MINUTES OF 6TH MEETING OF DBOM BAHAWALNAGAR
HELD ON MARCH 29, 2016
6th Meeting of District Board of Management Bahawalnagar was held on
March 29, 2016 at 11:00 AM in the premises of Vocational Training Institute

1. Recitation of the Holy Quran :The meeting was started with recitation of the Holy Quran.
2. Approval of Minutes Of 5th DBOM Meeting :The house approved the minutes of 5th meeting held on November 05, 2015.
3. RECOMMENDATION OF PROPOSED BUDGETS 2016-17:Proposed budgets of VTIs of District Bahawalnagar were discussed at length
by the DBOM. Secretary DBOM informed the house that all budgets have
been prepared keeping in view instructions of the finance department. He
further explained that there is no deficit of budgets in any VTI and financial
condition of VTIs is improving due to startup of CM & other projects. The
house was informed that as per instructions of HO, an amount of Rs. 3,000/per trade is being proposed for library in each VTI. After due deliberation,
DBOM unanimously recommended the proposed budgets for VTIs of District
Bahawalnagar for financial year 2016-17.

4. Tenders for purchases of VTIs:DBOM discussed about the progress of purchases of capital items and asked
the concerned Principals to complete the processes for remaining purchases
as per approved budgets according to rules & regulations on urgent basis.
Two tender cases of VTI Chishtian regarding procurement of equipments of
Beautician trade and furniture & fixture for different trades were also
discussed by the DBOM. President briefed the house that those cases were
sent by purchase committee Chishtian for approval. In his opinion,
specifications of equipments of Beautician Trade were not as per rules.
Moreover said committee had rejected one of the bids and the second one
was sent for approval. Actual tender amount was more than 5 lac, so he sent
it to DBOM. At that point Secretary told the house that he was of the
confirmed opinion that the purchase committee was fully competent to
approve the tenders. So both the cases were referred back to the relevant
purchase/evaluation committee to check/review those cases and make final
decisions. It was also decided by DBOM that in future, approval of clearly
determined specifications will also be presented to the concerned competent
authority, while getting approvals of procurement, before initiating the
process of tender. It was also decided that after getting prior approval of
competent authority, all purchase cases would be finalized /decided as per
codal procedure. at length and both cases were referred to the relevant
purchase/evaluation committee to check/review these cases and make final
decisions. It was also decided by the DBOM that in future, approval of clearly
determined specifications will also be obtained from concerned competent
authority while getting approvals of procurement through tender before
initiating the process of tender. It was also decided that after getting prior
approval of competent authority, all purchase cases would be
finalized/decided by the concerned purchase committee notified by President
DBOM.
5. Establishment of new campuses:Secretary DBOM elaborated about the proposals for establishment of
following satellite campuses by different VTIs w-e-f July 2016.
VTI Bahawalnagar
a. Establishment of satellite campus of VTI Bahawalnagar at Doonga
Boonga with two trades of CA&OP and Dress Making.
VTI Fortabbas
b. Establishment of satellite campus of VTI Fortabbas at Marot with two
trades of CA&OP and Dress Making.

a. Establishment of satellite campus of VTI Minchinabad at Maclod Gunj


with two trades of CA&OP and MCM.
Secretary DBOM explained the house that possession of Govt. Girls High
School Maclod Gunj (primary portion) will be taken over from the concerned
department soon while other campuses will be established in rented
buildings. Principal VTI Minchinabad informed the house that TMC
Minchinabad has a view that only daily wager staff would be hired rather to
make regular/contractual appointment or transfer of any permanent staff at
these new campuses as these campuses are project based. DBOM
unanimously recommended the above mentioned campuses and asked the
concerned Principals to make necessary arrangements for start of these
campuses w-e-f July 2016 after getting approval of competent authority.
6. Start of new trades / IT Labs through SED Project:The house was informed about the proposals to start new trades at following
VTIs w-e-f July 2016. Start of basic IT courses at IT labs through SED project
was also discussed.
VTI Chishtian
a. Addition of Computer Hardware & Network Professional trade at VTI
Chishtian.
b. Startup of IT Literacy course at Govt. Model High School (Boys)
Chishtian.
c. Startup of IT Literacy course at Govt. Higher Secondary School (Boys)
Dahranwala.

VTI Fortabbas
a. Addition of Beautician trade at Khichi Wala campus.
b. Startup of IT Literacy course at Govt. Girls Higher Secondary School
319-HR Marot.
VTI Minchinabad
a. Startup of IT Literacy course at Govt. Higher Secondary School Mandi
Sadiq Gunj.
DBOM unanimously recommended to start the above mentioned trades &
basic IT courses as incorporated in the proposed budget.
7. Any Other Point with the Permission of Chair:-

Following points were also raised during the meeting and President DBOM
instructed the concerned Principal as follows.
1. Provident fund should be deposited by the VTIs to PVTC on monthly basis
and previous balances should also deposited to PF trust as soon as
possible.
The meeting was concluded with a note of thanks from & to the chair.
