Indian Railways started its service 161 years ago on 16 April 1853 when the first

passenger train was run over a stretch of 33 kilometres from Mumbai to Thane. The
train with 14 railway carriages, carrying around 400 guests, left Bori Bunder at 3:30
p.m. that day. It was declared a public holiday then.
Nationalised in 1951, Indian Railways is today the largest rail network in Asia and
the worlds second largest network operated under a single management. It has
115,000 km of track length. It runs 12,617 trains to carry over 23 million passengers
daily equivalent to moving the entire population of Australia connecting more
than 7,172 stations.

General conditions

Passes and PTOs are not transferable and should be used only by the person in
whose favour they have been issued.
Passes may also be returned within one month of the expiry of the pass or its
utilization whichever is earlier.
Fine of Rs. 10/- for second class and Rs.25/- for First Class passes may be imposed
on the Railway employees for not filling the date of commencement of the journey
on both privilege and duty passes.
For the issuance of pass a year means a Calendar year.

Route

Pass shall normally be issued via shortest route, provided that a longer route may
be permitted on the Privilege Pass in the following circumstances :Two alternative routes are available for a destination, for example - Bombay to
Calcutta via Nagpur or via Allahabad and Bombay to Delhi by the Central Railway or
by the Western Railway - such passes may be permitted by either route irrespective
of the distance involved;
If longer route preferred by the Railway employee does not exceed by fifteen
percent of the distance via the direct route such passes may be issued even if a
double journey over a small portion is involved (for example - ex-Chittaranjan to
Kancharapara via Howrah or ex-Lucknow to a station on the Southern/South Central
Railway via Bombay V.T.), provided the distance does not exceed the distance via
the shortest route by more than 15% to take advantage of terminal facilities as in
Bombay V.T. - Kalyan or Madras-Arkonam sections;
If the longer route is quicker than the direct route irrespective of distance involved.
Against the column Route/via it can be written as 'available over IR & KRC

Break Journey

Pass holder can include any number of stations for break journey in the pass.
In addition an unscheduled break journey can be made and endorsed by SM/TC on
the pass.

Year ending passes

Passes, PTOs , Post Retirement Complimentary passes, Widow passes as due on for
the year can be issued upto 31st March of next year half set pass and 30 April in
case of full set.
Validity of these passes/PTOs will be upto 31 MArch/30 April only.

Pass in next years account

One set of Pass/PTO/Complimentary Pass/Widow pass not more than 100 days in
advance of beginning of the next year, for journeys commencing in the next year
duly debiting such issue of pass/PTO in the next years pass account.
The validity of the pass shall be four months from the date of issue. *

Apprentices

Passes as for Railway employees shall be applicable to various categories of


trainees and apprentices, but not to their families.

The Railway employees who are already entitled to 1st Class Passes, shall continue to
draw 1st Class Passes, irrespective of their eligibility in terms of these orders.

Grade Pay granted under the MACP Scheme will be taken into account for eligibility of
pass. (Ref 6) However a railway staff after allotment of higher GP through MACP is not
eligible to draw higher class of pass as per pre-revised entitlements. (Ref 7)

Booking of berths/seats in Duranto Express Trains is permitted for serving/retired
Railway servants on Duty/Privilege/Post Retirement Complimentary Passes on the
pattern of Rajdhani/Shatabdi Express Trains. (Ref 3)
50% of the Duty Pass quota in Duranto Express trains in Sleeper and 2S will be
earmarked at the counter for booking on first-come-first-served basis whereas
remaining 50% will be treated as Emergency quota. (Ref 4)
Second Class A passes are valid for travel in SL and 2S classes of Duranto Express
trains. Second/Sleeper class passes are valid for travel in 2S class of Duranto Express
trains. (Ref 5)
The maximum number of berth/seats to be booked against Second Class/ Second
Class A passes maybe restricted to 4 per pass. (Ref 5)

There is no quota for pass holders in trains(except Rajadhani/Shatabdi) whether it is duty pass
or Privilage). They have to book in the general quota only.

If you lost the pass you have to inform the pass issuing authority and pay the
required fee. But there is no provision of duplicate issue of pass.
now i am getting first class pass as my GP is 4200.what will be my eligibility for pass
if i have gone on mutual transfer in lower grade of GP 1900?
New pass Rules is entirely based on GP. As such you will get pass based new GP.

Unfortunately your babu is correct and there is no rule to take your pension into account for
pass eligibility. New pass Rules are very clear that Pass eligibility is solely based on the GP of
the employee concerned.

All railway employees are entitled for at least one set of 3 AC pass. Nowhere in the pass
rules there is a division between 5 year completed and other employee with regard to
pass class.
Now a babu in in your office reject the pass , you have to complain. Write your
complaint in the Grievance register. Ask this Babu to show the rule which says that you
are not eligible for 3 AC. New pass rules class of eligibility is based on GP , not on your
length of service.

