1.0

Scope

1.1

Indian Railways employ 220/25 kV or 132/25 kV or 110/25 kV or


66/25 kV Traction Sub-station (TSS) for supplying Power to the 25 kV
Overhead lines for Electric Traction. Hitherto fixed Shunt Capacitor
Banks have been provided at the Traction Sub-stations for improving
power factor.
With a view to achieve nearly unity power factor and mitigate
Harmonics, Dynamic Compensation Equipment of Reactive Power
and Harmonics is intended to be provided at the Traction Substations. The Equipment shall be connected on the 25 kV AC
Network. Dynamic Compensation of Reactive Power and Harmonics
shall be achieved with the employment of IGBTs or other advanced
Electronic Switching Devices. Compensation may be stepless or in
finer steps such that advantages of improved Power Factor and
mitigated harmonics are optimised.

1.2

This Specification covers design, manufacture, supply, testing and


commissioning of Power Quality Restorer. It is for outdoor/indoor
installation at the Traction Sub-station of single Phase AC systems
(excluding 2x25 kV AT Feeding System) on Indian Railways for the
mitigation of Harmonics, improvement of Power Factor and reduction
of Maximum Demand.

1.3

The Power Quality Restorer shall be complete with Step down


Transformer, Control Gear, Protective Relays, IGBTs and / or
Electronic Switching Device and accessories necessary for its efficient
operation. All such parts and accessories shall be deemed to be
within the scope of this Specification whether or not specifically
mentioned.

1.4

The successful Tenderer shall be required to erect & commission the


equipment. The offer shall, therefore, be inclusive of all expenses
including deputing Engineers and Supervisors by the Tenderer for
handling, installation, testing, commissioning of the equipment and
meeting performance requirement.

1.5

All Civil Engineering works, connected with foundations of Power


Quality Restorer, associated Transformers, Circuit Breaker, Isolator,
Series Reactor, Potential Transformer, Current Transformer,
Supporting Steel Structures and construction of building for housing
associated indoor equipment shall be done by the Contractor.

2.1

The Power Quality Restorer and associated items shall, unless
otherwise specified herein, conform to the latest revision of
Standards mentioned below and associated Specifications listed in

2.1.1 In case of any overlapping or conflict in contents of the above


Standards and this Specification, stipulations of this Specification
shall prevail.
2.2

Deviations

2.2.1

Any deviation from this Specification, proposed by the Tenderer,


intended to improve performance, utility and overall efficiency, shall
be given due consideration, provided full particulars of the deviation
with justification thereof are furnished. In such case, the Tenderer
shall quote according to this Specification and the deviations
proposed by him shall be quoted as an alternate/ alternatives.

2.2.2 Pre-bid meeting shall be arranged by the Purchaser, with eligible


Tenderers for the particular requirements of this Specification, site
conditions, mode of transport, availability of site, erection and
commissioning etc.
It is advised that the Bidders shall visit the sites/sections and
familiarise themselves with the local conditions and understand the
requirements of the system in detail, before tendering the Bids and
obtain clarifications as may be necessary from the Purchaser.
After the award of the Contract, the Tenderer shall be fully
responsible for successful integration of the compensation scheme
with the associated scheme of Equipment in the switchyard and with
the Remote Terminal Units (RTUs) and any items later considered as
essentially required for successful integration shall be within the
scope of the supply and work of the Tenderer.
3.

Environmental Conditions

3.1

All Equipments shall be suitable for outdoor/indoor use in tropical


climate and in areas subjected to heavy rainfall, pollution due to
industrial and coastal climates and severe lightning surges in India.
The maximum ambient temperature may reach 500 C in shade, with
maximum humidity reaching up to 100%. However, for the design of
the equipment, 500 C category of temperature shall be taken.(Ref.
Table 1 of IS:2834 - 1986)

3.2

Vibrations
The Equipment is expected to be installed on foundation in the
ground or on Steel Structures, located by the side of Railway tracks
and subjected to vibrations due to the passage of trains. The
amplitude of these vibrations lies in the range of 30 to 150 microns,
with instantaneous peaks going upto 350 microns. These vibrations
occur with rapidly varying time periods in the range of 15 to 70 ms.

4.0

Traction Power Supply system

4.1

General Scheme
Single phase, 50 Hz, AC Power Supply for Railway Traction at 25 kV
is obtained from 220/132/110/66 kV 3-phase Grid supply through
Step down Power Transformers. The Primary winding is connected
between any two phases of 220/132/110/66 kV, three phase
effectively earthed transmission networks of the Supply Authorities.
The spacing between adjacent Traction Sub-stations varies between
30 to 80 kms. One terminal of the 25 kV Secondary winding of the
Traction Transformer is connected to the Overhead Equipment
(abbreviated as OHE). The other winding is solidly earthed and also
connected to Traction Rails.
The load current flows through the OHE to the locomotives and
returns through rail and earth to the Traction Sub-stations.
In the middle of adjacent Traction Sub-stations, a dead zone
known as Neutral Section is provided to isolate the two Phases. The
Power to the OHE on one side of the Traction Sub-stations is fed by
one feeder Circuit Breaker. OHE of each track is controlled by an
Interrupter. In case of fault on the OHE, the Feeder Circuit Breaker
clears the fault.

