1. Call to Order and Pledge of Allegiance.
Pres. Van Leeuwen called the meeting to order at 6:30 pm, and the Pledge of Allegiance
was recited.
2. Discussion/action on minutes.
Motion by Mr. Slater to approve the minutes, seconded by Mr. Illum. Vote called and
passed unanimously.
3. Review of Business License: Marcs Master Mechanics, 795 West 12th Street.
Motion by Mr. Smout to approve these business licenses, seconded by Mr. Hodson. Vote
called and passed unanimously.
4. Arbor Day Celebration announcement of 1700 South restoration project in
conjunction with the Community Development Block Grant program.
Mr. Morris informed City Council that the city application for the Community
Development Block Grant (CDBG) Application for Slum and Blight Removal at 1700 South
in the amount of $400,000 has been approved for funding. The Wasatch Front Regions
CDBG Regional Review Committee unanimously approved the grant application with the

following funding allocation: the project has been split into a two-year project, the City
will receive $337,191 in 2015 and $62,809 in 2016. The city will remove the junk and restore
the trees and open space on the site.
5. Mayors Report: Quarterly Financial Statement.
Mayor Butler distributed and presented the quarterly financial report and reviewed it with
the city council.
6. Staff Report: Survey for the Solid Waste Recycling Program.
Mr. Morris indicated that a survey has been prepared by a independent party relating to a
Waste Recycling Program. This will give some idea on how many residents are interested
in recycling. This survey will in the newsletter and mailed out with the water bills with
information on how residents can access an the survey online.
Mr. Slater requested that the survey include costs. Morris indicated that he would have
costs added to the survey.
7. Call to Order of the Marriott-Slaterville Community Development and Renewal
Agency.
President VanLeeuwen called to order the Marriott-Slaterville Community Development
and Renewal Agency.
8. Public hearing: on the draft Marriott-Slaterville Community Development Area Plan
for a 43 acre area at the end of 1700 West off of 12th Street.
Motion by Mr. Illum to open a Public Hearing, second by Mr. Smout. Vote called with all in
favor. Public Hearing in session.
Mr. Morris indicated that the notice has been advertised in the newspaper of the project
area plan off 12th Street for a community development area. Mr. Morris briefly reviewed
the proposed community development area. Mr. Morris stated that some residents are
present with concerns.
Pres. VanLeeuwen indicated that there will be an RV Park on location were people can
hook up there trailers and stay a night if they wish to make sure that everything is
working okay.
Mr. Slater is concerned about the access on 1900 West and overlap with his property. He
indicates that the differing survey points create a 25 foot overlap. Staff clarified that a
future road will access 1900 West, and there will be no access to 700 South. Mr. Carl Slater

also expressed concerns about light pollution on the site. The light poles are 40 feet high,
Mr. Slater feels that it will take a long time to get a tree that large to block the lights. Mr.
Slater stated that he is not against the business coming into the city, he wants the overlap
resolved before any work begins.
Danny Brown spoke about traffic concerns on 1900 West the proposed RV business. Mr.
Brown feels that this will create more traffic on 1900 West and create more problems and
accidents. Mr. Brown also requested a traffic light at the intersection on 700 South. Mr.
Brown wants to know what UDOT will do regarding increased traffic on the state road. Mr.
Vanleeuwen indicated that most of the traffic will come access 12th Street, the access to
1900 West is in the future.
Staff indicated that UDOT will evidentially widen 1900 West. Mr. Carl Slater indicated that
he attended a meeting in Roy that the widening on 1900 West has been taken off of the
agenda. Staff indicated that the city should send a letter to UDOT requesting that 1900
West be put back on the widening plan along with a light.
Teri Stanger spoke and is concerned with the RV Park will become a trailer park like the
one on 21st Street that has many problems. She does not like the RV Park and people
living out of trailers.
Matthew Godfrey addressed traffic issues and the future access to 1900 West. Mr. Godfrey
acknowledged that boundary overlaps are legitimate concerns and they will have
professionals come in and look at that. Staff suggested a development agreement
regarding the development and to address the RV Park.
Mr. VanLeeuwen asked Matthew Godfrey to explain to the people in the audience what he
was proposing. Mr. Godfrey stated he was hired by Sierra RV to find a location for a new
RV site, they have grown out of the existing site. This establishment will bring in sales tax
to the city.
No further comments were offered. Those who offered comment were invited to attend
the upcoming planning commission meeting to address the planning related concerns.
The action before the city council tonight is limited to the creation o the community
development area are this project.
Motion by Mr. Hodson, second by Mr. Illum, to close the Public Hearing and re-open the
Public Meeting. Vote called and Public Hearing unanimously closed, Public Meeting reopened.
Vote called with all in favor.
9. Discussion/action on public hearing.

Mr. Illum asked how many of the entities are on board. Mr. Morris said that he has
received back three agreements from other entities that have been approved so far. Others
are on board and are pending approval. Mr. Slater asked the imitations is an entity does
not approve. Mr. Morris said that the ones that dont participate will get their full share of
taxes and nor participate in the project.
Council members asked about changes to the agreement. Mr. Matthew indicated that the
language from the state law reads that you can go back at any time and make changes.
However, the other entities participating in the project have to agree to the change.
Motion by Mr. Illum, second by Mr. Slater, to approve Resolution 2015-F for the MarriottSlaterville Community Development Area Plan for a 43 acre area at the end of 1700 West
off of 12th Street.

