Moorestown High School Theater is bringing to life one of the
most iconic and classic musicals
this spring.
Moorestown High School Theater will present its 2016 spring
musical, Hello, Dolly!, a classic
musical story of the joy of living,
filled with happy songs, fun dance
numbers, loving scenes and big
personalities. The performances
are Feb. 25, 26 and 27 and March 2,
4 and 5.
People should come out to see
Hello, Dolly! because we feature
a wonderfully talented cast. It has
so many people in it, and it is
such a wonderful production for
all ages, senior Olivia West, playing Molloy, said.
I think people should see it because it is refreshing to see great
young people do something wonderful. This is a feel-good musical, all of the messages are about
embracing life, and (youll leave)

More than 50 students in the
cast, and almost 50 more behind
the scenes, have been working
hard since December to put together this classic, high-energy

for a number of fun characters
throughout the musical. Classic

Scanlon Harr said MHS has


been doing a lot of more contemporary musical pieces and decided to do a classic such as Hello,
Dolly! to expose not only the students, but also everyone, to classical musical theater. She feels it is
important to remember how musicals started, where they came
from and how they have developed over the years.
Part of MHS Theater is teaching students about theater and all
of its different aspects. Students
have taken a lot from their experiences with MHS Theater. They
learn so much about theater in
general, but also gain life and career skills, as well as life friendships. Many of the seniors have

As warmer weather approaches, we await the first day when we
can open our windows and welcome in spring. The smell of fresh
grass, warm earthand wait
whats that I smell cooking? It
must be spring cooking programs
in the Recreation Kitchen.
This spring, the Department of
Parks and Recreation will offer a
growing variety of cooking and
baking programs in the Recreation Kitchen for young people
and adults alike.
Beginning with Bread Baking
with Diane MacFeeters, young
people grades two through eight
will learn the basics of baking
bread. In the Parent/Child Bread
Baking class, second and third
graders will have the joy of baking
bread with a parent or adult partner. This one-day workshop will
offer children and parents the op-

portunity to work together to create a yeast bread and a quick


bread. This class will allow for the
younger bakers and parents to
learn about yeast, bread productions, dough rising, proofing and
shaping. During bread rising, time
will be used to make quick breads.
The Bread Baking for grades four
through eight will be instructed
over the course of four weeks on
yeast breads, bread production,
dough rising, proofing and shaping. Students will learn how to
make pretzels, biscuits and yeast
breads.
Additionally, one-day workshops for adults who would like to
venture into the world of bread
baking will be available. Adult
classes in bread baking and cooking alike are growing in popularity.
All bread workshops and the
four-week bread programs are
taught by MacFeeters. MacFeeters
has entered the world of the culi-

nary arts following a distinguished career as an educator.


Having retired from the state, she
has continued her own education
by becoming Serv Safe Certified.
A self-taught baker, MacFeeters
has mastered yeast breads over 45
years of practice. She has a passion for fresh, healthy, whole foods
and looks forward to sharing her
knowledge with others.
Chef Katie Sklarow returns to
the Recreation Kitchen to share
healthy, home-cooked meals this
spring. Offered this spring is Introduction to Baking, a four-week
course covering the basics of baking. Chef Katie has been cooking
and teaching professionally for
more than five years. She has
worked her way up through local
restaurants and graduated with
her bachelors of science in culinary management from the Art
Institute of Philadelphia. She

The state has released its endof-the-year Uniform Crime Report for 2015, and compared to
2014, the crime rate is down in
Moorestown.
Moorestown had a 23.9 percent
decrease in crime from 2014 to
2015. Last year, there were 341
crimes compared to 448 in 2014.
While we are encouraged by a
year-to-year drop in crime, crime
itself is cyclical in nature with
crimes rising and falling each
year, said Chief of Police Lee
Lieber.
According to Lieber the
Moorestown Police Department
looks at the UCR reports over a
period of years to see how crime
is trending for long term planning. Using reports generated by

countywide records management


systems, it is able to target identified problem areas to help reduce
crime.
Some of the biggest decreases
in 2015 were in robbery and simple assault. Robberies were down
80 percent while simple assaults
were down 48.8 percent.
In 2015, Moorestown detectives
brought a string of robberies to a
successful resolution. Since the
string of robberies, Moorestown
officers have remained vigilant,
patrolling areas that could be susceptible to robberies, so that the
department could work to prevent further occurrences.

