CONSULTANCY SERVICES (PLANNING AND DESIGNING) OF

FEASIBILITY STUDY FOR CONSTRUCTION OF


KOTKAI BRIDGE (SUB STRUCTURE)
IN SOUTH WAZIRISTAN AGENCY
1.

INTRODUCTION
Government of NWFP intends to appoint qualified consultant to provide service for the
Consultancy Services (Planning and Designing) of Feasibility Study for Construction of
Kotkai Bridge (Sub Structure) in South Waziristan Agency.
In response to letter No. 1836/15-MA, dated Tank the 02/05/2001,from the EXECUTIVE
ENGINEER DEV: C & W DIVISION SWA TANK, to the pre qualified consultants (by Chief
Engineer South), for submission of technical and financial proposals for the above
mentioned project, we, the Khyber Consulting Engineers (KCE) submit Technical and
Financial Proposal for carrying out feasibility study and detailed design and preparation of
BOQs and PC-I.

BRIEF DESCRIPTION
The bridge site is located at a distance of about 14-km from Jandola over WACHA
khawar Nullah on Jandola-Kotkai-Sararogha road (Refer to AnnexureIII). The old steel
Structure Bridge with concrete deck was damaged due to high floods about 20 years ago.
All the population along this road has an access to Jandola, which is main hub of the
area, through this bridge site for their day to day life needs. In normal whether it is not
difficult to cross the khawar with out a bridge but during floods traffic through this
suspended for quite a long time.
2.1

Salient Features of the Old Damaged Bridge


The existing damaged bridge is constructed of steel plate girders with concrete
deck slab. Piers are consisted of steel columns with cross frames supported on
grillage foundation. Left abutment, which is washed out during floods ws
constructed of stone masonry. Right abutment is supported on firm rock with
some protection works. Some of the salient features are as given:

Left end span is totally washed out due to heavy floods in the stream.
Deck slab concrete is damaged at various locations and steel reinforcement
is visible and corroded.
Grillage foundation is scoured and damaged and is no more reliable.

Salient Features of the New Proposed Bridge


Based on the site conditions a two lanes prestressed concrete girder bridge is
proposed. The new proposed bridge will be constructed prallel to and upstream
of the old damaged bridge. Total span length of the bridge be about 120 meters.
Piers and abutments of the new proposed bridge will be supported by pile
foundations.

THE TERMS OF REFERENCE


The Technical proposal has been prepared based on the Terms of Reference (TOR)
provided by the client. (A copy of the TOR is placed at annexure-I).

CONSULTANTS APPROACH AND METHODOLOGY


Engineering design of the proposed bridges will require reconnaissance and detailed
Survey, comprehensive Geotechnical and Hydrological Investigations of the area. The
Feasibility study will require Technical, Economical, Environmental and socioeconomic
aspects. The project area has been visited during the preparation of the proposal. The
approach of the consultants is to integrate the contents of the TOR into a series of tasks
in the best possible way to suit to the requirements of the TOR and availability of the
professional skills and optimization system developed by the consultants for preparation
of highways/bridges projects.
The consultant proposes a staged approach for the design of the project. Three stages
are proposed. The following tasks/activities shall be carried out in each stage as per
TOR. The order of the activities may overlap in some of the cases nevertheless; the
overall pattern of work would show a consistency in carrying out the task for the project
preparation.
STAGE-I

laboratory test data, field studies, design criteria and functional requirements

DETAILS OF TAKS / ACTIVITIES


STAGE-I

CONCEPT / PLANNING

The following activities shall be carried out;

Preparation of Consultants Program of work and Mobilization


Activities:
As soon as letter of intent is received by the consultants, a detailed
program of work will be prepared. The resources shall be mobilized, field
office and camps will be established and required number of staff,
equipment and other accessories shall be made available.

Collection of data, desk studies and reconnaissance survey


Activities:
All relevant data and maps required for preparation of the project will be
collected from all possible sources; e.g. C&W Department, Survey Of
Pakistan, Meteorological Department, Irrigation Department, WAPDA,
National Highway Authority and any other source identified during the
survey. The secondary data will be studied and requirements for
additional data and detailed survey will be determined by the Consultant.
Meanwhile Consultant will arrange experts, visits to the sites to study the
area of influence of the proposed bridges, get familiar with the localities
around the sites and observe the possible alternatives for the sites of the
proposed bridges.
Survey Engineer, Geotechnical Engineer, Structural Engineer, Bridge
Engineer and Hydrologist will take part in the reconnaissance survey. All
the salient features of the bridge sites will be considered for selecting the
most feasible proposal.

The reconnaissance survey will result in a clear
line of action for the field surveys and
investigative work. Efforts will be made to the
most technically and functionally feasible
locations for the proposed bridges.

Geotechnical Investigation
Activities:
Under this activity, geological and soil investigation will be carried out
including field and laboratory testing. The suitability of site for
construction of bridges including foundation requirements and stability of
slopes will be determined on the basis of the field and laboratory test
results. The number of bore holes, field testing, and collection of sample
shall be based on the requirement of the proposed site as indicated in
the TOR. Tests as envisaged in the TOR shall be conducted to determine
the physical, engineering and chemical properties of the sub-surface

materials. The results of the investigation and analysis will be used to


spell out the most suitable type of foundation for the bridges. The
geotechnical investigation work shall be carried out under the control of
Geotechnical Engineer and the same will be responsible for analysis and
report. The soil and material samples shall be tested at KCEs approved
laboratory at Peshawar or nearby location.
This activity will also include finding out the sources e.g. location, firm of
the construction materials for the project. The cost of the required
construction materials including the distance and transportation means
will be indicated.