Wholly dependent means whose monthly income from whole sources, including pension,
dearness pay and dearness relief does not exceed Rs.3500 per month plus
appropriate dearness relief or 15% of pay, whichever is more.

In case of issuance of Privilege pass in case of a Railway employee along with family
including dependent son, who is neither a scholar nor invalid and is about to complete
21 years of age during the validity of Privilege pass, the pass may be issued in the
following manner:

(i) Privilege pass may be issued in favour of the Railway employee with validity
period upto the date preceding the date on which the son will be attaining the age
of 21 years.
(ii) Privilege pass may be issued with validity of full 4 months excluding the name
of the son of the employee.

Unmarried daughter of a Railway employee working in Railways has to submit a


declaration stating whether she will avail pass/PTO in her account or her parents
account. The option may be changed at any time provided competent authority is
satisfied that the change does not give undue advantage to her.

Passes may be issued to both husband an wife when both are Railway employees.

Pass Rules

For carriage of houselholds from old station to new station or another station where the
Railway employee want to settle down.

Officers appointed to Railway service prior to 1.5.1976:

Gr 'A' & Two wagons by goods train, one motor wagon (4 wheeler ) and one cattle
'B'
wagon/horse box;

One Motor Wagon and Parcel van (8 wheeler) by passenger train and one cattle
wagon/horse box;

One Motor Wagon( 4 wheeler) and one wagon by goods train and one cattle
wagon/horse box to the transferred station and one wagon to any other station or from
any other station to the transferred station not exceeding the distance between the old
station and the transferred station.

One Wagon by goods train and one motor wagon or horse box or cattle wagon.

a. A Kit pass for carrying 10 quintals of luggage provided that where the
competent authority is satisfied that the Railway servant is in
possession of more luggage he may be allowed a kit pass for carrying a
higher quantity of luggage upto a wagon by goods train.

A pass for carrying a dog may also be issued for Gr A,B,C,D Railway employees.

The Group 'A', 'B' & 'C' employees appointed to Railway service prior to 01.05.1976 will,
however, be entitled only to 80% of the admissible amount of Composite Transfer Grant
and Group 'D' employees will be entitled only to 90% of the admissible amount of

Composite Transfer Grant. If they opt for transportation of their personal effects at the
same conditions as applicable to post 01.05.1976 entrants, by mode other than VPU,
they will be entitled to full amount of Composite transfer Grant.

General conditions of elgibility

School passes may be issued to the son or daughter of a railway servant who is a bonafide student of any recognised educational institution.

School passes are admissible for students including those who are engaged in research
work and are not getting any stipend/scholarship, other than on merits/means basis.

Students over 21 years of age and doing a rotating internship for one year after passing
MBBS or degree in Homeopathy/Siddha/Unani and Ayurveda are eligible for school
passes provided the same forms a part of his/her medical course to be completed before
becoming eligible for the award.

In cases where both husband and wife are railway servants, school passes shall be
allowed against the account of either of the two.

Number of sets

A railway employee is entitled to 3 sets or 6 half-sets in a year.

Parent / guardian(In case of a boy under 18 years and a girl of any age) may be issued a
separate pass for going to bring the student or returning alone after leaving the student
at school/ college etc. and the passes thus issued shall be treated as part of one half-set
of school pass. It will not count as a separate half-set.

Occasions

Travel from school or college to the railway servant's headquarters to see either parent
and back to school or college. Or to a place other than the railway servant's
headquarters where either parent is residing and back to school or college.

Recognised vacations of not less than three consecutive days duration or closure of
institution due to unforeseen circumstances.

To travel to an institution for admission (including counseling purposes) and back to


head quarters of the railway servant.

To travel to recognised institution for joining and back to head quarter of the railway
servant.

To travel to examination Centre for submitting forms of admission and to take up


examination and back to headquarters or to take examination at place other than the
place of school or college.

Travel back to the headquarters of the railway servant when he/she is withdrawn from
school/college at the close of the course or for admission at the headquarters of the
railway servant.

Travel on educational tour forming part of the school syllabus.

Travel upto port of embarkation and back if studying abroad. This would be on
production of a certificate or other acceptable evidence that the student son/daughter
has got admission in a college or University abroad and that he/she is required to join it
by a particular date.

School certificate

A certificate from the school/institution has to be produced indicating that the


son/daughter of the railway servant is a bonafide student of the recognised institution.

The School Certificate should be submitted only once a year at the beginning of the
academic session.

A pass can be issued without production of the School Certificate.In this case School
Certificate should be submitted within a period of one month from the date of issue of the
pass.

