SUMMARY OF PROJECT OBJECTIVES


SAVE ENERGY aims to transform the energy consumption behaviour of public building users – focusing on civil servants,
citizens and policy makers – by applying existing ICT-based solutions, specifically an energy management system and
serious games that will provide real-time information about consumption in a user friendly way, thereby empowering
citizens to take decisions that lead to energy savings. The knowledge and experience gained with the understanding of
new socio-technical aspects related to energy saving behaviour transformation using user-driven open innovation
environments (Living Labs) will lead to new ICT-based services, new business models and recommendations for Energy
Efficiency public policies (Figure 1). The project is supported by the "ICT for Sustainable Growth" Unit with funds from
ICT – PSP part of the Competitiveness and Innovation Programme.

The project brings together 15 partners, including public authorities, public agencies, universities, research institutes,
SMEs and corporations to implement 5 Energy Efficiency Pilots, located at Helsinki (Public Schools), Lisbon (City
Technical Services), Leiden (City Administrative Services), Luleå (Cultural Services) and Manchester (Town Hall). The
public authorities’ owners of the Pilots are committed to implement the Energy Efficiency results in other buildings and
to proactively be involved in a European wide communication strategy.
Figure 2 shows the technical platforms architecture. The building energy management system makes available
consumption measurements about heating, air conditioning, ventilation, lighting and other equipment, to be processed
and compared with simulations and best practice indicators. This information is provided in real-time, directly to the
consumers and to the serious game. Each Pilot is equipped with a technical platform comprising sensors, smart meters
and actuators plugged to the electrical equipment. The data is gathered locally and integrated in a remote platform that
aggregates, analyzes and makes this information available on the Web, fixed displays and on mobile devices such as
mobile phones and PDAs. The serious game, which is based on massive collaboration over Web 2.0 social networks, will
reinforce and accelerate the consumer behaviour transformation.
The Pilots implementations follow the Living Lab methodology at local level and at the cross-border interaction level.
SAVE ENERGY users are totally engaged in the co-creation of new processes and behaviours, such as the case at schools
where young students, teachers, staff and parents are fully involved and emotionally engaged with the project. This

systemic approach involves all the relevant stakeholders from the very beginning of the idea and concept, creating the
motivation to share, discuss and own experiences and expectations.

The SAVE ENERGY dissemination strategy aggregates Web 2.0 tools, services and communities to foster collaboration
and knowledge sharing among all stakeholders. The information and the interaction occur in both the public and the
private sphere. The SAVE ENERGY Web 2.0 tools include several applications for messaging and collaboration among
the inner core of the stakeholders, with emphasis on the consortium partners. The SAVE ENERGY Web 2.0 services
syndicates data to and from the building management systems and operate as a broker of information for the real time
information systems and the serious game (figure 3).
The SAVE ENERGY Web 2.0 communities provide a social networking platform to build online communities of practice
where users can share or participate in location, interests and activities of other users using Living Lab methodologies.
These communities are closed linked with best of the breed Web 2.0 tools to share blogging and micro blogging posts,
podcasts, documents, videos, bookmarks, presentations and photos. The SAVE ENERGY Portal aggregates information
from all the other components through widgets, RSS feeds, links, add-ons and embedding of applications or multimedia
resources.

DESCRIPTION OF WORK DONE IN THE FIRST PERIOD


The project implementation started at the Kick-off Meeting held in Lisbon on the 30-31 of March, 2010. The two days
face to face meeting was a very important one to understand the capabilities and expectations of each partner, in
particular the pilots, and also the availability to learn and co-design solutions for the pilot concept and system
architecture.
The pilots have adopted the Living Labs methodology to co-create energy usage models. In this respect the Helsinki
pilot was very important to define the methodologies in line with the solutions integration. At that early meeting the
developers have been encouraged to collaborate across borders and this exchange of experiences has significantly
contributed to accelerate the pilot implementations and to compare results at pilot level.

In this period the following are the main components of work undertaken:
• Development of the SAVE ENERGY Vision with system requirements and translating them into a conceptual
framework and system architecture.
• Design a user-driven co-creative methodology to produce the pilot requirements and specifications with the
other pilots and under the recommendations of the high level architecture being developed at the same time.
• Analysis of commercial equipment for energy efficiency. Selection criteria to implement each one of the pilots.
• Establishing a game design blog and creating “cardbox” prototypes of the SAVE ENERGY serious games.
• Development of the evaluation methodology to be used throughout the project for assessment of the
development process.
• Creating a dissemination strategy and plan, leading to the establishment of the SAVE ENERGY portal and the
execution of numerous dissemination tasks, including brochures, publications, presentations, newsletters, etc.
• Successful design of energy efficiency market presentations for SME’s and supporting its implementation.
• Development of the SAVE ENERGY Community external to the Consortium, making use of social networks and
Web 2.0 tools.
• Proactive participation in several public events in Europe and beyond on Energy Efficiency technical best
practice and policy impact.

MAIN RESULTS ACHIEVED IN THE FIRST PERIOD


SAVE ENERGY Pilots
Five Pilots have been equipped with sensors, smart metering and control devices (energy efficiency management
system) acting upon the electrical appliances (energy consumption). The gathered data is inputted to the real time
information system and combined with best practice models that generate real time information and consumption
alerts and recommendation, thus empowering the users. The impact of serious games and real time information on the
energy consumption achieves the consumer behaviour transformation which is expected to lead to significant and
sustainable energy savings. The results are also the basis for the creation of new indicators, metrics and best practices
that provide the input for new buildings/spaces design and policy recommendations.