4.2

A Schematic Diagram of a typical arrangement, showing the General


Feeding Arrangement of a Traction system, as well as the Schematic
General Arrangement at a Traction Sub-station is given in Sketch
No. ETI/PSI/702-I (enclosed at Appendix-II).

4.3

The incoming 220/132/110/66 kV, AC supply voltage may vary


between (+)10% to ()12.5% as per Rule No. 54 of Indian Electricity
Rules-1956. The supply frequency may vary by ()3% from the
Standard frequency of 50 Hz.

4.4

Protection system

4.4.1 Relays are provided for the protection of Traction Transformers. The
Schematic Diagram for the Protection of Traction Transformers & OHE
is given in Appendix-V.

25 kV, AC OHE and Traction Transformer

4.6.1 The OHE generally consists of a stranded Cadmium Copper Catenary


of 65 sq. mm. area and a Grooved Copper Contact wire of 107 sq.
mm. area providing a total of 150 sq.mm. copper equivalent. The
loop impedance of the OHE is as under:

4.6.2 In some Sections Contact wires of 150/161/193 mm sq. are also
used. The Tenderer may obtain details of impedances from the Zonal
Railways, if such wires are used.
4.6.3 Traction Transformer
The Resistance and the Reactance of a typical 13.5 MVA and 21.6
MVA Traction Power Transformer at the Traction Sub-station are
(0.179 + j 5.49) ohms and (0.132 + j 4.05) ohms respectively. Only
one transformer is in service at a time.
For other ratings of
transformer, the concerned railway shall furnish these values.
4.6.4 Clearances
A minimum clearance of 500 mm is provided, between any live part
at 25 kV, AC and Earth in the 25 kV AC Traction Sub-station.
4.7

Nature of faults on the OHE system

4.7.1 OHE may be subject to frequent Earth faults, or snapping of OHE and
touching the Rail/Earth, or loose wires carried by Birds coming in
contact with OHE below Overline Structures, miscreant activities etc.
Faults are cleared by Feeder Circuit Breaker, which operates on
any one or both of the following Protective Relays, depending on the
proximity of the fault.

Sub-stations at the Neutral Section or at intermediate

Switching Stations, in case of extended feed condition, which


are cleared by one of the Feeder Circuit Breakers at either
end of Traction Sub-station through a "Mho Relay known as
Wrong Phase Coupling (WPC) Relay.
4.7.2 Short Circuit Level
For different Grid supply voltages, Short Circuit Level on Primary side
of Traction Transformer may vary between 7 to 8 kA depending upon
the proximity of the Traction Sub-station to the Generating station.
The actual values of fault-level shall be furnished by the
Railway, depending upon the location of Traction Sub-station. The
level of Short Circuit on 25 kV side for a fault in the vicinity of a
Traction Sub-station could be around 4 kA. The exact Short Circuit
Level on 25 kV side, at each Traction Sub-station, shall be indicated
in the Tender Paper.
4.8

Nature of load on the 25 kV system

4.8.1 Traction load is of frequent and rapidly varying nature and may
fluctuate between no-load and over loads. While a precise load cycle
may be difficult to forecast, a load curve for a typical day together
with indications of the average Power Factor, shall be supplied by the
Railway, in a Format as indicated in Appendix III A & Appendix III B.
Appendix III (A) shows the average MVA (averaged over every
15 minutes period) versus time. Railway shall also provide the
summarised cycle as shown in Appendix-III C based on which the
capitalisation of losses and benefits would be worked out by the
Tenderer, with reference to Clause 14 of this Specification.
4.8.2 The AC Electric Rolling Stock / AC-DC Electric Locomotive / EMUs/
MEMUs are fitted with single-Phase Bridge connected Silicon
Rectifiers with Smoothening Reactor for feeding the DC Traction
Motors. The Rectifiers introduce Harmonic currents on the 25 kV
Power supply. Also there are EMUs/ MEMUs / Locomotives with GTO
(Gate Turn Off)/IGBT/Pulse Width Modulation Devices, in place of
Silicon Rectifiers. Typical percentages of the current Harmonics
present in the Traction current with Electric Rolling stock are as
follows:

These are the typical values, Actual values at a particular


Traction Sub-station could be different.
Successful Tenderer shall measure these values before
submitting final design. The Average Power Factor of the Electric
locomotive or Electric Multiple Units varies between 0.7 lagging to
unity.
These figures are to serve as guidelines only. The actual
Harmonic content shall vary from Traction Sub-station to Traction
Sub-station. Indian Railways shall provide the data for the
Harmonic content on the 25 kV line for particular Traction Substation.
4.8.3 In big yards and in the vicinity of Electric Loco Sheds, a number of
locomotives may be idle with only the load of their Auxiliaries and
drawing higher Reactive Power.

