Herdono, Trisakti University, February 2010 “Alternative Selection Of Solid Waste

Technology With The Analytic Network Process (ANP) and Benefit Opportunities Cost
Risk (BOCR) Method (Case Study in Propinsi DKI Jakarta)”.

The background of this research is to providing alternative suggestion of an effective

and efficient alternative for solid waste management in DKI Jakarta to meet green town
and hygiene services, so that to be seen more cleanness, beautiful and balmy as the big
city or capital town in Indonesia. DKI Jakarta in this time faced the society demand
which progressively feel the negative impact from solid waste problems, as for
problems arising out of affect of the solid waste management the use of Sanitary
Landfill technology felt fail in TPA Bantargebang, nor contamination to environment
and disaster got a victim, ending a period the contract of solid waste dismissal in TPA
Bantargebang Bekasi, so that Dinas Kebersihan Propinsi DKI Jakarta require to take
action and strive to handle the problems and motivation and even also consideration to
look for a location alternative, or repair a location of solid waste dismissal and also
technological use consideration and its applying. Dinas Kebersihan Propinsi DKI
Jakarta need for the priority of step which must be taken, considering condition of
Goverment in this time economical which not yet stabilized.

The objective of this research is to selecting an alternative technology for solid waste
management which the alternative are; composting technology, incinerator technology,
methane fermentation and integrated technology are to be selected.

The design of this research applies Analytic Network Process and Benefit Opportunities
Cost Risk methods as a method to which is used for a complexity case of solid waste
management, it assisted by super decision software.

Data analysis used in this research was using historical data, and purposive or
judgmental sampling based on expertise which relevantly knows details of solid waste
management.

The result of research, based on calculation using the Analytic Network Process,
alternative that selected is integrated technology, not to much different with Benefit
Opportunities Cost Risk Analysis seems selected three condition which is standard
pointing to composting technology, pessimistic and realistic are pointing to integrated
technology as selected alternative.
