Friday the 13th is known to be
a very ominous and unlucky day
in
Western
culture.
In
Moorestown this year, Friday the
13th is being celebrated as a lucky
day with the Moorestown Garden
Clubs Standard Flower Show and
House Tour.
With the theme, Its Your
Lucky Day, the Moorestown Garden Club is celebrating spring on
Friday, May 13. The tour, also the
clubs fundraiser, will feature floral design and educational horticultural experiences representative of the theme from noon to 8
p.m.
It is a fundraiser, but it is
more than that, it is also educational. Its a way for the community to be able to learn about horticulture and floral design, Garden Club President Lisa Madara
said.
The Moorestown Garden Club
holds the Standard Flower Show
and House Tour bi-annually and
began when the club started in
the 1950s, when it sold tickets out
of a station wagon to raise funds.

In response to citizen concerns,


Moorestown Township is looking
into a temporary treatment for radiological chemicals along with
the temporary treatment that is
being put in for the chemicals
Trichloropropane (TCP 1,2,3) and
Trichlorethylene (TCE) found in
Moorestowns drinking water.
Moorestown Township Manager Scott Carew and Utilities Engineer L. Russell Trice spoke to
town council on April 25 about
the possibilities of adding a filtration system for the radionuclides.
The two wanted to get councils
thoughts on if they should move
forward on looking into getting
the filtration system. Council
gave its approval to Trice to move
forward.
According to Trice, there are
systems that filter and remove radium, gross alpha and other contaminants with which citizens
were concerned. Those were from

treatment for the TCP 1,2,3 and
TCE, and Water Resource Technology, Inc.
Trice believes WRT would
most likely be the best company
to go with, as there are more installations of its filters in New
Jersey than any other manufacturer of radiological filters and
are on the top of the list for radiologicals. He also said WRT is
more efficient as it provides a
more holistic approach to the filters, including providing equipment, good service and training
and guaranteeing removal if
something goes wrong.
Prices were not given, as Trice
is still waiting to hear back from
the company as well as thoughts
from council. He said he believes
he could have quotes by this
week.

Alice Paul to be featured


on redesigned $10 bill

Friends School alumna of class of
1901, will be featured on the back
of the redesigned $10 bill, expected to debut in 2020, the centennial
of the 19th Amendment establishing womens suffrage.
While Alexander Hamilton
will remain on the front of the $10
note, the portraits of womens
suffrage leaders Alice Paul, Lucretia Mott, Sojourner Truth,
Elizabeth Cady Stanton and
Susan B. Anthony will be depict-

ed on the back.
According to the U.S. Department of the Treasury, the current
image of the Treasury building
will be replaced with an illustration of the Womens Suffrage Parade of 1913. The march ended at
the Treasury and, on the buildings steps, thousands demanded
an amendment to the Constitution enfranchising women.
Treasury Secretary Jacob J.
Lew announced the changes to
American currency on April 20.

The Recreation Soccer Camp
returns under the instruction of
Coach Rich McConnell of Holy
Cross High School. McConnell
will provide boys and girls in
grades K-3 fundamental skills

training, sportsmanship and general knowledge of the sport. The


emphasis of this program is to
develop solid soccer players in a
fun and educational environment. The Recreation Soccer
Camp will run from July 11 to 14.

love sports, the Recreation
Summer Sports Camp provides

was recently appointed to the position of president of the Elizabeth Haddon Society of the National Society of the Children of
the American Revolution. Carly
represented the Elizabeth Haddon Society at the 86th annual
state conference held on March 12
at the Mountain View Golf
Course in Ewing.
The Elizabeth Haddon Society
won the following contests: first
place for Conservation, third
place for Promotional Advancement, second place for Fostering
Enthusiasm, and third place for
Historian. Jason Kramer, a second grader at Baker Elementary
School in Moorestown, received
third place for Patriotic Education for his drawing of Benjamin
Franklin.

