Developing Land Record Management System


by Using Remote Sensing and GIS
Technologies
Research Objectives

To set up an accurate an updated records of land.

To make a database containing spatially referenced land related


data.

To recognize a land parcel with the reference of geographic


coordinates more precisely.

To use RS & GIS technologies as a tool to develop new digital


land record management system.

To provide easy and affordable access to land record information


to the public/land owners.

Introduction
Digital land record management system or land computerization is the
system that is revolving around globally. The developing as well as developed
countries have tried their best to enhance land management system by making it
more simple and comfortable to the general public. In Pakistan land records are kept
in a registers in manual form which cannot meet the demands of rapid growing
population so there is a need to switch to new technologies. Up to some extent
computerization of land record has taken place in Pakistan but not in effective
manner. This system is only introduced in 3 districts of Punjab including Lahore,
Lohdran and Hafizabad. The Khyber Pakhunkhwa (KP) provincial government has
taken initiative on 28th March 2015 and introduced this system at district level in
Mardan district and ensured that this system will be launched at Provincial level in
2017. In this regard satellite remote sensing and GIS can help a lot in proper
management of land records.

Proposed Study Area


An area comprising on two moazas of Patwar Circle Kuthyala i.e. Tahli and
Todo which lies in the west of district Abbottabad. It pertains the population of
15000 people. This area has less economic activities due to the lack of
transportation and the advance infrastructure there. The literacy rate is 55% and
the weather of Kuthyala is very moderate. It is the best area for the proposed
project. Following is the map of study area:

Significance of Study
Following the trend of global development in Geo Information Communication
Technologies (Geo-ICT) this study will put emphasis on advantages of RS and GIS in
existing manual land information system to a new digital land information system in
order to meet the present and future requirements. Since the Khyber Pakhunkhwa
(KP) provincial government has already taken an initiative so this work has lot of
significance in filling out the gaps and flaws in provincial governments project as
well as private project. The newly developed system will be more friendly to general
public unlike current land information system

Literature Review
There is too much literature about present proposed project but unfortunately
60% of that was out of Pakistan. Read journals of ESRI, British land management
authority, European revenue system and much more. And the literature that we
read about our proposed project in Pakistan was only two articles: Punjab Land
Record Management Information System that was by the Government of

Punjab and Digitization of Land Records in Khyber Pukhtoonkhwa which


was by UN Habitat a private firm. In the second journal that was published by the
UN Habitat was clearly declared the few points that are as follows:

Accurate and updated records: This will benefit individuals for easy and
affordable access to their land record especially with the
female/children/persons with disabilities and other landowners.
Electronic system: It reinforces accountability and provides real picture to
the government with regards to details of exact land holdings: This will be
serve as baseline and effective tool for tax collection which is the actual
mandate of revenue department. The common practice of tax evasion will be
addressed by the government by enforcing tax generation as per country law,
thus increasing the national income.
Capacity building: this system will be helpful for Officials of the Revenue
and Estate Department of the provincial government will be trained and
capacities increased on managing digitized land records.
Digitization process it will ensure transparency and accountability in land
management: Records of land rights (Jamabandi) and Mussavi (Field Map) will
be scanned and digitized. In the old and manual record, individual shares of
land owners are not indicated, whereas, during this process the share of each
and every land owner is being noted against their names for facilitation.

Research Methodology
Our proposed project will adopt both approaches i.e. Lab work as well as field
work. First of all we will consult the concerned Patwari of our Study Area (Kuthyala)
and we will get the following data:
Mussavis
Jamabandi
Field book
Register Inteqallat
Khasra Gardawari
After approaching to all this data a field visit would be conducted to study area
along with GPS device and get the coordinate points of the proposed area. These
coordinate points will help us in georeferncing. We will import these ground
coordinates from GPS device to the software Map Source. Then we will use ArcGIS
10.2.1 to Mosaic the Mussavis to form a Proper Moaza and then Georeference that
Moaza. After assigning the ground coordinates to the Moaza we will start Digitization
of the Moaza and produce a shape file of our study area (Kuthyala). When we will
have the shape file of our study Area we will put the details of that parcels into the
attribute table by classifying the different fields. As given below:

Same like this few more fields will take place in that attribute table as follows:

Owner Name

Land type

Land use

Number of owners etc.

When the complete map will be in state and then we will make a database using
the software MySQL and add all the data from Register Inteqllat, Khasra Gardawari
and Jamabandi to this database. Now we will link the database and the map of our
proposed study area and Uplink to the website that we will specifically design for
our Project work and by which People will get the information of their lands and
property very easily. And we will also conduct the analysis that how much my
project is useful to the people and what changes are required to our project.

Expected Outcomes
This project will really help out the people of proposed study area. People will
just be a click away from the detailed information about their lands and years old
records. As far as information is concerned they will easily get over the website that
will be launched during the project but for the official document and procedures the
y need to visit to the concerned Patwari office. They will save their time as well as
their money which they have been wasting on their frequent tours to Patwari offices
for the sake of information. So the results are turning out to be very friendly for
general public as well as for government sectors like BOR and FBR. FBR (federal
board of Revenue and taxation) can also easily take information about the assets of
people and on the basis of this information they can process the taxation against
those assets. Similarly, Board of Revenue (BOR) will be able to maintain and
upgrade the records of land.
