(AVOTU), At 3.5 DME (AVOTU), turn left, climb hdg 171^ or if able,
track direct to 6 DME (N49 49.70 W097 14.58), (DUXUS). At 6 DME
(DUXUS) continue heading 171^, anticipate radar vectors.

Consistent with safe operating procedures, ATC will assign runways to divert as
many departures and arrivals as possible from flight over noise-sensitive areas. Unless
operational conditions do not permit, pilots shall accept runways as assigned by ATC.

GENERAL NOISE ABATEMENT CONSIDERATIONS

Circling procedures to Runways 31 and 36 are not permitted.


When simulating power loss after take-off or overshoot on Runway 13 or 18,
power may be reduced on one engine to simulate emergencies provided either:
- All engines are returned to take-off or overshoot power before the aircraft
crosses the departure end of the runway, or
- The departure end of the runway is crossed at 300' or more above ground and
"one engine-out" rate of climb is 500' per minute or greater and is maintained
to 2000' MSL.

ATS REQUIREMENTS (IFR)


Prior Permission Required for block airwork, photo flight or training flight
operating in Winnipeg Terminal Control Area, contact Winnipeg Area Control

On approach cross FAF or final approach step-down fix at 170 kts or less.

LOW VISIBILITY PROCEDURES


(RVR LESS THAN 1200 TO 600 FT)
Expect Delays
When low visibility procedures are in effect, ATC will restrict operations to one
aircraft on the maneuvering area at a time (1 departure or 1 arrival at a time).
Departures
Only departures on Runway 36 or 18 shall be permitted. Intersection departures will
not be permitted.
Although Winnipeg Tower does not control aircraft push backs or taxiing on aprons,
pilots are recommended to contact Winnipeg Tower before maneuvering on Apron 1.

Contact ATC for a start/ taxi time.


Sequencing of Ground Movements for Take-off
Do not request start, push back or call for taxi clearance until the reported RVR
is a minimum of:

DE-ICING OPERATION PROCEDURES


1. Notify PAD CONTROL on 122.925 and WINNIPEG GROUND prior to push back when de-icing is required.
2. Hold short of Central De-icing Facility (CDF) and contact PAD CONTOL on 122.925.
Note: in the event that the "Hold" light and/or inset light can not be utilized, the (CDF) will
deploy a "Follow Me" vehicle.
3. All de-icing operations are performed with aircraft engines running, unless otherwise
advised by PAD CONTROL. CAUTION: all operating engines must be maintained at ground
idle thrust settings.
4. Once de-icing is complete, aircraft will be instructed to contact WINNIPED GROUND
for taxi clearance.
DO NOT ENTER TWY H WITHOUT ATC CLEARANCE.
MINIMUM BREAKAWAY THRUST MUST BE USED.