5.2

Power Quality Restorer Equipment

5.2.1 General Scheme


a) General Scheme of Power Quality Restorer Equipment is shown in
Appendix-IV.
Switching of Capacitive KVAR and Harmonics
mitigation is through IGBT based PQR Equipment.
The Power Quality Restorer Equipment shall employ air-cooling.
All switching shall be almost transient free.
b) Indian Railways shall provide the data for the Harmonic Content
in the 25kV line for the particular Traction Sub-station. This shall
serve as the guideline to the Bidder to size and quote for the
Power Quality Restorer. In addition, the successful Tenderer shall
also measure and record load variation pattern and Harmonic
contents for 7 consecutive days at the Traction Sub-station on
which Power Quality Restorer Equipment is to be provided and
design the Equipment accordingly, which shall be approved by
RDSO.
c) The successful Tenderer shall also design the Power Quality
Restorer including its components and related Supporting
Structures, including Layout as per actual site conditions, which
shall be approved by RDSO for first system.

d) Average Power Factor, obtained after installation of Power Quality


Restorer, shall be close to unity and in no case it should be less
than 0.95 lagging and the Power Factor shall not go leading.
Successful Tenderer shall also bring to the notice of Purchaser any
enhancement required in the Power Quality Restorer Equipment
capacity (in kVAR) as specified in the Tender, in order to achieve
the desired Harmonic limit as well as the Power Factor.
5.2.2 Ratings
The Power Quality Restorer Equipment as per this specification may
comprise of fixed and variable compensation, depending upon the
requirement at a particular Traction Sub-station. The ratings
indicated in (A) & (B) below are only typical values and the ratings of
Power Quality Restorer Equipment system based on total reactive
compensation require at a particular Traction Sub-station shall be
furnished by Purchaser/Railways.

The Voltage and KVAR rating of each Panel indicated


above are typical and each Panel rating may be suitably
designed by the Tenderer to provide +/- 1100 kVAR
Dynamic compensation, more importantly the required
0 to 2200 kVAR range ( or the range as given in the
Tender Specification).

Resonant Condition and Inrush Current


The rating of Damping Reactor and Capacitor Bank of each branch
shall be such that it does not resonate with the source impedance at
any of the Harmonics of Traction current (refer Para 4.8.2).
Appendix-VI may be referred for Equivalent circuit.
It shall also be ensured that the Inrush current of the
Capacitor Bank is within limits and does not exceed the maximum
value guaranteed. Calculations shall be furnished with the Tender in
respect of Inrush current and Resonant frequencies for each of the
operating conditions as also for each Capacitor steps.

5.4

Control of Power Quality Restorer Equipment

5.4.1 The control of the Power Quality Restorer Equipment shall be based
on the Reactive Power and Harmonics generated by the Traction load.
Measurement of Reactive Power shall form part of the Control
circuitry.
For this purpose, the two transformer LV currents through
750A/5A CTs, and one Feeder voltage through 25 kV/110 V PT or by
using direct LV side voltage (i.e. 433 V) of the Stepdown Transformer
shall be utilized as input to the Control circuit. (Refer Appendix IV.
Injection of Capacitive KVAR shall be either stepless or in
suitable steps to control Power Factor precisely.
Changes in the kVAR ratings of the Power Quality Restorer
Equipment with changes in the 25 kV Feeder Bus voltage shall be
taken care through control circuit. The Power Factor of the Traction
load usually varies from 0.70 to 0.80 (lagging).
The compensation for the Harmonics shall be stepless and shall
adapt to the changing load requirements, so that the specified Total
Harmonic Distortion (THD-I) is achieved at all loads.
5.5

Basic Insulation Level (BIL)

