony Mariampillais farewell
celebration.
Family, friends and community
members gathered in the Ballan
Mechanics Hall on November 29 to
celebrate his 30-years of dedicated
work.
The journey started with a small
business, Ballan Family Practice and
was built up over the years to be
incorporated into the GP Super Clinic,
the first to be opened in Australia.

with a High Tea, was a very special day.

Cafferkey has launched legal
action against the state government, three years after
her death in 2012.
Noelle Seery has campaigned since the death of
her daughter for changes to
the parole system that she
says failed Sarah.
Steven James Hunter was
convicted of having committed the murder of Ms
Cafferkey two weeks after
completing a parole period
that is now the subject of the
legal action.
The idea is that we really
want law changes, and the
parole board - the way they
deal with the reporting, its
just not good enough, Ms
Seery said.
She lodged the paperwork
officially in 2013 due to
statute limitations, and is
expecting a long process

This year has seen the completion of an inquest into
aspects of the investigation
of Sarahs death, and the
roles of the parole board and
Corrections Victoria in the
lead-up.
Ms Seery attended every
day of the hearing, often
listening to evidence which

included Corrections Victoria case workers explaining


that Hunter had missed required sessions, shown up
barefoot and unkempt to
appointments and had also
displayed violent behaviour
and tendencies all while
still on parole.
We believe that Corrections and the parole board
were negligent in protecting
Sarah.
Everyone from the government keeps telling us weve
got the strictest rules for
parolees in Australiabut
thats not true.
Its obvious that the reporting is not being done, even
after the parole laws have
been put in place the case
workers are not giving information to the parole board but if theyre not getting the
correct information, or any
information at all, on the
parolee then how can they
make a decision?

Victims of Crime Consultative Committee, run by the
state Attorney Generals

at the Ballan Council Chambers from 6pm.
The Ballan Structure plan
was deferred from the ordinary meeting of council held
on Wednesday 2 December,
where two objectors spoke
against the plan.
The main concern raised
was that the plan does not
provide any areas upon
which to build a high school,
or P-12 school, within the
township.

that Ballan will not require
a secondary school in 2030?
asked one objector Gabrielle
Fidler. Showing space on a
structure plan would be a
good start.
East Ward Councillor Tonia Dudzik moved that the
item be deferred and heard
at a special meeting held in
Ballan, seconded by Cen-

tral Ward Councillor Paul


Tatchell.
Both councillors pointed
out that the agenda item
had been added late, meaning people had little time to
view the report and attend
the council meeting.
People are entitled to have
their say and express their
views, Cr Tatchell said.
However, West Ward Councillor Tom Sullivan objected
to deferring the matter,
saying that nothing would
change in the meantime.
To defer would not achieve
a great amount, Cr Sullivan
said.
Woodlands Ward Councillor Pat Toohey agreed, arguing that the matter should
have been heard on the night
and not deferred, saying that
items specific to towns cannot be expected to be heard
at meetings held in those
towns.
Lets move this forward
and get on with having a
real say, Cr Toohey said.

Councillors bicker over


Transport Strategy

Integrated
Transport Strategy will occur at a special meeting of
council.
The agenda item was originally to be considered at
the Wednesday 2 December
ordinary meeting of council, having been put out for
public comment, but it was
deferred following debate
among councillors.
It will now go before a
meeting in Bacchus Marsh
on Monday 21 December.
A report prepared by coun-

cil officers recommended


that the strategy be adopted
and that council writes to
state and federal government seeking funding for
projects identified in the
strategy.
East Ward Councillor John
Spain asked for the matter
to be deferred after admitting that he had not read the
very large body of paper
presented to councillors including a lot of good submissions in response to the
proposed strategy.
Fellow East Ward Councillor Tonia Dudzik seconded
the motion to defer howev-

er Woodlands Ward Councillor Pat Toohey called for


council to get on with the job
and pass the motion before
the state government closed
shop for Christmas.
If we defer, they will be
able to defer their decision;
we want to be well and
truly ready, Cr Toohey said

make a difference if the pollies already go on holidays
tomorrow.
Cr Spain went on to argue
that traffic in East Moorabool
is the single most important
issue.

