Schools Board of Education meeting was not the budget, but the
new superintendent appointment
to be made that night. Members
of the community expressed
their opposition to the appointment because they felt interim superintendent Carole Butler was
the best fit.
Ultimately, the BOE approved
Scott P. McCartney as the new
MTPS superintendent in a 6-1
vote, with board member Caryn
Shaw being the only one in opposition.
It can be tempting to form
judgments and preferences without all of the information or facts.
The board welcomes and respects
these public viewpoints. However,
board members are the only ones
who were privy to all the facts developed during the course of the
search process. This was not an

easy decision for the board, but


the board made every effort to be
true to its original commitment
to select the most qualified candidate to lead the district, and this
commitment has been fulfilled.
The new superintendent, with his
experience, will provide leadership, vision, stability, educational
excellence, integrity, honesty,
transparency and fiscal responsibility; and, with his skills, move
our district to a higher level of excellence, BOE President Kathy
Goldenberg said.

The search
The position of MTPS superintendent has been a shaky one the
past few years. Last August, Timothy J. Rehm resigned from the
position, making him the third
superintendent who has left the
school district within the past
three years. The first was John
Bach, who retired in 2012 after
five years with MTPS, and the

June 10 from 6 p.m. to midnight.

that helps raise money and
awareness about the fight against
cancer.

ast week, state education officials held two hearings to discuss the potential of moving
middle and high school start times to
later in the day. Proponents of the
measure say kids need their sleep, and
delaying the opening of schools will
help in that regard.
The American Academy of Pediatrics has recommended students start
class no earlier than 8:30 a.m., which is
why the Legislature passed a measure
last year to study the feasibility of
changing the states laws. Reports indicate that 85 percent of New Jerseys
schools start before 8:30 a.m.
Doctors typically recommend teens
get eight to nine hours of sleep per
night. Most teens arent getting that
much sleep.

But is that realistic?
If classes start at 7:30 a.m., for example, teens would have to wake up about
an hour earlier, at 6:30 a.m., to allow for
the typical morning routine and travel
to school. To get the recommended
nine hours of sleep, this same teen
would have to shut his or her eyes by
9:30 p.m.
Yeah, right.
Adolescents naturally go to bed later
as they grow older; their hormones

keep them up and active at later hours.


In addition, weekday school activities
such as sports, theater and other
clubs take up more of their time immediately after school ends and also at
night, making it even harder for early
bedtimes to occur.
So is it really fair that as the day
grows longer for teens, we ask them to
wake up and be ready at the same time
as when they were in elementary
school and could easily be in bed earlier?
We dont think its fair or healthy,
for that matter.
We believe our states education officials should follow the recommendations of the AAP and push school start
times to 8:30 a.m. for middle schools
and high schools throughout New Jersey.

BOE approves school budget with tax increase


Average Moorestown homeowner can expect a $208.62 increase per year

Moorestown residents will see an increase in school taxes for the 2016-2017
school year.
At last weeks meeting, the Board of Education approved the budget on second and
final reading by a 6-1 vote, with board vice
president Brandon Pugh casting the single
no vote.
The general fund expenditures for the
2016-2017 school year will total around $68
million, a 3.69 percent increase over the
2015-2016 school year. Including debt service and special expenses, the total is $74.6
million.
School taxes for the average assessed
home of $446,500 will increase $208.62 per

year.
The total tax levy is $65.2 million, which
is a 2.93 percent increase over 2015-2016.
This includes the use of a 2 percent tax
levy at $1.17 million; the Spending Growth
Limitation Adjustment, which allows for
the expansion of the 2 percent cap for
health-care costs, at $536,177; banked cap at
$266,578 from the 2013-2014 school year; and
a reduction of $116,875 from the Debt Service Fund.
The 2013-2014 school year has a banked
cap totaling $742,894. There is $476,316 that
will not be used, as it is expiring this year.
After that, there is no banked cap available
for MTPS use.
Employee salaries make up a majority of
the expenditures, about 85 percent, totaling
$41.5 million, according to business admin-

istrator and board secretary Lynn


Shugars. The rest of the budget is made up
of employee benefits and other expenses,
with benefits for the 2016-2017 year predicted at a 6.5 percent increase.
According to interim superintendent
Carole Butler, the proposed budget supports the maintenance of programs and extracurricular offerings. Additions include
enhanced academic course offerings at the
high school and middle school, requiring
no new staff; completion of the 1:1 technology plan for grades six to 12; implementation of Next Generation Science Standards
for grades six to 12; initial implementation
of strategic plan goals; and an upgrade of

