Road Closure Update

Two Bridge Replacements Completed in April
SCDOT opened three
additional flood related closures in April. Two of the
three closures required full
bridge replacements completed as part of our fast

track, design-build packages. Full bridge replacement on SC 48 (Bluff

Road) in lower Richland
County was completed
and opened on April 22.

The Congress Road bridge

replacement, also in Richland County, was completed on April 20.
Also, in Williamsburg
County, Old Georgetown
Road was opened on April
29, following extensive
road and culvert repairs.
SCDOT continues to
fast-track remaining bridge
closures and monitor all
other
flood
impacted
bridges for signs of latent
damage.

Private Dams, Public Roads

Establishing a Path Forward for Dam Owners
During the October
floods, dozens of dams
failed across South Carolina. Today, 24 roads are
still closed due to dam
breaches. SCDOT does
not own or maintain dams,
and is unable to perform
any road repairs adjacent
to the dams until the Department of Health and
Environmental
Control
(DHEC) has certified the

dams.
DHEC is actively working
with dam owners to establish the best path forward
at each site. In some cases, the dam owner is considering permanently abandoning the dam and restoring the natural stream
flow.
For these cases,
DHEC will work with the
dam owner to certify the
permanent breach and, if

approved, SCDOT will install the necessary structures to move the water
under the roadway.
Of the 24 dams impacting
roads, 7 are currently unregulated by DHEC. SCDOT is
working with dam owners at
these 7 sites to follow the
DHEC process for repair or
abandonment.