Protection of Power Quality Restorer

5.6.1 The offer shall include design and supply of a comprehensive


Protection scheme for the equipment offered by the tenderer. Full
details, including Relay characteristics of the Protection Scheme,
offered for the Transformer, Capacitor Bank, IGBT or any other
superior device etc. shall be fully explained in the offer giving
necessary calculations and diagrams.
5.6.2 The Protective Relays offered shall be properly coordinated with the
existing scheme of protection indicated in Drawing No. ETI/PSI/024
attached at Appendix-V.
5.6.3 The Protection system for Shunt Capacitor Bank (if capacitive kVAR
injection is through Capacitor Bank) shall include protection against
over current, overload, over voltage, unbalance.
Each Capacitor Element shall be individually protected by
means of Internal Fuses. The fuse shall be connected in series with
each Capacitor Element inside the Capacitor Unit to limit the effects
of dielectric failures.
If puncture of dielectric occurs, only one
element shall be disconnected and the capacitor unit continues to
operate. While selecting the fuse rating, it would be necessary to
choose proper time current characteristics, which in turn significantly
depend upon the cross section and circumference of the Fuse. Fuses
chosen shall have adequate thermal capability and comply with
relevant IS/IEC Specifications.
5.6.4 The Protection system for IGBT or any other Electronic switching
device shall include protection against over voltage, over current,
over load etc. In case of TSC, each step of compensation getting
added / removed shall be protected individually by fast acting Fuses.
5.6.5 The protection system for the 27 kV/433+433 V, Single Phase, Stepdown Transformer of suitable rating shall include Differential
Protection, Earth Leakage Protection, Over Current Protections in
Primary side as well as Secondary side in each individual Panels,
apart from the under voltage and over voltage protection at 25 KV
bus side.
6.

General arrangement for Control of

6.1

The Control of
Power Quality Restorer Equipment shall be of
outdoor/indoor type, mounted on Steel Racks, for connection to the
25 kV Bus as indicated in Drawing No. ETI/PSI/SK/326 (enclosed at
Appendix-VI). The Layout Drawing with Cross Sectional details for
the Control of Power Quality Restorer shall be furnished by the
Tenderer, taking into account the existing layout of other Equipments
at the Traction Sub-station as indicated in the Drawing No.
ETI/PSI/SK/326 (enclosed at Appendix-VI).

The Capacitor Bank, if any, shall consist of groups of individual


Capacitor Units, connected in series parallel combination to deliver
the rated output, at nominal rated system voltage, rated frequency
and other system conditions detailed elsewhere.
The Capacitor Bank, if any, shall be supplied complete with
mounting Steel Rack assembly, Inter-connectors between Units,
Fuses for Unit and Group Protection, Insulators, suitable Earthing
Lugs (including Terminal Connectors) and any other material required
to make the Bank complete in all respects for its satisfactory
operation.
All Low Tension Equipment shall be indoor type, free standing
and complete in all respect from over voltage, under voltage and
over current protection.
6.2

Mounting Arrangement
The Capacitor Bank, if any, Current Transformer for Unbalance
Protection and the Series Reactor shall be suitable for mounting on
Steel Racks which in turn shall be mounted on a Concrete Plinth with
suitable Base frames. The Racks shall be complete with Rack
Insulator and other hardware etc.

7.

Control Panels

7.1

Particulars of Control and Relay Panel for Control of Power Quality


Restorer

7.1.1 The Control Panel, having the Relays for the Control of Power Quality
Restorer, shall be installed in the control room of unattended Remote
controlled Traction Sub-station. The Control Panel shall be of vertical
mounting, self supporting steel construction back to back duplex
corridor type. The corridor shall be provided with a lockable door at
either end permitting free access to all Instruments, Components,
Wiring, Terminal connections, Test Block etc. Stove enameled
painting shall be done on the Panel. The colour of the Panel shall be
Eau de Nile green conforming to Shade 216 of IS:5-2007, on the
exterior and white on the interior surfaces. The overall height shall
be 2300 mm to match with the height of the existing Transformer
and Feeder Control Panels.
7.1.2 The Control Panel shall be fabricated from a frame made of steel
section of 3 mm. thick and covered by door, side cover and top cover
made of 2 mm. thick CRCA Steel Sheet. Suitable Cable entries shall
be provided from the bottom of the Control Panel for which suitable
opening shall be provided on the Bottom Plate. The Control Panel
shall be suitable for erection, flush with the concrete floor by evenly
spaced grouting Bolts (projecting through the Base Channel of its
frame). The Control Panel, including the Relay housing, shall be
dust, vermin and moisture proof. The overall size of the Control
Panel shall be subject to the approval of Railways.
7.1.3 There shall be provision for fixing a 240 Volts suitable Lamp for
interior lighting. The Lamp shall be switched ON/OFF with the help of
a door switch mounted at suitable location inside the Panel.

7.1.4 The Protective Relays shall be mounted on the Back Panel and shall
be of semi-flush mounting type with back connections and provided
with dust proof covers and Test Plug for Secondary Injection Tests.
7.1.5 The Front Panel shall have the Control Switch, Indication Light
Emitting Diodes (LEDs), Annunciation Label, Alarm Cancellation Push
Button and a Mimic Diagram indicating connections of various
equipments.
7.2

Instruments
A Switch Board type semi flush mounted Ammeter, one kVAr Meter
and one Digital Power Factor Meter, of suitable range, shall be
provided for measurement of current and kVAR of Power Quality
Restorer and power factor of the TSS on the LV side of the traction
transformer. The instruments shall generally conform to IS 13875
(Part 1-3)-1993, Class A Industrial grade accuracy. Its circuits shall
be capable of withstanding 20% overload for 8 hours. It will be
subjected to a high voltage test of 2 kV RMS for one minute. The
Instrument shall be with dust-tight case and finished in dull black
enamel.

