amendment to the Keystone Pipeline approval bill creates a new federal programthe
Tenant Star programthat directs the EPA Administrator and Secretary of Energy
to develop energy efficiency guidelines and pressure tenants and commercial building
owners to adopt them. The bill also increases the energy efficiency mandate for water
heaters. ACU opposes mandating energy efficiency guidelines on buildings and any
other unnecessary regulations on products, which not only drive up costs for the average
consumer but also are not even the federal governments responsibility, and opposed this
amendment. The Senate passed the amendment on January 20, 2015 by a vote of 94-5.
2. S 1 (Roll Call 40) Wind Production Subsidies. The Heitkamp amendment to the
Keystone Pipeline approval bill extends eight renewable energy tax credits, including the
tax credit for wind production, through 2020. ACU believes all forms of energy should
compete within the free market and government should refrain from helping favored
energy sources and opposed this amendment. The Senate defeated the amendment on
January 28, 2015 by a vote of 47-51.
3. HR 240 (Roll Call 61) Funding Obamas Executive Action on Immigration. The
Cochran amendment to the Homeland Security appropriations bill removes the provision
that prohibits using funds for President Obamas executive actions on granting federal
benefits to illegal immigrants. ACU believes our current immigration laws should be
enforced and strongly opposes Obamas executive action that violates the current laws and
opposed this amendment. The Senate passed the amendment on February 27, 2015 by a
vote of 66-33.
4. S Con Res 11 (Roll Call 93) Minimum Wage. The Sanders amendment to the Budget
5. S Con Res 11 (Roll Call 98) Mandated Paid Sick Leave. The Murray amendment
to the budget bill calls on Congress to pass federal legislation that mandates paid sick
leave for employees. ACU does not believe the federal government has a role in deciding
employee compensation and opposed this amendment. The Senate passed the amendment
on March 26, 2015 by a vote of 61-39.
6. S Con Res 11 (Roll Call 106) Selling Federal Land. The Murkowski amendment to the
Budget Resolution allows the Senate to go on record as in favor of selling federal land back
to state and local governments. The amendment excludes national parks, national reserves,
and national monuments. ACU supports reducing the amount of land owned by the
federal government and supported this amendment. The Senate passed the amendment
on March 26, 2015 by a vote of 51-49.
7. S. Con. Res. 11 (Roll Call 108) Funding the U.N. Arms Trade Treaty. The Inhofe
8. S Con Res 11 (Roll Call 120) Project Labor Agreements. The Flake amendment to
the Budget Resolution allows the Senate to go on record against requiring businesses to
negotiate and obtain approval from labor unions during the awarding of construction
contracts. ACU opposes these agreements that interfere with the free market and drive up
the costs for taxpayers and supported this amendment. The Senate passed the amendment
on March 26, 2015 by a vote 51-49.
9. S Con Res 11 (Roll Call 134) Busting the Spending Caps. The Kaine amendment
to the Budget Resolution repeals the spending caps passed under sequestration. ACU
supports these modest spending caps that have helped reduce the annual deficit from $1
trillion per year and opposed this amendment. The Senate passed the amendment on
March 27, 2015 by a vote of 50-48.
10. S 178 (Roll Call 159) Religious Freedom. The Leahy amendment to the Runaway and
Homeless Youth Act prevents the federal government from participating in programs
designed to fight human trafficking if the program discriminates, regardless of religious
belief, on the basis of sexual orientation or gender identity. America has a long tradition
of helping people through faith-based charities, which this bill flies in the face of. ACU
supports the right to practice the free exercise of religion and believes no one should be
excluded from federal programs for practicing religion and opposed this amendment.
The Senate voted in favor of the amendment on April 22, 2015 by a vote of 56-43, but it
required 60 votes for passage.
confirms the nomination of Loretta Lynch as Attorney General. ACU opposed the
confirmation after Lynch defended the Obama Administrations unconstitutional executive
action to give amnesty to some illegal immigrants and refused to give any limits to the
Presidents prosecutorial discretion. In addition, Lynch also refused to answer whether she
agreed with former Attorney General Eric Holders view that the First Amendment does
not provide religious liberty protection to churches and synagogues. A key vote came on
the motion to invoke cloture (end debate) on the nomination. ACU opposed the motion
that the Senate passed on April 23, 2015 by a vote of 66-34.
12. HR 1191 (Roll Call 167) Iran Nuclear Agreement. The Johnson amendment to the
Iran Nuclear Agreement bill requires that any agreement reached between the Obama
Administration and Iranian Government over their nuclear program be deemed a treaty
that requires Senate ratification. ACU opposes the Obama Administrations flagrant
disdain for the requirements regarding Senate ratification for treaties as detailed in the U.S.