Moorestown residents could
see a decrease in municipal taxes
this year.
The Moorestown Town Council
unanimously approved the 2016
budget on first reading. For the
proposed 2016 budget, the average
assessed home of $441,700 will
pay a total of $1,810.97 per year in
municipal taxes, which is a decrease of $8.83.
My hope is that the 2016 budget begins a trend where we can
continually deliver tax relief to
our residents, while responsibly
planning for our future and continuing to move Moorestown in
the right direction, Mayor Phil
Gardwood said.
The total appropriations for
the budget are $23.9 million,
which is an $89,000 or 0.037 percent increase over last year. The
increase is due to RUT requirements, capital improvements and
other item net increases, accord-

ing to Chief Financial Officer


Tom Merchel. These are offset by
a decrease in group insurance
and net decrease in grants. Revenues have also increased by
$42,023, which include a decreased reliance on surplus, an
increase in MRA and delinquent
taxes.
The water and sewer utility
budget is $11.1 million, which is
an increase over last year of $1.92
million, or a 20.9 percent increase. This is due to the purchase of water from New Jersey
American Water, the temporary
treatment solution for Wells 7 and
9, capital improvements and debt
service. This is covered by surplus.
From the current fund surplus,
Moorestown will be using $1.8
million for this years budget and
$2.79 million from the utility surplus. This leaves $5.17 million in
the current fund surplus and
$4.27 million in the utility surplus.

lion, with $14.8 million for the


municipal budget and $1.58 million for the library, which is an increase of $46,977. However, from
all of the offsets, the 2016 proposed tax rate is $0.410 per $100 of
assessed property value, which is
a decrease from last year at $0.412.
The budget allows for full-time
and part-time employee staffing
to increase from 79.5 to 81.5. Decreases have been made in administration and public works
staffing, but there were increases
in recreation and construction
staff. There also have been no
cuts of programs.
Councilman Manny Delgado
expressed his pleasure with the
budget at the meeting and
thanked those who helped for all
of their hard work.
I was happy we could get it
down and decrease it this year,
Delgado said.

Christie won a political battle, enacting a 2 percent cap
on municipal tax levies.
The law required towns to limit
their municipal budget increases to a
maximum of 2 percent, down from 4
percent, lest they be subject to public
vote.
As is the norm, legislators argued
over whether the law would have any
real effect on property taxes, or
whether it was just another way of angling and passing blame onto predecessors.
State data released recently would
say that Christies property tax reform
is indeed working.
While the average residential property tax bill rose to a record high of
$8,353 last year, it increased only 1.7
percent, when you factor out the two
troubling property value communities
of Atlantic City and Paterson.

partment said the average homeowner


paid $468 more in property taxes last
year.
Were not ready to jump headfirst
into the Kool-Aid just yet, but we also
believe that at least a small part of the
leveling off in tax increases is because
of the property tax cap.
Residents of the Garden State still
pay the highest average real-estate
levies.
Christies property-tax reform was
never going to fix that problem in this
short of a time frame, but its a good
start thats showing progress already.
What the 2 percent cap does is keep
local governments in check, with a reasonable limit on increases. It forces

local councils, committees, commissions and school boards to take a second look at expenses and cut the excess
wherever possible. It forces these entities to investigate shared services and
share resources.
In a word, it forces accountability.
No council, committee, commission
or school board wants the fate of its
budget to rest in the hands of voters.
School boards disliked the practice
when it was a standard, and they
would all dislike it if it were to go to a
vote again.
Is Christies 2 percent cap the be-all,
end-all of property tax reform in New
Jersey? Probably not. But it is a step in
the right direction.
Now, its up to our state government the one we have now and the
next administration that will take office when Christies terms ends in
2018 to take the next step and fix our
states broken property tax system
once and for all.

Writer: New noise ordinance
neglects several issues
My initial excitement over the passing of
a noise ordinance quickly turned to disappointment and then dismay as I read what
is surely at best a codification of what already happens, and at worst an ordinance
written to protect the right to make noise
when I naively thought it should protect us
from excessive noise. The current ordinance allows every kind of landscaping
and construction noise to continue for 13
hours a day, 365 days a year. I will set aside
the question of farm machinery and ad-

dress only residential neighborhoods and


the typical noises we are exposed to on a
routine basis.
The following areas are completely neglected in the ordinance:
Decibel levels. What, if any, should be
appropriate limits on decibel levels of machines and tools such as leaf blowers?
These should be very clear and set in consultation with research on noise-induced
hearing loss. It isnt only the user whose
hearing is at risk, but everyone in the immediate area. We all know that it can be
impossible to escape from this kind of loud
background noise, even if we are in houses
with closed doors.