7.3

A suitable spring return type control switch with pistol grip handle
having three positions ON/OFF/Neutral shall be provided. The
Switch shall have a sequence device to prevent two successive
movements to the same position. Following indication LEDs shall be

Low consumption, extra bright, 5 mm dia., light-emitting diodes


(LEDs) shall be used wherever required. LEDs shall be suitably wired
to glow on 110 V, DC supply. LEDs shall be housed in suitable holders
with glazed/polished surface to act as reflector. The holders shall be
screwed to the panel from inside.
7.4

A suitable two position (Local/Remote) Change Over Switch shall be


provided on the Control Panel for operation of Circuit Breaker from
Control Panel in Local mode and from Remote Control Center in
Remote mode of this Switch.

7.5

Mimic Diagram

7.5.1 The scheme of connections at the Traction Sub-station showing the


Incoming Isolator, Circuit Breaker, Step Down Transformer, Series
Reactor, IGBT or any other superior device, the Capacitor Bank etc.
shall be represented by a single line Mimic diagram on the Control
Panel. The colour of the Mimic diagram shall be golden yellow to
shade 356 of IS:5-2007.
Automatic Semaphore Relay shall be incorporated in the Mimic
diagram to indicate the position of the Circuit Breaker.
7.5.2 Open/close position of 25 kV Isolators shall be represented on the
Mimic diagram by manually operated Semaphores. Push Buttons and
yellow indication LEDs, as mentioned in Para 7.3 above, shall be

provided on the Control Panel to monitor the availability of 110 V,


DC supply on the Panel, and the continuity of Trip circuit for the
Circuit Breaker.
7.6

Annunciator

7.6.1 An Annunciation Label, as per Sketch at Appendix-VIII, shall be


provided on front side of the Control Panel for Visual Alarm of various
fault conditions.
7.6.2 The Visual Alarm shall be of flasher type i.e. concerned LED shall
flicker and shall not become stable till the alarm is accepted.
7.6.3 The Alarm accepting and Annunciation testing Buttons shall be
mounted on the Control Panel at a convenient height under the
Annunciator Label.
7.6.4 Along with Visual Alarm, there shall be provision for an Audible
Alarm. Audible Alarm Bell shall work with 110 Volts, DC This Bell
shall be mounted inside the Control Panel. The Alarm Bell shall
continuously ring when a fault is there and shall not stop ringing till
the alarm is acknowledged. A suitable Disconnection Switch shall be
provided for disconnection of the Bell.
7.7

Remote Operation

7.7.1 The 25 kV Feeding Circuit Breakers connected on primary of Stepdown Transformer and fixed HT Capacitor Banks shall normally be
switched in or out by control commands issued by Traction Power
Controller of the Remote Control Centre. These Tele-commands shall
be issued with the help of Supervisory Remote Control and Data
Acquisition System, hereafter called SCADA system provided at
Remote Control Centre.
7.7.2 For the purpose of Tele-commands and Tele-Signalling, suitable
Terminals shall be provided on a Terminal Block, which shall be duly
wired for the following:

One Tele-signal for supervision of secondary Fuse of Potential


Transformer (PT).
One Tele-command for operation of Control of Power Quality
Restorer Equipment Circuit Breaker.
Any other Tele-signals required for monitoring the
healthiness of the Transformer, Capacitor Units, IGBT or any
other superior device as recommended by the Tenderer.

7.7.3 Suitable Terminal Blocks, including Testing Terminal shall be mounted


conveniently inside the Control Panel. The current rating of the
contacts shall be 30 Amps. continuous at 110 V, DC. The Current
Terminals shall be provided with short circuiting links or other
suitable device. The Potential Terminals shall be housed in narrow
recesses of the Moulded Insulation Block to prevent accidental short
circuit. Terminals on the Blocks shall be Stud type crimped terminal
or Lugs, securely tightened with Nuts and Spring Washers. AC and
DC Terminals shall be separate. Each Terminal shall be completely
shrouded.

7.7.4 All Panel wiring shall be done with Switchboard type 1100 V grade
PVC insulated single core stranded tinned annealed Copper Cable.
The AC and DC circuits shall be kept separate.
7.7.5 Suitable space Heaters to operate on 230 V, single phase, AC supply
with ON and OFF Switches shall be provided inside the control
panel to prevent condensation of moisture in humid weather.
7.7.6 One combined three pin Switch Plug, 5 Amp. rating shall be provided
inside the Panel for using 230 V Hand Lamp.
7.7.7 Wherever required, only HRC type Cartridge Fuses of appropriate
rating, shall be used in the Control Panel at easily accessible places.
7.8

Control Panel for IGBT or any other Superior Device Control


The Control Equipment for the Control of
Power Quality
Restorer Equipment scheme shall be housed in a separate Control
Panel / Control Box, the details of which shall be furnished by the
Tenderer along with the offer. The Control Equipment shall be built of
Modular Units to enable easy maintenance and replacement.