Constitution and supported this amendment. The Senate defeated the amendment on
April 28, 2015 by a vote of 39-57.
13. HR 1314 (Roll Call 190) Trade Adjustment Assistance. The Flake amendment to the
Trade Promotion Authority legislation eliminates the extension of the Trade Adjustment
Assistance program. ACU opposes this program, which duplicates numerous other
federal job training programs, and supported this amendment. The Senate defeated the
amendment on May 22, 2015 by a vote of 36-62.
14. HR 1735 (Roll Call 206) Reauthorizing the Export-Import Bank. The Kirk amendment
to the Defense authorization bill reauthorizes the Export-Import Bank. This Depressionera bureaucracy primarily helps a select few multi-billion dollar corporations increase their
international business. ACU opposes this crony-capitalist policy, which gives foreign airline
companies discounted loan rates to purchase American planes, and supported this motion
to table (or kill) the amendment. The Senate rejected the motion on June 10, 2015 by a
vote of 31-65. A Yes vote supports the ACU position.
15. HR 1735 (Roll Call 210) Direct Arming of Iraqi Kurds. The Ernst amendment to the
Defense Appropriations bill authorizes the President to provide direct military assistance
to the Kurdistan Regional Government. ACU supports helping arm the Iraqi Kurds,
who have been a consistent ally of the United States and are helping us fight the terrorist
organization ISIS, and supported the amendment. The Senate favored the amendment on
June 16, 2015 by a vote of 54-45 but it required 60 votes for passage.
16. S 1177 (Roll Call 225) School Choice. The Alexander amendment to the No Child Left
Behind overhaul bill provides $24 billion in grants to low income families. These grants can
help a student pay tuition for a private school or help supplement a public school students
budget. ACU supports school choice and supported this amendment. The Senate defeated
the amendment on July 8, 2015 by a vote of 45-52.
17. HR 36 (Roll Call 268) Late-Term Abortion Restrictions. This motion invokes cloture
(ends debate) on the bill, allowing the Senate to vote on the bill. This bill prohibits
abortions where the probable age of the fetus is 20 weeks or older, but includes exceptions
for cases of rape, incest, or the life of the mother. ACU believes abortion is a human
tragedy, supports restricting the practice and educating patients, and supported both this
bill and the motion to end debate. The Senate rejected the cloture motion on September
22, 2015 by a vote of 54-42 (60 votes were required to pass).
18. HR 1314 (Roll Call 293) Changing the Rules on Spending. The Senate voted on a
Cornyn motion to waive all points of order against increasing the budget caps. This was the
critical vote that allowed the Senate to increase spending over the agreed-upon limits. ACU
supports sticking to the budget plan approved by Congress and signed by the President and
opposed the motion. The Senate approved the motion on October 30, 2015 by a vote of
64-35.
19. HR 1314 (Roll Call 294) Two Year Obama Budget Deal. This bill busts the budget caps
Congress had voted for, increasing the caps by $50 billion in Fiscal Year 2016 and by $30
billion in Fiscal Year 2017. The bill also suspends the debt limit until March 15, 2017.
ACU supports the budget caps as the only brake on federal spending, which has now
reached $19 trillion, and opposed this bill. The Senate passed the bill on October 30, 2015
by a vote of 64-35.
20. SJ Res 22 (Roll Call 297) Waters of the United States Rule. This resolution invokes
the Congressional Review Act to disapprove of the EPAs Waters of the United States
rule which changed the definition of navigable waterways to cover every small body of
water in the country, even down to a drainage ditch. ACU opposes this attempt by EPA
to control privately owned property and supported this resolution. The Senate passed the
resolution on November 4, 2015 by a vote of 53-44.
21. SJ Res 24 (Roll Call 306) Existing Power Plant Emissions Rule. This resolution invokes
the Congressional Review Act to disapprove of the EPAs Existing Power Plant Emissions
Rule. ACU opposes the EPAs attempt to use federal executive action to impose the cap and
trade plan rejected by Congress in 2010, which will drive up electricity costs for everyone,
and supported this resolution. The resolution passed the Senate on November 17, 2015 by
a vote of 52-46.
Amendment to the Healthcare Freedom Reconciliation Act removes the provision in the
bill that prevents Planned Parenthood from receiving much of its federal funding. ACU
believes abortion is a human tragedy, opposes federal funding for organizations such as
Planned Parenthood that perform abortions, and opposed this amendment. The Senate
defeated the amendment on December 3, 2015 by a vote of 48-52.