Its always traffic, traffic,


traffic we need correct
strategies in place. It is a bad
process to receive submissions and push it through,
we did it with the budget
and got into all sorts of
strife. We have a duty to our
ratepayers. We need solid
documents that endure for
the long term, and support
the other 2041 strategies in
place. We are being rushed
all the time - tick this off tick
this off.
The motion to defer consideration of the strategy was
passed, 4:3.

COMMUNITY DEVELOPMENT FUND IS NOW OPEN
Council is inviting Expressions of Interest from community groups/committees, community
networks, progress groups and development associations for seed funding (and leverage for
external funding opportunities) toward community infrastructure projects that have a signicant
impact on community development, liveability and wellbeing in the Shire.
Funding is available for up to $25,000 with preference given to those that demonstrate:
A contribution toward the cost of the project by cash or in-kind support,
The leveraging of funds to support external funding opportunities,
A strategic basis - the project is detailed in a community plan, master plan or strategic plan.
Groups, committees and organisations are encouraged to read the Community Development
Fund Guidelines carefully before making a submission. The Guidelines outline the specic
eligibility and assessment criteria.
Program Guidelines, Expression of Interest forms and further information are available on
Councils website www.moorabool.vic.gov.au, or by contacting Customer Service on

POOL SAFETY: KNOW YOUR OBLIGATIONS


Moorabool Shire Council is reminding property owners that every private swimming pool or
spa capable of containing a depth of water exceeding 300mm requires a building permit prior
to its installation.
The building permit will specify that a childproof safety fence and gate must be built and approved
before the swimming pool or spa can be used. The importance of adequate and compliant
fencing around home pools and spas cannot be underestimated.
Drowning is the most common cause of preventable death for children under 5 years of age in
Victoria. Pool fencing signicantly reduces the risk of drowning with research showing that the
risk of drowning in a fenced pool is about one quarter of that of drowning in an unfenced pool.
Our children need to be protected from such accidental drowning.
Safety Fence Tips
Maintain gates and fences regularly to ensure they comply with the Building Regulations.
Fit correct safety measures to gates, doors and windows.
Make sure no tree branches, pool pumps or pot plants etc are near the safety fence and be
sure that anything able to be climbed is not placed in a position where children could climb
to gain access to the pool or spa.
A safety fence is required if you have an inatable pool lled with water which is deeper than
300mm.
Position any chairs, boxes, pool pumps etc so that they cannot be used to climb the fence to
access the pool or spa.
Pool and Spa Regulations
It is law that swimming pools or spas on private residential properties in Victoria are provided
with safety fences to restrict access to the pool or spa.
Swimming pools that require safety fences: in-ground pools, above ground pools, hot tubs,
Jacuzzis and spas.
Any pool or spa fence, gate or door must be maintained in good working order.
All gates and doors providing access to a pool or spa must have self-closing and self-latching
devices and open away from the pool even pools and spas built before laws were introduced in
1991 to make fencing compulsory.
It is an offence to prop open any gate or door providing access to a pool or spa.
A building permit must be obtained prior to the installation of all pools and spas with a depth
greater than 300mm and for the safety barrier.
FINES
The Building Act 1993 contains penalties for pool owners who install a pool
or spa and fail to carry out work in accordance with the Act.

Find out if you live, work or travel through a bushfire risk area by going to cfa.vic.gov.au/

Make sure you have a comprehensive Bushfire Plan that covers your farm. For help to develop
one, visit cfa.vic.gov.au/plan-prepare/your-bushfire-plan/
Decide which Fire Danger Rating will be your trigger to enact your plan.
Check your insurance to make sure you have enough cover and if you have updated it since
making any large purchases such as farm machinery. If you dont know how much it would
cost to replace fencing, equipment or machinery, get a quote from a local business.
Make sure you keep vital contacts and documents in a safe place. Consider investing in a
cloud back-up service for your critical business information this can help continue or reestablish your business if the worst does happen.
Keep fuel loads to a bare minimum around house blocks, sheds and other assets, including
water infrastructure such as pumps.
Create a heavily grazed or ploughed area where stock can be moved on fire risk days.
Maintain slashed or mown fuel breaks to a width of at least 3 metres.

