BALOCHISTAN RURAL SUPPORT PROGRAM

Licensed under Section 42 of the Company Ordinance, 1984.

Registration No. 0023763
A BRIEF HISTORY
A BRIEF HISTORY

In 1983, Pak-German Self-Help project that

focused on rural development in Balochistan
was initiated with funds provided by the
Government of Germany and Government of
Pakistan. The project was implemented by the
Local Government Department of Balochistan
with the collaboration of GTZ (German Agency
for Technical Co-operation) advisory group.
The Pak-German Self-Help Project was
transformed into a company limited by
guarantee named as Balochistan Rural Support
Programme under the new organizational and
administrative structures. In 1991, BRSP was
registered under the Companies Ordinance as
a non-profit organization dedicated to rural
development in the province.
INTRODUCTION

Balochistan Rural Support Programme (BRSP) is an autonomous not-

for-profit organization working in the rural areas of Balochistan. BRSP's
history goes back to the project “Pak-German self help initiative” that
was initiated in 1983 in collaboration with Government of Germany and
Pakistan. The project was implemented by the Local Government
Department of Balochistan with the collaboration of GTZ (German
Agency for Technical Co-operation) advisory group. In the mid 90s,
BRSP existed in 13 districts of Balochistan, with 250 staff members. The
programme, however, had to be scaled down substantially in the
subsequent years as GTZ withdrew its support. After a long interval of
inactivity, BRSP restarted its operations in 2001 with financial support
from PPAF. In 1991 BRSP was registered under the Companies
Ordinance as a non-profit organization dedicated to rural development
in the province. The overall mission of BRSP is to facilitate the
establishment and improvement of sustainable livelihoods of the rural
poor in Balochistan. This is accomplished through the mobilization of
poor communities to help them plan and implement their own
development agenda. The rural development programs of BRSP have
helped communities to form community organizations for women's
empowerment, natural resource management, physical infrastructure
development, human resource development, enterprise promotion,
and credit and savings projects. In order to harness this potential, BRSP
programs organize communities into multi-sector Community
Organizations (COs), which are then used as a platform for planning
and implementing various developmental activities by the community
members themselves.

BRSP considers social mobilization as a primary mean for supporting

rural men and women in their efforts to alleviate poverty. The essence
of the process of social mobilisation is encouraging men and women to
form a group, typically consisting of 20-25 members, known as a
Community Organization (CO). Community Organization is an
important forum for empowering people to take an active role in the
management and execution of local development initiatives. Once the
community is mobilized then they are able to identify their needs and
find the resources necessary to meet those needs. A properly
functioning CO has both social and economic 'value', thus a position to
contribute to alleviating poverty and socially, brings people together to
work for the common good. The CO also generates funds for their own
initiatives and establishes linkages with Government Departments and
private sector.
MISSION

To harness potential of the rural poor so that

they help themselves and get out of poverty
and improve their standard of living.

OBJECTIVES
To improve the living condition and
quality of life of the disadvantaged
rural population through social
mobilization and grassroots
institutional development;

To nurture and foster human

resources at community level and
enable them to plan, implement and
manage development initiatives for
sustainable development;

To organize and facilitate services in

sectors i.e. health, education, rural
enterprise, physical infrastructure,
agriculture, livestock, water &
sanitation and women empowerment
PROGRAMME PHILOSOPHY in rural areas;

BRSP understands that poor people have a great deal of potential and the
willingness to work for their own development. BRSP's role in poverty-
alleviation and community development is primarily to encourage self help
and, in the long term, to guide the COs into becoming mature and self-
reliant institutions. This is the route to community empowerment, which
must arise organically from the COs themselves. The BRSP programme is
holistic: multi-sectoral interventions achieve synergies which in turn
ensure sustainable outcomes. BRSP acknowledges that unless the concept
of 'gender' is understood and mainstreamed into every aspect of the
organisation and the programme, the kind of development, poverty
alleviation and community empowerment that it wishes to attain will not be
possible. This must be done in culturally appropriate ways: the skill lies in
finding the ways to do this while upholding the principle of equality.

PROJECTS IMPLEMENTED

Since its inception in 1991, BRSP has implemented several

projects in sectors i.e. social mobilization and awareness
raising, livestock, agriculture, community physical
infrastructure, basic health and nutrition, education,
capacity building and human resource development in 18
districts of Balochistan primarily targeting to break the
poverty cycle of rural communities. The most effective tool
in implementing all these interventions is social
mobilization that focuses on grassroots institutional
development and strengthening.

Besides its regular rural development initiatives, BRSP

spearheaded the process of emergency response in 2007.
After the devastating flood in Balochistan, BRSP conducted
an assessment to appraise the losses in the affected
districts. Based on its assessment, BRSP mobilized
resources and implemented projects on health, education,
shelter, nutrition, protection, water and sanitation,
agriculture and distribution of food and non food items.
