Analyzed the significant opportunities with contextual specificity to achieve the project objectives
of self-sufficiency in food and alleviation of rural poverty through improved farming of rice, maize
and sorghum.
Analyzed the present status of temporal and spatial water availability (rain, surface and ground
waters) for enhancing water availability and improving the use of water in agriculture.
Intervention analysis was done to focus on synergy of plant, water, nutrients and energy as well as
on institutional attributes (policies, incentives, prices, institutional arrangements etc.) in order to
achieve the desired level of crop production and productivity with respect to rice, maize and
sorghum. Analysis of the capacity building requirements was done at various levels of the stake
holders, and considering on a continuing basis. Financial analysis was done for finding out the cost
that was incurred in achieving the project objectives.
Feasibility Study on Farming & Cultivation of cluster of crops viz Fruits, Rice, Maize and Sorghum in
Togo awarded by the MEA, Govt. of India for processing soft loan of US $ 15 Million. The Govt of
India, MEA has also sanctioned soft loan based on this report.

Mr. Afonso Ronda is Bachelor Honours in Civil Engineering (Transportation Planning) by the EBIT of the
University of Pretoria. He obtained his Bachelor degree at Universidade Eduardo Mondlane after completing
a thesis Service Performance Study of Bitumen Emulsion Treated Pavements which he developed under
an ANE study of these kinds of pavement structures, in the southern provinces of Mozambique.
He has 13 years of experience in civil engineering, most of them on transportation engineering. His
experience has been gained on projects performed on many provinces of Mozambique and Angola. He has
been involved in projects of structural, hydraulics and transportation engineering in design as well as at the
supervision stage.
His direct experience related to Civil Engineering is as follows:
Contract management.
He has been involved in several works of detailed site assessment for stormwater systems, centerline
investigation and sampling, road condition survey and in-situ tests using DCP. In most of the assessment
work carried out, he also coordinated the land survey has frequently he also carries out the geometric
improvement and design.
His experience on design of transportation projects is increasing due to the several works he has been
carrying out. Due to that, he is familiar with some standards for pavement analysis & design and standards
for geometric design for roads, railways and airfields. The main standards are SATCC, South African
Mechanistic Design Method, ORN 31, AASHTO 200x and TRH 4 for roads pavement analysis and design,
SATCC, UTGs and SANRAL geometric standards for geometrical design of roads and ICAO and FAA
standards for airfield design (pavements, geometrical and markings design).
He has good knowledge of applications for Windows like Excel, Word and MS-Project, AutoCAD,
applications for terrain digital modeling like Surfmate, Quicksurf and Model Maker, applications for roads
geometric design and pavement evaluation like RoadMate, RoadMaker, ModelMaker, AutoCAD Civil 3D
series, Elsym and BISAR and water supply and drainage network packages (WaterMate, Pipemate and
Epanet). Currently he is using AutoCAD Civil 3D software package for infra-structure geometric and

Auditor. Audit on the roadworks contract due to contractors claims and quantity variation under earthworks.

Rehabilitation of existing road and upgrading (widening) to a single carriageway with 4 lanes and a
median over 30km (Benguela Angola) Jan 2009 Set 2009. Assistant Resident Engineer / Designer. On
this project a total of 30km of road has been rehabilitated. Construction works included widening from 2 to 4
lanes and construction of median. Strengthening of pavement comprised construction of bitumen treated
base over existing pavement, while widened pavement area comprised a cement stabilized sub-base layer
with thickness varying between 150 to 300mm and a 75 mm thick bitumen treated base. A 50mm thick
asphalt concrete overlay was applied to the whole length. Several culverts and storm water drainage had to
be built new, while some culverts had to be extended. Additionally, to accommodate a new bridge over
Catumbela river and to serve the new stadium for the 2010 CAF tournament, several access roads and
intersections had to be designed and built. Duties and responsibilities included: Site supervision of works
(Assistant Resident Engineer) and design review of additional work. (INEA)
Construction of the 2nd carriageway of Avenue Joaquim Chissano (Via Rpida) and rehabilitation of
the road Jardim to N4 (Maputo Mozambique) Jun 2008 Jan 2009. Design Engineer / Assistant
Resident Engineer. On this project a total of 15km have to be designed for rehabilitation / construction of
pavements and stormwater systems. The project involved designing the second carriageway of Avenue
Joaquim Chissano (including ramps and intersection improvements) and pavement and stormwater system
rehabilitation for the road from Bairro do Jardim to national road N4. Duties and responsibilities included:
Detailed evaluation of existing pavement, storm water system and ancillary works; Centerline investigation
and sampling; Design of pavement structures (flexible and semi-rigids) and asphalt concrete overlays;
Hydraulic analysis and design for new and existing storm water elements; Road markings and ancillary
works; Preparation of tender documents; Carry out and coordination of design work; and Site supervision of
works (ARE). (ANE)
Project for the rehabilitation of Maputo streets (Maputo Mozambique) Nov 2005 Jan 2009. Design
Engineer / Assistant Resident Engineer. On this project a total of 52km of streets had to be designed for
rehabilitation / reconstruction of pavements and stormwater systems. The project involved designing of a
new stormwater system for 25 de Setembro on Package 1 and reconstruction of the washed away section of
Juliyus Nyerere for the Package 2, amongst other major designs. Package 1 which comprised close to 40km
of streets the most relevants being 25 de Setembro Avenue, Acordos de Lusaka Avenue and FPLM avenue
were upgraded from early 2007 to late 2008. Also on this package a major storm water system upgrade /
rehabilitation was undertaken. Package 2 Design include several roads in the northern area of Maputo,
including the washed away section of Julius Nyerere and several streets in Maxaquene and Polana Canio
area. Duties and responsibilities included: Detailed evaluation of existing pavement, detailed evaluation of
existing storm water system and ancillary works; materials centerline investigation and sampling;
investigation of borrow areas for importing material (natural and processed); Design of pavement structures
(flexible and semi-rigids) and asphalt concrete overlays; Hydraulic analysis and design for new and existing
storm water elements; Road markings and ancillary works; Preparation of tender documents and assistance
during and after tender; Carry out and coordination of design work; and Site supervision of works as