VicRoads is doing its part


in reducing the risk and
severity of bushfires ahead
of the summer period, with
vegetation reduction works
along its roadsides almost
complete.
VicRoads Regional Director
Ewen Nevett said grass
mowing had started early
this year after working with
authorities that predicted
a premature start to the
2015/16 fire season.
Were hearing that we are
in for a long, hot and dry
summer ahead, that follows
on from drying conditions
and a lack of rain over the
southern half of Australia so
far this year, he said.
This means we are in for
what is classed as an above
normal fire season, so early
preparation was critical.
Our roads play a key role
in a bushfire event, not
only for the community in
the early stages, but also
for our emergency services
accessing the fire lines.

grass on key routes, there is


less likelihood of fires taking
off or gaining momentum,
while a wide clear road such the Western Freeway
between Bacchus Marsh and
Ballarat - can provide a type
of fire break, he said.

Members of the Bacchus Marsh community
have the opportunity to learn more about
past residents with the launch of a new book.
Pioneer Women of Bacchus Marsh is a collection of information dedicated to the 277
local women who arrived or were born in
Bacchus Marsh before December 31, 1869.
The Bacchus Marsh Country Womens Association (CWA) and the Bacchus Marsh
Historical Society have been gathering information for the book for the past seven years.

said anyone was welcome to attend the official launch, with the SES holding a sausage
sizzle alongside a coffee van.
This book would make a great Christmas
present and will be available for purchase on

Residents do not have a


right to park directly outside
their homes, and parking
restrictions will not be introduced into a street that operates reasonably well.
Councillors endorsed a report prepared by council officers at the December council meeting to reject requests
for traffic restrictions to be
implemented in Gulline
Close, Bacchus Marsh.
Residents of the street have
experienced difficulty parking because hospital staff are
using on-street parking in
the Close, which is located
directly opposite the emergency entrance to the Bacchus Marsh hospital.
A petition signed by 13 residents had been presented to
last months council meet-

ing, requesting that twohour residents exempted


parking be introduced.
However, the report found
that current unrestricted
parking operates reasonably well.
Despite non-residents using the street regularly for
parking, there are still spaces available further down
the Close, even during the
most congested days, the
report read.
It also stated that parking
guidelines do not allow special consideration for residents who operate a caravan,
bus, truck, or other special
vehicles.
Two previous attempts had
been made by residents to
have parking restrictions
imposed, citing lack of room
to park and restricted access
to homes for residents with

vehicles requiring a larger


turning circle.
It is also noted that onstreet parking is a public
resource, available to everyone within the community.
Every endeavour is made to
provide residents with parking spaces within a reasonable distance of their homes,
which may include in the
neighbouring streets; however, there is never a guarantee that residents will be
able to park directly in front
of their homes.
To increase vigilance of
any illegal parking and safety issues, it may be beneficial
for Councils Community
Safety department to undertake regular patrols in this
area in the short term.
The motion to reject parking
restrictions was unanimously passed by councillors.

opened and will run until
Friday 18 December. Community members are invited
to support the appeal by visiting the Centre for Community Health and collecting a
Giving Star from the Christmas tree.
Public Relations & Fundraising Manager Tor Roxburgh said each star has the
age and gender of a local

child who would like to receive a Christmas gift.

It is with great sadness that the


Blacksmiths
Cottage
and
Forge
Committee and Volunteers note the
passing of Marjorie Goodchild, a
dedicated volunteer and committee
member.
Marjorie was for many years a
volunteer at our historic premises. She
was instrumental in mounting many of
our displays, using her extensive textile
knowledge and craft skills. Marjories
local knowledge was put to good use
in gathering materials for display. Up
until the time of her death, Marjorie was
an active member of the Blacksmiths
Cottage and Forge Special Committee.
She was often the first to put up her
hand for any extra duties.
Marjorie was well-known as a
contributor to the local radio station
and her work as publicity co-ordinator
was instrumental in encouraging more
visitors to come through the cottage and
forge.
Marjorie was our contact point for
groups from out of town and was readily
available as a committed volunteer and
guide. She always wanted to enhance
the visitor experience and her stories
were appreciated by young and old.
Flowers and greenery from her garden
often graced the cottage for our monthly
displays.

Off-Tap
FReeZA committee will
gain an extra $58,800 in
funding from the Victorian
government to help plan and
run youth events across the
region.
Committee member, Matthew McEgan said the tenmember Off-Tap team were
ecstatic.
This will be really handy
for future events. We aim to
get as many local young people involved as we can and
hope they enjoy the events
we put on, he said.
The recent Youth Fest saw
roughly 550 people over
the day and we have a pool

party coming up on December 18.


