Este es un proyecto para la realizacin de 100 programas de radio o de televisin que puedan
versar sobre varias teoras nuevas, presentadas por el que suscribe, teoras inauditas y fuera de lo
conocido, pero discretamente presentadas y ancladas en la sabidura y conocimientos antiguos, como de
hecho ocurre con todas las cosas que se presentan bajo la categora de lo nuevo. El estilo de todos
nuestros programas es humorstico y a la vez respetuoso para con el publico.
He sido locutor de un espacio radiofnico en Caracas vila 91.9, los sbados de 8 a 9 p.m.,
junto con una colega locutora, programa directo que estuvo en el aire por ms de un ao.
En aquel espacio hablbamos sobre temas de cultura universal, humor y educacin. La idea del
ciclo que deseara presentar est basada en mis visiones, mis libros y mis investigaciones. Por otra
parte, he hecho en el 2000 unos 70 programas en Omnivisin, Caracas, Martes TV, sobre el origen de
las palabras.
El nombre del espacio en gestacin sobre el cual quisiera hablarle es
EL ABOMINABLE
HOMBRE DE LAS TEORAS
un ttulo sugestivo y atractivo para el gran pblico. Lo que ello tiene de gracioso es el hecho de que los
temas son tratados de una manera muy austera, respetando el siguiente principio de Herclito: No
conviene ser tan chistoso hasta el punto de convertirte t mismo en objeto de risa. . . Los temas, uno

Todos estos 100 programas son motivo de reflexin y testimonio para recordar libros famosos,
autores geniales y posturas increbles sobre tal o cual tema de la civilizacin y cultura de estos ltimos
milenios y, al mismo tiempo, prefigurar el camino de la ciencia, del arte y de la tcnica, en los aos por
venir. No cabe duda que todo ello es muy picante, pero el alio est distribuido con discrecin y
humor, a lo largo de la media hora o de la hora, durante la cual el programa estara en el aire.
Los comentarios estaran entrelazados con msica del estilo de la emisora, o, en caso de que sea
un programa de TV, con bailes, danzas y espectculos relativos al tema tratado. Anexo un textoejemplo para que tengan una idea sobre mi manera de abordar un tema por la radio.

EXCEPCIONAL en el trabajo de grado. En el mismo ao de la graduacin recibe el premio
nacional de Rumania, COPA DE CRISTAL, con la pelcula HELMUTH EL MUDO, luego
premiada internacionalmente en varios festivales de cine. Estudia en China, Francia, EEUU,
Venezuela.
Trabaja varios aos en Venezuela y luego viaja a Barcelona, donde vive cinco aos. En 2004
viaja a Miami, invitado por Arts & Minds, un centro cultural de Coconut Grove para coordinar
actividades culturales.
En Miami es elegido como Jurado del IX Internacional LatinFilm Festival, 2005.
Es el descubridor del Cdigo General de las Lenguas
Es autor de unos cien libros sobre temas de la filosofa de la cultura
Recibe en China, Taipei, el Doctorado en Filosofa y el permiso internacional para ensear, de

Durante veinticinco aos es profesor universitario en diversas universidades de Venezuela, en

Lo que tiene de gracioso este proyecto es el hecho de que los temas son tratados de una manera
directa, distante, severa, austera, respetando el principio de Herclito que sugiere una actitud muy seria
frente al humor.
El humorista sabe que no conviene ser tan chistoso hasta el punto de convertirte tu mismo en objeto de
risa. . .
Todos estos 100 programas son motivo de reflexin para nosotros todos y representan el
testimonio sincero de los buscadores del mundo entero y su deseo de recordar libros famosos, autores
geniales y posturas increbles sobre tal o cual tema de la civilizacin y cultura de estos ltimos
milenios. Al mismo tiempo, la meta es prefigurar el camino de la ciencia, del arte y de la tcnica, en los
aos por venir.
No cabe duda que todo ello puede sonar muy picante, pero el alio es pura medicina y est distribuido
con discrecin y humor, a lo largo de la hora que el programa estara en el aire. Los comentarios
vienen entrelazados con msica del estilo de la teora: solar si la teora es sobre el Sol, lunar si la teora
es sobre la luna, onrica si la teora es sobre el sueo y as en adelante. Anexo un texto-ejemplo para

