The problem gets sever situation during summer season, when the yield of
collector well reduces substantially (about 6 MLD) due to meager inflows in
Rushikulya River. Thus there is a short fall of 19 MLD (13MLD+6MLD) during
summer.
The population of Berhampur town as per 2001 census is 307792, which will
reach a figure of 860547 in the year 2043. The reported population in the year 2011
is about 3.80 Lakhs. The present demand for water supply will be around
59.00 MLD. Therefore it is essential to augment the source further so that the gap
between demand and supply can be satisfied and also enhance the supplies for the
future projected population.
An exhaustive survey work for the source from Rushikulya River has been
under taken, required data is collected and designed the project with all the
components to transmit the 125 MLD of Raw Water for ultimate requirement.

The estimated cost of the source augmentation project is works out to Rs.
351.00 Crores including contingences and other provisions. The project is expected to
be implemented within two years by the Public Health Engineering Organization through
their institutional arrangement. The Operational & Maintenance of the Project will be the
responsibility of Public Health Engineering Organization, since

INTRODUCTION
This chapter will give an over view of the location, extents of Greater
Berhampur Town with population, existing physical infrastructure etc.,

mains, to prepare detailed hydraulic designs & drawings along with L section
of raw & clear water rising mains.

shape.
8. To carry out soil investigation such as collection of samples & testing as per
relevant BIS for water retaining structures such as; Intake, WTP, Pumping
Stations, ESR & GSR, etc.,
9. Preparation of cost estimates along with BoQs for all the components of the
project as per the CSR and the Market rates.
10. Preparation of Draft DPR with all relevant designs, drawings estimates etc.,
11. Preparation of Final DPR with Final BoQs with cost estimates after
incorporating the comments on Draft DPR by the Executive Engineer, PH
Division, Berhampur.
12. Preparation of Tender Document as per the norms in consultation with
Executive Engineer, PH Division, Berhampur.

PROJECT BACKGROUND
The Greater Berhampur Town is having an integrated Urban Development
programmes under Govt of India / State Govt. The improvement of water supply to
the town is an important priority.
Berhampur is the oldest town of the Ganjam District in the State of Orissa. It is
mainly a trading center for Southern Orissa. The Town was declared as a
Municipality in the year 1867. By virtue of its close proximity to Andhra Pradesh,
Coastline of Bay of Bengal, Gopalpur Port and Visakhapatnam, it has become a
center of attraction for multi-ethnic people in pursuit of better residential facilities,
education and for employment in unorganized sectors delivering various services
and goods.

Latitude and 8407 East Latitude to 85012 East Latitude spreading over a
geographical area of 8206 Sq. Km in the Southern Orissa.
Berhampur is a major town situated at 19020 North Latitude, 84050 East
Longitude. The town is well connected by road and rail network. The Howrah
Chennai Railway line of South Eastern Railway and East Coast Railway passes
through it making Berhampur as the busiest station in the region. Similarly NH 5
runs through to the town providing direct linkage to Kolkata, Visakhapatnam and
Chennai. NH 217 also runs through this town. The town is well connected with the
districts through SH 17. The state capital Bhubaneswar is situated at a distance of
180 Km. from the town on NH 5. The nearest sea port is at Gopalpur at a distance
of 15 Km.

HISTORY
The district of Ganjam got its name from the word Ganj i am, which means
the granary of the World. The district is named after the Old Township and European
Fort of Ganjam situated on the Northern Bank of the Rushikulya, which was the
Head Quarters of the District. The Head Quarters of the District Ganjam was
abandoned in 1855 owing outbreak of epidemic fever by which 80% population of
the Gnajam Town was reduced. The Head Quarter temporarily shifted to Gopalpur,
then to Berhampur. As per the recent re organized plan for the District by the Govt.
of Orissa the Ganjam District at present constitutes of the 3 sub divisions, 22 blocks,
14 Tahasils with a population of 31 Lakhs as per 2001 census.
The name Berhampur is an anglicized form of Brahmapur, which means The
Abode of Brahma, the Creator. The Berhampur got its corporation status after
Bhubaneswar and Cuttack Cities.

