(4) Students who quit following the academic activities of more than 1 (one)

semester of academic activities are not allowed to follow back and


declared as drop=out (stopping) of his status as a student.
Clause 42
Transfer Students
Specialist Education Program

Specialist Doctor Education Program Faculty of Medicine can receive a transfer


from another state university under the following conditions:
1. The study program of the responding student were same as the study
program Faculty of Medicine UNS with the minimumly same grade of
accreditation grade from the national accreditation board;
2. The reason for the petition of moved were sufficiently strong to be
accompanied with a written statement of no academic and non academic
problems fron the deam of university origin;
3. The cumulative grade point (GPA) from origin university should be at
least 3.0.
4. The course of study of the responding students that have been taken in the
origin university were still be calculated in accordance with applicable
regulations;
5. The capacity of the responding study program were still possible;
6. The responding students shall submit a written request to move to the
Rector of the Sebelas Maret University and s copy to the dean of the
Faculty of Medicine, while attaching all the necessary requirements;
7. Without prejudice to the foregoing requirements, the student still have to
enroll a selection that is required by the study program;
8. The Rector can accept transfer students with the approval of the dean and
the chairman of study program.
Clause 43

Adaptation program

A Foreign medical graduates can follow adaptation program in SDPS Faculty of


Medicine UNS after undergoing the process outside Faculty of Medicine, such as:
1. Assessment of the validity of the certificate by the Ministry of Education
and Culture.
2. Have a recommendation from the Indonesian Medical Council.
3. Assessment of the curriculum by the Chairman of Specialist Doctor Study
Program Faculty of Medicine UNS by utilizing the members of the
Collegium of responding Specialist Doxtors.
4. Notice the results of the assessment to the Dean of the Faculty of Medicine
UNS
5. The application of the adaptan received by the Vice Dean-I- Faculty of
Medicine UNS to be assessed the airworthiness requirements and will be
forwarded to the responding Chairman of study program / SPS. Chairman
of study program / SPS along with the staff ot responding study program
will conduct an interviews with the adaptan candidates and decide to
accept or reject the adaptan candidate while noticing the quota of sudy
program for that semester.
6. The Rector may accept adaptation program students with the approval of
the dean and the chairman of study program.
7. Procedures of adaptation program will be further regulated by the dean.

CHAPTER IV
DEGREE, DIPLOMA AND CERTIFICATE OF PROFESSION
Clause 44
Degree

(1) Students who have completed the bachelor education program were
entitled to his undergraduate college degree.
(2) Students who have completed the professional education program were
entitled to his title of the profession.
(3) Students who have completed the specialist education program were
entitled to his title of a specialist.
(4) Name of the bachelor's degree, professional degree, specialist degree and
how to use them will be further regulated in a separate provision.
Clause 45
Diploma and Certificate
(1) Students who have completed an undergraduate education program are
eligible to receive a diploma and an accompanying diploma letter in
accordance with applicable regulations.
(2) Diploma as mentioned in paragraph (1) shall be signed by the dean and
rector, and the accompanying letter signed by the head of study program
and dean.
(3) Students who have completed professional education are entitled to a
professional certificate.
(4) Further provisions on professional certificate regulated in separate
regulation.

Clause 46
Graduation, Pledge and Release
(1) Students who have completed a bachelor degree and specialist programs
were required to attend the graduation ceremony held by university
graduation committee.

(2) Students who have completed professional education of doctors and pass
the competency test were required to attend the Hypocratic oath organized
by the faculty committee.
(3) Students who have completed specialist doctor program and pass the
national competency test are required to follow the doctor specialist
release organized by the committee of the faculty.
(4) To be eligible for graduation, oath and the student release the responding
student must meet the administrative requirements..