Member for Buninyong,
Geoff Howard visited the
youth-run committee in Bacchus Marsh last week to help
celebrate the announcement.
Mr Howard said it was
great to support young people, who by organising local
events were able to follow
their passion and make local
industry connections.
By delivering youth led,
all-ages drug, smoke, alcohol
free events young people
learn about leadership and
decision making while gaining valuable skills and experience, he said.
The Off-Tap team organise a series of important

youth programs and events,


including gigs, hip-hop
and street art workshops,
through to short film and art
festivals.
The State Government has
provided $7.2 million over
three years for the FReeZa
program, including $5.4 million in grants statewide.

A Bacchus Marsh man has


been busted for growing
cannabis at his home using a
hydroponic set-up.
Bacchus Marsh Magistrates
Court heard police found
four cannabis plants at Peter
Momcilovics home after executing a search warrant on
September 23.
The father-of-two had set
up the hydroponic system
for his own personal use, the
court heard on Friday (December 4).
Momcilovics defence counsel told the court that his
client had experienced ongoing alcohol problems, so
had turned to cannabis as an
alternative.

His history of alcohol was


causing problems for his
young family, he understood
that it was not appropriate to
drink the way he did so he
chose cannabis instead, he
said.

The plants were purely for


his own use as he did not
want to adventure into anymore criminal activity by
buying from the streets.
Momcilovic wasnt home
during the time of the search
warrant, however arrived
back to the premises as soon
as he received a call from police, the court heard.
The defence counsel stated
that Momcilovic had been
very cooperative with police and had made a point of

pleading guilty at the very


first opportunity.

He has realised the impact this situation has had


on his children, who were
at home during the time of
the search warrant, and he
has since given up the drug
and commenced full time
employment.
Magistrate Cynthia Toose
commended the accused for
his responsibility following the incident, however
reminded him that the cultivation of a plant can lead to
imprisonment.

Momcilovic
was
fined
$3000 with conviction and
a forfeiture order was made
for the property to be seized
and destroyed.

Christmas Toys
The Gender Implications

They sit on the carpet of
their home. Two small children, both aged four, surrounded by toys. I wonder,
does their gender determine
whether they choose the
Hot Wheels racer or the
Barbie doll and all her accessories? Is it about being
a girl or boy that makes us
choose these things or is it
the expectations and influences that are placed on our
children?
At about 24 months, babies
begin to define themselves
as either female or male and
at five years old children are
prone to have adamant definitions of how boys and girls
should behave. During these
five years children grow an
understanding of general
behaviour of boys and girls,
and many pressures and
influences are placed upon
them. These pressures include to be the prettiest or
the strongest, to be the most
beautiful and wealthy princess who waits for the Prince
Charming or to be the brave
and fearless hero who saves
the day etc. These influences
and pressures are very gender based, and stem from
family beliefs, peers from
kindergarten or daycare,
media (TV shows), and, most
importantly, toys.
The most influential aspect
of a childs life are their toys,
so when it comes to choosing

a gift for a boy or a girl our


first instinct is to buy a doll
for a girl and a car or ball
for a boy. It is thought that
this socially is wrong, that
buying a girl a Barbie can
affect the future decisions of
this female child. It is obvious that toys aimed at boys
are more career oriented, for
example the Lego City Airport Set (marketed at boys)
has characters as ground
staff along with air staff etc.
Where as the Lego Friends
Heartlake Airport set (marketed at girls) has very little
to do with a future career, for
example the only character
to do with a career is a pilot.
These types of toys create a
debate in which questions if
its nature for us to buy dolls
for girls and cars for boys
or if we encourage gender
stereotypical toys and gender stereotypes upon our
children.
When a group of three and
five-year-olds were asked
to separate girls toys
from boys toys, 92% of
responses reflected gender
stereotype (Early Childhood
Education Journal, Vol. 34,
No. 5, April 2007). It was
established that girls had
slightly more stereotypical choices as to what was a
boys toy and to what was
a girls toy. Five-year-olds
applied gender stereotype
more rigidly than the threeyear-olds. Both boys and
girls aged five sorted toys
more stereotypically.
However, an experiment
was conducted where Vervet
monkeys who had never
seen or interacted with toys
before and who had never
socialised with humans
(2002 Gerianne M. Alexander of Texas A&M University and Melissa Hines of City
University, Evolution and
Human Behaviour), were
given the choice between a
baby doll (a typical female
toy) and a truck (a typical