Inclusion of Parent/Guardian in School Pass

In case of a boy under 18 years and a girl of any age, the parent or guardian may be
included in the pass issued.

Parent/Guardian can be included in the School Pass issued to handicapped student


sons of railway employees who are 18 years of age and above subject to production of a
Medical Certificate from the DMO that such boys are unable to travel alone.

A parent including a step-parent or guardian in the same class may be included in a


pass outward or inward and he/she may be issued a separate pass for going to bring the
student or returning alone after leaving the student at school/ college etc. and the
passes thus issued shall be treated as part of one half-set of school pass i.e. it will not
count as a separate half-set. If the attendant is a guardian he/she will be issued only a II
Class Pass.

However, the children of railway employees studying in Oak Grove School, Jharipani,
who are not ordinarily entitled to 1st Class Passes, may, as a special case, be issued 1st
Class Passes from their homes to Dehradun at the beginning of School Session and
back to their homes at the conclusion of the school session and during vacations. On
these occasions 1st Class Passes may also be issued to the escorts (School teachers)
for their up and down journeys.

Student can carry a bicycle in the pass in addition to free luggage permissible by making
an endorsement in the school pass.

School Passes are valid in Rajdhani/Shatabdi trains also subject to the pass quota
availability.

Advance issue

School Passes may also be issued upto 4 months in advance as per the request of the
employee.

Validity

Validity period may be decided by the pass issuing authority in each case depending
upon the requirement of the occasion.

Break Journey

Break of journey en-route is permissible on school pass if endorsement to this effect is


made on the pass.

Issue of School passes during Punishment/Suspension

School passes will be issued even when the privilege passes of an employee are
stopped due to punishment.

Issued even if employee is under suspension.

Definition of School/College for the issue of School Passes

School or College both academic and professional, recognised by the State


Governments/ Central Governments/Recognised Universities.

Government Military Educational Institutions Such as National Defence Academy,


Khadakvasala and I. M. A. at Dehradun, Armed Forces Administrative College,
Coimbatore.

Any educational institute recognised by the the Ministry of Education such as Indian
Institute of Management at Ahmedabad/ Banglore/ Calcutta/ Lucknow, National Institute
of Training in Industrial Engg., Bombay, etc.

The following are not permitted for issue of School Passes

Institutions such as day/night Adult School intended for the spare time education of
adult/wage earners are not included in the definition of of School/ College.

Schools/ colleges imparting part-time/ whole time education in language etc.

Correspondence course.

Wards of Retired employees not eligible

Wards of retired railway employees are not eligible for school pass, even till end of
current academic year, in case the railway servant retired in mid-school session.

Duty Card Pass

Issued to officers who are not issued with metal passes and other Railway
employees who are required to travel frequently on duty.

Normallyissued for a period of 1 year.

Emergent Duty Pass

To perform official duties

Residential Card Pass

Issued to Railway employees over notified sections for travel from their place of
residence to place of duty and back.

Transfer Pass

Issued to self, family, dependant relatives (no limit in this case) including father
who is wholly dependant of the Railway employee and residing with him.

Passes may be issued to family and dependant relatives to settle in a place other
than the new station of the railway employee and he is eligible for separate pass
to join his new place of posting.

Settlement Pass

Issued to a Railway employee at the time of retirement to settle in a place of his


choice.

Should be availed within 1 yearfrom date of retirement.

No limit for the number of persons in the pass.

Provision Pass

Issued to Railway employees working in wayside stations or for their dependants


to go to nearby market to purchase provisions required.

The holder of the pass can carry 45 kg of provision at a time.

Issued with personal sanction of GM.

Cheque Passes

Issue on duty, privilage, transfer, school, retirement and medical grounds.

On medical grounds higher class pass also can be issued as per medical advise.

Complimentary Pass to Licensed Porters

Registered and authorised coolies working at railway stations will get one set of
pass for self and wife in II/SL class in a calendar year.

Station Master will issue pass mentioning details of name, badge no, Identity
card no etc. and send a monthly statement to Divisional office.

Split Pass

When a Railway employee is unable to accompany his familyhe can avail pass
for himself and a pass for for family.

Seperate passes will be issued which will constitute a set.Such passes shall be
issued within a period of one month.

This facility is not applicable to retired railway employees.

Lecturers and Participants of Education Programmes of AIRF & NFIR to be issued


complimentary pass not higher than I st class.
School Card pass

Issued to wards of Railway servants to enable them to travel between station


near residence and station near to school or college based on certificate of
school authorities.

A maximum of 3 School Card passes are issuedto a Railway Employee at a time.

Wards of retired/deceased Railway employees are eligible for School Card


passes till the end of academic year in which retirement/death occurs.
