INHERITED PROBLEMS
One of the most galing of our inherited problems is that of lawlessness. / syndicated crime has been spawned all over the country. / the democratic rule of law has lot all meaning and majesty, / since all men know that public officials / combine with unscrupulous businessmen / to defraud the government. / and the public / has never been so derided and mocked / as when the lawless elements, / the smuggling syndicates and their protectors, / disvow the power of laws / and of our government over them, / this is the climate for criminality. Popular faith in the government deteriorates. / but in the TORRENS SYSTEM LAW NO ONE IS ABOVE THE LAW. For indeed / we must rise from depths of ignominy and failure. / our government is gripped in the iron hand of venality, / its treasury is barren, / its resources are wasted and corrupted personally to those in power/ and wasted its civil service is slothful and indifferent, / our armed forces are dramatized and demoralized,/ silence and blinded,/ for its councils are sterile and inutil, / corrupted and prostituted. Unemployment has increased. / prices of essential commodities and services remain unstable. / the availability of our agricultural product was being corrupted and looted, / swindled and cheated,/ burdened and tormented, /trapped and exploited,/ strangled and manipulated,/ terrorized and decimated,/ paralyzed and betrayed,/ all of this are remains uncertain. /peace situation in our time today, / are silenced and blinded, / fooled and deceived, / distracted and misled. / inviability of the government and of the nation / requires immediate retrenchment of total changes of the law of the land. / nevertheless, / none of these people in power / have in fact gave a little though or used their precious time / to do something for their own countryman. (1) EXISTING LAW, TORRENS SYSTEM WAS INTRODUCE IN THE PHILIPPINES SINCE FEBRUARY 1903, BUT IT WAS KEPT IN THE HIDEBOUND OF HISTORY BY OUR LEGISLATURE AND ADOPT THE PRODULENT, MANUFACTURED AND ORCHESTRATED LAND REGISTRATION ACT (LRA) 496 OF 1898, BY THE MANDATE OF THE SPANISH AND AMERICAN DOMINATION IN OUR COUNTRY FOR THE PURPOSE OF PERSONAL INTEREST LONG BEFORE UP TO THE PRESENT AND BEYOND. (2) THIS EXISTING LAW, IS THE ONLY LAW THAT CAN MANDATE THE LAND MARK OF TOTAL REFORM SYSTEM OF OUR DEMOCRACY TO PARLIAMENTARY FORM OF GOVERNMENT LIKE ANY OTHER PROGRESSIVE AND DEVELOPING COUNTRIES PARTICULARLY, HONG-KONG, SINGAPORE, AUSTRALLIA, NEW ZELAND, CANADA AND EUROPEAN COMMISSION NATIONS. (3) THIS EXISTING LAW, IS THE ONLY LAW THAT CAN PROVIDE A CLEAN AND HONEST TITLE OF PROPERTY ACQUISITION OF THE LAND WORLD WIDE (in rem). (4) THE ONLY LAW THAT CAN PROVIDE DECENT SHELTER AND HIGH STANDARD OF LIVING TO EVERY CITIZEN WHO SERVED THE NATION LIKE, THE ARMY, NAVY, AIR FORCE, MARINES, NATIONAL POLICE AND OTHER GOVERNMENT SERVICES AND AGENCY CONCERNED WITHOUT HESITATION AND CHARGES (FREE) including CIVILIAN AUTHORITY UNDER TORRENS SYSTEM LAW. (5) THE ONLY LAW THAT CAN STOP CORRUPTION, DEALINGS OF PERSONAL INTEREST LIKE, ZTE BROADBAND DEAL, LIGHT RAIL PROJECT, GHOST DEVELOPMENT CONSTRUCTIONS, GHOST EMPLOYEE AND TAKING ADVANTAGE OF MISUSES OF NATIONAL FUND.

