Manitobaoffersmuchloweroverheadtohighrevenuetechnologystartups,andthereisnowarapidly
growingcommunityofsuccessfulyoungentrepreneurscreatingjobsandopportunities,whoactively
mentornewcompanies.Butwithinfiveyears,manyofthesecompaniesfindtheyneedtoleavethe
provinceinordertoseekcontinuedgrowth.
Theprovincialgovernmentisinanidealpositiontoretainthesegrowthindustries,butonlyifthey
choosetolistentothecommunityandriskactingatthespeedofbusiness,ratherthanthespeedof
government.Innovationdoesn'thappenwhilewaitingforanoldsystemtocatchup.

Challenges
Manitobansaremoredisconnectedanddisillusionedwithpoliticalleadershipthaneverbefore,

jurisdictions,limitedbyriskaversionandfear.Superficialconsultationexistsinplaceofmechanismsfor
meaningfulparticipation.Manitobansvoiceremainsrestrictedtotheballotboxeveryfouryears.
Alignmentbetweenthevariousfacetsfromacademiatogovernmenttotheprivatesectorexistsin
pockets,butoutsidethecontextofanoverallcoordinatedvisionandplan.
SuccessivebudgetdeficitsandaballooningprovincialdebtthreatentounderminetheProvinces
capacitytodeliverlongtermplansandprogramsthatsupportourqualityoflife.
Oureconomycallingcardtotheworldeconomicdiversityprovideseconomicstabilityatrealcostof
economicleadershipandattractionofnewinvestment,enterpriseandpeople.
From1982to2013,Manitoba'sactualannualgrowthratewasabelowaverage2.1percent.Figures
fromStatisticsCanadafor2014revealManitoba'srealGDPgrewatarateofonly1.1percent.Manitoba
mustdecidewhereitcanleadandalignthepiecestothatendifwearetofuelmeaningfulgrowth.
Capitalthelifebloodofbusinessgrowthandsuccesscontinuestobeamongstthemostchallenging
obstacleswithinManitoba.From20122014,ManitobafinishedsecondtoPEIintermsoftheleast
amountofventurecapitalinvestmentinCanada;in2014,ManitobatiedPEIintermsofzeroventure
capitalinvestment.

FullparticipationinManitobaseconomyremainsanelusivegoalforfartoomanyManitobans,in
particularourindigenouspeoples.Manitobafamiliesincomesecurityis8thlowestamongthe10
provincesandafull$10,000belowStatisticsCanadas2012CanadianIncomeSurveymedianaverageof
$71,700.AccordingtotheUniversityofWinnipegsInstituteofUrbanStudies,from1980to2010,40%
ofWinnipegneighbourhoodsexperiencedadeclineinincomes.Manitobastaxratesandbrackets,
havingfailedtokeeppacewithotherprovincesandthechangingfaceofoureconomy,arestandingout
forallthewrongreasons.
Incomedisparityandotherqualityoflifeindicatorssuggestmanyofthecurrentapproachesarefalling
short.
AccordingtoStatisticsCanada,overthelast30years,174,000Manitobanshavelefttomigratetoother
provincessecondonlytoQuebecinlargestnetloss.Whileimmigrationfromothercountrieshas
softenedtheblow,fartoomanyManitobansarenotchoosingManitoba.
Strengths
Manitobasuccessrequiresmorethanconcretemeasurementstorectifythechallengesthatcurrently
exist;werequirethoughtfulexaminationofandadedicatedplantoleverageourexistingandemerging
strengths.
Manitobafeaturesanumberofindustriesthataresettingthepacebothintheirsectorandinour
economicfortunes.
OurvalueaddedfoodprocessingindustryisthelargestmanufacturingsectorinManitoba,accounting
forapproximately$4billioninmanufacturingshipmentsin2010.Manitobaboastsatransportation
networkthreeClassIrailways,a24/7globalaircargoairportandaninternationaltruckinghub
featuringNorthAmericaslargestinlandportandawindowtothenorthinthePortofChurchill.
Winnipegsinnovationandcreative+designcommunitiesfeatureglobalpioneersinmachinelearning
andvirtualrealitytointernationalawardwinnersinarchitectureandthearts.Inthelastseveralyears,
InnovationAlleyintheWestExchangealongwithManitobasICTecosystem(StartupWinnipeg,
InnovateManitoba,Futurpreneur,TheEurekaProject,NewMediaManitoba,ManitobaTechnology
Accelerator)hasarisenasanacclaimedstartuphubwiththecreativedensityandcommunitytogrow,
attractandretaintechstartupsandscalethemtoworldclasscompanies.Educationassets,suchasthe
UniversityofManitobascuttingedgecomputervisionprogram,aredeliveringthenextgenerationof

ManitobaHydrooffersastrongbaseonwhichtopowerManitobaspositionasanenvironmentally
responsiblecommunityinvestedincleantechnology.
RecordinvestmentsinManitobasphysicalinfrastructurehavebeguntoaddressagrowing
infrastructuredeficit,addedaneededplatformtoadvanceoureconomicpursuitshereandabroad.
ManitobasProvincialNomineeProgram(MPNP)sawthearrivalof13,100newManitobansin2013,an
almostfourfoldincreasefrom14yearsearlier.TheintroductionoftheMPNPforBusinessProgramin
2000hasledto633businessesestablishedandover$222millioninvestedintheprovince.