CHAPTER V
QUALITY ASSURANCE
Clause 47
(1) The quality assurance of education is an activity of assessing the quality of
education system enrolling.
(2) The quality assurance of education as referred to in paragraph (1) is
implemented internally and externally.
(3) Internal quality assurance as referred to in paragraph (2) shall be
conducted by the study program, faculty, and development and quality
assurance board (DQAB).
(4) External quality assurance as referred to in paragraph (2) shall be
implemented by the college national accreditation board (BAN PT) /
LAM-PT Kes.
CHAPTER VI
TRANSITIONAL PROVISIONS
Clause 48
(1) Rector Regulation No. 7080 / UN.27 / PP / 2015 relating to the burden of
learning and study period applied for undergraduate students, the medical

profession and program specialist doctors began from 2015/2016


academic year.
(2) Rector Regulation No. 7080 / UN.27 / PP / 2015 regulationg matters other
than those stated in paragraph (1) shall apply to all undergraduate students,
the medical profession and program specialists who started at college
period August 2015 - Janary 2016 ,

CHAPTER VII
CLOSING
Clause 49
(1) With the enactment of this legislation, Rector Regulations Sebelas Maret
University No. 317 / UN 27 / PP / 2012 on the Management of Education
and Learning Implementation of Doctor Education is no longer valid.
(2) Further provisions relating to the implementation and management pf
educational program for medical education at Sebelas Maret University
that have not been regulated in this regulation will be regulated in a
separate regulation.

Clause 50
This regulation is effective from the date stated, provided that if later it turns out
an error in this regulation shall be fixed as it should be

PART I
PRELIMINARY
1. Background
State Guidelines as an expression of the will of the people of
Indonesia in realizing the national goal to build the nation based on
Pancasila and UUD'45, has mandated health services in Indonesia to
improve its quality. The results of the health care effort is seen with the
increases in population health status that can be measured by the
magnitude of the decline in infant mortality and an increase in average life
expectancy.
The government set the " Basic Form Operation of the National
Health System" by embracing referral system is divided into three line.
First line of basic medical services as an outpost in the health centers,
Posyandu and Medical Clinic. Second and third line is a medical services
specialist and subspesialistik, a referral center from basic medical services,
held at the General Hospital or the Regional Center from type C to type A.
At the improve development of Clinical Medical Science, it is also
develops advanced medical technology in the field of diagnostic and
therapeutic that has to be part of the competence of a specialist.
Competence of Specialist Doctor in ear, nose and throat- Head and Neck
Surgery (ENT-HNS) department is also one of the important components
in the interest of the government to provide excellent service to the people
of Indonesia.
Specialist Doctors Education of Ear Nose Throat-Head and Neck
Surgery (ENT-HNS) oriented to the development of science, technology
and research in the health sector based on data in the field and specialist

health care needs in the future. In other words, the education specialist
ENT-HNS is an education based on academic education and profession
that is always oriented to the health care needs of Indonesian society today
and the future.
2. Legal Basis
Republic Act No. 20 of 2003 on National Education System
(Education Law) is the legal basis for the implementation and reform of
the National Education System. This law contains the vision, mission,
functions and objectives of national education and national education
development strategy to achieve quality education, relevant to the needs of
the community and competitive in the global life.
Explanation of Clause 7 paragraph 2 of the Medical Practice Act
No. 29, 2004 stated that the general standard of education of the profession
is the standard in accordance with laws and regulations relating to the
National Education System.
In restructuring the Human Resources (HR) especially lecturer /
academic staff, universities as educational workers of Specialist Education
Program (PPDS), bound by Law No. 14 on Teachers and Lecturers Clause
46, paragraph 2, which is the minimum academic qualification of a
master's graduate program faculty diploma or degree program and doctoral
graduates for graduate programs.
Government Regulation No.19 of 2005 on National Education
Standards contains the minimum criteria of the educational component
that allows each path and the education level of education to develop
optimally to the characteristics and peculiarities of the program.

3. Definition of Standards Specialist Education of ENT-HNS


Educational standards of ENT-HNS specialist is the media of
education quality equalizer of ENT-HNS specialist who created and agreed
by the National College of ENT-HNS and ENT-HNS Specialist Doctors
Association of Indonesia (Perhati-KL) in accordance with the desired

competencies. Education standards are also used as a basis to provide


feedback from the users, so that it can be used as a reference for improving
the quality of educational process planning in education centers are
constant and continuous.
Standards of education includes the vision, mission, competencies
desired, the process of education, education evaluation, teaching staff,
infrastructure, as well as ways of managing costs. Standard components
such education should always be adjusted in a planned and detailed in
accordance with the development of science and technology and the needs
of health care refers to the applicable standards.