male toy). They showed the


same response as the three
and five-year-olds had. The
female monkeys showed a
significant amount of interest in the baby doll and the
male monkeys showed the
same amount of interest in
the truck. Not only did the
monkeys choose the same
gender-typical toy as humans but the monkeys also
played with these toys in the
exact same way human children would do. For example,
when the female monkey
was playing with a baby
doll, it inspected the dolls
genital area, just as a human
would, and the male monkey would push the truck
back and forth, exactly like a
human would.
This suggests that it is less
and less likely that influences from parents and toys
is the reason why boys and
girls prefer different toys.
This research shows that it
is natural for a girl to choose
to play with a baby doll and
a boy to play with a ball or
truck and it isnt only pressures from the media and
family that influence these
decisions.
Maybe the big question really is, as those two small
children sit on the floor,
whether they have choice or
not and whether our Christmas selections represent this
choice?

her topic and chose, as her

Court in action

A 21-year-old Moorabool
resident who stole firearms
from his cousin in order
to fuel his ice habit has appeared in a Bacchus Marsh
Court.
Police prosecutor Senior
Constable Aimee Heal said
the accused entered an unlocked shed at his cousins
house on the night of July 13,
where he used a screwdriver
to unlock a gun safe.
Ryan, who was under the

influence of the drug ice at


the time, left the residence
with an air rifle and a .22 action rifle.
He hid the weapons in his
car before giving them to an
associate who he believed
would supply him with
drugs, the court heard.
However, Ryan received
nothing in return from his
associate, and, after being
approached by his cousin in
regards to the theft, he handed himself in to the Bacchus
Marsh police.

Ryans solicitor stated that


her client immediately felt
remorse following the theft
of the firearms, which were
inoperable.
He attempted to get
the firearms back but he
couldnt. His father gave him
a good talking to and he has
expressed his guilt for the
situation, so much so that he
is no longer associated with
those people anymore.
Ryan was assessed for a
community
corrections
order.

Over the past two years Teddy Bears on Main has raised
close to $4000, through raffles to win an original collectable Charlie Bear.

Appeal, but another local
organisation recently was

Ms Tabone said the very


welcome donation would
be used towards Christmas
hampers for local people in
need of a helping hand.
Ms Davie said there is always a lot of local support
at the gatherings and hoped
they can continue to raise
funds for other local charities in the future.

Councils still face


challenges

Victorias Auditor General has confirmed concerns


about the impact of rates
capping on shires such as
Moorabool but has given
the financial tick of approval.
Acting Auditor General Peter Frost tabled a snapshot
report following an audit of
financial statements from
councils across the state including Moorabool.
He gave Moorabool, along
with Victorias other 78
councils, an assessment of
being at low risk in terms of
financial sustainability before rates capping is introduced, that is.
This strong position may
be impacted by the introduction of rate capping in
201617, Dr Frost said.
Speaking about the financial statement as it was
approved by councillors,

Moorabool CEO Rob Croxford had stressed that the introduction of rates capping
will prove a challenge for
Moorabool.
Being a large shire with a
massive road network and a

In the article Jessica states
that, Advocating for business and tourism in the region, the Chamber has been
responsible for instigating
major initiatives including the Ballan Community
Bank, Farmers Market, Arboretum Group and Business Excellence Awards.
The Ballan Chamber of
Commerce is to be acknowledged for their good work,
however it did not initiate
the Ballan Arboretum project. The person responsible
for this initiative is Stephanie Day, as The Moorabool

and Chinese mass plantings of deciduous trees left
as a legacy for future generations. Stephanie deserves
the credit for this great initiative. It was her vision and
practical work of getting a
committee together which is
now working towards making Ballan a town within an