23. HR 3762 (Roll Call 329) Obamacare Repeal. The Healthcare Freedom Reconciliation
Act repeals major portions of Obamacare, including penalties for not complying with
the mandate to purchase insurance, Medicaid expansion, and subsidies to buy insurance
through government-controlled exchanges. The bill also prevents Planned Parenthood
from receiving much of its federal funding. ACU supports the repeal of Obamacare,
which has given the federal government effective control over Americas healthcare system
and dramatically increased the cost of health insurance for millions of Americans. ACU
also believes abortion is a human tragedy and opposes federal funding for organizations
such as Planned Parenthood that perform abortions and supported this bill. The Senate
passed the bill on December 3, 2015 by a vote of 52-47.
24. HR 2029 (Roll Call 339) Omnibus Appropriations. This 2,000 plus page bill combines
government funding for Fiscal Year 2016 with a House-passed tax bill. Although ACU
supported the initial tax bill that created permanent tax breaks for businesses and reigned
in the IRS, ACU opposes combining that bill with the omnibus that both busts the
budget caps by $50 billion and includes major increases for Obama pet programs while
doing nothing to prevent federal funding of Planned Parenthood, and opposed the
combined bill. The Senate passed the bill on December 18, 2015 by a vote of 65-33.

6. HJ Res 43 (Roll Call 194) Religious Freedom. This resolution disapproves the
2. H Con Res 27 (Roll Call 138) Conservative Budget. The Stutzman amendment
7. HR 2028 (Roll Call 205) Reducing Wasteful Energy Spending. The Hudson
bill funds the Department of Homeland Security for Fiscal Year 2016. It removes
provisions that prohibit using funds to implement President Obamas executive
actions granting amnesty to some illegal immigrants. It also removes provisions that
prohibit granting any federal benefits to any illegal immigrants as a direct result of
implementing amnesty. ACU opposed funding Obamas executive actions, which
were unconstitutional, and opposed this bill. The House passed the bill on March 3,
2015 by a vote of 257-167.
3. HR 1105 (Roll Call 161) Repealing the Death Tax. This bill repeals the federal
estate tax, also known as the death tax, and is the first House vote on the issue in nine
years. The bill also repeals the generation-skipping transfer tax and reduces the top
marginal rate for the gift tax from 40 percent to 35 percent. ACU has long advocated
for the repeal of the death tax and supported this bill. The House passed the bill on
April 16, 2015 by a vote of 240-179.
4. HR 2029 (Roll Call 190) Abuse of Official Time. The Hice amendment to the
5. HR 2029 (Roll Call 191) Repealing the Davis-Bacon Wage Mandates. The King

District of Columbias Reproductive Health Non Discrimination law. The new law
prohibits employers from discriminating against anyone and provides no religious
exemptions despite a finding by the DC Attorney General that the measure
raises serious concerns under the Constitution and under the Religious Freedom
Restoration Act of 1993. ACU supports the free exercise of religion under the
Constitution and supported this resolution. The House passed the resolution on April
30, 2015 by a vote of 228-192
amendment to the Energy and Water Appropriations bill returns the Department
of Energy budget to levels equal to Fiscal Year 2008, before they were dramatically
increased under the stimulus. The amendment makes an across the board cut of
11.2 percent, while exempting defense-related programs. ACU supports returning
government spending to pre-stimulus levels to help reduce the deficit and supported
this amendment. The House defeated the amendment on April 30, 2015 by a vote of
143-278.

9. HR 2578 (Roll Call 278) Spending Reduction. The Blackburn amendment to the
Commerce, Justice, and Science Appropriations bill provides for an across the board
1 percent spending reduction. ACU supports this modest effort to reduce spending
to help reduce the deficit and supported this amendment. The House defeated the
amendment on June 3, 2015 by a vote of 168-257.
10. HR 2577 (Roll Call 298) Rural Air Service Subsidies. The McClintock amendment
12. HR 2685 (Roll Call 337) Closing Guantanamo. The Nadler amendment to the
Defense Appropriations bill removes a provision that bars funds from being used
to construct, acquire, or modify any facility in the U.S. to house Guantanamo Bay
detainees. ACU opposes moving terrorists from Guantanamo to the U.S. and opposed
this amendment. The House defeated the amendment on June 10, 2015 by a vote of
173-259.