Presentar 100 Teoras con sus postulados y explicaciones para 100 programas de Radio y de
Televisin es una meta ardua. Cada teora se remite a un libro fundamental del tema, cuyo autor es
universalmente reconocido y apreciado. El tema es motivo de discusin y critica, en el marco de los
antiguos y, a la vez modernos conocimientos filosficos y polimecnicos de los sabios de hoy y de
antao.

hayan publicado libro alguno. Eso es muy difcil. Yo mismo escrib unos cien libros, entre los cuales,
lamentablemente, algunos fueron publicados.
Pero ya aprend la leccin: no voy a publicar mas. Tampoco voy a publicar menos. Menos o
mas,
es casi lo mismo. Pero no aguanto y enumero aqu la lista de mis escritos, por si acaso existe algn

We propose the creation of an International Centre for the Unification of Latin America. The name
of this centre is
UPALMO
(Unitas Pro America Latina Magna Opera),
in Spanish, Centro Internacional para la Unificacin Latinoamericana.
The project consists in the creation of a university around which revolves an original educational
system oriented toward the unification of Latin America.
In addition to the University building, we propose the construction of several other buildings: a
radio station, a T.V. studio, a printing studio, a kindergarten, an elementary school, a middle school, a
high school, a 100 bed hospital, a sports centre, a centre for the aged, a centre for meditation and
silence, a ceramics workshop, a mechanical-engineering workshop, a carpentry workshop and a Zen
Garden.
The University has a capacity for 500 students to begin with, and includes ten faculties:

4. Theology (History of Religions)
5. Education (Family Studies)
6. The Arts
7. Physical Education (Bionics)
8. Social Communications (Journalism and Radio)
9. World Languages (Linguistics)

The curricula of all courses of the university has a common thread: unified culture. The
educational modality can be defined as a vision of the philosophy of culture, the history of religions,
the philosophy of communications, Mayan and Amerindian Studies, Sinology, Linguistics, the Art and
Science of Bionics and Integral Medicine.
Dr. Medvedov has been involved both in studying and teaching these topics in Venezuela and
other countries. In addition, there are a group of 20 or more specialists who will lend their expertise.
In 1984, Dr. Medvedov founded The Center for Symbolic Studies, a private foundation named
ALMATERIA. Even though the Foundation has been legally entitled to receive public and private
funding, none has been accepted, allowing for a freedom from any religious, political or private
obligation. Today we can say that we owe no one. Aside from the strength of our study group that has
diligently met every week in a public park in Caracas, since 1984, as well as the virtues of the ideas we
share, we have a special library of rare books and collections which are the fruit of over 30 years of
earnest search and investment on the part of Dr. Medvedov.
The value of this library of 20,000 volumes is on the order of eight millon dollars.
Dr. Medvedov offers the library as a donation to the UPALMO Project, considering that the
cornerstone of any university is its library.
We envision the inauguration of the UPALMO Campus on the eve of the new millennium, after
some five years of planning, construction, curricular development and student / faculty selection.

We thereby hope to fulfil the expectation that Latin-American community may have in our
efforts in the task of the unification of our culture.
Dr. Medvedov has a Ph. D. in Chinese Philosophy from the International College for Cultural
Philosophy of Taipei, Republic of China, is a member of the Societ des Americanistes of Paris and has
taught and is teaching at the present in several universities. He is also the author of various books about
Culture, and is a Permanent Member of the International Congress of Americanists.

This project is directed toward Unification and Integral Education.
A child thus begins his tuition from Kinder, passing through Elementary School, Junior High School,
High School and College, keeping in line with the same principles of the University.
Dr. Medvedov is responsible for the entire realization, direction and supervision of the project. He
counts on 20 experts in the afore-mentioned fields. These professionals have been students of Dr.
Medvedov and recognize him as a tutor. In other words, they are not only his students, but also his
disciples, thus sharing his philosophy of education and life.