Current and Potential Transformers


Suitable Current Transformers and Potential Transformers for
protection of Transformer, Capacitor Bank, if any and IGBT or
other superior device shall be supplied by the Tenderer.

Protection against Lightning Surges


The Equipment offered shall be adequately protected against
lightning surges. The ratings of Lightning Arresters, required for the
equipment offered, shall be clearly indicated in the Tender offer. The
Lightning Arrester shall be Metal Oxide Gapless Type.
For 25 kV system voltage, 42 kV class 10 kA discharge current
Lightning Arrester shall be used. The Lightning Arrester shall be
designed to withstand the full energy discharge from the Capacitor
Bank, if any or IGBT based equipment to which it is connected.

10.

Earthing
Earthing arrangements shall be provided for each apparatus in
accordance with RDSO Specification No. ETI/PSI/120(7/88) Code of
Practice for Earthing of Power Supply Installation for 25 kV, AC, 50
Hz, single Phase Traction System. The Earthing arrangement
proposed for the PQR system shall be indicated by the Tenderer.

11.

Painting

11.1 Painting of Structure


All steel structures exposed to weather shall be given a priming coat
of zinc chromate and two coats of light grey enamel paint as per
Shade 631 of IS:5-2007.
11.2 Painting of Cabinet
The Cabinet shall be given a primers coat of zinc chromate and two
coats of light grey paint as per Shade 631 of IS:5-2007.

11.3 Painting of Capacitor Tank


The inside surface, in contact with insulation, shall be painted with
suitable anti-rust synthetic enamel primer and two coats of heat
resistant, oil insoluble, insulating varnish. The Steel surfaces,
exposed to weather, shall be given a priming coat of zinc chromate
and two coats of light grey paint as per Shade 631 of IS:5-2007.
11.4 Painting of Transformer
All Steel surface which are exposed to weather shall be given one
primer coat of zinc chromate and two coats of light grey paint as per
Shade 631 of IS:5-2007.
12.

Fasteners
All Fasteners of 12 mm diameter and less and exposed to
atmosphere shall be of Stainless steel and those above 12 mm dia
shall be preferably be of Stainless steel or Mild steel hot dip
galvanised to RDSOs Specification No. ETI/OHE/18 (4/84).

13.

Testing of Power Quality Restorer Equipment

13.1 General
13.1.1
Once a Purchase order is placed for supply of Power Quality
Restorer Equipment (PQR) the Design and Drawings shall be
furnished by the successful Tenderer to the Director General
(Traction Installation) / Research Designs & Standards Organisation,
Manak Nagar, Lucknow, within the period stipulated in the Purchase
order.
Only after all the Design and Drawings have been approved for
Prototype tests and a written advice given to that effect, shall the
successful Tenderer/Manufacturer take up manufacture of the
Prototype of the PQR Equipment. Any change or modification
required by the Director General (Traction Installation) / Research
Designs & Standards Organisation, Manak Nagar, Lucknow shall be
incorporated in the Prototype expeditiously, not withstanding
approval having already being given for the Design and Drawings.
Such changes or modifications shall be incorporated in the Drawings
as indicated in Clause 15.5.
13.1.2
Prior to giving a call to the Purchaser/ Director General
(TI)/RDSO for inspection and testing of the Prototype, the successful
Tenderer/Manufacturer shall submit a detailed Test Schedule
consisting of Schematic Circuit Diagrams for each of the tests and
the number of days required to complete all the tests at one stretch.
Once the Schedule is approved, the tests shall invariably be done
accordingly.
However, during the process of Type testing or even later, the
Purchaser reserves the right to conduct any additional test(s) besides
those specified herein on any Equipment/Item, so as to test the
Equipment/Item to their satisfaction or for gaining additional
information and knowledge.
In case any dispute or disagreement arises between the successful
Tenderer /Manufacturer and representative of the Purchaser/Director

