DEFINITION OF BABY DUMPING

According to the Headquarters of Royal Malaysia Police (PDRM) baby dumping means that
the acts of leaving away the babies at any places without taking care of the babies. Similary
with Prof Dr. Harlina Siraj says baby dumping is a social crisis and has a cronic increase as
many cases are occuring in Malaysian society.
The baby dumping refers to discarding or leaving alone, for an extended period of time, a
child younger than 12 month of age in a public or private setting with the intent to dispose
of the child. It is a crime which happens when close proximity is commited between a guy
and a women and resulted in unwanted baby.
The baby dumping issue arise when the woman had her unplanned pregnancy and
been pressured by the question about the status of the child. Beside they may feel
that they are not yet ready for his responsibility. In terms of tradition, young women
fear rejection by their parents and the community if they are found to have had a baby
outside of marriage. This tradition will absolutely increase the cases of baby dumping.
Pregnant women that are rejected by their boyfriends, who may even deny being in
any relationship with the woman and the child may then dump the baby because she
fears that she will be unable to look after the child alone, or to afford the childs
maintenance. In conjunction prostitution also will cause baby dumping

CAUSES OF BABY DUMPING

Hye..My Friends..today I want discuss about the causes of baby dumping...
In my opinion the main causes of baby dumping is parents role. I think nearest
person with teenagers is parents, so only parents can curve their son's behavior.
If their parents can't give good education to their son's, is not impossible their
son's can't compare between true all false. So that's not impossible teenagers can
interupe to the phenomenon baby dumping...

Emma, I agree with your opinion that parents must pay a lot attention to
their sons, especially about moral education, but in my opinion not only
moral education is the main role that causes baby dumping phenomenon
because the other role such as internet, television also one of the cause
behind baby dumping. There are still some of us who do not understand
the real meaning of sex. Consequently, certain abuses take place. In the
web for example, we have the cyber sex which is getting a lot of attention
especially from the teenagers. We cannot of course prevent them from
chatting in the web or engaging into cyber dates since the internet has
proven its worth in terms of socialization and communication. Thats easy
to interupe teenage to the sex without marriage and then, when they make
sex and pregnant without married, the problems (pregnant un-married)
that could make one get confused and decide to do things that cannot be
done by a normal human being,so thats why some women decide to dump
their children.

Besides that, baby dumping phenomenon also happen when unwed girls
find themselves pregnant,afraid to tell their parents about unwanted
pregnant and their dont know what to do, so the best thing in their mind is
throw out their babys without feel guilty because its only the way to solve
their problem..

I think low living standard cause that teenagers take road cut to get money
by working as prostitute. Due to that job, that possibility of teenagers will
be pregnant and remove that baby without guilt...
what do you think zura and syira???

I agree with zura but I want share about my opinion. I think, the causes of
baby dumping is a their afraid for face to face with society. May be, their
will being humiliated by the community. So, their feel for doing baby
dumping. The purpose is a can't ashamed. Are you agree with my opinion?

on the other case such as rape case? I feel baby dumping doesn't involving
prostitution only but the baby dumping also involves another case. Zura,

yeah,i agree with u emma,but for your information not only prostitute
throw ut their babys because its involved who have standard profesion and
as syira said,we must look it at the other perspective such as rape, because
it's is not their false and make sex without their permission.so when they
pregnant, they choose to throw out their baby's because when look at baby,
make their trauma.

if see perspective as rape, i think that teenagers can give baby to others
take care of him or pass to social welfare house. Even, i think have no cause
to remove baby. Maybe, could care for baby with parents support. Besided
that, teenagers no need shyness because all which happen this sure be his

and this case really happen at Kedah in Mac 2009, which that students
involved alleged be rape victims in capital when go back for a holiday but

she dont report that incident to her families and police. The student secret
giving birth to child out of wedlock uncovered when she complained have
stomach ache before their teacher bring her to the hospital. However
doctor decided, actually she dont have stomach ache but new give birth
and after being persuaded of her teacher and doctor, she's finally admitted
childbirth and throw her baby behind school. So from that case we know,
baby dumping not only happen and doing by who involved in social
phenomenon but from the rape victim.

In the article i just read about "Baby-dumping and Infanticide" say, thats
issues (dumped their baby) happen because new mothers, especially young
mothers (under age) may feel overwhelmed by the idea of parenthood.
They may have difficulty coping with the drastic physical and emotional
changes they are experiencing. They may be suffering from the
depression sometimes brought on by the hormonal changes associated
with giving birth. They may be convinced that they will be unable to
provide for the child, and they may feel that there is no one they can turn to
for help. They also may fear the shame of having given birth outside of
marriage, or they may fear that they will be unable to continue their studies
if anyone knows about that. So none of these feelings can excuse they from
throw their baby.

