Oil exploitation in Indonesia has been going on for more than one century
periodically draining the existing oil potency, crude oil reserve in Indonesia (2009) was
7,998 MMSTB (proven reserve 4,303 MMSTB and potential reserve 3,695 MMSTB), with
production level of 357 million barrels per year, it is predicted that oil in Indonesia
would be exhausted in about 10 years.

While during the last fifteen years, the development of natural gas reserve tended
to increase, as of January 2009, it was recorded about 159 trillion standard cubic feet
(TSCF). With production level of about 2.74 TSCF per year, the natural gas reserve
exploitation is predicted to go on for about 40 years.

Along with the issuance of UU Migas No 21/2002, and Kepres No. 57/2002, it is
potentially changes the management pattern of oil and gas in Indonesia, such as the
distribution of government, regulator, and business player of oil gas function, sorting the
business chains of several main activities (unbundling), and focusing on the
liberalization of downstream oil and gas sector. Paragraph 8 article 1 of UU No. 21/2002
firmly stated that the government should prioritize the utilization of gas for the domestic
consumption needs.

During the last five years, domestic gas needs was increased significantly or
almost reached 100% from 29.6% (2002) to become 49.5% (2008), during the period of
2003 – 2008, 96 gas business contracts has been signed with various users.
Accumulatively, the gas contract volume reached 14.56 TCF, consisted of industrial
sector 5.9 TCF (41%), electricity 5.83 TCF (40%), fertilizer industry 2.83 TCF (19%).
However, until now, the limitation of infrastructure and economy often cause domestic
gas supply scarcity.

By the end of June 2009, it was reported that DESDM has prepared a short-term
program (2010 – 2014), such as simplifying the bureaucracy of exploitation license,
increasing production and energy utilization for domestic market obligation.

Referring to the statement of the Directorate General of Oil and Gas, Evita
Legowo, in the 2010 budget, there are seven oil and gas priority activities, such as
development of gas transmission and distribution, service and monitoring natural gas
business, front end engineering design (FEED) of LPG mini refinery development.

Considering that the APBN fund source was still below the level of 10% (of the
needs), the private sector needs to participate actively in the gas development activity in
Indonesia in 2010 – 2014.

By discussing the issue of gas industry in Indonesia, including the production


progress and its utilization, enriched with the prospect of domestic natural gas resource,

and acceleration of energy diversification policy implementation, made this study is very
useful for the players in the gas industry, including the government and involved
