4.0

FLOATING WALKWAY/MOORING UNIT

4.1

EXTENT OF CONTRACT

4.1.1

Contract Details
The contract shall include for the delivery and installation of floating pontoon/walkway
units and access gangway to the site at Drumaheglis, Co Antrim. The units include all
ancillary items such as fendering, connections, pile guides, pile caps, mooring cleats,
lifebuoys and service ducting access as described and detailed in this specification and
in accordance with the Contract Documents.
Where reasonably practicable, all units, access gangways, ramps etc shall be
constructed and installed to ensure compliance with the Disability Discrimination
Act (1995) (DDA) and the Equal Status Act 2000. In order to comply with these
legislations, and to facilitate people with disabilities, the following shall apply:
All ramps to and from the main access gangways and canoe launch sections
shall not exceed a fall of 1:12.
No surface gaps between decking, units and ramps shall exceed 10mm.
The maximum level difference on all surfaces shall not exceed 10mm.

4.2

DEFINITIONS & EXPLANATIONS

4.2.1

Walkway Units
The expression walkway unit shall mean any floating mooring unit, or section which
is two metres or more in width and whose principal purpose is as a main access route
along the moorings to the finger jetties.

4.2.2

Finger Jetty
The expression finger jetty shall mean any floating mooring section which is less than
two metres in width and which is normally installed perpendicular to a walkway unit
and whose principal purpose is to provide access to only one or two boats/vessels.

4.2.3

Floating Moorings
The expression moorings, floating moorings, mooring assembly or any similar
expression shall mean the combination of walkway units and finger jetties comprising
the overall marina development or any part thereof where the context so requires.

4.2.4

Access Gangways
The expression access gangway shall mean an access to the floating moorings from
the shore, which is self adjusting to any change in water levels.

4.2.5

Unit Widths
The widths specified for walkway units or the finger jetties are overall trafficable widths
and may include fendering where this is level with and meets the functional
requirements specified. Where fendering is included as part of the width of the unit all
remaining aspects of the floating unit must meet the structural, functional and stability
requirements of the specification based on the total width including fendering.

4.3

GENERAL

4.3.1

Design Life
The required design life for the overall floating moorings is twenty-five (25) years. It is
a fundamental requirement of this contract that the primary Floatation Units (that
provide buoyancy to the assemblies) and the Structural Frame (that surrounds the
primary Floatation units and supports the deck) shall have a minimum design life of 25
years.
It is recognised, however, that not all of the components of the goods may meet the
specified design life and to achieve the required overall design life some items or
components with a lower design life must be replaced or renewed as appropriate. The
award of the contract shall be based partly on the whole-of-life cost of the goods over
the required design life.
Tenderers shall submit a schedule setting out the minimum guaranteed design life for
those items or components whose minimum design life is less than the twenty-five years
stipulated. This Schedule must be completed and returned with tenders.

4.3.2

Layout of Mooring
The layout of the mooring units are as indicated on the contract drawings, Bill of
Quantities (Part B) and as detailed in this specification.

4.3.3

Water Depths & Bed Level


The water depth varies at this site and should be taken into consideration when
designing the floating mooring units. High Water Level (HWL) and Low Water Level
(LWL) are indicated on drawing T01/NLB/BCC/DRUMAHEGLIS/C03 and are
accurate to +/- 300mm.

4.3.4

General Design Standards


The following general design standards are referred to throughout the Specification.
They are referred to hereafter in the specification by the short title indicated in bold.

4.3.5

Temporary Loads & Forces


The design of all goods and units to be supplied under the contract shall take full
account of all temporary loads and forces that the goods may experience during
carriage, loading/off-loading, assembly or installation. Adequate lugs, connections,
temporary structures or otherwise shall be provided in order that the goods can be safely
subjected to the loads or forces resulting from the foregoing. The Supplier shall provide
full details with his tender of the method(s) of carrying out all of the above operations.
Where requested by the Employer, the Supplier shall provide supporting calculations or
other evidence of the appropriateness of the methods proposed.

