The 40th annual festival features


vendors, food, entertainment,
art and more on June 4

Moorestown will once again be
celebrating local businesses as
well as its residents and visitors
with the annual Moorestown Day.
Thousands of people will descend on Main Street on Saturday,
June 4 as the town celebrates its
40th Moorestown Day from 9 a.m.
to 4 p.m. For its 40th annual festival, the Moorestown Business Association is planning a 3D-Day
with delicious food, delightful entertainment and down home fun
for all. Residents are also encouraged to visit the Annual District
Art Show at the Recreation Center, where art made by residents
will be on display.
The objective of Moorestown
Day is two-fold: to give the opportunity for members of the MBA
and other businesses to present
themselves so they can reach out
to the public and let people know
that they are there; and we hold it
as a street fair for people to
enjoy, MBA President Don Powell said.
All residents are encouraged
to come out and visit the (art
show at the) Recreation Center on

Moorestown Day as well as visit


the downtown area, Sustainable
Moorestown President Wolf Skacel said.
More than 300 merchants and
vendors will line Moorestowns
historic thoroughfare. In addition
to the food court, families can
enjoy entertainment in the Kids
Zone located near the Chester Avenue end of Main Street. The
Kids Zone will feature giant inflatables and other fun games, a
petting zoo, camel rides, face
painters, a balloon artist and the
ever-popular stilt walker.
My favorite part I think is
probably the kids section. We
have many different attractions
for the kids, Powell said.
Once again, The Pie Lady Caf
will host the very popular Pie Eating Contest. Sign ups for this
event will take place at the caf.
Also on Saturday, the Third
Floor of the Church Street Recreation Center, located in the municipal complex between Second
and Third streets, will open its
doors to host the Annual District
Art
Show,

Municipal taxes are going


down this year in Moorestown.
The Moorestown Town Council
unanimously approved the 2016
budget on final reading at its May
23 meeting. The average assessed
home of $441,700 will pay a total
of $1,810.97 per year in municipal
taxes, which is a decrease of
$8.83.
I am proud that the budget

passed tonight maintains our


towns stellar services while easing the tax burden on our residents, Mayor Phil Garwood said.
Tax relief has always been the
No. 1 issue on the minds of our
neighbors, and because of the
hard work done by Town Council
and township staff, we are proud
to deliver this victory for the
Moorestown taxpayer.
The total appropriations for
the budget are $23.9 million,
which is an $89,000 or 0.037 per-

cent, increase over last year. According to Chief Financial Officer Tom Merchel at a previous
meeting, this is offset by a decrease in group insurance and
net decrease in grants. Revenues
have also increased by $42,023,
which includes a decreased reliance on surplus, an increase in
MRA and delinquent taxes.
The water and sewer utility
budget is $11.1 million, which is
an increase over last year of $1.92
million. This is due to the purchase of water from New Jersey
American Water, the temporary
treatment solution for Wells 7 and
9, capital improvements and debt
service. All of this is covered by
surplus.
From the current fund surplus,
Moorestown will be using $1.8
million for this years budget and
$2.79 million from the utility surplus. This leaves $5.17 million in
the fund surplus and $4.27 million
in the utility surplus.
The tax levy total is $16.4 million, with $14.8 million for the
municipal budget and $1.58 million for the library, which is an increase of $46,977. However, from
all of the offsets, the 2016 tax rate
is $0.410 per $100 of assessed property value, which is a decrease
from last year of $0.412.

Would legalizing pot be good?


Too many unknowns exist for us to agree to that
he taboo that hovered over
marijuana for years is rapidly
evaporating into a puff of
white smoke. Gone are the Reefer
Madness days with the belief that
marijuana does significant harm to a
persons body. Gone, too, seems to be
the belief that marijuana is a gateway to more serious drugs.
Across the country, marijuana laws
have loosened from legal medical
marijuana in states such as New Jersey to the decriminalization of it in
Philadelphia to the full legalization of
it for recreational use in states such as
Colorado.
Pot is now more of a socially-accepted practice, and its becoming a big
business one that advocates for its
legalization in New Jersey say could
reap $300 million in sales tax revenue
per year.
A joint report released by the New
Jersey United Marijuana Reform and
New Jersey Policy Perspective said almost 370,000 people in New Jersey 21
and older use marijuana illegally on a

The report estimates that if New
Jersey were to legalize pot, control its
sale like that of alcohol and tax it at 25
percent, that could result in quite the
boost to the states economy.
Representatives from the group and
other weed advocates say its time for
the full legalization. Gov. Christie has
said for a long time that he will not be
the governor to sign such a bill into
law, but he leaves office after next year.
Starting in 2018, then, its at least a
possibility that legalized marijuana
for recreational use will come up for a
vote in the Legislature.