During the initial 12 months of the project the pilots were co-designed with the involvement of the users. The
experimental implementation has started and will be completed and debugged by M18 of the project. A period of 12
months testing and evaluation will follow.
SAVE ENERGY ICT Management System
The SAVE ENERGY ICT Platform for Energy Efficiency management has been designed, based on a local platform
installed at each Pilot building and a central platform where information for all the pilots is further analysed and
compared to Energy Efficiency Models. The interaction with the users takes place locally or remotely by using Internet
and Wireless access. The management system is an open system that can be connected to any devices.
Real Time Information on energy consumption
The Central Server stores best practice models for the energy efficient consumption that are compared with the Pilots
real time data. This analysis triggers users’ alerts and advises the decisions required to maximize Energy Efficiency while
keeping pre-defined levels of comfort, cost and load. These are the indicators that were selected by the co-creative
process supported by the Living Labs methodology. More important, this is a two-way, responsive communication
infrastructure targeted to end-users and delivering information which empowers the consumers to take energy
educated decisions. This information is displayed on custom displays, PC’s and mobile devices.
SAVE ENERGY Serious Game
The SAVE ENERGY Serious Games play a pivotal role in aligning the different stakeholders’ expectations, thus
contributing to a collective mindset that facilitates cooperation. The virtual environment evolves according to the usage
scenarios that are defined by; best practices, experts and the pilot users. The Serious Game has been co-designed with
the user groups and consolidated by the Serious Game Working Group. The different stages of the development have
been pilot tested by the users. The game play logic derives from the development of the usage scenarios and
contemplates different levels of gaming and targeting audiences, while sharing the common goal of providing players
an educational context on energy efficiency. The pilots are used to trigger and sustain the motivation for game playing.
This game playing is stimulated by appropriate communication and marketing activities that sustain the engagement of
the users. The individual results of game players can be made available to the social network of choice of the player
through simple to use syndication mechanisms. The use of Web 2.0 tools allows multiplying the traditional results
obtained by classical multiplayer games.
User Behaviour Transformation
Information and communication technologies (ICT) are recognised as enablers for economic growth and higher energy
efficiency. The main objective of SAVE ENERGY is to make use of ICT to transform the behaviour of users of public
buildings regarding Energy Efficiency through Serious Games and Real Time energy consumption information from
sensors and actuators. SAVE ENERGY builds upon the Living Labs methodology to provide an engaging co-creative
environment for users, citizens and policy makers to gain awareness, understanding and experience associated with
energy saving attitudes. The SAVE ENERGY project has also extensively used the Living Labs methodologies in order to
facilitate the application of Future Internet technologies including the application of social media networks.
Policy Recommendations and SAVE ENERGY Advisory Board
The SAVE ENERGY Advisory Board is an external group of experts with high level public profile in energy efficiency and
technologies to implement it. The Advisory Board contributes and validates the project Vision and Concept and
provides strategic guidance for the implementation. The project policy engagement at Regional, National and European
levels is greatly facilitated by the Advisory Board network contacts and public opinions which validate the emerging
energy efficiency policy recommendations derived from SAVE ENERGY Pilots results. Advisory Board members have
been so far involved as chair and moderator at the ICT4EE High Level events in 2009 and 2010. The Advisory Board will
provide their first input to the SAVE ENERGY at the critical time of finalizing the pilots’ implementation (M18) and
starting the testing and evaluation. It is being planned to have the Advisory Board present at the CKIR Innovation
Workshop scheduled towards the end of August 2010.
It is proposed to have the Advisory Board involved in ICT4EE 2011 to be held in Brussels and in the SAVE ENERGY
Conference to be held in Helsinki, June 2011.

Proactive Dissemination
A proactive dissemination strategy is the key for SAVE ENERGY
ENERGY to achieve the desired impact and to ensure the
sustainable deployment of the solutions by implementing as dissemination plan aiming for multiplier effects. The SAVE
ENERGY web portal provides the entry point for the SAVE ENERGY tools, including the Serious
Serious Game, Smart ICT Energy
Efficiency model platform and Web 2.0 tools. In addition, the portal also integrates training delivery mechanisms for the
benefit of the different stakeholders.
A set of thematic workshops will be realised at the initiative of each SAVE ENERGY pilot. Proactive dissemination will
promote the workshops to attract both National and international attention. The workshops will also be outputs for
validation of SAVE ENERGY vision, concepts, methodologies and results.
The SAVE ENERGY willill organize an international conference on Energy Efficiency. This event will be held in the country
of the European Union Presidency at the time. Additionally, the Consortium actively participates
participate in two annual events
organised by the European Commission on Energy Efficiency.

EXPECTED FINAL RESULTS AND THEIR POTENTIAL IMPACTS


At the end of the SAVE ENERGY project it is expected that energy savings of up to 20% will be achieved from consumer
behaviour transformation. SAVE ENERGY pilots will provide clear and motivating best practices cases for European
adoption in the public and private buildings.