4.3.6

Horizontal Movement
In addition to wave loadings, the floating moorings shall be designed for horizontal
wind loads calculated in accordance with Section 6.4.1.2 Horizontal Loadings-WindBritish Codes/Notes of PIANC 93. The moorings and walkway units shall also be
designed to withstand a vessel impact of 0.3m/s.

4.3.7

Tools and Spares


The Supplier shall provide in his tender for the supply of all special or proprietary tools,
instruments or utensils normally used or recommended to be used in relation to the
efficient assembly, installation or maintenance of the goods. The Supplier shall
furthermore provide sufficient spare or replacement parts/items or components which it
is envisaged will be required during the first five years of operation of the goods.

4.4

MATERIAL SPECIFICATION

4.4.1

Timber
All hardwood timber shall originate from forests managed on a sound environmental
basis and operated in accordance with the laws of the country of origin. Certification or
other evidence shall be provided of the country or origin of the timber and details of the
management regime of the timber source shall be provided.

4.4.2

Steel
Steel shall comply with Part 6, Specification for materials and workmanship, steel of
BS 5400. All mild steel components shall be hot dip galvanised to BS EN ISO
1461:1999.

4.4.3

Fendering
Fendering shall be provided to the top edges of all floating mooring units. Fendering
shall comprise of composite wood/plastic material of minimum section 150 by 75mm.
The fender board shall have the top outer edge chamfered and shall be connected to the
frame of the pontoon units with countersunk corrosion-resistant bolts or screws.
Where a proposed fender board section does not meet the minimum stated dimensions
the Client may consider for approval the use of 2 number smaller fender boards.

4.5

FLOATING MOORING ASSEMBLIES

4.5.1

Dimensions
Main walkway units shall have a width of 2.4m x 21m length as detailed on Drawing
No T01/NLB/BCC/DRUMAHEGLIS/C03
The main Walkway units shall be in such lengths as will meet the required layout.
A special angled section/connection will be required to meet the proposed skewed
alignment of the main jetty.

4.5.2

Live (Superimposed) Loading


The floating walkway / mooring units shall be designed for a vertical live load of
2.0kN/m plus the live loading transferred from the access gangway
All floating walkway / mooring units shall be designed for horizontal live loads
calculated in accordance with Section 6.4.1.2 Horizontal Loadings Wind British
Code/Notes of PIANC.

4.5.3

Freeboard and Alignment Tolerances


The freeboard of the floating units under dead load conditions (i.e. with no
superimposed loading) shall be 550 mm 75 mm. This condition shall be met at all
locations on the assembly including the point of seating of the access gangway to shore.
The canoe jetty section shall have a freeboard of 225mm 100 mm.
The freeboard shall not have a differential of more than 50 mm across the width
and length of the units under uniform load conditions.

4.5.3.1 Stability
The minimum acceptable freeboard resulting from a 1.8 kN point load applied in
a 0.1 m2 area at any location on the floating unit shall be 150mm.

4.5.3.2 Alignment
The alignment tolerances of the floating mooring assembly shall comply with
Section 6.1.2 Floating Dock Alignments Tolerances under deadload
conditions of PIANC.
4.5.4

Primary Flotation Units


Floatation units shall be made from low density (~15kg/m) expanded polystyrene or
equal equivalent enclosed by an outer protective skin of high strength fibre reinforced
concrete (minimum thickness 10mm), or of fabricated or rotomoulded polyethylene.
The units shall be strong enough to withstand accidental impact damage without
shattering of the outer skin or loss of connection between the unit and the structural
frame. Floatation units shall be resistant to the effects of corrosion, temperature
differentials across the unit, ultraviolet radiation and any chemicals likely to be
experienced in a marina environment. The water absorbency of the units shall be such
that the freeboard and alignment criteria detailed are met. The units shall be positively
connected to the walkway frame and have a minimum buoyancy of 2.0kN/m2.

