Le prsident de la Cour internationale de Justice,
Vu larticle48 du Statut de la Cour et les articles44, paragraphes1
et4, 45, 48 et49 de son Rglement,
Vu la requte dpose au Greffe de la Cour le 28aot2014, par laquelle
la Rpublique fdrale de Somalie a introduit une instance contre la
Rpublique du Kenya au sujet dun diffrend relatif
ltablissement de la frontire maritime unique sparant la Somalie
et le Kenya dans locan Indien et dlimitant la mer territoriale, la
zone conomique exclusiveet le plateau continental, y compris la
partie de celuici qui stend audel de la limite des 200 millesmarins;
Considrant que, le jour mme du dpt de la requte, une copie certifie conforme de celleci a t communique au Kenya;
Considrant que la Somalie a fait connatre la Cour, dans sa requte,
quelle avait dsign S.Exc.M.AbdirahmanDualehBeileh comme agent
et S.Exc.M.ElmiAhmedDuale comme agent adjoint, et, par une lettre
en date du 16septembre2014, quelle avait dsign S.Exc.M.AliSaidFiqi
comme coagent; considrant que, par une lettre en date du 30septembre2014, le Kenya a fait connatre la Cour quil avait dsign
S.Exc.MmeMakenaMuchiri comme agent et lhonorableGithuMuigai
comme coagent;
Considrant que, lors dune runion que le prsident de la Cour a tenue
avec les agents des Parties le 15octobre2014, en application de larticle31

IN THE INDIAN OCEAN
(SOMALIA v. KENYA)

ORDER
The President of the International Court of Justice,
Having regard to Article48 of the Statute of the Court and to Articles44, paragraphs1 and4, 45, 48 and 49 of the Rules of Court,
Having regard to the Application filed in the Registry of the Court on
28August 2014, whereby the Federal Republic of Somalia instituted proceedings against the Republic of Kenya with regard to a dispute concerning
the establishment of the single maritime boundary between Somalia
and Kenya in the Indian Ocean delimiting the territorial sea, exclusive
economic zone...and continental shelf, including the continental
shelf beyond 200nauticalmiles;
Whereas a certified copy of the Application was communicated to
Kenya on the day it was filed;
Whereas Somalia notified the Court, in its Application, of the appointment of H.E.Mr.AbdirahmanDualehBeileh as Agent and of
H.E.Mr.ElmiAhmedDuale as DeputyAgent, and, by a letter dated
16September 2014, of the appointment of H.E.Mr.AliSaidFiqi as
CoAgent; whereas, by a letter dated 30September 2014, Kenya notified
the Court of the appointment of H.E.MsMakenaMuchiri as Agent and
of the HonourableGithuMuigai as CoAgent;
Whereas, at a meeting held by the President of the Court with the
Agents of the Parties on 15October 2014, pursuant to Article31 of the

du Rglement, ceuxci ont expos les vues de leurs gouvernements respectifs quant aux dlais ncessaires aux fins de la prparation des premires
pices de la procdure crite; que la Somalie a sollicit un dlai de
neufmois, compter de la date du dpt de la requte, pour la prparation du mmoire; que le Kenya a indiqu quun dlai de douzemois serait
appropri pour la prparation de son contremmoire; que la Somalie, en
vue de parvenir un compromis, a propos quun dlai de dixmois et
demi soit fix pour le dpt de chacune de ces pices; et que le Kenya a
dclar quil sen remettait, cet gard, la dcision de la Cour;
Compte tenu des vues des Parties,
Fixe comme suit les dates dexpiration des dlais pour le dpt des
pices de la procdure crite:
Pour le mmoire de la Rpublique fdrale de Somalie, le 13juillet 2015;
Pour le contremmoire de la Rpublique du Kenya, le 27mai2016;
Rserve la suite de la procdure.
Fait en franais et en anglais, le texte franais faisant foi, au Palais de
la Paix, LaHaye, le seizeoctobre deux mille quatorze, en trois exemplaires, dont lun restera dpos aux archives de la Cour et les autres
seront transmis respectivement au Gouvernement de la Rpublique fdrale de Somalie et au Gouvernement de la Rpublique du Kenya.

Rules of Court, those Agents expressed the views of their respective Governments regarding the timelimits required in order to prepare the first
round of written pleadings; whereas Somalia requested a timelimit of
ninemonths from the date of the filing of the Application for the preparation of the Memorial; whereas Kenya indicated that a period of twelve
months would be appropriate for the preparation of its Counter
Memorial; whereas Somalia, in an attempt at compromise, proposed that
a timelimit of tenandahalfmonths could be fixed for the filing of each
of those pleadings; and whereas Kenya stated that it could leave the decision thereon to the Court;
Having regard to the views of the Parties,
Fixes the following timelimits for the filing of the written pleadings:


13July2015 for the Memorial of the Federal Republic of Somalia;

27May2016 for the CounterMemorial of the Republic of Kenya; and
Reserves the subsequent procedure for further decision.

Done in French and in English, the French text being authoritative, at

the Peace Palace, TheHague, this sixteenth day of October, two thousand
and fourteen, in three copies, one of which will be placed in the archives
of the Court and the others transmitted to the Government of the Federal
Republic of Somalia and the Government of the Republic of Kenya,
respectively.