GEOGRAPHY
Berhampur is surrounded by vast cultivable plains. The entire plain is
bounded in the West and North by a range of hillocks containing Granite rocks of
igneous origin. These Granite rock belts are a major source of employment and
revenue.
The general soil condition is clayey expect in some places where hard soil
and rocky beds are also present.

CLIMATE
The climate of the town is pleasant and soothing due to close proximity to Bay

ground elevation of the town ranges from 15.5 to 32.2m above mean sea level with
Municipal Corporation Limits. The general topography of the town is undulating,
having a natural mild slope towards Bay of Bengal.

Municipal body in the state. This was formed in the year of 1867. The area within the
municipal limits is 37.09 Sq Km and is divided in 37 wards. The Municipality is
responsible for monitoring the functioning of assets / infrastructure proposed to be
created / developed under the head and their Operation and Maintenance (O &M) by
collecting reasonable user charges / taxes / fees.
PHYSICAL INFRASTRUCTURE
The infrastructural setup of Berhampur has been under pressure owing to
rapid strides in population growth that depend on it for sustenance. The details of
various infrastructure facilities within the town such as roads. Storm water drains,
sewerage and water supply are as follow.
1.10.1 ROADS
The roads in the town are maintained by the R & B Department. It is observed
that 50% of roads are BT & Cement roads and the remaining are WBM & Morum
roads. The total length of roads 380 Km.
1.10.2 STORM WATER DRAINS
The town is located close to the Sea and Chilka Lake. The natural drainage
pattern is from West to South, West to North, which ultimately flows to Nalahs and to
Sea of Bay of Bengal. Owing to rapid urbanization most of the storm drains are
under encroachment which causes the Environmental problems. The total length of
all type of drains about 446 Kms.
1.10.3 SEWERAGE SYSTEM
At present there is no sewerage system in the town, mostly depending on
individual Septic Tanks. The sewage & sullage flows in to the open Nalahs without
any treatment and polluting the water bodies, which effecting the public health.

At present Berhampur need around 59 MLD of water but the current supply is
only 37 MLD of which 33 MLD is from river and 4 MLD is from tube well. The ground
water (cheapest source) does not have the potential with respect to quality and
quantity. The supply falls in in summer due to the drying of the Rushikulya River,
which is one of the major sources of water. During the summer the water is only 27
MLD. Every summer drinking water is supplied to water scarcity areas by tankers.

INDUSTRIES
The industrial estate located at Berhampur covers an area of 30 acres having
54 industrial sheds. The major industries located in the industrial estate are
general engineering and fabrication, pharmaceuticals, electrical equipments,
tarpaulin, polythene, wire nail. Flourmill, ice plants, etc., Number of industrial units
are 750.
1.12. TOURISM
The town is gaining importance and prominence as tourism oriented town due
to its proximity to many important tourist places. The town is closed to Gopalpur Port
and Chilka Lake. The major Tourist places are Gopalpur, Chatrapur, Chilka,
Thakurani Temple, Jaganath Temple and Neela Kanteshwar Temple etc., The Town
has a number of standard hotels & restaurants.

Saries with craft designs. The town has enough open space for conducting
exhibition, art and craft fare at Berhampur Stadium and Khallikote College ground.