4.5.5

Structural Frame
The structural frame to the units shall be fabricated from:
Either
Grade 43 or 50 mild steel sections. The structure shall be welded throughout and
the completed frame hot dip galvanised to BS EN ISO 1461:1999 Hot dip
galvanised coatings on fabricated iron and steel articles. The drilling of holes or
the cutting of steelwork post galvanising shall only take place with the express
approval of the Employer and only where shown to be absolutely necessary. The
areas affected by drilling or cutting shall be retreated to provide an equivalent
level of corrosion protection.

Aluminium alloy to international designation 6082 or 6061
Where the Structural Frame has pre-drilled holes along its length to facilitate the bolting
of the pile guide bracket, and some holes are not utilised, a suitably approved steel cap
will be provided for aesthetic purposes.

4.5.6
4.5.6.1

Decking to Floating Moorings


Loading
The installed decking shall be designed for the following loading:

A uniform live load of 2.0kN/m2.


A concentrated live load of 1.0kN dropped from a height of 500mm onto
a 300 x 300mm area to simulate a disembarking load from a vessel.

For the loading requirement in 2 above, the supplier will design and propose an insitu test
method for the approval of the Client. The testing shall be undertaken at four locations
identified on site and witnessed by the Client on the installed jetty.

The decking and surfaces subject to, or likely to be subject to, pedestrian traffic shall
have a non-slip surface and be capable of catering for people with disabilities
including wheelchair access.
4.5.7 Material
The supplier shall provide the following suitably reinforced decking material:
Glassfibre Reinforced Concrete (GRC)
GRC decking shall cater for the designed loads and provide a non-slip finish. Colour salmon
pink.

The decking shall be non-porous, non-absorbent and shall be with the exception of
cleaning maintenance free.
The surface shall be anti-slip in compliance with BS 7976:2002 with a low risk of slip
classification under both wet and dry conditions.
Suitable localised protection shall be provided to prevent damage to the decking by the
access gangway castors or rollers.
All decking shall be fixed with stainless steel fixings to the main structural unit.
4.5.7.1

Services Access

The decking shall have the facility to install / replace and inspect the water and electric
services from the upper surface. Cover plates shall be manufactured in a corrosion
resistant lightweight material and suitably fixed with corrosion resistant and tamper proof
fixings to the jetty unit.
4.5.8

Unit Connections
Connections between floating units shall be suitable for the dynamic working loads
resulting from the design and operating conditions set out in the specification. A
minimum of two flexible connections shall be provided between units. Connections
shall accommodate limited vertical movement (typically < 5) and virtually no lateral
movement. Connections between all units shall be manufactured in corrosion resistant
material and incorporate neoprene rubber bushes at all joints.
A suitable movement plate may be required to limit the clearance gap between units to
10mm.

4.5.9

Fittings and Services

4.5.9.1 Water

A potable water supply (18mm LDPE) shall be provided along the main Walkway
units of the floating mooring assemblies, connecting to each service bollard as
indicated.
The limit of supply shall be to the end of the access gangway at the shore end where
connection will be made by others to the shore water supply.
4.5.10

Safety Ladders
Safety ladders constructed of galvanised mild steel or aluminium shall be provided at
agreed locations on the walkway/mooring units or fingers. Ladder rungs shall extend
below low water-level to a depth not greater than the bottom level of the floatation units
with a minimum depth of 0.6 m.

4.5.11

Mooring Cleats
Mooring cleats of galvanised mild steel or aluminium shall be provided along the main
walkway at a minimum of 3m centres along both edges of the units.

4.5.12

Canoe Launching access ramp


A ramps shall be provided to facilitate access to the canoe launch section for people
with disabilities including wheelchair users. The ramp shall extend across the entire
width of the jetty unit and have a non-slip surface with a maximum gradient of 1 in 12.