Limits on commercial landscaping hours.


Two or three large riding mowers and two
or three men using commercial leaf blowers make much more noise, obviously, than
one person doing their own lawn. Do we
really want to have commercial landscapers able to work until 9 p.m. all summer
long? Could we agree on a 5 p.m. limit on
weeknights and Saturdays and no Sunday
work at all for commercial companies?
The right to peace and quiet. As written,
the ordinance does not allow for any quiet
time except for 9 p.m. to 8 a.m. Is there no
daylight time when people can sit on their

and creativity. Led by Artist-InResidence Sophia Geiger, boys
and girls in grades K-4 will spend
the week of Aug. 1 to 5 making

with seasoned, apprentice art students.
In addition to these specialized
camps, the Department of Parks
& Recreation will run its four to
six week day-camps: the Summer

Kelly Celine OBrien, 18, of
Moorestown, left this life suddenly on Monday, April 25. She was
born Sept. 23, 1997, in Phillipsburg, the daughter of Elizabeth
Hughes and the late Patrick
Michael OBrien. Kelly was a 2015
graduate of Moorestown High
School and currently a student of
Arcadia University. She was a
dedicated student who enjoyed
photography, music festivals, poi,
drawing and camping. She felt an
intense love and protectiveness
for animals.
Kelly is survived by her mother, Elizabeth and step-father, Cornelius Hughes; brothers, Elijah

reading amending a chapter
called Noise was taken off the
agenda last week, as the township
felt it needed more information
added to the ordinance.
Council approved a contract
for the Second Street Water Main
Replacement Project in the
amount of $15,692.55.
Council also approved a number of resolutions on affordable
housing, as the township is still
working on its numbers. Those
resolutions approved payments to
Court Master Elizabeth McKenzie for $1,812.50 and Capehart
Scatchard for $5,578.02 out of the
townships Affordable Housing
Trust Fund.

Council meeting is Monday, May

tools, which make the most noise.
What if we declared Sunday
mornings and evenings to be
quiet times, with machines allowed between noon and 5 p.m.?
The health and environmental
hazards in addition to hearing loss.
A noise ordinance can be forward-looking and go a long way to
shaping the kind of community
we would like to live in. Currently, gas-powered machinery is not
only excessively noisy, it is also
smelly and contributes to carbon
emissions and global warming.
An enforceable ordinance that encourages and rewards homeowners and commercial landscapers
to seek quieter and cleaner machinery would make Moorestown
a leader in creating clean and
quiet towns in our area.

Leaf-blowers. Is there a right


to leaf-blowing that is encoded
somewhere in suburbia? Is the
leaf-blower such a sacred cow that
one cannot even hint at banning
it completely? Watching people
carry these monstrous things on
their backs as they point the nozzles at a few leaves on their lawns
and blow up clouds of dust and
smoke, you long for a few sturdy
rakes and the pleasing sound they
make as they put the leaves into
piles instead of blowing them at
random into the street.
There is important research
that connects leaf-blowers to
spikes in allergies, asthma and serious, chronic respiratory diseases. Leaf blowers blow particulate matter into the atmosphere
that includes pesticides, herbicides, fertilizer compounds, animal feces and mold. It would be
good to get hold of epidemiological information even from our
local physicians on childhood allergy and asthma, as well as later
life lung conditions that are exacerbated by these kinds of particulates that go completely unmonitored and unregulated in our
community.
I would ask Town Council to go
back to the drawing board on the
noise ordinance and get it right.

clean and quiet and healthful atmosphere for all residents.