Were glad that discussion is most


likely two years away, because we
dont feel theres enough solid information on the effects of legalized marijuana to say the money is worth it.
At the forefront of this lack of information, for us, is the absence of clear
knowledge of the effect of legalizing
pot on impaired driving. Colorado, for
example, handles stoned driving as
a DUI, no different than being under
the influence of alcohol. But there are
no field tests to see whether a driver is
stoned, and blood tests only say the pot
was in a persons system recently, not
necessarily at the time he or she was
driving.
There are plenty of other concerns,
too, such as the long-term effects of
prolonged use of marijuana, whether
its something we should be promoting
and whether were legalizing it just for
the windfall of cash.
Theres a lot to think about, a lot to
study and a lot to discuss.
Were just glad we wont have to do
that soon.

We need to work together for
transgender bathroom solution
The controversy over transgender students using bathrooms and locker rooms at
public schools is nationwide. The most disappointing part of these debates is how
most individuals feel there are only two
sides; if you are not for it, you must be
against transgenders.
The United States of America is the
greatest country because of our diversity
and the rights granted by the Constitution.

Everyone is allowed to have a personal


opinion on subjects such as transgenders;
however, it is not our right to judge an individual because his or her opinion is different from yours. If a person is happier identifying with the sex that is different than
that of their birth, that is their right.
To resolve this issue, we need to work together as a community and discuss the real
issues. We must understand the rights,
needs and feelings of everyone involved. A
child who identifies with the opposite sex
than that of their birth wants to use a bathroom or change in a locker room associat-

ed with the sex that they identity with because the child feels uncomfortable using
the same facilities with individuals who
have anatomy different than the sex they
identify with. We must respect these feelings and find ways to make these children
feel safe and secure in our schools. For this
reason, I believe there should never be a
law or rule passed mandating that transgender children use the bathroom or locker room associated with their birth sex.

Did you feel that? The temperature made it above 70. Dare I say
the sun is shining? This can only
mean one thing Summer is fast
approaching. This summer, the
Department of Parks & Recreation is pleased to kick off its collaboration concert series earlier
than usual. As the season begins
to unfold, the summer concerts
will offer summer lovers that perfect opportunity to kick back and
relax under the summer evening
skies.
This year, the Annual Summer
Concert Series is sponsored by
the Department of Parks & Recreation in partnership with
Moorestown Community House,
Perkins Center for the Arts and
MoorArts. Additional support for
these concerts has been provided
by Alaimo Engineers, Archer &
Greiner, Carls Shoes and Manhattan Bagel. Beginning on Monday, June 6, the concert series will
kick off on the Evergreen Lawn
at Perkins Center for the Arts.
The Perkins Faculty and Friends
Cover David Bowie beginning at
6:30 p.m. The following week,
under the swaying evergreens of

the Perkins lawn, the Philadelphia String Quartet will provide


an evening interlude.
As the school year comes to a
close, the venue for the concert
shifts to Main Street and the
Moorestown Community House
lawn. Beginning on June 20, the
concerts kick off with the
Moorestown High School Madrigals and Jazz Band on the Main
Stage, sponsored by MoorArts.
Preceding our talented high
school performers, Mother Goose
will grace the Kids Stage beginning at 6:30 p.m. From June 20
through Aug. 15, every Monday
evening, except July 4, will host
the Kids Stage with child-friendly
entertainers such as professional
story-tellers Jennifer Dunne and
Marsia Mason to magician Brian
Richards and previews of local
summer theater productions.
The Main Stage will feature a
wide variety of musical acts from
classical to contemporary to ethnic and jazz. The breadth of performers who call southern New
Jersey home is vast, and the department is pleased to present
such an array to the Moorestown
community. From the Golden
Eagle Community Band and The
Jersey Boomers to Lost in