Dear Editor,
In June 2013, the Ballan
Community Friendship Garden was estabilshed at the
rear of the Uniting Church on
the corner of Inglis and Windle Streets. The community
Friendship Garden forms a
part of the Uniting Church
Mission to work with the
community through Community Gardening, also to
teach and adopt Sustainable,
Organic Gardening practices by using tank water and
natural compost and animal
manure.
Since June 2013, through donations from the public and
a grant from the Moorabool
Council and a great deal of
hard work by a dedicated
group, the garden has flourished and infrastructure
such as water tanks, a pump,
a greenhouse, a relaxing pergola, garden sheds, a club/
arts room and many raised
and in ground garden beds
have been established. Currently underway, the members of the Garden group are
setting up a Sensory Garden
for use by the general public

and excess vegetables from


the garden are donated to
the needy in the community.
The Garden Group comprises many people from a good
cross section of the community including the Scouts,
Cubs and Joeys, but mainly
people of pension age. What
a success and something for
the community to be proud
of.

That is until last weekend


when someone decided that
their needs were greater
than the community gardens and drained the tanks
and stole the water pump
from the tanks. Now the
garden is less sustainable because it is having to use town
water in place of tank water
until funds can be raised to
purchase a new pump.

It is a pretty low act to steal


from the community, but
about as low as anyone can
stoop to steal from an organisation comprising Pensioners, Children and the needy.

Dear Editor,
I wish to commend councillors Tatchell, Dudzik, Edwards and Spain for showing the wisdom to defer a
final decision on the Ballan
Structure Plan.
This vital umbrella planning document will dictate
where future estates, parks
and secondary education
will go.
After public submissions on
a draft plan closed in June
2013, the document made its
next appearance on 2 December 2015 - buried deep in
the Council meeting agenda.
Councillors had three working days warning. Some
members of the gallery who
raced to Wednesday nights
meeting had only hours.
Given that the plan attracted submissions from
43 people and generated a
400+ signature petition, it is
now vital that locals get to a
Special Meeting of Council
to be held before Christmas
in Ballan.
In its current form, the
15-year-plan promotes increased housing around the
Werribee River, south of the
railway and a road/monster
carpark beside the Senior
Citizens Centre.
It fails to set aside land for
a secondary school (or P-12).
With 10,456 locals counted
in the 2011 census, its obvious western Moorabool
needs secondary education
NOW not some vague date
beyond 2030.
We urge locals to scan
Council advertising in The
Moorabool News, spread
the word and take time out
from their festivities for the
right to have their say at this
meeting.
This Christmas the greatest gift we could give our
children born or yet-to-beborn - is hope.

Climate change tides turn

In a book review of The


Short and Excruciatingly
Embarrassing Reign of
Captain Abbott (The Age,
Nov 28, 2015), Andrew
Street, after at times a critical review of the book, finished with the following
words, The true value of a
book such as this. is that
it jerks us awake, burns
away the fog of palaver and
protocol for a moment and
debunks the dangerous
assumption that our politicians are good people who
deserve respect. We are
not naturally disposed, nor
educated by our parents, to
think of our fellow humans
as calm liars. Sometimes we
need someone to remind
us. Almost every thinking
Australian was aghast at
Abbotts crazy prime ministership. But thats not the
point. The point is: politics

is a black swamp that breeds


this type of animal, a place
from which another Abbott
will soon stumble, breathing his repetitious dreck.
The Captain was just the
latest political reptile to dig
his way to the sun from the
depths of the compost in
which those eggs are, even
now, incubating.
Apart from the unfair dig
at compost (sorry) this quotation came to mind this
week as I listened to our
prime minister talk at the
Paris summit on climate
change. Now for those who
are relieved Captain Abbott
has left the ship and are
therefore only too happy
to see the new team leader
I can only agree. However,
our new leader, as different
as he is to Abbott still came
from the same swamp. Am
I sounding too harsh?

Anyway, Malcolm sounded


so lovely and very serious
and encouraging as he spoke
in Paris. He encouraged all
and sundry to act for the
planet. He was cool and articulate and, as always, engaging. One cannot help but
admire his style and his gifted statesmanship, especially
when it follows the lack
thereof of his predecessor.
However, what did he actually promise we would
do? He offered some large
amount of money to poorer
countries to combat climate
change by taking this already allocated money from
other poor countries. That, it
seems to me, was just about
it.
New Zealand PM John Key
presented a message to the
forum from nearly 40 nations calling for the removal
of fossil fuel subsidies. Many

countries, including Australia, are currently implementing policies to tackle climate