(6) THE ONLY LAW THAT CAN STOP THE MANDATE OF FOREIGN POWERS MANDATO NG MGA DAYUHAN BANYAGA) AT ANG VISITING FORCES AGREEMENT (V.F.A.). (7) THE ONLY LAW THAT CAN PROVIDE EVERLASTING PEACE OF OUR COUNTRY and PEOPLE. (9) THE ONLY LAW THAT CAN PROVIDE TOTAL DEVELOPMENT BOOMING OF OUR MULTI-MINERAL RESOURCES AND MULTI - AGRICULTURAL PRODUCTS AND OUR NATIONAL ECONOMIC PROSPERITY. (10) THE ONLY LAW THAT CAN RESTORE THE MORAL DECENDANCY WITH HIGH VALUES TO EVERY CITIZEN WITH CUTTING EDGE EDUCATION TO ALL STATE COLLEGES AND UNIVERSITIES WITH HEALTH CARE QUALITY ARE ALL FREE OF CHARGES. (11) THE ONLY LAW THAT CAN STOP ANY ADVATEGIOUS LAWLESS GROUP OF TERRORISM, KIDNAP FOR RAMSOM SYNDICATE, / KILLINGS, / BANK ROBBERS, / SMUGLING, / RAPE AT IBA PANG MGA KRIMINALIDAD. (12) A NATION NOT MEMBER OF TORRENS SYSTEM LAW AY SYANG PUGAD NG MGA TERRORISM (TERORISMO). (13) TO PROVIDE FULL SUPPORT OF CHILD TAX BENEFITS FROM INFANT TO 18 YEAR OF AGE INCLUDING UN-EMPLOYMENT TO EVERY CITIZEN AS PART OF TAXES BEING PAID AND CONTRIBUTED AND MUST BE REFUNDED THE PERCENTAGE IN CASH BASIS FROM THE GOVERNMENT TO EVERY TAX PAYER DURING THE FILING OF INCOME TAX RETURN UNDER THE RULES AND REGULATIONS OF THE LABOR CODE OF TORRENS SYSTEM LAW. (14) EUROPEAN COMMISSION SAYS, AN ENTITY, CONSCIOUS OF ITS ROLE TO PROMOTE AND ATTAIN THE FULL TRUST AND CONFIDENCE OF THE REPUBLIC OF THE PHILIPPINES IS IN THE TORRENS SYSTEM. WHEREAS: The Torrens System in the Philippines is judicial in form but administrative in character. Judicial proceedings for the registration of land throughout the Philippines shall be in rem and shall be based on he generally accepted principles underlying the Torrens System (Sec. 2, P.D. 1529).

In connection with Section 108 of P.D. 1529, Act No. 141, it is conclusive upon the whole world including the government. Because all land to which claimants have acquired imperfect or incomplete title within the contemplation of Section 48 of Commonwealth Act No. 141--------Most of the lands now occupied or possessed by the people throughout the Philippines are not covered by titles issued by the Government. WHEREAS: The Spanish Title---01-4, Titulo de Propiedad-4136 are already nullified and no longer admissible as evidence of ownership, with this passage of Spanish Mortgage Law of Presidential Decree No. 892, effective February 16, 1976, Spanish Title can no longer be used as evidence of land ownership. Under the same decree, lands not under the Torrens System shall be considered as unregistered land. (Republic vs. Court of Appeals, 135 SCRA 156; Director of Lands vs. Rivas, 141 SCRA 329) (Republic vs. Intermediate Appellate Court, 186 SCRA 88) LET THE PEOPLE KNOW Therefore, the government should be barred by statute of Limitation and/or Estoppel for public interest, since people demand honest services from the government. Because the government never possessed said better ownership and legal rights over the land.
22 MILLION FAKE LAND TITLE

This, as the Committee on Justice, chaired by Laguna Rep. Joaquin Chipeco, approved the substitute bill on fake land titling with a hope of making an effective deterrence out of it. It is the policy of the state to prevent the proliferation of patently fake or fabricated Torrens Certificates of Titles (TCTs) to preserve the integrity and stability of the Torrens System of registration in this country, Chipeco said, as he led the bills approval at the committee level. A total of 22 million fake land titles have already been issued nationwide. However, Land Registration Authority (LRA) Administrator Alfredo Enriquez said 60% of land titles from the National Capital Region are fake. The bill is a consolidate on of HBs 212, 314, 346, and 2702, which seek, among others, to classify the fabrication of TCTs as a special crime equivalent to economic sabotage. It was issued and publicized by the MANILA BULLETIN on July 14, 1999, page B-8.