This chapter indicates an over view of the project area and need of the project
for Improvement of Water Supply to Greater Berhampur.
2.1
PROJECT AREA
The project area is comprised of the Berhampur Municipal area. The total
Municipal area is about 38 Sq. Km which is divided into 37 Wards. The City is well
connected with state capital Orissa and other Urban centers of Orissa through a
network of Roadways and Railways. The National High Way No: 5, linking Kolkata &
Chennai passes through Berhampur Town. The town is situated in between Chennai
is 1062 towards South & Kolkata which is 600 Kms towards East.
The general soil condition is clayey except in some places where hard soil &
rocky beds are also met with.
2.2
NEED OF PROJECT
The present population of Greater Berhampur Town is about 3.80 Lakhs and
expected to reach 8.60 Lakhs at the end of year 2043. The town is fast expanding
due to rapid urbanization coupled with population growth. Population pressure in the
rural areas together with inadequate opportunities for employment, intensified
immigration to Berhampur Town for earning their live hood and due to enlargement
of the Municipal boundary and merging of nearby revenue villages to Berhampur
Municipality, the rate of population growth increases rapidly. At present against the
demand of 59 MLD only 37 MLD of drinking water is being supplied from three
different sources Dakhinapur, Rushikulya and production wells respectively.
During summer season, the production of clear water reduces by 6 MLD from
Rushikulya River sources it is not a perennial one and gets dried during summer.
Thus Berhampur town is facing paucity of water supply. The present rate of
supply is less than the CPHEEO recommendation, which has to be increased to net
135 LPCD excluding losses. The existing surface sources at Dakhinapur is

inadequate to cater the demand. Out of the potential of existing treatment plant of
11.35 MLD, 17 MLD is supplied by the existing surface sources due to water
shortage in the impounding reservoirs especially in summer, etc., Therefore it is
concluded that WTP is overloaded.
Water is also being supplied through number of production wells. This source
of supply has resulted in depletion in ground water table even quality of water is not
good.
All the 37 Wards of the Berhampur town are partially covered with piped water
supply. There is heavy demand for providing 100% coverage by piped water supply.
The present supplies are cannot meet the demand for the year 2012 and also it is
essential to have the augmentation of the source including the future demand i.e. up
to 2043.
The dependable source for further drawl to meet the city requirement for the
present and next horizon year (2043) is identified i.e. Janivilli Anycut constructed
over River Rushikulya which is about 50 Kms from the Town. It is proposed to draw
the total requirement for the next horizon year 2043 (125 MLD).

POPULATION PROJECTIONS
This chapter indicates an over view of the existing population and the
projections for next horizon year for the design of water supply improvement system
for Greater Berhampur Town.
Berhampur is the fourth most populous urban area in the state of Orissa and
113th overa in India. The Town is expected to undergo many changes in its economy
and demography in the coming year. There has been considerable increase in
developmental activities which is causing a growth in urbanization resulting in a
severe strain on existing infrastructure and subsequent demand for additional
provisions. In addition to the resident population a large number of tourists flock to
Berhampur for various reasons.
Berhampur town has an area of 84.97 Sq. Km as per Master Plan and
37.09 Sq. Km as per Municipal Limits. The population of Berhampur is 307792 as
per census 2001. The present population (2010) is estimated to be around 3.80
Lakhs. It is declared as a Class I Town as per 2001 census. The Table 3.1 gives
population and Table 3.2 gives as idea about growth of population of Berhampur
Town in past decades with respect to Ganjam and State.

The past population figures are collected from the PHEO. The population
forecast of Berhampur Municipal Area has been done based on the methods laid
down in the Manual on Water Supply and Treatment Published by the Ministry of
Urban Development, Govt. of India.

The design population is estimated with due regard to all factors governing
the future growth and development of the project area in the industrial, commercial,
educational, social and administrative spheres. Specials factors causing sudden
emigration or influx of population should also be foreseen to the extent possible.
The Population forecast of Berhampur Municipal area has been done based

DESIGN POPULATION
The design population has been calculated considering year 2013 as the base
year, 2028 as the mid design year and 2043 as the final design year. To the total
population arrived at from Incremental increase method, 5% extra for floating
population has also been added considering the inflow of tourists. The final figure
proposed to be considered as design population is as given below.

This chapter indicates over view of the water supply, water source and
existing system of the town.
4.1
GENERAL
Public Health Engineering Organization Orissa is responsible for the supply of
potable drinking water in Berhampur town through network of pipelines and Public
Stand Posts (PSPs). The present water supply system engages surface water
sources as well as groundwater sources to cater to the needs of water supply of
Berhampur.
Orissa for ensuring proper and planned growth of Berhampur Town with adequate
infrastructure and basic amenities.