change whilst providing
public subsidies for fossil fuels at the same time. Australia subsidises fossil fuels to
the tune of $4 billion a year.
Our new leader did not support this suggestion of John
Keys.
Earlier this year Australia,
under the former captain,
became one of the only
countries to legislate to
reduce its commitment to
renewable energy, with the
federal government slashing
the renewable energy target.
This will cost the country
an estimated $5-6 billion in
lost investment by 2020. The
new captain has not shown,
as yet, any inclination to
change this.
Malcolm arrived at the
Paris talks with pollution

reduction targets that are far


weaker that what is required
to protect Australia from
climate change. The targets
are also considerably behind
those of many of our trading
partners and allies. There is
no indication that this is going to change and when the
Labor Party spoke of doubling this low amount, the
wrath of heaven was called
down upon them by the
government.
However, it is not all doom
and gloom and during the
conference Malcolm did
commit to investing in a
global research and development fund announced by
Bill Gates, in partnership
with several technology innovation companies and
countries.
Member nations of the Climate Vulnerables Forum
(including countries like

Bangladesh, Philippines Sri


Lanka and our neighbours,
Pacific Island Countries)
have shown what climate
leadership looks like in
launching a bold call for
the world to move to 100%
renewable energy by 2050.
This group is calling for a
complete phase out of fossil
fuels by mid-century and for
emissions to peak as soon
as possible. Needless to say
Australia, at this stage, does
not agree.

There are some good signs


coming from Paris, I only
wish Australia was leading, not lagging. Maybe the
former captain may indeed
have his wish and take us all
down with him as the ship
of state sinks into the Pacific.

The Feds fly high, at our expense

The recent revelation that


Foreign Affairs Minister
Julie Bishop chartered an
aircraft from Perth back to
Canberra to attend a meeting at a cost to the taxpayer
of around $30,000, certainly
raised some eyebrows.
Whilst the Minister defended the cost, citing she was at
a charity fundraiser representing the Prime Minister,
and there was no commercial flight available for her
and boyfriend David Panton
to get back to Canberra for a
meeting early the following
morning.
It must have been some
meeting that couldnt be
delayed to suit flight schedules, and if the meeting was
that important, I am sure
a suitable replacement for
the PM could have attended
the charity dinner, and I am
positive the charity could
have put the dough to good
use rather than burning fuel
in a RAAF Challenger jet for
two passengers!
Whilst all of this fits within
the rules, its easy to play
within the rules when you
set the rules to be played
within; the travesty is even
the rule makers dont seem
to be able to live within the

standards they set.


The paradox within todays
democracy is representation
of the people is not representative of the people; the
evidence is overwhelming
when you consider the reckless use of the public purse,
and the extraordinary expense claims.
This is not about what people get paid or the expenses
incurred in facilitating the
role; it doesnt matter how
much you pay its about
what they produce. Its about
getting a return for the money invested.
In the real world, the world
of us mere mortals, remuneration is productivity
based; if an employee is paid
a large salary inclusive of expenses and doesnt perform,
they will soon realise how
important the Age employment guide on a Saturday
morning is; they will need it!
Politicians
serve
two
masters (try doing that in
business); imagine if your
employee worked for two
companies in the same business. This is the reality of
Party politics; you serve the
Party first because they give
you the gig and then the
people because they are the

gig!
Pull apart the expense accounts of all of our Federal
politicians and you come to
realise that the politicians
show little respect for the
punters purse, and have no
real understanding of the
fiscal functioning of the real
world, let alone the people
that live in it.
Lets do some Perspective.
Your average backbencher
is paid just shy of $200,000
a year, a shadow minister
gets around $250,000, and
if youre a Cabinet Minister
in Government add another
$100,000.
The Prime Minister gets
a little over half a million
and the Opposition Leader
gets around $365,000, give
or take a crayfish dinner.
The average taxpayer gets
around $72,000 and donates
25 per cent of their sweat to
the Federal coffers, give or
take a Friday night Pizza!
Keep in mind the punter
still has to make substantial
donations to the State Government through GST and
a myriad of other indirect
taxes, not to mention the
local Government system
through the pseudo tax

