STATEMENT OF THE PROBLEM

Main Problem:
Based on the Republic Act No. 9593 otherwise known as Tourism Act of 2009 under section 2 of
its declaration of policy The State declares tourism as an indispensable element of the national economy
and an industry of national interest and importance, which must be harnessed as an engine of socioeconomic growth and cultural affirmation to generate investment, foreign exchange and employment, and
to continue to mold an enhanced sense of national pride for all Filipinos and seek to develop the country as
a prime tourist hub in Asia, as well as a center of world congresses and conventions, by promoting
sustainable tourism anchored principal on the countrys history, culture and natural endowments, and
ensuring the protection, preservation and promotion of these resources.

Tourists attractions in Bulacan include resorts; historical, cultural, and religious attractions; fiestas;
and natural and man-made attractions. However, it is really the resorts that drive the local tourism industry.
Historical places, on the other hand, attract more students, which do not really spend much when they visit
the places. In 2008, the monitored tourism-related MSMEs attracted more than 730,000 tourists (67% are
not students, 26% are students, and 6% are foreigners) and generated total revenue of 223.04 million
pesos. From the Regional inflation rate commodity group, recreation and culture exhibited a negative slope
during every first quarter of the past years. In addition to this, aquaculture remains to be the dominant
sector in the fisheries production in the province of Bulacan. Milkfish comprises the biggest chunk of the
aquaculture production in the province and topped all the provinces in the Philippines in terms of milkfish
production harvested from brackish water fishpond. But, the overall aquaculture in Bulacan experienced a
negative trend in the year 2000 to 2010. Milkfish and tilapia are the major contributors to the said decline

due to vulnerability of the province to natural calamities such as storms and floods, especially in Malolos.
For the several years, milkfish and tilapia production recorded a negative slope.

In response to these problems, the proposed Malolos integrated aquaculture, recreation and
cultural center seeks to answer both the issues of tourism and aquaculture production problems within the
province of Bulacan and locality of Malolos.

Sub-Problem:

Can the project solve the issue of decline on tourism and aquaculture production problems
within Bulacan and Malolos?

Does the project improve the economy of both province and locality specifically tourism,
investment generation and job creation?

Can the project utilize its existing land use?

Does the project adapt to climate change specifically to natural calamities such as storms and
floods?

What would be its environmental impacts?

Who will finance the project in case it becomes feasible?

PROJECT OBJECTIVES

To generate investment and create job employment within the province especially in Malolos

To increase tourism competitiveness and tourists arrivals

To become and iconic landmark and be the center for recreation and culture

To promote the protection, maintenance and preservation of historical, cultural and natural
endowments

To house different cultural and tourism activities focusing on history, heritage and tradition such as
festivities.

To sustain the needs for industrial and tourism development and uplift the provinces quality of life

To increase the production of aquaculture within Malolos, Bulacan

To further utilize the highest and best use of land