General (TI)/RDSO during the process of testing as regards the


procedure for Type tests and/or the interpretation and acceptability
of the results of Type test, it shall be brought to the notice of the
Purchaser/Director General (TI)/RDSO as the case may be, whose
decision shall be final and binding.
Only after the Prototype PQR Equipment is complete and ready in
each and every respect, shall the successful Tenderer /Manufacturer
give the actual call for the inspection and testing with at least 15
days notice for the purpose.
13.2 This Specification covers PQR system based on IGBT based systems.
The Prototype test for the complete system & Main Sub-components
shall be conducted by RDSO at the time of development of first
system.
Note
(i) All Type tests shall be conducted by RDSO on the Power Quality
Restorer Equipment and its Sub-components i.e. Transformer,
Capacitor, Reactor, Control Panel etc. as per the governing
Specifications mentioned in Clause 2.1, including Annexure-B and
other relevant latest IS/IEC Specifications.
(ii) PQR system manufacturer shall ensure that maximum number of
functional tests shall be carried out at their premises in the
presence of RDSO representative. However only for those tests for
which facilities are not available at Firms premises can be got
done at reputed Government Test Agencies/Institutions and Test
Report shall be submitted to RDSO.
(iii) RDSO reserves the right to conduct these tests again whenever
major change in Design or Rating of the system or its Subcomponents is done.
(iv) (a) If some of the Equipment e.g. Current Transformer, Potential
Transformer, High Tension Capacitors, Series Reactors, Step
Down Transformer etc. of PQR system have already been
Type tested (for same design & ratings) by RDSO then tests
shall not be repeated.
(b) Routine tests to be conducted by Purchaser at the Firms
premises for complete System & Sub-components/Equipment.
(c) Pre-commissioning tests to be done by Purchaser along with
the supplier for each system.
13.3 Pre-commissioning tests
In addition to the above tests, the following tests shall be conducted,
at site, in presence of concerned Railway Authorities to verify the
performance of the Power Quality Restorer Equipment by the
successful Tenderer:i)

Efficacy of the Discharge Device


The efficacy of the Discharge Device shall be tested through
the test provided in Clause 6 & 7 of IS:13585 (Part 1):1994.

Before connecting the Capacitor Bank, the Power Factor shall


be measured on the 25 kV Busbar continuously for at least 24
hours.
After connecting the Capacitor Bank, the Power Factor shall
again be measured, continuously, for at least 24 hours. The
load shall be recorded hourly in each case. The improvement
in Power Factor, at different loads, shall be assessed from
these observations.
iii)

Rise in Voltage due to Capacitor Bank


At different loads, the voltage at the 25 kV Busbar shall be
recorded with /and without Capacitor Bank. The rise in voltage
due to the Capacitor Bank shall be assessed from these
observations.

iv)

Efficacy of the Protection System


Tests shall be done to ascertain the effectiveness of the
Protection system. In case of Shunt Capacitor, one of the
Capacitor in one of the limbs shall be short circuited and its
effect shall be observed.

v)

Temperature Rise
The Capacitor Bank shall be kept on for 24 hours and the
temperature of one Capacitor in each of the limbs shall be
recorded hourly. The temperature of Power Transformers,
Current Transformer, Potential Transformer, IGBTs and other
Equipments shall also be observed hourly during this period.

vi)

Matching of characteristics of Shunt Capacitor with that of


over-voltage relay. The matching shall be verified.

vii)

Harmonic Analysis
The Harmonic Analysis of the Current Waveform as well as of
the Voltage Waveform shall be carried out with and without
The Power Quality Restorer Equipment for a period of 24 hours
on a normal working day.

viii)

Surge Voltage Measurement


The Surge Voltage shall be measured at the time of switching
on the Capacitor. This shall be done 20 times. The voltage
peak shall not be more than 70 kVp in any case.

ix)

Schedule of pre-commissioning tests on the Transformer, IGBT


and the balance Equipments shall be mutually agreed upon
between the successful Tenderer and the Purchaser.

13.4 Following additional tests shall be conducted for IGBT based


Equipment as per IEC: 60146-2 (1999), Section-7. List of Tests,
required typically for 400 V, +/- 350A single Panel , single Phase
IGBT based Power Quality Restorer Equipment based on above
applicable guidelines, are as below. The single Panel here is to be
treated as part of the total number of IGBT based panels supplied by
the Supplier / Contractor.

14.0 Capitalisation of losses & benefits


14.1 Benefits
Savings by any reduction in Maximum Demand, reduced losses in the
Traction transformer due to Power Factor improvement and
avoidance of low power factor penalty where applicable, are to be
capitalised as indicated below:

14.3 The benefits derived by installation of Power Quality Restorer
Equipment shall be compared against capitalisation of its cost of
procurement, installation and commissioning, Annual Maintenance
Contract (AMC) charges, to obtain a Capitalised Cost, detailed
calculations for which shall be submitted by the Tenderer along with
the offer using the method given in Appendix-X. The Tenderer shall
for this purpose clearly indicate the losses of the Power Quality
Restorer Equipment and expected benefits in the format given in
Appendix IX.
The Tenderer shall submit detailed calculations and the proof of
Device/Equipment data to support the calculations of losses/benefits
of Power Quality Restorer Equipment as provided by him.
15.0 Technical Data and Drawings
15.1 The Tenderer shall furnish guaranteed performance Data, Technical
and other particulars for the Equipments offered in the proforma
attached as Annexure-A.
The Tenderer shall also furnish the
complete protection scheme for the
Power Quality Restorer
Equipment and Layout Drawings with Cross Sectional Details for the
Power Quality Restorer Equipment along with their offer.
Technical details of the protection employed, together with detailed
calculation for the ratings of the Equipment shall also be furnished
with the Tender offer.
The information furnished in Schedule of Guaranteed Technical
Performance, Data and other Particulars shall be complete in all
respects.
If there is any entry like shall be furnished later or blanks are left
against any item, the Tender is not likely to be considered as such
omissions cause delay in finalising the Tender.
15.2 The Tenderer shall specifically indicate in a statement attached with
their offer, the compliance with each clause and sub-clause of this
Specification. If any vague remarks on any clause or sub-clause of