Extension of Sena Railway in Moatize (Tete - Mozambique) Nov 2007 Feb 2008. Civil Engineer. The
project consisted of designing a 12 km railway track crossing two major rivers with bridges. Mainly TECNICA
was involved in designing all civil engineering features of the railway including fills and embankments for the

Pre-Feasibility Study for construction of the bridge Maputo City Catembe (Maputo Mozambique)
June 2003 Sept 2003. Civil Engineer. Pre-Feasibility study conducted by TCNICA and CSIR, where
TCNICA provided technical support on the transportation engineering field. The project studied several
alternatives for modes of transport to link these two sides of the bay, including refurbishment of the road via
Boane, improvement and addition of ferry boats and several bridge locations and impacts resulted thereafter.

Mr. Jos Ronda has a Master's degree in Civil Engineering specialization field of Hydraulic Engineering by
Deliva Verein Institute of the Federal Republic of Germany.
His professional career was made almost exclusively in the area of water supply (urban and rural) and
environmental sanitation systems, having played several assignments at management, planning and
implementation of projects levels, until his retirement working at Direco Nacional de guas. A significant
part of his professional experience was gained in projects of small and medium-sized water supply projects,
which included geophysical studies and drilling of water wells. Early in his career, he was involved in
construction of roads, in the section between the Zambezi River and the Ligonha River on the main road
connecting the northern and southern regions of Mozambique.
With an experience of more than 34 years, Mr. Jos Ronda directed and participated among others, the
following programs/projects:
Implementation of a project of water supply system in the desert of Namibe Angola Tmbwa city,
including knowledge transfer ("capacity building") local staff that later was to operate the system.

Direction and technical assistance in decentralization program and Institutional Integration of the

Osvaldo Andrade has over 14 year experience in project design, construction supervision, project management
and engineering studies. In the management and supervision of works, he has successfully delivered projects

Since a professional internship training program at the previous Quest Engineering Corporation in 2007, he

Mr Dava obtained his degree in BSc Environmental Engineering by Technical University of
Mozambique (UDM), in 2009. He has a technical degree in Civil Construction (Hydraulics),
acquired at Industrial Institute of Maputo.
Having concluded his technical course in Hydraulics in 2002, Mr Dava started working in
consultancy at Tcnica, on Design and Supervision of Water supply, Drainage and Sanitation
projects during the following nine years. Since 2010, Mr Dava became member of AURECON
where he is working as an Environmental Engineer. Since 2014 he became involved in a
consultant capacity with ANDRON, assisting the company in Hydraulic design (water supply)
and Environmental analysis.
Mr Dava has participated in consultancy for elaboration of diverse environmental impact
assessment studies for road projects, mine coal, railway, touristic resort, and has large
experience on Designing and Supervision of Water Supply, Drainage and Sanitation Projects.
His last degree in Hydraulic enables him to analyse hydraulic aspects related with
environmental impact assessment studies, which he has wide knowledge.
His degree in Environmental Engineering was obtained with deserved honour and his
dissertation was about ground water pollution caused by landfill lixiviation.
Mr Dava has additional knowledge in hydraulic infrastructure design, topographical survey, work
with automatic design softwares such as EPANET, WATERMATER, SURFMATE, he uses
OFFICE package, MSProject and Geographic Information Systems (GIS).
Mr Dava is currently enrolled at University of Azores, Portugal, finalizing his Master Degree in
Environmental Engineering.

Construction Quality Management and Technical Supervision Consultancy
is now fully functional and has greatly strengthened the Quality
Management System by conducting quality control tests independently as
well as helping in the enforcement of specifications & correct Construction
Procedures and quality control requirements in the execution of various
rehabilitation works. The Consultants have conducted one training
programme of three days each for the engineers in Madurai and Chennai
regions. The Mission found the feed back from the engineers to be very
useful.