10. Adjourn the Marriott-Slaterville Community Development and Renewal Agency.
President Van Leeuwen adjourned the Agency and re-convened the City Council.
11. Discussion/action on Resolution adopting an interlocal agreement with Weber County
for 2015 election services.
Mr. Morris explained that this Resolution is before the city council and that things have
changes since the last meeting where we discussed elections. Since last month, the
legislature has finished and has passed a measure that will require a county-wide election
this fall on transportation.
Weber County has requested that the city and county consolidate this election into a
hybrid vote-by-mail and polling place at city hall on election day. The city and county will
split the costs.
Motion by Mr. Hodson on Resolution 2015-G adopting an interlocal agreement with Weber
County for 2015 election services. Second by Mr. Illum.

12. Discussion/action on Resolution adopting Interlocal Agreement with the Utah State
Tax Commission for tax collection services.
Mr. Morris spoke indicating that this Resolution is a interlocal agreement between the
City and the Utah State Tax Commission. The purpose of the interlocal agreement is to
ensure that the Municipal Telecommunications License Tax is appropriately imposed and
collected. Last month the city approve the Municipal Telecommunications License Tax in
order to obtain the franchise fees telecommunications providers at the 3.5% rate.
Mr. Smout asked if the City can preclude telecommunication providers from passing the
cost onto subscribers. Staff said the City cannot prevent pass along charges. Mr. Slater
asked about the tax commission administrative fee. Staff indicated that this is 1.5% of the
3.5% collected.
Motion by Mr. Illum on Resolution 2015- H adopting Interlocal Agreement with the Utah
State Tax Commission for telecommunications tax collection services. Second by Mr.
Hodson.

13. Officer reports and legislative oversight.
Mayor Butler is now working on the tentative budget.
Mr. Slater indicated that secondary water will be in the irrigation ditches by the first of
May.

Mr. Smout thanked the Mayor and the staff for the good job that they are doing running
the City. He hears good compliments.
Mr. Illum asked if the City was still using the Weber County for bids. Mayor Butler only for
weeds, pot holes, snow removal and mowing presently. Mr. Vanleeuwen said Weber Fire
Station has 9 new paramedics out of station 69.
Mr. Morris said that there are only two more meeting before the Fourth of July. Diamond
rental will no longer rent games so the City will get some similar. It is planned for the
event to go on as usual.
President VanLeeuwen acknowledged the passing of Mr. Keith Slater and held a moment
of silence.
14. Adjourn until May 21, 2015.

HALLOWEEN TRUNK-OR-TREAT

The annual Halloween Trunk-or-Treat will be at


Slaterville Park (250 N 2250W) on Saturday, October
31st. Come circle the wagons together around the haunted
grounds.

2014 Fall Clean-up

Fall Clean-up is scheduled for October 24th and 25th. A


dumpster will be located at Marriott Park and at Slaterville
Park. Please put all garbage completely inside the
dumpster, not on the ground. This is a complimentary
service, please be considerate of others using the
dumpster. Waste Management requests no tires or
hazardous materials.

Solid Waste Recycling Program

Based upon the favorable public response for recycling,


the City Council has approved residential curbside
recycling. It is anticipated that the recycling program will
commence in January 2016. There will be an short opt-out
period for those residents who do not want to participate.

Election Cancelled

The 2015 municipal election is cancelled as the number of


candidates does not exceed the number of offices.

Veterans Tribute Run

The First United Methodist Church and George E.


Wahlen Ogden Veterans Home will sponsor an Veterans
5K race/1mile walk on Saturday October 10, 2015,
starting at the George E. Wahlen Veterans Home (1102
North 1200 West) and end at First United Methodist
Church (1339 West 400 North). The cost is $30.00 and
includes refreshments and prize drawings. Awards will
be presented to the top three finishers in each age
division in the race only. Following the race/run, a Chili
Cook-Off, blood-drive, and family activities will be held
in the parking lot of the Church.

First United Methodist Church Bazaar

The First United Methodist Church will hold a fall craft bazaar
on October 23, from 1 PM to 6 PM; and on October 24, from 9
AM to 4 PM. There will all kinds of holiday items as well as
eight local authors who will be signing copies of their books.
Items for sale include: paintings, jewelry, crafts, home decor,
quilts, raw honey and bee products (on Saturday only), and
much more. There are 27 booths reserved with local vendors
providing unique items. The funds raised from the bazaar with
be shared with these local charities: The Lantern House, Joyce
Hansen Food Bank, Ogden Rescue Mission, Your Community
Connection, and Family Counseling Services of Northern Utah.
The Church is located 1339 West 400 North (between BDO and
Toads Golf Course). Craft bazaar signs will be posted. You are
invited to stop by between 1 pm and 6 pm on Friday, the 23rd
or between 9 am and 4 pm on Saturday, the 24th. For more

As Autumn Turns to Winter

This year has gone fast and fall is here, so winter is close.
Although we expect another mild winter, all city parks
close for reservations on October 15th and will reopen
April 15th. The city pressurized irrigation systems should
be shut down and weatherized the first of October. Be
sure to weatherize your own irrigation systems.
Autumn provides optimum weather and ample
opportunity to garden and prune trees. Its harvest time, a
great time to plant bulbs, prune trees, and to pull weeds.