4.5.13

Life-Buoys - Glasdon Life belt Support Column and Housing


CONTRACTOR TO SUPPLY AND FIX 2 No. LIFE BELT, HOUSING AND
SUPPORT STANDS TO THE PROPOSED JETTY.
A Glasdon lifebelt support stand, housing unit and life belt shall be provided at
the location indicated on the layout drawing. The stands shall be made of
galvanised mild steel or aluminium with minimum post diameter 75mm or 75 x
75mm box section. The stands will be 1500mm high, coloured red with
suitable maintenance free coating and securely fixed to the structural frame
using tamper proof corrosion resistant fixings.

4.5.14

Pile Guide Brackets and Caps

Pile guides shall be supplied and installed by the Contractor. Pile guides shall cater for
the existing 300mm square hardwood piles. Pile guides shall be adjustable to allow
installation on site to the existing piles and allow for a tolerance on pile position of
100mm in all directions. Rollers or suitable bearing faces shall be provided to facilitate
vertical movement of the floating units. The pile guide bracket shall be suitably
trimmed in the same material as used in the decking.
Steel pile guide brackets shall have a protective fender of similar style and colour as the
jetty decking boards.
CONTRACTOR TO SUPPLY AND FIX 3 No. PILE CAPS
White fibreglass pile caps 500mm minimum in height shall be manufactured and
supplied for the tops of the existing 3 No. piles.
With regard to all fittings, services and their respective connections the Supplier shall
ensure that all items supplied are corrosion resistant and that dissimilar metals are
suitably insulated to avoid galvanic action being established.
4.5.15

Landing Platform
Landing stages shall met the minimum design requirements as specified on the contract
drawings. Flotation units shall be protected by a galvanised steel frame colour black to
prevent damage to the floats against the intermediate landing plinth. Total depth of unit
and frame to be 1200 mm.
The platforms shall have two handrails located at heights 750mm and 1100mm from the
deck surface as indicated on the contract drawings/documents. Handrails shall be
designed to withstand a minimum superimposed horizontal load of 0.74 kN/m.

4.5.16

Access Gangways and Canoe Access Ramp

4.5.16.1 General
For general guidance, the access gangway shall be designed in accordance with
Technical Guidance Document Part M of the Building Regulations 2000 Access for
Disabled People.
The access gangway shall be designed and fabricated from Grade 43 or 50 Mild Steel or
Aluminium in accordance with BS 5400. All steelwork shall be finished with
maintenance free paint or coating colour black.
Gangways shall have non-slip surfaces suitable for disabled and wheelchair users and
shall have a minimum width of 1.2 m between handrails. Gangway ramp shall be an
open mesh GRP grid flooring colour light grey.
All ramps to and from the main access gangways shall not exceed a fall of 1:12.

4.5.16.2 Water Level Range


Access gangways shall be designed, supplied and installed to cater for the range of
water levels indicated on the contract documents.
4.5.16.3 Supports
The gangway shall be supported on a hinged bracket at the shore end and on rollers or
castors on the floating units. Protection shall be fitted on the main jetty to provide a
suitable surface for the movement of the access gangway and also to prevent damage to
the unit.
Provision shall be made for all degrees of freedom of movement of the
gangways and floating moorings assemblies.
4.5.16.4 Loadings
The access gangways and flooring shall be designed for the following superimposed
loadings:
A uniformly distributed load of 4.0kN/m applied to the total gangway surface.
Two point loads of 1.5kN at the one third span locations on a one metre strip of the
gangway deck.
4.5.16.5 Side / handrails
The sides of the gangway shall have two handrails located at heights 750mm and
1100mm from the deck surface. Handrails shall be designed to withstand a minimum
superimposed horizontal load of 0.74 kN/m.
The sides of the gangway shall be in filled with mesh panels. Mesh infill to be a rigid
mesh panel with 50 x 50 mm maximum aperture and constructed with wire of minimum
diameter 3mm. Mesh to be galvanised and finished with maintenance free coating
colour black and fixed to the main frame of the access ramp with tamper resistant
fixings. Mesh edges to be suitably strengthened and protected to prevent snagging
hazard.
4.5.16.6 Paintwork
The supplier shall submit details of the proposed painting specification, to include details
of appropriate primer system for galvanised steel for approval by the client.
