Expression of Interest

Expression of interest 'For Consultancy Service' for development of 'Theme based central
amusement park' Area about 22.0 Hectare in Delhi Saharanpur Road Yojna of UP Avas Evam Vikas
Parishad, is hereby invited by the undersigned on behalf of UP Avas Evam Vikas Parishad in two
bid system. The Bids shall be received in this office and office of Executive Engineer Construction
Division-22 (Address: Sector-16A, Vasundhara Office Complex, Vasundhara, Ghaziabad.) up to 3:00
PM on 18.12.12 The Prequalification Bid shall be opened on the same day at 3:30PM . The
Financial Bid of Qualified Bidders shall be opened at 3.00 PM on dated 20.12.12
Other terms and conditions for this EOI can be obtained from this office during working hours. The
same can be seen and downloaded from Parishad Web site www.upavp.com.

Prequalification Criteria : The following shall be prequalification

criteria for this EOI
The Bidder can be individual Architect or landscape consultant or
registered partnership firm or registered firm of repute. Certified copy of
valid registration certificate from competent authority has to be
submitted along with prequalification Bid.
The Bidder should have successfully completed at least two projects of
similar nature (Area not less than 10 Hect.) in India or abroad. The
documentary evidence for this has to be submitted along with
prequalification Bid. The completed project shall have to be of national
reputation.
The Bidder should have exposure of carrying out similar parks in
India/aboard; the proof of such exposure has to be submitted along with
prequalification bid. The proof may be in the form of photograph, video &
certificate etc.
The Bidder should have Service Tax Registration and should have PAN No.
Bidder should have qualified staff for above. The principal consultant of
firm must have experience of 15 years of similar type of works.
The Turnover of firm for last three years from consultancy work should
not be less than INR 15 Million for which documentary evidence has to
submitted along with Prequalification Bid.
JVs are not allowed.

Scope of Work: The Following shall be scope

of work under this

consultancy service.
Presentation of the facilities/ features of similar parks in India or aboard.
Survey of site to collect site data such as contours topography etc required
for proper planning.
Interacting with UP Avas vikas Parishad Officials for accessing the
requirement / features / facilities required in the park.
Surveying the locality and collecting data for developing the 'Theme Park'
Creating Concept Design of Park and discussing it with Parishad officials as
per need and incorporating the ideas / thoughts conceived.
Creating the final Concept Plan and Submission for approval.
Detailed Planning and Designing the Elements of Parks as approved in
concept Plan and discussing the same with Parishad Officials and
incorporating the ideas / thoughts so conceived.
Creating and Submitting the Detailed Planning and Designing of Elements
of Park for approval.
Preparing and submitting the Detailed Designs and Drawing for Execution
along with detailed cost estimates / Bill of Quantities as per approvals for
execution.
Preparing, Planning and designing the services including Fire Fighting /
Disaster Management inside the park and submitting along with detailed
cost estimates / Bill of Quantities for execution.
Preparing landscape designs, obtaining its approval and submitting along
with detailed cost Estimates, bill of Quantity for Execution.
Site visits of reputed national and international parks to be arranged for
concerning Parishad official as and when required. All expenses to be
worn by the consultant.

3. Mandatory Compliance to Development Rules/IS Codes:

The following must be followed while creating / Designing This Theme
Park.
The Concept Plans / Designs shall have to be as per prevailing
Development Rules / Guidelines / Relevant Indian Standards.

 All Structural Designs of the Elements of the Park shall have to be as per IS
codes and Public Safety Norms.
The Structural Designs Shall have to be vetted by Academic Institutions of
Repute (Govt Engineering College)
The Cost Estimates shall have to be based on UP PWD SOR / DSR / Market
Rates.
The Details of Measurements / Mode of Measurements shall have to be as
per IS 1200
4.

Payment of Fee:

The Payment shall be made in following stages.

After approval of Concept Design

After approval of Design of Elements of Park
After Submission of vetted designs and detailed drawings for elements of
Park.
After Submission of Detailed Cost Estimates with Bill of Quantities.
After Submission of detailed cost Estimates for landscape work along with
Bill of Quantities.
After Submission of Services Design, Drawing and BOQ
After submission of as built drawing (Completion Plan)

TIME FRAMEWORK :
Conceptual drawing should be submitted with in three month of award
of work. Remaining details should be completed with in next three
month after approval of conceptual drawing.

6.

OTHER TERMS AND CONDITIONS:The

following shall also

form part of terms and condition.

The Designs / Drawings / BOQ shall have to be submitted in 6 copies and
in Auto cad soft copy. Additional copies shall have to be submitted on
demand.
Canvassing in any form shall be liable for disqualification and Bidder shall
be disqualified.
The Parishad Reserve the right of rejecting Bid of Any one or all Bidders
without assigning any reason.

 The Prequalification Bid and Financial Bid shall have to be in separate

sealed envelops. These both envelopes may be kept in one larger envelop.
The Financial Bid must contain the Total Fee Payable for this work along
with percentage Break up of Total Fee under heads mentioned in Sl. No. 4
above.
The final selection will be done by interview of shortlisted firms.