Each summer, the Moorestown
Department of Parks and Recreation develops a series of field
trips for its Summer Parks Program. This summer is no different, and the department is
pleased to announce the 2016
Summer Parks theme, Nature
and the Environment. The summer field trips are open to Summer Parks Program campers
only, but their locations are great
day trips for all residents.
The Moorestown Department
of Parks and Recreation is
pleased to partner with its countylevel organization to offer exciting
and educational programs that
encourage children to experience
and interact with their natural environment. This new partnership
program will take place at the
Burlington County Long Bridge
Park in Hainesport and the
Smithville Park in Eastampton.
This program will open childrens
eyes to the wonder that they experience daily and reconnect them
with their environment.
One of the new field trip pro-

grams available to campers is the


Junior Ranger Program at the
Burlington County Parks. This
program offers two age-appropriate programs for children ages 5
to 12. The Park Pal program is developed for children 5 to 8 and the
Outdoor Adventurer program is
geared toward children 9 to 12.
During these programs, children
will enjoy nature walks at the
parks, habitat observations, a tree
study, scavenger hunts, treasure
hunts and much more. Space is
limited. Trips are July 7 and 28.
The next trip is to the Rancocas
Nature Center in Westampton.
This 210-acre preserved park offers three miles of hiking trails
and hands-on education programs. It will offer campers specialized studies about frogs and
the water cycle. These trips are
July 14 and 26 with limited space.
In addition to the environmental
trips,
artist-in-residence
Sophia Geiger will visit each
camp weekly and lead children in
environmental art projects using
recycled materials.

The annual girls lacrosse


game between Moorestown High
School and Shawnee High School
is always one of the most anticipated games of the season in
South Jersey. The two teams have
combined for 30 state championships. As of press time, both
teams were in the top-10 in New
Jersey, according to www.laxpow-

er.coms computer rankings, with


Moorestown ranked No. 5 in the
state and Shawnee ranked No. 8.
However, this years May 11
meeting between the two clubs
has an added storyline. First-year
Shawnee head coach Julie McGrory is a Moorestown High
School graduate and played
under Moorestown High School
head coach Deanna Knobloch.
McGrory will lead her Renegades
into Moorestown on May 11 for
the first time as the head coach of
an opposing team.
McGrory was a multi-sport athlete, playing basketball as well as
three seasons of lacrosse. McGrory scored 1,000 points for the

Quakers girls basketball team


during her career and went on to
play basketball at Gettysburg College after graduating from
Moorestown in 2008.
Looking back at her time on
the lacrosse team, McGrory said
her fondest memories werent
any specific games or moments.
I remember the high expectations, the camaraderie, team
bonding and the feeling of being
part of something bigger than
yourself, McGrory said.

as a solid attacker during her

away from cancer.
Last years event was so successful it was brought back again
and will hopefully continue to be
an annual Moorestown tradition.
Relay for Life has always
meant so much for me. Its an
honor to bring it back home to
honor all of those fighting and
those lost, and especially work toward a cure. I really wanted to
bring it home again, have more
community support throughout
our town and really make it special for survivors, Schurr said.
The event will start with a
high-energy kickoff around 6
p.m. with remarks, followed by
sponsors and professional caregivers giving medals to survivors,
celebrating the lives of those who
have battled cancer. After that,
cancer survivors will have the
honor of taking the first lap
around the track, celebrating
their victory over cancer, followed by the caregivers lap, celebrating those who cared for some-