But its dependts to the situation,and some of the other factors is their
mother's leading to the children abandonment included early pregnancies,
rejection by male partners claimed to have fathered the children, scolding
by parents, poverty, and broken marriages. Besides that, unwanted
pregnancies also has been one of the major causes of baby dumping, this is
because most of these young ladies are not prepared to take care of the
children.

Fellow Datuk Dr Abdul Monir Yaacob.From the statment, he said declining
value of the family institution led to babies being dumped. So, from that
statment,we know that family institution is one's causes of baby dumping.

yup, you'r right Syira, besides that,baby dumping also causes because she's
victim of rape by the strange. This can related to the issue in Kedah which
student was rape by the stranger when go back for a holiday but she didnt

Another factor that cause of baby dumping is family break-up. Family
break-ups happen after a long period of misunderstandings, fighting and
unhappiness. Sometimes they happen suddenly and it is hard to
understand why there needs to be change at all. Children are mostly
affected by this kind of situation. If both their mother and father decided to
a divorce and one cannot raise their child alone, tendency is that they will
abandon their child. This child will become homeless and found himself
alone and interrupt with social problem such as sex without married.
Lastly when theyre pregnant and born they choose to dump their babies
without feel guilty because maybe they dont understand the importance of
a child in a family.

As you(emma)said before poverty also another factor that causes baby
dumping but i want talk in detail about that.Persons in cultures with poor
social welfare systems who are not financially capable of taking care of a
child are more likely to throw their babies. Political conditions, such as can
the lack of institutions, such as orphanages, to take in children whom their
parents cannot support may also contribute to child abandonment.
Societies with strong social structures and liberal adoption laws tend to
have lower rates of baby dumping.

but,we must look at the other perspective such as their tradition allowed to
married after pregnant and pregnant without married is not "taboo" in
their society. so if they pregnant without married it's not a big problem and
can gave birth their baby without feel guilty. That's different in malay
traditions and Islam religion not allowed pregnant without married. maybe
that's perspective causes they to dumped their babies. But that's not mean
they must solve this problem by throw their babies.(sorry if other religion
also not allowed to pregnant without married, because i just look in Islam
and malay perspective)

yeah emma,me too..and i want add some information and statement from
Dr Boulton. Dr. Boulton said that mothers who throw their babies normally
do so under desperate circumstances. Having ones first child is the most
stressful experience someone can go through. Young mothers can be
vulnerable, especially if they are alone and do not have the experience or
social support to cope.refer to this article so we know when they are under
desperate they might do unnormal thing.

baby dumping. He said widespread access to porn and weakened family ties have caused an

Womens Aid Organisation executive director Ivy Josiah disagreed with Bakri, saying there

Criminalise baby dumping as an act of murder

The Cabinet has decided that the Home Ministry through the police, investigate these cases as
murder when a baby dies.

Women, Family and Community Development Minister Datuk Seri Shahrizat Abdul Jalil, on
her ministrys proposal to the cabinet. She said the cabinet agreed that drastic steps had to
be taken to stop baby dumping.
Police will be asked to investigate, under Section 302 of the Penal Code, abandoned babies
which have died. Under Section 302, the punishment for murder is death. Currently, baby
dumping is investigated under other sections or under the Child Act for abandonment,
concealment of birth by secret disposal of body, and infanticide, which stipulate jail terms
and fines upon conviction.
Reactions to the cabinet decision have been negative, with some saying that capital
punishment would not be a deterrent, and that sex education, counselling and support
would be more effective. Prime Minister Datuk Seri Najib Razak said not all cases would be

Although it would take a long time and a lot of money to set up, a DNA bank remains the best solution
to the baby-dumping menace.

Selangor police chief Deputy Comm Datuk Khalid Abu Bakar, suggesting the usefulness of
a DNA database to trace the parents of abandoned babies. He said many baby-dumping
cases and other crimes remained unresolved because of a lack of information. (Source: CPO:

Why not stop the stigma provide baby care, sex education and safe haven laws
instead?
Criminalising abandonment encourages someone, already in a terrible situation, to make a worse
decision to hide a baby.
The classical fiqh does not try to legislate against promiscuity post facto, knowing that any such
activity would harm the baby. In order to save the babys life, there can be no criminalisation of
abandonment.
There must be a safe and anonymous way a parent can hand over a baby to the care of someone
else.