SYSTEM COVERAGE
Presently about the 70% of the population is covered by piped potable water
supply. The per capita supply is about 98 LPCD against the 135 LPCD. To cover
100% supplies to the entire population present and future at 135 LPCD, the source
has to be augmented. After the source augmentation project now prepared the
coverage supply will be 100% for the present future population.
4.5
FINANCIAL ANALYSIS
The PHEO levies fees and user charges for the services as the cost recovery
mechanism towards sustaining service provision and delivery. About 46% Operation
and Maintenance cost of Berhampur Citys Water Supply is being realized from the
consumers through water charges.

4.6
INSTITUTIONAL STATUS
The Municipality was looking after the city water supply system till 1986 after
which it was handed over to the State Public Health Engineering Organization
(PHEO). Present PHEO is responsible for construction and maintenance of city
water supply and sanitation installation owned by the GoO. In addition, the PHEO is
also responsible for planning, designing, construction, operation and maintenance of
water supply system and management of wastewater schemes including their
transportation and distribution.

7.0
DESIGN CRITERIA
This chapter indicates a brief over view of the criteria, parameters and
standards used for designing the water supply improvement scheme i.e. source
augmentation, pumping machinery and transmission mains etc.,

project, depend on their useful life or the facility for carrying out extensions whenever
required, so that expenditure for a head of its utilization is avoided and capital
expenditure incurred on the project does not remain idle due to under-utilization of
these facilities. For the purpose of designing this system, a 30 year design period

This chapter gives a brief activities, works, concepts and proposals for water
supply improvement (source augmentation) for Greater Berhampur Town.
8.1 Access to safe drinking water is essential for creating and maintaining high
quality of life for all citizens. Since the population has grown significantly since year
2001, water shortage being experienced in Berhampur presently.
Considering the ongoing water supply schemes to account there is an urgent
need for augmentation of the source which can cater the increasing demand in future
years to Greater Berhampur Town.
8.2
AUGMENTATION OF SOURCE
It has been observed from details available regarding existing system most of

etc., are provided. The surge protection equipment is proposed for the pumping main
to control the surge. The Transmission Mains passes through culverts, canals, river
etc., Therefore the cross drainage works are also proposed all such places as per
the LS of the alignment. The detailed design and estimates are appended.
8.3.4 WATER TREATMENT PLANT
The demand of treated water for 2028 is about 97.70 MLD. The present
treatment capacity is in the order of 31.35 MLD. There is a deficiency in WTP is
about 66.35 MLD. To cover up this deficiency 60 MLD WTP is proposed in this
project, which can be over loaded by 10% to 15%. The WTP is proposed near
Jagdalpur as per the Site Plan enclosed on Government Land. The following
components are proposed in WTP:
a. Cascade Aerator
b. Flash mixer
c. Partial Flume
d. Clariflocculators
e. Rapid Gravity Filtration Plant
f. Clear Water Reservoir
g. Chemical House
All the components are hydraulically designed to treat 60 MLD of water. A
5.0ML Clear Water Reservoir is proposed to store the treated water and further
transmission to the system. The layout of the WTP with hydraulic flow diagrams are
prepared. The foundation of WTP components are slightly above the GL. The same
has to be filled up with concrete of M15. This is due to variation in ground profile at
WTP Site. The designs and cost estimates are appended.
8.3.5 CLEAR WATER TRANSMISSION MAIN
It is proposed to transmit the clear water from the WTP at Jagdalpur to the
proposed 18 Zonal ELSRs and 9 Zonal ELSRs will be drawn from the existing
Filters at Dhakinapur in the Berhampur Town. The WTP site is at lower elevation, the
water transmission is designed by pumping system. The pumping main is designed
to transmit 90 MLD of water. After connecting to the Zonal ELSRs the same can be
distributed as per the design network of the town.

8.3.6 It is proposed to transmit the Clear Water from the Existing WTP at
Dhakinapur to the 9 Zonal ELSRs in the Town. An inter connection is
proposed in the Transmission Main from Bank Colony (at Ch: 4321 M) to
Zone 1 & 2 (Tapping Point) and designed to transmit 45 MLD Clear Water
through 700mm dia DI Main.

