Rebate in rental for prolonged interruption in local telephone service,


leased lines and junction lines of EPABXs/PBXs.

Reference is invited to the instructions issued vide letters/notification


referred above vide which rebate in rental was allowed when local telephone service,
leased line service or junction lines of EPABXs/PBXs of the subscribers remain
interrupted continually due to prolonged fault at the rate mentioned below:

The rebate in rentals as mentioned above is to be granted by the BSNL field
units on their own initiative without waiting for any representation/request from the
subscriber. It is often observed from the MIS reports that the number of cases where
such rebate in rentals is granted does not match with the number of cases where fault
was rectified after three days. Such actions on the part of field units are not in line
with TRAI regulations and affect the image of the company in the eyes of valued
customers.

Some of the field units also have raised doubts as to whether the rebate in
rental for prolonged fault is to be granted only in case of telephones under general
tariff plan or under other alternate plans also. In this connection it is clarified that
the TRAI regulations do not make any distinction in this regard based on tariff package
and as such rental rebate is to be granted, based on the above criteria, in respect of
all the telephones irrespective of the plan chosen by the subscriber. In case of
telephones with alternate/special tariff plans, rebate should be granted on the basis
of plan charges.

Further, SDE [FRS] should ensure that the information of all the cases of
prolonged faults is sent to AO [TR] for enabling him to grant the rebate in rentals.

-2Necessary modifications may also be made in the FRS and billing packages so that
rebate in rental is granted automatically.

As already specified in the instructions referred above, the number of free calls
allowed during the billing cycle should be revised proportionately to the period of rent
rebate i.e the period for which rebate in rent is being allowed and not the duration of
fault.