13. HR 2685 (Roll Call 341) Afghanistan Funding. The Walberg amendment to the
14. HR 2822 (Roll Call 407) Spending Reduction. The Blackburn amendment to
the Interior Appropriations bill provides for an across the board 1 percent spending
reduction. The small decrease will assist in reducing the deficit. ACU supports this
modest effort to reduce the bills increased spending and supported this amendment.
The House defeated the amendment on July 8, 2015 by a vote of 168-258.
15. HR 5 (Roll Call 419) No Child Left Behind Reauthorization. The Walker
amendment to the education overhaul bill, also known as the A-Plus amendment,
puts the federal funds expended in the bill into block grants. This action allows the
states to spend the funds for any educational purpose under state law. ACU supports
local control of education and supported this amendment. The House defeated the
amendment on July 8, 2015 by a vote of 195-235.
16. HR 6 (Roll Call 431) Mandatory Health Research. This bill creates a new mandatory
spending program for health research through the National Institute of Health. A key
vote came on the Brat amendment, which makes the program part of discretionary
spending, giving Congress more control over its budget. Current mandatory spending
programs are responsible for annual increases of our $19 trillion debt. ACU opposes
any new mandatory spending programs and supported this amendment. The House
defeated the amendment on July 10, 2015 by a vote of 141-281.
17. HR 3009 (Roll Call 466) Funding for Sanctuary Cities. This bill withholds some
funds and grants from federal law enforcement, including local government grants that
bar officials from enforcing federal immigration laws. ACU opposes the ability of local
governments to create their own immigration laws, which the Constitution outlines as
a federal responsibility, and supported this bill. The House passed the bill on July 23,
2015 by a vote of 241-179.
18. HR 3134 (Roll Call 505) Defunding Planned Parenthood. This bill bars federal
funds from going to organizations that perform abortion services, such as Planned
Parenthood, and redirects the funds to community health centers that do not provide
abortions. This bill does not include limits on abortion services for cases of rape,
incest, or the life of the mother. ACU believes abortion to be a human tragedy,
supports educating patients and restricting the practice, and supported this bill. The
House passed the bill on September 18, 2015 by a vote of 241-187.
19. HR 3457 (Roll Call 533) Iran Sanctions. This bill prohibits the President from
waiving any of the sanctions under the Iran Nuclear Agreement until Iran pays the
legal terrorism-related judgment it owes and all outstanding judgments. ACU supports
forcing Iran to pay these judgements before lifting the sanctions and supported this
bill. The House passed the bill on October 1, 2015 by a vote of 251-173.
20. HR 10 (Roll Call 559) School Choice. This bill reauthorizes the District of
21. HR 597 (Roll Call 576) Reauthorizing the Export Import Bank. This bill
reauthorizes the Export-Import Bank for four years. This Depression-era bureaucracy
primarily helps a select few multi-billion dollar corporations increase their
international business. ACU opposes this crony-capitalist policy, which gives foreign
airline companies discounted loan rates to purchase American planes, and opposed
this bill. The House passed the bill on October 27, 2015 by a vote of 313-118.
22. HR 1314 (Roll Call 579) Busting the Budget Caps. This bill busts the budget caps
voted on by Congress, increasing the caps by $50 billion in Fiscal Year 2016 and by
$30 billion in Fiscal Year 2017. The bill also suspends the debt limit until March 15,
2017. ACU supports the budget caps as the only brake on increased federal spending,
which has resulted in a national debt of $19 trillion, and opposed this bill. The House
passed the bill on October 28, 2015 by a vote of 266-167.

invokes the Congressional Review Act to disapprove the EPAs Existing Power Plant
Emissions Rule. ACU opposes the EPAs attempt to use federal executive action to
impose the cap and trade plan rejected by Congress in 2010, a plan that will drive up
electricity costs for everyone, and supported this resolution. The House passed the
resolution on December 1, 2015 by a vote of 242-180.
24. HR 2029 (Roll Call 705) Omnibus Appropriations. This portion of the bill contains
a 2,000 plus page Omnibus Appropriation that busts the budget caps by $50 billion
and includes major increases for Obama pet programs while doing nothing to prevent
the federal funding of Planned Parenthood. The bill also ignores many provisions
passed by the House Appropriations Committee, including the restriction of funds
for sanctuary cities and placing restrictions on the FCCs ability to enforce net
neutrality rules, giving the federal government power to control the Internet. ACU
opposes these massive bills that are passed with little discussion and are not allowed
any amendments, and opposed this bill. The House passed the bill on December 18,
2015 by a vote of 316-113.