Electrical Substation & Transformers are to be needed at Intake & WTP site.
A dedicated power line is needed at Intake for non-interruption of pumping
system. The provisions are made for the same.

9.0
This chapter deals with the schedule of rates, rates items, analysis of rates
adopted to arrive at cost of various components of the project.
9.1
SCHEDULE OF RATES
Detailed cost estimates are prepared with items and rates available in the
The rates for items which are not covered in schedule, the market rates are
adopted to compute the cost. The rate for WTP is obtained by quotation with a
Standard Firm involved in Construction of WTPs. The rates for pumps & pumping
equipment are also not covered in the schedule. The market rate for the same are
adopted, which includes all electrical equipment of pumps & motors. The rates for DI
pipes are adopted as per the quotation from the manufacturers and suppliers.
9.2
ANALYSIS OF RATES
All the rates for the material, man power are analyzed and prepared the Datas
for the items covered in the project as per the design specifications. Lump sum
provisions are made for the items for electrical transmission lines, road cutting
permissions and other permissions, where ever required. Accordingly detailed costs
are arrived for all the components of the project.

PROJECT COST
Detailed bill of Quantities for cost estimates are arrived as per the standard
specifications for all the items of Project and as per the site conditions.
Quantitative assessment of physical facilities to be provided under different
alternatives are based on preliminary sizing of all Civil, Mechanical and
Electrical components of the work. These cover RCC works for reservoirs,
pipeline excavation & laying, pumps, motors and associated equipments,
transformers, switch gears, cabling etc.
The Quantities have been estimated based on conceptual arrangements and
also based on designs. Provision towards road crossings, crossings and
laying of pipelines over pipeline bridges for crossing of one major river are
also included in the project cost.
Further provision also made in the estimate towards acquisition of land for
construction of reservoir, sumps and pump houses and also for laying of
pipeline along some stretches of the pipeline alignment. Towards unforeseen
items and price escalation.
Detailed datas are worked out for all the items involved in the project. Based
on the these rates and the quantities the cost estimates are prepared duly
including provisions such as Taxes, contingencies, supervision charges etc.
The component wise cost details are as below:
The total project cost under this DPR works out to Rs. 351.00 Crores.

For undertaking construction work tenders will be invited as per the guidelines
of Government of Orissa and execution of works will be monitored by the
PHEO.
On completion of works identified under this DPR in the respective area, the
agency is responsible for defect liabilities for the period specified by the
Tendering Authority from the date of commissioning the Project. The O & M
Process after the defect liability period will be monitored by regular O & M
staff of PHEO.

PROJECT PHASING
The works proposed under this DPR are programmed to completed in the
through online giving wide publicity. This process will take 4 weeks from the date of
notification. Tenders will be evaluated as per the eligibility criteria specified in the
bidding documents and the responsive first lowest bidder will be awarded with the
job.

The Quality Maintenance of Water Supply System consists of Optimum use of
Labour, Equipment and materials to keep the system in good condition, and Supply

Maintenance of a system is a combination of factors which have a direct effect
on the way the system performs. This starts with a careful consideration of layout
details, when the system is constructed, the material of construction etc and
continues with regular inspection and preventive measures to ensure that the system
continues to operate the way it is expected to operate and only when it is does not,
actual reactive measures are taken to repair the system. Careful design,
understanding the system, regular inspection and preventive maintenance will
considerably reduce the cost and inconveniences of reactive maintenance activities.

TYPES OF MAINTENANCE
There are two types of maintenance of a water supply system reactive &
preventive maintenance.
This is a board description of activities carried out in response to complaints
or occurrences affecting few or more consumers and / or resulting in wastage of
water, contamination of supply, disruption of traffic etc., The reactive maintenance is
unplanned and hence inefficient and usually takes place under circumstances
whereby the consumers carry a poor perception of the maintenance operation. The
success of a system lies in minimizing reactive maintenance activities though this
type of maintenance cannot be totally eliminated.
The annual maintenance of the proposed project works out to Rs. 1065.14 Lakhs