Moorestown, Lieber said.

Christie and his team have
shown some restraint when it
comes to projecting the states revenue.
Maybe his failed bid for the Republican
nomination for president humbled
him. OK, probably not.
In any case, unlike the last couple
years, Christies proposed budget that
he revealed last week is projecting a
modest 3.1 percent revenue growth.
Thats a breath of fresh air compared
to more recent years, when revenue
projections seemed unrealistic at the
get-go and then proved to be exactly
that by the end of the year.
Those revenue shortfalls, if you
can even call them that, caused serious
problems for the state, both in terms of
balancing the budget and also in the
case of having its credit rating downgraded again and again.

For FY 2017, though, it looks like


Christie and his team have finally decided to go the conservative route.
Christie is hoping his $34.8 billion
proposed budget will be the start of
making the next two years great ones
for our state, as he said in his budget
speech last week. Its nice, as well, that
Christie sounded focused on local issues in our state, rather than larger national and even international issues as
he was campaigning for the big seat in
Washington.
Christies proposed budget includes

no tax increases and the largest payment ever to the states pension plan
$1.86 billion. His opponents will say
thats still not enough, falling way
short of what actuaries say is necessary to keep the pension fund healthy.
His opponents will also say
Christies budget has failed to address
the Transportation Trust Fund, which
is in dire shape and could be out of
money by as early as June. Thats a serious problem, one that Christie said
still can be fixed in time.
The long-term impact of Christies
proposed budget wont be seen anytime soon. We dont love that it doesnt
include increased funding to areas
such as public school aid. However,
there are times when spending must
be curbed to get a budget in line, even
if that takes a few years, and now
seems to be one of those times.

BOE updates 1617 budget projections


Deficit for Moorestown Public Schools dependent on tax levy, banked cap used

At the Moorestown Township Public
Schools Board of Education meeting, business administrator Lynn Shugars gave an
update on the early budget projections for
the 2016-2017 school year. The projections
have a deficit for MTPS ranging from $2.8
million to $919,769, depending on tax levy
and banked cap used.
Were still very much in the development stages of the budget These are
early numbers. The numbers are changing
several times every day, Shugars said.
For 2016-2017, it is predicted that expenditures will total around $68.4 million,

which is a 4.14 percent increase over the


2015-2016 school year. Revenue predicted is
$65.6 million, which is only a 0.12 percent
increase.
With no tax increase, that would mean a
$2.8 million deficit at most and a $919,769
deficit at the least, with the use of a 2 percent tax levy and banked cap from the 20132014 school year.
The 2013-2014 school year has a banked
cap totaling $742,894. After that, there is no
banked cap available for MTPSs use.
The potential tax impact for the average
assessed home at $446,500 would result in
an increase of $121.46 with a 2 percent tax
levy increase and $204.95 with banked cap
added.

Shugars predicts that state aid for the


schools will remain flat. The numbers for
state aid were to be released to the schools
last week, according to Shugars.
It is anticipated the board will once again
receive an update on the 2016-2017 budget
the first week of March after the release of
state aid. The initial submission for the
budget is March 22. A public hearing will
be held between April 25 and May 9.
In the future, Shugars said the district
could be looking at major deficits in the upcoming years if the district doesnt think
about making changes and looking into
new revenue generation ideas.

On Feb. 10, a vehicle parked in
the lot of Subversion Gym on
North Church Street
had its front passenger
window shattered, and
a purse was taken containing wallet, cash
and cards.

On Feb. 4, a 29-year-old man of

and charged with theft by deception. The man stole merchandise
from Boscovs Department Store
in the Moorestown Mall and exchanged it for a store
credit, value $176.98.
He was released on a

with shoplifting were a 32-yearold woman of Bristol, Pa., and a
34-year-old man of Magnolia. The

was also found to be a fugitive
from justice from Pennsylvania
and charged accordingly. She was
remanded to the Burlington
County Jail on $7,500 bail. The

The subjects had two young children with them who were turned
over to Child Protective Services.

On Feb. 6, due to a
motor vehicle stop, a driver was
found to be in possession of marijuana. Arrested and charged with
possession of marijuana less
than 50 grams was a 24-year-old
woman of Willingboro. She was

released on a summons.
On Feb. 10, an unlocked vehicle
on South Lenola Road was entered overnight and some change
was taken.