Then, the DJ on stage will kick
off the event with energizing
music, games and activities while
people walk around the high
school track. Games include soccer, kickball and volleyball. Food

talent show and relay pageant. A
talent show was spontaneously
put together last year and was so
successful an organized one was
scheduled this year. The relay will
also feature a pageant where
members of the community can
dress up and show off whatever
theyd like to dress up in for the
relay.
We wont judge on looks; its
just a fun way to raise money,
Schurr said.
In the middle of the night, a
Luminaria Ceremony will be held
where people donate money to
have a bag made in memory of
someone who passed or in honor
of a cancer survivor. These bags
will line the track and be lit up
like lanterns while relay goers
take a quiet walk of reflection
around the track to think about
those who are still fighting, have
beaten or have passed away from
cancer.

will honor survivors and all those
who passed. It is a really special
ceremony, Schurr said.
The closing ceremony will be
held around midnight. It celebrates what Relay does and
donors have accomplished together that night. It is also a time to
remember the lives of those lost,
and to commit to continuing the
fight against this disease over the
next year.
Schurr hopes those who participate realize everyone needs to
come together to try to get rid of
this deadly disease that affects
everyone in some way.
I hope they take away the fact
that this is such a deadly disease.
We need to do everything in our
power to get rid of it. We need to
fight for those who are fighting,
will fight and those who we have
lost, Schurr said.
Last year, the goal was to raise
$15,000 and have 200 people participate. Moorestown far surpassed
that goal, doubling it financially
at $30,000 and having 300 participate. The goal for this year is
$30,000 and to have about the
same number of participants as
last year.

As an attacker, she understood
picks, rolls and ball screens and
utilized those skills to get open
and score some big goals,
Knobloch said.
Coaching with and against former players is nothing new for
Knobloch. Shes had multiple former players move on to coaching
at the high school and college levels.
I always think back to when
they were players, and it makes
me
smile
to
know
that
Moorestown girls lacrosse possibly played a small part in their decision to continue in the coaching
field, Knobloch said.
As much as McGrory appreciates her time at Moorestown, she
emphasizes she is now a Renegade. McGrory served as an assistant coach under former head

coach Aimee Seward last year before taking over as head coach
this season.
So far, McGrory has Shawnee
off to a fast start in 2016. The
Renegades started the season
with a perfect 13-0 record, including a win at home against Lenape
High School, the team that defeated Shawnee in the South Jersey
Group IV championship game
last year.
McGrory cited the leadership
of the Renegades seniors as well
as her teams disciplined play for
Shawnees fast start.
The girls have been working
very hard and playing together,
McGrory said. We have a lot of
unselfish play with all of our girls
contributing in important ways.
Moorestown started the season
with a 10-3 record, but all three
losses came against some of the
best teams in the Mid-Atlantic region. Their only loss against a
New Jersey school came against
Ridgewood High School, the topranked team in the state. The
other two losses came against

Garden City High School in New


York and Our Lady of Good Counsel High School in Maryland, two
teams ranked in the top-15 in the
nation.
Knobloch said her team has
had to overcome injuries this
year and is trying to build momentum with the postseason approaching.
Our main concern is to keep
getting better each game so that
by the end of the season we are
playing at our highest level,
Knobloch said.

Revenues outside of the tax
levy include budgeted fund balance, state aid and miscellaneous
revenues. The budgeted fund balance is $1.5 million. State aid for
MTPS in 2016-2017 is $3.78 million, which is $81,345 more than
last year.
To help gain more revenue for
the school district, revenue generation ideas were created for the
2016-2017 budget, including extended day programs, accepting
tuition students, expansion of the
Academy of Excellence and Summer Enrichment programs, and
development projects. Projections
of those revenues are $661,639.
When it came time for comment from the board, Pugh reiterated his reasons for voting
against the budget, expressing
concern with the use of banked

cap and not acting on savings for


future budgets now, such as alternatives to the technology plan.
There were several scenarios
that were proposed (in the budget) and they were never elaborated on, which I feel was a large
concern, Pugh said.
Board member David Weinstein and President Kathy Goldenberg spoke on their support of
the budget, as well as the future
debt that is predicted for the district. They recommend speaking
and writing to state legislators
and representatives, asking for
more money for MTPS.
We need to speak to our legislators, saying we are unsatisfied
with the funding that we receive.
There is only so much we can do
one on one. This is something we
should work together on as a community and a district and let
Trenton know we deserve more,
Goldenberg said.