The result of this activity will be the appropriate
locations of the proposed bridges and the design
requirements of its sub structures and
foundation which will be carried out by the
Consultants specialist Bridge Engineer.

Hydrological Studies
Activities:
These studies would be conducted for determining the waterways
opening and other structure parameters. The hydrological design
parameters for the proposed bridges will be determined by using the
available data however additional, meteorological data will also be
collected for developing necessary curves, if required. This will be help
full in the determination of suitable return period (flood frequency) for the
most economical design of the proposed bridges. Information regarding
high flood levels and maximum discharges will be collected by inquiring
the local inhabitants supplemented by observations of the existing flood
marks on the banks of the flood streams. Providing the free board at
sufficient margin will compensate the uncertain of this procedure.
Hydrological studies would also include identification of flood protection
works and guide banks requirement, determination of scour depths and
required width of waterway at the proposed sites of bridges on the flood
streams.

The result of this activity will be safe design
requirements of the bridges structures and
requirements (high flood level, max, discharge
under the bridge and scour depth etc.), for flood
protection and training works which will be
assessed by the Consultants specialist
engineering staff.

Detailed Engineering Survey


Activities:
The topographic survey shall be conducted in a view to create a data-file
for the Digital Terrain Model. This shall comprise of;

a)

Horizontal Control
A closed polygon (loop) traverse will be established on
monuments and permanent points at suitable locations, using 1
second Theodolite and EDM. All distances and angles both
horizontal and vertical shall measured as per requirements.

b)

Vertical Control
Vertical Control will be established on the same traverse
monuments and other BMs established at convenient and safe
locations for further use in the construction activities. For
establishing vertical control automatic levelling instruments shall
be used and the acceptable mis-closure between the two results
shall be according to the requirement as indicated in the TOR.

c)

Terrestrial Survey
The existing features will be surveyed including telephone,
power lines etc. Water levels and possible high water marks will
be recorded.

d)

Data File Mapping


The topographical survey data will be recorded by surveyors in
the field in a format for direct transfer to the computer database.
After entering the data, coordinate calculations are made of the
traverse circuits including closing errors and adjustments. Bench
mark levels and coordinate / heights are calculated for all detail
points surveyed. Based on the created Digital Terrain Model,
complete topographical maps with contours are plotted
automatically to scales as required. This terrain model is the
basis for the Computer Aided Design (CAD) system for the
approach road and bridge design developed in-house by Khyber
Consulting Engineers. The system is fully interactive by any
change in alignment design, corresponding terrain crosssections are generated and earth-works and other related
quantities are calculated.

house CAD system of the consultant.

PRELIMINARY ENGINEERING
Preliminary Design Structures and Approach Roads
Activities:
Based upon the information collected from the field surveys and
investigations, preliminary engineering will commence, During this stage
established. Design criteria and design specification shall be based on

the guidelines given in the TOR. The functional requirements of bridge,


including width of carriageway, walkway, drainage etc. shall also be
considered as per TOR. The preliminary bridge design shall be complete
for clients approval. For structural design, drafting and documentation
KCE computing and CAD capabilities shall be utilized. The detail
information regarding the KCE computing capabilities are given, in the
broachure, at Annexure-5.

Preparation of PC-I Proforma


Activities:
This activity shall include preparation PC-I Proforma and design report of
the proposed project for approval of the competent authority. The basis
for PC-I preparation will be preliminary engineering designs, cost
estimation and feasibility approved by the client. The cost of project,
financial and human resources requirements, phasing and benefits of the
projects will be highlighting in the PC-I.

Activities:
The detailed engineering stage shall be undertaken after approval of
preliminary stage and shall comprise of all necessary working drawings,
specifications, bill of quantities, contract documents, cost estimates etc.
The detailed engineering design will comprise, but shall not be limited to

4.9

Preparation of Contract Document, Specification, BOQ etc.


Activities:
The Contract document, specifications and bill of quantities etc. will be
completed under this activity. Approvals shall be obtained from the client
on final design, tender documents, specifications and cost estimates.
The preparation of the PC-I Proforma shall be approved by the client
leading to the final printing of documents and drawings etc. required for
final submission according to the Terms-of-Reference.

WORK PLAN
The proposed work plan and manning schedule based on the task/activities mentioned in
Section 3 for the subject project in placed at Annexure-IV.

PROJECT SCHEDULE
The tasks identified in our work plan, under the Terms of Reference will be completed in
One 1) month excluding two weeks for mobilization and approvals.

7.

PROJECT ORGANIZATION
A flow chart of the project organization and project activities is given at Annexure-V. The
resume of professionals assigned to this project are detailed at Annexure-VII.

8.

COMPLETION TIME
Based on our experience for project preparation of similar projects the completion time
for design and estimation of the proposed bridge is One (1) month. This excludes two
weeks for mobilization and approvals.

9.

OUTPUT TO BE SUBMITTED
The Consultant will submit outputs according to the requirement of the Clients at various
stages as per TOR of the project.

10.

11.

Being a local firm and equipped with latest surveying, computing and designing facilities
and qualified staff, the Khyber Consulting Engineers offer free training facilities to at least
one Engineer free of charge.

12.

THE FINANCIAL PROPOSAL


The Financial Proposal is submitted in a separate sealed envelope.