General Philosophy of Unification

We believe that the first step toward unification is the spread of the knowledge of language.
The second step is a profound and integral educational process.

The third is the acquisition of criteria and values in life and behavior.
This means becoming conscious of natural environment and of the fundamentals of integrity. To us,
this is unification.
Therefore, we focus on the unifying the individual. When the person is one, everything is one.
Unification of body, word and intellect, then translates into the science of language, the art of thinking,
according to moral, ethical and natural principles, as well as technique of movement and posture, called
BIONICS.
Hence, unifying a person requires the unification of its language, body and thought. Once
accomplished, this unification reflects in the persons demeanor and stance facing and being part of life
itself.

The Application of the Philosophy of Unification

unto the UPALMO Project
The main idea of this project is the teaching and application of a systematic process of language,
physical education and a respect for nature and environment to children from kindergarten through
college. This can be understood as a new technological humanism.
This idea consists of teaching ten languages, at the same time, from kindergarten through
college. The unifying thread of this process is the teaching of the written Chinese language, the only
world language, understood without being spoken: an ideogrammatic system.
Considering that there are ten major world languages, we would teach:
1. Spanish (Portuguese)
2. English (German)
3. Japanese (Spoken Chinese)
4. Russian (Romi)
5. Arabic (Persian)
6. Hindi (Sanskrit)
7. Latin (Rumanian)
8. Maya (Quich)
9. Greek (Classical Greek)
10. Chinese (Written System)
There is a universal code of all languages. This code is presently unknown to modern linguists.
However, Dr. Medvedov has discovered this code, and presented it in a theory in 1984, as a
research paper to the Venezuelan academic community. The Code is a turning point in linguistics and
has applications in computer science, robotics, as well as genetics.
It is presently being taught by Dr. Medevdov at the university level in a course titled
POLYGLOSSIS at the Catholic University Andres Bello in Caracas.

When a youngster is capable of unifying ten languages by means of a systematic code, he is not
only a polyglot, but also a unified person.

At the same time, BIONICS, a science of movement and posture, as well as NOETICS, an art of
thinking with a special type of logic and methodology, completes the unified system of formation
proposed for the UPALMO Project.
Ideas on the
Unification of Latin America
Considering that Latin America is presently one of the most important world regions, in terms
of natural resources, the principal goal of a unified Latin American educational system must be directed
to the comprehension and respect for what is termed nature.
In addition, since Brazilian Portuguese and Spanish are by far the most widely spoken
languages in Latin America, we believe that the teaching of Spanish to Brazilians and of Brazilian
Portuguese to the remaining Spanish population of Latin America will have a profound unifying effect
on the region.
Furthermore, we find it necessary that at least one of the four major Amerindian tongues now
spoken by a great proportion of the Latin American indigenous population, as are Maya in Mexico;
Aymara in Peru, Ecuador and Colombia; Quechua in Peru and Bolivia; and Quich in Guatemala, be
taught from the pre-school age onward to solidify the unification process.
In addition, it is of extreme importance that all Latin Americans be instructed on the text and
philosophical principles of what is called the American Bible, the renown POPOL VUH, of MayaQuich origin; along with a PAIDEIA of the Mayan people, the CHILAM BALAM of CHUMAYEL,
which is the foremost manual of instruction in Pre-Hispanic America.
Dr. Medvedov has translated both the POPOL VUH, and the CHILAM BALM of
CHUMAYEL directly from Quich and Maya, as well as teaching the philosophy inherent to these
texts for more than ten years at the Central University of Venezuela in Caracas.
Moreover, he has been actively involved in their teaching on a local and international level
through talks, seminars and conferences.
It should be noted that Dr. Medvedov has been a permanent member of the Societ des
Americanistes, Paris since 1979.