brought in 17 candidates, and the
board selected the top five to interview on the first round. Then,
the nine board members reduced
the pool to three candidates for
the second round. The search
firm also held two public meetings during the process, on Feb. 3
and 11, to get input from the community on what it wanted to see
in a superintendent.
Goldenberg said the board has
been transparent with the superintendent search from the beginning, appointing Business Administrator and Board Secretary
Lynn Shugars as acting superintendent, the subsequent appointment of Butler as interim, and
the hiring of a professional
search firm.

about the connection between
Heery and McCartney and their

positions in the NJASA together,


bringing lots of gasps from the
audience.
McCartney was hired as one of
Egg Harbor Township School District's assistant superintendents
while Heery served as superintendent, and later he succeeded
Heery as superintendent when
Heery retired on Dec. 31, 2008.
The board was informed about
this connection and that the Egg
Harbor Board of Education conducted a search when Heery retired, and that the Egg Harbor
Township board ultimately appointed McCartney to succeed
Heery. Heery was not involved
with the decision and said he
rarely spoke to him during the
process, only twice informing
him of the position and on being
a finalist.
Also there were questions
raised regarding the fact that McCartney and Heery are members
of the NJASA. According to Goldenberg, she was informed almost
every administrator, including
superintendents and assistant superintendents, are members of
the NJASA.
It is their professional organization. It is not uncommon, nor is
there any impropriety, in both Dr.
McCartney and Dr. Heery belonging to the same professional organization, Goldenberg said.
According to a statement from
Goldenberg, a level of confidentiality is required during the interview and hiring process, but
should not be seen as a lack of
transparency.

the best candidate to serve the interests of our children. Failure to

should not be perceived to be a
lack of transparency, Goldenberg said.
Fairchild, along with many
members of the public that night,
spoke in support of Butler.
Fairchild even started a petition
to keep Butler as superintendent
and received more than 500 signatures.
When asked what qualifica-

tions McCartney had over Butler,


the board chose not to compare
one candidate to another. Instead,
Goldenberg read off his qualifications.
McCartney is currently the superintendent at Egg Harbor
Township School District, the
largest school district in Atlantic
County. He has earned a doctor of
education administration and
leadership, became the youngest
superintendent in New Jersey at
31, has been named or nominated
for superintendent of the year in
multiple divisions, and has been
named president of the NJASA

seemed to speak the fear in everyones mind that night about the
new superintendent.
I have a fear that this man will
come to our district and he will
not stay. My fear is that he will be

and went and that Carole will
leave because we have not shown
her that she should get this job.
And I would hate for her to leave
because she can really do the job.
She has the support of the teachers and the community, and this
revolving door is expensive and a
waste of time, Hagerty said.

Board comments
When it came time to vote,
Shaw spoke on her reasoning for
why she would be voting against
McCartney as the new superintendent. She felt bringing in
someone outside of the district
would undo the work the district
has done to find stability.
Dr. McCartney has long-term
superintendent experience, wonderful credentials and glowing
references," Shaw said. "While Dr.
McCartney is qualified to be our
superintendent, I continue to believe that countervailing factors

lead to another choice based on


the best interest of our district
and community. I don't think
bringing an external candidate is
the best fit for our district."
Board member Matthew J.
Simeone in turn thanked everyone for expressing his or her
opinions and spoke on why he
was voting for McCartney. According to Simeone, there were
high expectations set for an external candidate, and McCartney
met all of them.

share with you that I have complete confidence that Dr. McCartney is the type of leader, educator
and manager that Moorestown
both deserves and needs. He has
an outstanding pedigree, and
amazing skills and accomplishments Those attributes and his
commitment to bring the best
possible outcome for children

for five years and begin July 1.