Ray of Hope Contest


Percheron Park

In 1839, Moorestown native Edward Harris II (1799-1863) introduced Percheron
horses to America from France to improve
the work horses here. His foresighted
action had a nationwide impact on farming
and transport in the 19th and early 20th
centuries.
Percherons, referred to as diligence
(stagecoach) horses, were developed in the
ancient region of le Perche and possessed
the strength, stamina, speed and calm temperament suited for farm and road work.
Harris showcased their superb qualities
with Diligence, his dapple-gray stallion.
Soon, other men followed his lead and
imported and bred more. By 1930,
Percheron horses outnumbered the other
draft breeds in the USA by three-to-one,
before the combustion engine outplaced
live horsepower.
Farmers and teamsters across America
held their Percherons in high regard. In
1892, the publisher of a midwestern farm
journal shared the suggestion that Harris
should have an equestrian monument as

the first man to introduce the [Percheron]


Draft Horse to America.
Percheron Park will feature that iconic
monument.
In 2006, a Moorestown citizens committee sought ideas for creating interest in the
town center. A proposal to install a life-sized,
bronze statue of Diligence found a place
when the township purchased the property
at Main and High streets to create a pocket
park. Soon dubbed Percheron Park, it was
ready to provide its impact on Moorestown.
The Friends of Percheron Park was
formed in 2011 as a 501(c)(3) non-profit corporation to raise funds to build the park.
Although the community has donated generously, more funding is needed. Soil remediation on this site of a former gas station
is taking longer than predicted, causing a
delay in construction and donations. Support from the Ray of Hope award will provide financial impact and a morale boost
that will spur enthusiastic commitment
from the town.

The Ray of Hope will award one of these four organizations a $500 donation! Read
the essays below about each organization, and decide which you think is the most
deserving of the $500 donation. Reader voting will decide the winner. To vote, send

Project Graduation

They are graduating high school, moving
on to who knows what new adventures, and
Project Graduation wants to give them one
last hoorah! They walk off the high school
stadium field and quickly change and get
shuttled onto buses that will parade down
Main Street as they leave town, to destinations unknown to spend the rest of the
night into the wee hours of the morning
celebrating together as a class.
Here is where the need comes in. It is all
funded by donations to make this an unforgettable night for these kids. A group of
parent volunteers has designed a night
full of activities to keep them safe from
drinking and maybe making some unwise
choices that night. There have been
arcades, aquariums, dancing, just to name
a few things done in years past.
Then there are the giveaways, a whole
different set of donated items to offer as
winning tickets are drawn throughout the

night. It is sponsored by local businesses


and families.
So here are the parents running this program, out there asking, if not begging, for
the community to support these kids and
give them an unforgettable evening.
It is estimated that it costs $150 per student to run the event. Parents of the students and every other parent in town
receive a letter requesting a small donation. There is nothing wrong with that, but I
will say, as a parent of a senior, this is an
expensive year. There are senior portraits,
cap and gown, yearbooks, senior trip, college applications and the list goes on.
So as we celebrate their accomplishments, we keep on doing what it takes to
get them where they are going. But maybe
organizations such as the Ray of Hope can
ease some of the expense.
There is no better way to congratulate
the class of 2016 than by voting for it to win
this $500 opportunity!

Girl Scout Troop 22169


4th of July Parade

The Moorestown 4th of July Parade is
more than just a parade. It is a group of
local residents who volunteer their time
and talents to fund and orchestrate the
parade on July 4. Its main focus is to celebrate our countrys birthday.
However, there is much more.
1.) This organization sponsors a Freedom
Lecture Series. This series is developed by
the Constitution Center, but funded by the
committee.
2.) The American Legion William Snyder
Post 42 is an active participant. It invites
veterans who have served and are currently serving to ride in the parade.
3.) Volunteers also create a float for
entry in the Christmas Parade.
4.) Finally, the educational component
chairs a Freedom Poster Contest for children.
A young boy, riding his bike after the
first parade, was heard asking his companion this question: Do you know why were
having a parade today?
This sparked the annual Poster Contest.