working of each Component) and Wiring Diagram
c) Arrangement of Capacitor Bank, IGBT, Transformer, Series
Reactor, Circuit Breaker, Isolator, Lightning Arrester, Current
and Potential Transformers.
d) Arrangement of Core Winding and Magnetic path of Series
Reactor and Transformer.
e) General Arrangement of Circuit Breaker, showing mounting
arrangement and overall dimensions
15.5 The successful Tenderer shall be required to submit for approval the
following Detailed Dimensioned Drawings as per India Railway
standard (in sizes of 210 mm x 297 mm) or any integral multiple
thereof in latest version of Auto CAD.
a) Outline General Arrangement Drawing of the Power Quality
Restorer
Equipment
installation
indicating
necessary
dimensions, clearances and location of equipment/fittings (all
the 3 views).
b) Internal Arrangement of Series Reactor and Transformer
including cross-sectional views in both Plan and Elevation.
c) Schematic Circuit Diagram (with description of Function and

d) Supporting Frame with details of Fixing Arrangement and
Foundations along with calculation for their Design.
15.6 After approval of Design and Drawings by the Director General (TI),
RDSO, Lucknow the Tenderer shall manufacture an acceptable
prototype of Power Quality Restorer Equipment as per approved
Drawings. The Prototype inspection shall be carried out by the
representative of Director General (TI), RDSO.
The Bulk
manufacture shall be taken up only after approval of prototype by
Director General (TI), RDSO, Lucknow.
15.7 Routine inspection shall be carried out by the representatives of
Indian Railways at the manufacturers works.

15.8 After approval, six copies of Approved Drawings along with two sets
of Reproducible Prints shall be supplied to each consignee(s).
Besides, two copies of Drawings along with one set of reproducible
prints shall be supplied to Director General (Traction Installation),
Research Designs and Standards Organisation, Lucknow (India).
15.9 The
successful
Tenderer
shall
supply

of
Instruction/Maintenance Manual of the Power Quality Restorer
Equipment installation and its Fittings and Accessories, to each
Consignee(s) and 2 copies to Director General, Traction Installation,
Research Designs and Standards Organisation, Manaknagar,
Lucknow-226011 (India).
16.

Additional particulars
The Tenderer shall visit the Traction Sub-station location, if
necessary, and collect any additional data/details required for the
design of the Power Quality Restorer Equipment and the Series
Reactor / Surge Suppression Equipment.
It would be the
responsibility of the Tenderer to visualise the problems and
understand the system conditions before evolving a suitable Design.

17.

Erection, Testing and Commissioning


The Power Quality Restorer Equipment installation shall be erected by
the successful Tenderer under the supervision of a competent
engineer of the successful Tenderer/Manufacturer/ Supplier. The
Power Quality Restorer Equipment installation shall be subjected to
the specified proving/pre-commissioning tests by the Railway
engineer
at
site
and
with
which
the
successful
Tenderer/Manufacturer/Supplier shall also be fully associated. For
this purpose prior intimation regarding the date and location of the
tests shall be given by the purchaser to the successful
tenderer/manufacturer/supplier.

18.

Spare parts, Catalog & Support commitment


The Tenderer shall furnish along with his offer a list of spares (with
cost), recommended by him for maintenance of Power Quality
Restorer Equipment installation for a period of 2 years.

19.

Training of Indian Railways Engineers


The offer shall include the training of two engineers and four
technicians of the Indian Railways free of cost at the manufacturers
Works in India or abroad and at the Traction Sub-station of a Railway
system or other public utility where
Power Quality Restorer
Equipment of similar/identical design are in operation. The total
duration of training for each Engineer/Technician shall be 4 weeks of
which approximately 2 weeks shall be at the manufacturer Works
and 2 weeks on a Railway System or public utility. The cost of travel
to the country of manufacture and back shall be borne by the Indian
Railways.

Two Nos. 12.5 MVA, 132/25 kV, with off load Tap-changing

If the monthly saving in fixed charges by reduction in MD arising of


the installation of Power Quality Restorer Equipment is M, then the
capitalised benefit B1 shall be given by:

If the monthly saving in low Power Factor penalty charges arising of


installation of Power Quality Restorer Equipment is P, then the