Brunswick and the Trouble with


Plaid, these musicians will thrill
audiences with oldies and goodies,
and covers of more contemporary
music. The Midiri Brothers will
sooth your evening blues with jazz
melodies while the Wind Symphony of Southern NJ will offer a
classical component. Additionally,
Charlie Zahn, Irish Music will
share Irish folk tunes and songs to
delight concert goers of all ages.
Admission to this summerlong concert series is free, however, the Department of Parks &
Recreation continues its community collaboration with local nonprofit, Live Civilly. In lieu of an
admission fee, the department requests that concert attendees
bring a non-perishable food item
to be donated to Live Civilly in
support of the three local food
pantries in Moorestown. During
the summer months, our local
food pantries receive fewer food
donations while the number of
people seeking assistance rarely
decreases. So please, mark your
calendars for Monday evenings
beginning June 6, and bring a
non-perishable item to benefit
our neighbors in need.

Girl Scouts spreading kindness


with Bronze Award project
A group of Girl Scouts in
Moorestown knows that a little
bit of kindness can create big
waves of happiness. Earlier this
year, the towns mayor, Phil Garwood, issued an official proclamation declaring it a Year of Kindness in Moorestown. Members of
Troop 21279 were inspired by this
and set a goal to earn their
Bronze Award, the highest honor
a Girl Scout Junior can achieve,
by creating a Kindness Bench for
their schools playground.
A Kindness Bench is a place
where children can sit when they
want to have a friend or be a
friend. It creates a welcoming environment for new students and
promotes opportunities for children to interact with others who
might be feeling lonely on the
playground.
If someones feeling lonely,
they sit on the bench. Someone
else can go sit with them and
show them kindness and offer to

play, said Reagan Reiner.


When the word got out of the
plan to build this bench, members
of the community loved the idea
so much that they stepped forward offering to donate more
benches, so each of Moorestowns
public elementary schools could
have one. The initial goal of
building one bench snowballed to
five benches.
The girls have worked diligently to sand, scrape, prime, paint
and decorate the benches over the
past several months. They will be
presenting the completed benches to the principals of Baker,
Roberts and South Valley elementary schools as well Moorestowns
Upper Elementary School. A fifth
bench that was sanded and refinished by Alessia McCracken is
planned to be donated to the New
Albany Recreation Center, which
has long been a location where

The Bhattacharya family lost
their pet cockatiel Buttons on
May 15. Buttons went missing
from the Laurel Creek neighborhood near Borton Landing Road

expands summer
camp program
The Moorestown public school
district has expanded its Summer
Enrichment Camp Program.
The camp, now open to students from Burlington, Camden,
and Gloucester counties, offers
enrichment opportunities for students in grades pre-K to 12. In addition to the more than 60 courses
taught by Moorestown faculty, the
camp is now teaming with nationally recognized companies Mad
Science, Camp Invention and
Brickz4kidz.
For students looking for adventure or a little fun in the sun,
Moorestowns Summer Enrichment Camp also offers a recreational travel camp scheduled to
visit places such as The Funplex,
Elite Climbing and Sahara Sams.
The camp runs from June 27 to
July 28 and before and after camp
care is available.

Upcycled Art Challenge

the show is free, and light refreshments are available to all who attend. There also will be free childrens face painting and free
crafts.
Additionally this year, the District Art Show will feature the
2016 Upcycling Art Challenge,
sponsored by the Sustainable
Moorestown and Moorestown
Creates! committees. This challenge presented to Moorestown
High School students will feature
upcycling of materials to create
unique and interesting projects.
The challenge was conceived
as a way to draw attention to

the fact that plastic caps and lids


are not recyclable and are considered a contaminant in the recycling stream So if they are supposed to be thrown in the trash, is
there another potential use for
them instead of the trashcan?
That's what Upcycling is about.
It's about finding another use for
something that would ordinarily
be thrown away. Art creates an
opportunity to think outside of
the box, to be innovative and explore the use of materials such as
lids and caps in new ways, Skacel said.
Moorestown students were
challenged to incorporate lids
and bottle caps into their art as a
way to reuse the items, but also
make people aware these items
are pollutants, and upcycling of

