Common Core Content Initial Training

Training designed to impart domain related knowledge and skills appropriate to the qualification
stream to be pursued in the CNS/ATM environment. Five specialised domains have been identified. They
are Communication, Navigation, Surveillance, Data Processing and System Monitoring & Control (SMC).
In addition a group of generic subjects were identified that are applicable to all ATSEPs.
Introduction
Once a year skyguide training center runs the ATSEP Qualification Surveillance Training course at the skyguide training
center located in Wangen near Zurich. In a high standard
training environment with modern equipment, professional
supporting tools and a learning management system, the
participants are well supported in their training course. The
course language is English.
The course fulfils the requirements of Eurocontrol Specification for Air Traffic Safety Electronics Personnel Common Core
Content Initial Training.
Attendees
Participants are ATSEP employees from ANSPs, the technical
industry, Civil Aviation Authorities and National Supervisory
Agencies requiring Basic ATSEP knowledge. Technicians and
Engineers working on operational, safety related systems
and equipment. The number of participants per course is
limited to 12, due to classroom limitations.
Pre-requisits
In order to successfully complete the course and pass the
final exam, an adequate English level (KET and higher) and a
technical background or education is required. The successful pass of the Basic course is eligible.
Method
Classroom courses with practical lab sessions.

Course Structure and Design


The course is designed in a modular form, that it supports
the best the learning process of the participants. Participants
can follow the full course or stream wise.
The minimum training requirement defined by Eurocontrol is
one stream out of the corresponding domain.
Week1: Primary Surveillance Radar Stream (PSR)
ATC PSR surveillance topics and focus on characteristics and
function principles of the main elements.
Week2: Secondary Surveillance Radar Stream (SSR)
ATC SSR surveillance topics and focus on characteristics and
function principles of the main elements.
Week3: Automatic Dependent Broadcast (ADS)
ATC surveillance topics and focus on characteristics and function principles of the main elements of ADS-B and ADS-C.
The full course takes 15 working days over three weeks and
each stream ends with a final examination covering all subjects out of the corresponding stream. It is a computer based
exam with mostly multiple choice questions in taxonomy
level 1 to 4 as defined by Eurocontrol.
Course Confirmation
Each successful participant is awarded a certificate in ATSEP
Qualification Surveillance in the corresponding stream.

Course Objective Overview


SUBJECT 1 - Primary Radar [SUR PSR]
ATC Surveillance:
Describes the use of PSR for ATS, describes
the main elements, the characteristics of a
PSR and of primary targets and explains signal
processing and plot combining processes.
Surface Movement Radar (SMR):
Describes the use of SMR for ATS and explains
the radar sensor and how measurements can
be made on PSR and SMR.
SUBJECT 2 - Secondary Radar [SUR SSR]
SSR and MSSR:
Describes the use of SSR for Air Traffic Services
, the main elements of an SSR, explains transponder, signal processing and plot combining
processes and how measurements can be
made on SSR.
Mode S:
Explains needs and benefits of Mode S,
working principles, the complementary use of
Mode S and conventional SSR and describes
the Mode S system.
Multilateration:
Explains how pilot and controller operations
are impacted by the use of MLAT, describes
the ground mode of transponders and explains the MLAT principles.
SSR Environment:
Explains the operational use of ACAS and
implications for pilots and controllers.

SUBJECT 3 - ADS [SUR ADS]


General View on ADS:
Describes basic characteristics and lists the
type of navigation sensors.
ADS-B and ADS-C:
Explains basic principles, major elements,
data links and describes the use of the Mode S
extended squitter. Decodes an ATSERIX signal.
SUBJECT 4 - HMI [SUR HMI]
Describes ATCO, ATSEP and pilot HMI and
different display types.
SUBJECT 5 - Surveillance Data Transmission [SUR SDT]
Describes the implementation of formats and
protocols, characterises the degradations of
the surveillance transmission network and
identifies the causes for a fault.
SUBJECT 6 - Functional Safety [COM FST]
Safety Attitude:
States the role of ATSEP in safety management
routines and in reporting processes.
Functional Safety:
Describes the implications of functional failures in terms of exposure time, environment,
effect on controller and effect on pilot.