Each year, a theme is assigned to the


parade. This years theme is: Stars &
Stripes. Its purpose is to engage elementary students to create a poster that
reflects an aspect of this topic. The top
three winners earn a special place of honor
riding in the parade.
What is best about this parade?
First, Moorestown residents are the participants. Non-profits, local businesses,
families and neighbors march together
dressed in their red, white and blue. The
festive atmosphere is accelerated by viewing pets wearing Uncle Sam colors, too.
Secondly, our community is what it is
because of the sacrifices made by our citizens. The parade celebrates the freedoms
we hold dear and unites us on this one day.
Lastly, the committee sponsors
fundraisers, but they are not enough to
cover the $10,000 cost for the parade. A

com, shares event pictures and accepts
donations as a 501(c3). The prize offered
by this contest would greatly help this
organization.

In the first grade, I joined Moorestown
Girl Scout Troop 22169, a local Brownie
troop based out of Roberts Elementary.
Now, nearly a decade later, Im still a member of this same troop, which has since
risen through the ranks of Girl Scouting.
From Brownies to Juniors, Juniors to
Cadets, Cadets to Seniors (with some
ambassadors thrown in, too), our members
have changed. We are older now. Our members are not only from just Moorestown
High School, but also Moorestown Friends
School.
As we have aged and matured, we have
done countless projects for the environment from no-idling campaigns, to plastic
water bottle awareness, learning about
invasive and native species, and learning
about remediation and contaminated soil
in our own town. We have worked with
younger generations of Girl Scouts, educating them about Girl Scout traditions and
cookie sale techniques. On the subject of
cookie selling; selling is not just about
fundraising, but also about business skills.
Selling cookies has taught us money management, and financial skills, marketing
and business experience that we would
never have experienced otherwise.

Through community service, environmental work and cookie sales, Troop 22169
has constantly provided girls with new
experiences and challenges, filled with
learning and discovery about ourselves
and others. Instilled with confidence, I firmly believe that we can do anything.
This summer, were putting together a
trip to a Girl Scout Camp in Iceland. The trip
will take place at the end of August. There,
well learn about the environment and
geothermal concepts, well ride the native
ponies, hike glaciers and volcanoes. It will
be a trip of a lifetime for us who seem to
have spent a lifetime together.
Weve grown up together; weve seen
each other build strength and skills. Hopefully now well get to see Rejkuik. Our fearless leaders, Denise Mahoney and Sara Lilja,
have inspired us to reach our fullest potential. Theyve demanded much of us over the
years, constantly challenging us to always
to our best and accepting nothing less.
Pushing us to reach ambitious goals has
been fruitful; adventure and opportunity
have been accomplished by hard work.
Countless cookie sales and fundraisers
have made other trips possible and will
make Iceland possible, too, though $500
wouldnt hurt!

to view the beautiful horticulture
and things people have grown
and floral designs; and I say that
is pretty lucky, Madara said.
This year, the club is partnering with the Evergreens, a retirement community in Moorestown,
to host part of the Standard
Flower Show and House Tour
plus four local homes. Floral designs will be displayed along the
house tour at the homes of the
Konzelmanns, the Martins, the
Chevaliers and the Pendinos
within Moorestown.
Its always a beautiful show
and nice to be able to look and see
what people have grown in their
yards and how people can design
with flowers, Madara said.
Not only will people be able to
check out floral designs and experience horticulture from the tour,
they will also gain knowledge
themselves. The Liberty Bell Gesneriad Society will be at the Evergreens to provide education on
gesneriad plants, such as African
violets. The club will also have its
renowned Garden Shop at the
Evergreens. The club will provide
native plants, pollinator plants,

annuals, herbs, vintage planters


along with tools and gardening
gift items, as well as some information on how to take care of the
plants.
As important as it is as a
fundraiser, it is just as important
as an educational gift to the community Along with a market
place, we want to educate those
who purchase and do something
positive in their yard with what
they purchase, such as pollinator
plants, Madara said.
The Evergreens will not only
be hosting the shows horticulture and special exhibits at its 309
Bridgeboro Road campus, but its
residents will be participating in
the horticulture and floral design
components as well. The Evergreens part of the tour will start
at 1 p.m.
The locations of homes will be
printed on the tickets. Advance
tickets are $15, available at The
Community House, Ralphs Market, Signature Design, Navy Blue