contribution; loosely called


rates!
Using the peanuts monkeys theory, and Im not
yet convinced that the peanuts are a bargain, or that
the monkey adds much
value; lets put the haplorrhine primate analogies to
one side and concentrate on
the expense accounts to try
and get a grip on how many
apples are in a bunch of political bananas!
In the first six months of
this year our Federal leaders have claimed $48 million
in personal expenses; put
that into perspective and its
about the cost of rebuilding
the Bacchus Marsh Hospital
or two secondary schools in
Moorabool, or even rebuilding the road network, with
enough small change to
build an Arts Centre!
We are not talking about
entitlements staffing and
fully serviced offices in the
big house, these are simply
expenses. The entitlement
debate takes the cost of operating a Federal Member to a
whole new level.
In fact this years entitlement bill will come in at well
over $500 million, which
works out at around $2.25

million per sitting Federal


MP, per year; talk about the
minnows trying to feed the
whales!
When you consider that
some Federal Members
lie in the obscurity of the
Parliament for their whole
terms, and the only decision
they have to make is which
hand to put up during a
vote, because they have to
vote with their Party. Its not
just expensive, its bloody
outrageous!
As you scan the list of personal expense claims, you
soon come to the realisation that the secular fantasy
dome in Canberra is far removed from the peoples,
and the term reasonable expense means un-reasonably
expensive.
Heading the list in the first
six-months of this year on
personal expense claims is
the Agricultural Minister.
The barely smart enough to
be an idiot Barnaby Joyce
registered almost $1.1 million in expense claims.
Whilst the industry he represents ploughs up fields of
dust and despair, he ploughs
into the public purse quicker
than a kelpie consumes a can
of Chum!

But wait theres more. In


fact there is plenty more. The
Opposition Leader Billy I
represent the working class
Shorten has an expense bill
(pardon the pun) 25 per
cent higher than the Prime
Minister. Imagine what he
would cost if he actually had
a job!
Julie Bishop may have
found the quickest way to
get across the Nullarbor
Plain but the reality is the
members trough has more
hungry snouts than the
Griswolds have Christmas
lights!
With your average Federal
Member consuming over
$43,000 per week from the
public purse, you have to
question the return on investment. If the people that
represent live in a different world than those they
represent, its anything but
representation.
As the curtains close on the
age of entitlement its time to
have a reality check on whos
entitled to what. Maybe all
the Federal members mirrors would be a good place
to start?

Like clearance rates are for
auctions, the number of days
a home is on the market is
a key property indicator for
private sales.
In the 12 months to October
31, Yarrawonga in the states
north east experienced one
of the largest improvements
in the median number of
days on the market.
The latest REIV data shows
the number of days it took
to sell a home in the popular
Murray River location fell
43 days over the year to a
median of 100 days. And the
good news continued with
84 properties sold over the
year, four times more than
the same period last year.
Properties in the Gippsland
town of Maffra were also on
the market for considerably
less time in the 12 months
to October 31. The town recorded a 33.5 day drop in
median days on market to
112 days, down from 145.5
for the same period last year.
Other regional towns recording significant drops in
days on market were Benalla
and Bairnsdale, falling 29
days and 22.5 days respectively. Homes in Benalla
had a median of 97 days on

Season Awards Presentation

The Annual Presentation Night is the culmination of the


calisthenic year where the girls are presented with competition
medals from Tinies all the way through to the Masters.
Coaches also make special presentations to the members from
each group. Three Perpetual Trophies awarded for the Most
Improved, College Person and College Girl.
President Gayle Stewart said the College Girl Trophy is named
in honour of the founder of the College - Heather Anton.
The award is for a participant that shows dedication to the
sport, a good role model and ambassador for the Pentland
Calisthenics Club.
This year the recipient of this award was Dannae from the
Senior Team, Ms Steward said.
The Most Improved Trophy, named in memory of Heathers
mother Beverley Anton was awarded to Georgia from the
Intermediate Team.
The College Person, named after a founding parent Ann Jeffreys
some 38 years ago was awarded to Andrea Field.
Senior team member Jessica Mitchell was awarded a Life
Membership.

Sebastopol.
Dave OHanlon was left to
watch in hope as his opponents last bowl fell short and
was given the opportunity
to declare the head, resulting in a rink draw and a oneshot overall win.
It was fantastic to win
in those circumstances.

OHanlon said, The amount


of shots the entire side
clawed back in the last 10
ends was the true reason we
were able to win today.
Brad Coffey was the only
winning rink with a 15-shot
triumph.
