The regular meeting of the Board of Calhoun County Road Commissioners was held on Wednesday, April 1, 2009

at 5:30 p.m. in their office located at 13300 Fifteen Mile Road, Marshall, Michigan.

Vice Chairman Hugh Coward called the regular meeting of the Board of Calhoun County Road Commissioners to
order at 5:30 p.m. and led the Pledge of Allegiance.

Motion made by Commissioner Tobin and supported by Commissioner Vreeland to

approve the Claims Payable Listings ending March 25, 2009 for $307,559.89. Roll call
vote: Vreeland-Yes; Coward-Yes; Tobin-Yes; Monaweck-Yes. Motion carried.

Motion made by Commissioner Tobin and supported by Commissioner Vreeland to

approve the regular meeting minutes of March 18, 2009. Voice vote: Motion carried.

MANAGING DIRECTOR’S REPORT

Mr. Henning provided the following report:

CCRC Crews: Our crews are patching countywide with durapatchers and cold mix. We have an
extensive list of culverts that we are replacing, ditching efforts continue and our graders are working on
gravel roads.

Township Supervisors meeting: Mr. Henning stated that he is hoping to meet with township
Supervisors on April 22, 2009 to review roadwork plans for 2010-2014. Information on funding, local
road ratings and certification maps per township is being mailed to all township Supervisors.

Jameson Avenue: Mr. Henning informed the Board that he met today with the Calhoun Intermediate
School District and the Emmett Township Supervisor regarding the poor condition of Jameson Avenue in
Emmett Township. Jameson is a local road that has a lot of bus traffic on it to service the Doris Klaussen
Center. Today’s meeting was a brainstorming session on a solution to fix this road in 2010 or 2011 and
we will be putting together an Engineer’s estimate on the cost for improvements.

Audit: The fieldwork is complete and the auditors are in the process of finalizing financial statements.
Mr. Henning will be working on the Management Discussion/Analysis portion and it should be ready to
present to the Board within the next few weeks with formal adoption in May.

SUPERVISORS, PUBLIC OFFICIALS AND CITIZENS TIME

A Calhoun County resident inquired about CCRC’s criteria on road patching. Recently, crews threw a few shovels
of cold patch in some potholes on A Drive South from 15 to 12 Mile Road, but not others, and he asked how
crews determine which holes to fill. He believes that the roads are in better shape, as they get closer to the Road

Commission building. Commissioner Coward emphasized the importance of residents reporting road concerns
through our service request system to pinpoint problem areas. Mr. Henning explained that not every pothole is
suitable for cold patch if there is nothing for the cold patch to adhere to. Cold patch is most effective on deep
holes. The hot mix plants usually open up in mid to late April, at which time we will switch to hot mix for
patching. He encouraged residents to call us with road concerns.

Mr. Joe Bramble, Convis Township resident, stated that the speed limit of 55 mph on N Drive North is too fast for
road conditions. Mr. Henning commented that an advisory warning could be posted but it is not enforceable by
law enforcement. Mrs. Kline stated that State law does not allow CCRC to change speed limits.

Mr. Gardy Berezonsky, Marengo Township resident, stated that the roads are “disgusting and impractical”. He
asked how road commissions can afford to pay their employees when they can’t afford to fix the roads. He also
believes that agendas should be signed by the Chairman. Mrs. Coats noted that a signature is not required on
agendas. Discussion continued.

COMMISSIONER COMMENTS
Commissioner Vreeland referred to an article regarding the Branch County Road Commission and their lack of
funding and pointed out that we are not the only road commission facing funding challenges. The article noted
that gravel is less expensive than asphalt, and gravel roads are more cost efficient to maintain.

Commissioner Coward thanked everyone for their input.

Mr. Steve Swafford, CCRC employee, reported on the durapatcher operations and type of oil being used.

ANNOUNCEMENTS
The next regular meeting of the Board of Calhoun County Road Commissioners will be held on Wednesday, April
15, 2009 at 5:30 p.m.

There being no additional business before the Board, Chairman Brown adjourned the meeting at 5:56 p.m.