International Institute of Advanced Islamic Studies (IAIS) Malaysia principal research fellow
DrEric Winkel, on the classical position in Islamic jurisprudence or fiqh, which emphasises
saving a babys life. Winkel argued that a child was at greater risk if baby dumping was
criminalised.

He added that the desire to punish promiscuity must be a separate matter from ensuring the
babys safety. His article also highlighted a few baby hatch programmes which have saved
thousands of lives in various countries, including conservative societies. Youths should also
be taught to develop their own filters to make good decisions and navigate the modern
world with all its sexually charged messages, Winkel said. (Source: Focus on saving the life

Government can consider enacting a law to allow a parent to confidentially surrender a baby to any
hospital emergency room or any designated place. The parent should also not be arrested or
prosecuted.

Wanita Gerakan deputy chief Ng Siew Lai, urging the cabinet to consider ways to help
unmarried mothers instead of punishing them. Ng noted that the US had such laws in
response to the problem of unwanted pregnancies.
She also said the womens wing disagreed with the cabinets decision that baby-dumping
cases be investigated as murder. Instead, counselling, rehabilitation, and sex education were

Dear TNG,
I can accept some form of sex education that consists of Biology and Morals. What Malaysia cannot do
is teach Muslim youth how to use and obtain contraceptives because that is implied or tacit
approval of pre-marital sex. In Islam there is no problem with teaching the Biology of Human Sexuality
along with Islamic Moral Values. But you cannot teach Muslim youth about how to get and use the
condom.
That is why neither PAS nor Umno will allow for the teaching of how to use and obtain contraceptives.

this is no longer about contraceptives per se.this is about accepting and treating these mothers and
their child without scorn and judgmentonly then will the baby dumping stop. its not too much to
ask, i thinkespecially when Muslims are enjoined to treat others with love and kindness . after all,
the babys mother and father may have sinned, but the baby is sinless, right?

I think people forget that baby dumping is actually a natural maternal instinct its called
neonaticide.
Neonaticide happens rarely in human beings, and even more rarely in the 21st Century, but that
doesnt mean it isnt present. When a mother feels that the infant she gave birth to either a) has a slim
chance of survival or b) may jeopardize her chances of survival, she will abandon or kill the child.
Various human societies have practised systematic neonaticide at certain times in history.

Young women who commit neonaticide in Malaysia frequently cite issues like shame or fear as being
their primary motivator for discarding the baby. Shame tactics such as those employed by government
campaigns or media discussion may very likely have the opposite effect.

The solution to baby dumping is the DECRIMINALISATION of sex out of wedlock.

Embrace and engage first-time mothers (ala Juno). Support and encourage. For the love of
God/Allah/Yahweh/Jehovah/ShangTi/WhateverLanguageYouSpeak, stop treating these women like
criminals because they are not.
Sex is beautiful, sex is natural, babies are made. Some people believe they need approval from a
priest/imam/etc and a marriage certificate to have sex. Fine. But they have no right to impose that
belief on others.
Look, if you believe your religion/faith/belief-system says that sex out of wedlock is wrong, then fine
But to impose it on society is just wrong. And dont get jealous [of] the people who do get laid before

BIRTH CONTROL needs to be made readily available. Im not just talking condom dispensers in the
mens room Im talking about proper education about the Pill and other methods such as Depo

happens in Saudi Arabia. It happens in Malaysia.
Some people just like to make a big deal out of it claiming that without religious approval for [having

breakdown of society and blame all sorts of social problems on that.
Well Ive got news for you. The hippie movement didnt destroy American society. Finland, Norway, and
Japan dont criminalise it and have stable societies.
CRIMINALISING SEX without approval from some religious person is WRONG!!!
And its not just legal, but social as well. The social stigma of having a relationship progress naturally
to a point where a couple has sex must be eliminated.
SUPPORT TEENAGE MOTHERS! Treat them with respect and kindness Not scorn and hate.

If youve got a 16-year-old girl whos pregnant in a society that will judge, castigate and stigmatise her
for years, guess whats going to happen?
So I have an alternative proposal, castrate the man when you find out who it is and can confirm it with
DNA testing. Lets see how many unmarried pregnancies and baby dumping cases you get when its a
man who has to suffer for once and not the girl.

Sex education, contraceptivesthose will be great but not everyone can agree on it due to differing
opinions based on their belief systems and values. In other words, baby dumping will stop only when
we start showing compassion instead of condemning/judging the young people involved. Even that is
too much to ask, apparently, judging from the spate of baby-dumping happening of late. But Im still
hopeful that someday things will change