Girl Scouts have met. She is excited that children who play on
that playground will benefit from
the bench she helped work on.
Halle Hudson chose to paint
one bench in the traditional
Moorestown colors of black and
gold, recognizing that the UES
students are sophisticated and
will appreciate that color scheme.
Katherine Braddock said she
chose to design a rainbow on one
of the benches for the lower elementary schools, because, A
rainbow represents the bonding
of people together to make a better place, and the beauty and

magic comes from the power of


kindness.
Ava Eaise worked on a bench
that will go to Baker Elementary
(her alma mater). I like knowing
that something I helped design
will be at Baker, because it was
such a special place in my life,
said Ava.
Members of the troop will display one of their Kindness Benches and promote usage of the

celebration on June 4. The troop

that others are being asked to respect. The rules that dictate who
can use facilities should not be
based simply on how a person
identifies; they should incorporate everyones feelings to ensure
everyone feels comfortable and
secure.
The only rule that would ensure tolerance for all would be
based on visualization and exposure of anatomy. All individuals,
transgender or cisgender, do not
want to be exposed to anatomy
that differs from that of which
they identify. Therefore, the rules
should only allow those with the
same anatomy to share bathrooms and locker rooms. This
rule would not discriminate
against transgenders because it
would not exclude those who have
had a surgical procedure altering
their anatomy. As a society, we
should also provide appropriate
and secure facilities for individuals going through transitional periods in their life.

bathroom or locker room associated with the sex that they identify with. They cite Title IX as the
reason, rights against discrimination based on sex. Using the same

birth, to feel uncomfortable using
the same bathroom or changing
around individuals who have
anatomy different than the sex
they identify with? Isnt this the
exact same scenario? If we respect the rights and needs of one
group, we have to respect all
groups.
As Americans, it is our duty to
remove hatred, discrimination
and non-acceptance from our society. That being said, transgen-

Next council meeting set for June 6

Carew said Butlers positions
are being replaced by four people
temporarily. Those individuals
are George Hauber, Doug Nims,
Wayne McEwan and Albert
Vallen.
Hauber is the former Maple
Shade township manager and
handled the Public Works and
Utilities Department for 20 years
in that position. He will be serving part-time as the interim director of public works.
Nims, a current township employee, is the second in command
as public works supervisor.
McEwan and Vallen are splitting the duties of the utility superintendent. McEwan is the operator in charge of the Water Department and has several certifications in both water and sewer
management. He holds a T2 certificate for water treatment and is
pursuing a T3 certification.
Vallen is in charge of the
Sewer Department, and also
holds four certifications, including a T3. He also holds an
S3 for sewer and is pursuing his
S4.

The rumor that Utility Superintendent Bill Butler has resigned from his position was confirmed at the meeting. Township
Manager Scott Carew announced
that Butler submitted his two
weeks notice and has already
started his new job. Butler was
also in charge of the Department
of Public Works, with Acting Director Kenneth Ewers out on
medical leave.
The delay in this information
being released to the public has
caused some uproar. Carew said

and the township is looking into


its options for a permanent solution.
The township still has not
heard back on the approval of the
temporary treatment solution
from NJDEP. According to Carew,
Maple Shade, which is looking for
approval for its water treatment,
has been waiting awhile for approval as well.
Council unanimously approved two ordinances on second
reading, one for the reconstruction of the Second Street municipal parking lot and the other for
the reconstruction of the hockey
rink at Wesley Bishop Park. Both
projects are planned to start during the summer.

Evans, children of the MooreKids
Teen Leadership Committee and
those involved in Moorestowns
Relay for Life.
Chet Dawson gave a presentation to council with an update on
Strawbridge Lake. His presentation included an overview of 2015,
findings and potential future
problems, and action recommendations for improvement of the
lake.
The next council meeting will
be June 6 at 7:30 p.m. in Town Hall
with a 7 p.m. workshop.
