0. 0 FOREWORD

0. 1 This Defence Specification has been prepared by the Material


Standardisation Sub-Committee on the authority of Standardisation
Committee, Ministry of Defence.
0. 2 This specification has been approved by the Ministry of Defence and is
mandatory for use by the Defence Services.
0. 3 This specification has been prepared based on CQA(Materials),Kanpur
Departmental Specification No. CQA(M) /SS /128 and supersedes the same.
0. 4 This specification or any drawings, pattern or other information issued in
connection therewith may only be used for a specific order placed by
competent authority. It is not to be used for any other purpose whatsoever
without the expressed written sanction of Directorate of Standardisation or
his representative.
0. 5 All clauses in this specification shall be complied with in every respect
irrespective of the source of supply of the material and or components.
0. 6 Should any discrepancy be found between this specification and any
sample or pattern, loaned for any purpose this specification and / or other
connected specification /or drawings shall be taken as correct.
0. 7 All the specifications /drawings referred in this specification for any
tender or contract shall mean the edition current on the date of such
contract.

1. 0 SCOPE
This Defence Specification covers requirements and packaging for
Inhibitor Auto Rust and Scale suitable for prevention of corrosion and scale
formation in the cooling system and radiator internal combustion engines
( e.g. A & B Vehicles and T-54 and T-55 Tanks ) and for cooling system of
engines having aluminium alloy cylinder heads also.

3.0 QUALITY
3.1 Materials used for the manufacture of stores shall be of the highest grade
and shall conform to the latest relevant specifications.
4.0 PACKAGING
4.1 MATERIAL
(i) Bottles - Conforming to IS : 1945 having capacity of 500 ml.
(ii) Triple Walled - Conforming to IS : 2771 (Part 1) having Bursting
Corrugated Fibre Board Strength 16 Kg/ cm2 .
Boxes
(iii) Cellulose Adhesive Tape - Conforming to IS : 13262 - 1992
(iv) Cushioning Material - Conforming to IS : 10106 ( Pt 3/ Sec 1)
(v) Strappings Poly- - Conforming to CIGS/US/282
Propylene
4.2 MODE

4.2.1 500 ml material shall be packed in clear and dry narrow mouth glass
bottles having screw stoppered Bakelite /pilfer proof aluminium cap with
airtight inner polythene plug . Cap shall be firmly sealed with cellulose
adhesive tape.
18 such bottle shall be first placed in upright position in partitioned
compartment of triple walled corrugated fibre board boxes. Empty space and
bottom of the bottle shall be filled up with suitable cushioning material.
Corrugated boxes shall be firmly secured by pressure sensitive cellulose
adhesive tape/ BAPP ( Biaxial Polypropylene) tapes and numeroseal of
smallest convenient size to be affixed fully covering the tape joint. Boxes
shall be strapped with 12 mm wide polypropylene strapping on two sides
perpendicular to each other.
4.3 The packaging shall be clearly marked with Consignees address and
other necessary details for easy identification of the stores by the Consignee.
4.4 Additional requirements, if any shall be specified in the contract by the
purchasing authority.
5.0 MARKING
5.1 BOTTELES
5.1.1 A label printed with the following details shall be affixed to each bottle
and rendered waterproof by waxing or transparent cellulose adhesive tape :i) Nomenclature of the Stores
ii) DS Cat No
iii) Quantity Packed ( e.g. 500 ml)
iv) Month and Year of Manufacture
v) Batch No.
vi) Manufacturers / Suppliers Name or his recognised trade mark
vii) Other details as per contract.
5.2 BOXES
5.2.1 All boxes shall be legibly and indelibly marked on the top and on the
longer side as under :i) Nomenclature of the Stores
ii) DS Cat No
iii) Quantity Packed ( e.g. 18 x 500 ml)
iv) Month and Year of Manufacture
v) Batch No.
Manufacturers / Suppliers Name or his recognised trade mark
Name and address of the consignee
Net and gross mass of the package

Serial No. of the package together with the total number of package in the
same delivery
Contract No. and Date
Inspection Note and Date
"GLASS WITH CARE" in red block capital letter on all sides.
Other details as per contract.
6.0 PRE-INSPECTION OF STORES/ CONSIGNMENTS
6.1 Manufacturers / suppliers shall satisfy themselves that the stores are in
accordance with the terms of the contract and fully conform to the
specification by carrying out a thorough pre- inspection of each lot before
actually tendering the same for inspection to the Quality Assurance Officer
nominated under the terms of the contract. A declaration by the contractor
that necessary pre- inspection has been carried out on the stores tendered ,
will be submitted along with challan. The declaration will also indicate the
method followed in carrying out pre - inspection showing the features
checked /tested and will have the test certificate attached to the challan
/declaration.
6. 2 If the Quality Assurance Officer finds that pre inspection of the
consignment as required above has not been carried out the consignment is
liable for rejection.
6. 3 The stores shall be inspected at the suppliers premises for satisfactory
performance and proper packaging before despatch to the destination.
7.0 QUALITY ASSURANCE
7. 1 The contractor shall extend to the Quality Assurance Authority or his
authorised representative, free of cost all reasonable facilities for inspection
and testing of stores for satisfying themselves that the stores are
manufactured in accordance with this specification and for this purpose, shall
have free access to the contractors or sub- contractors premises at all times
during the run of the contract. The contractor shall notify to the Quality
Assurance Authority of all sub- contracts placed by him and provide
inspection facilities for all stores so sub- contracted.
7.2 No deviation shall be accepted from governing specification without
concurrence in writing of the Quality Assurance Authority. The contractor
shall remain responsible for quality / quantity in any fabrication done by the
sub- contractors.
8.0 WARRANTY

8. 1 The stores supplied shall bear a warranty as per contract. In absence of


such clause the following clause shall apply.
8. 2 The stores supplied against this specification shall be deemed to have a
warranty of the contractor against defective material and performance for a
period of 12 months from the date of receipt of stores by the consignee.
During the period , if any of the stores is found to be defective by the
consignee, the same shall be replaced by the supplier, free of any charge at
the consignees end but not later than 3 months on receipt of such
information.
SAMPLING PLAN AND CRITERIA OF CONFORMITY
Sampling plans and criteria of conformity shall be as per specification No.
IND/SL/8900(a) for "Sampling Plans and Procedures for Inspection" of
material stores.

10.1 Defence Store Catalogue Number allotted to Inhibitor Auto Rust and