Insect expected to kill all Moorestown


ash trees within five to eight years
Emerald ash borer infestation confirmed in dead tree in November
Emerald ash borer is a non-native insect pest that infests and
kills all species of ash trees. EAB
was first discovered in 2002 and
has since been found in 25 states
and killed millions of ash trees.
EAB has reached Moorestown. It
is estimated in the next five to
eight years all ash trees in
Moorestown may be dead.
While removing a dead tree in
November 2015, a municipal employee discovered the infestation
and confirmed it was EAB. According to the township-wide tree
inventory, there are about 300
township-owned ash trees along
the streets and in parks, about 4
percent of Moorestowns tree population. It is unknown how many
ash trees are on private property.
The township is closely monitoring its ash trees to determine
when and if the trees need to be

removed or treated. Township


sites where trees are removed
will be considered for replanting
during the next planting cycle.
The Tree Committee has assembled information for homeowners, which is available on the
township website under the Tree
Preservation and Planting page.
The Ash Tree Identification
document will help to determine
if you have any ash trees. If you
have ash trees, you can use the
NABB Decision Guide to help
you decide what action to take. If
you decide you want to treat your
ash trees, Insecticide Options for
EAB is a good report on Insecticide Options for Protecting Trees
from EAB. On page 9 of the report is a table of various insecticide options.
Any treatments should occur
between April 1 and May 15.

two grants
Abused and neglected children
and youth soon will have another
way to express themselves,
thanks in part to two grants totaling $7,500 from the Investors
Bank Foundation and the Roma
Bank Community Foundation to
Community Treatment Solutions
of Moorestown. The non-profit
organization is fundraising to
build its own arts and recreational center for the children and
youth in its many programs and,
in the meantime, will be renting
the Kingsway Learning Center in
Moorestown for the same purpose.
The reality is most of the kids
who come to us have a long history of abuse and trauma, and they
come to us as an alternative to
psychiatric help, said Susan
Buchwald, president and CEO of
CTS. Kids have to go at their own
pace, and thats why this arts and
recreation center is so important.
Its an alternative way for them to
express their history without
having to re-say it.
CTS began to use the Kingsway
Learning Center after school and
on weekends Jan. 15. Buchwald
says CTS, a mission-driven and
strengths-based organization, is
about halfway toward completing
its fundraising goal for building
its own center the Elise Nocella
Arts and Recreation Center
thanks in part to the grant from
Investors Bank. It will be a safe
space where kids can participate
in, create, and enjoy the arts, theatre, music and sports.

Wounded Warrior Project. As the
student body president, he developed a class-wide website, put
into place a texting system for
students and raised thousands of
dollars for a class field trip.
Winners are invited to a celebratory breakfast at the National
Constitution Center on March 23
as well as a leadership conference
at Widener University in fall 2016.
Most notably, winners will receive a scholarship of $20,000 over
four years should they enroll at
Widener University for undergraduate studies.

Lieber feels that the decrease
in crime could be attributed to
residents taking action.
We have continued to encourage our residents to partner with
us in fighting crime by contacting
us when they see suspicious activity. Calls from engaged residents have no doubt been a factor
in the crime reduction, allowing
us to deter crime before it occurs, Lieber said.
In 2015, the Moorestown Police
Department added two SLEO II
officers, allowing the department
to deploy them regularly, check-

ing in on the Church Street Rec


Center, the library and the Main
Street Business District.
To more quickly obtain potential video evidence from business/residential
closed-circuit
television systems to solve
crimes, the Moorestown Police
Department also instituted a voluntary CCTV registration program so that detectives can quickly assess where video may be
available and contact the owner
to arrange for viewing.
In 2016, to decrease the likelihood of having to use deadly
force, the department deployed
conducted energy devices manufactured by Taser as of January.
For accountability, protecting
both citizens and officers, the
Moorestown Police Department
has upgraded its patrol car camera systems. The department will
also be deploying body worn
cameras in the first quarter of
2016.
To be more environmentally

and economically friendly, we


have been transitioning our patrol vehicle fleet to the Ford Utility SUV replacing the larger
Chevrolet Tahoe, Lieber added.
Residents are encouraged to
sign up for community notification systems and social media
connected to the Moorestown Police
Department
such
as
Swiftreach, Nixle and Twitter.
We are utilizing these various
notification/social media products to keep our residents up to
date and aware of what is going
on in town, especially in times of
emergency, Lieber said.

take advantage of the online sign
up for vacation/away house
checks.
