The office of the Speaker occupies a pivotal position in our parliamentary democracy. The Speaker is the
guardian of the rights and privileges of the House, its Committees and members. The Speaker represents
the full authority of the House itself, symbolizing the dignity and power of the House over which he/she
is presiding. The Speaker has extensive functions to perform in matters administrative, judicial and
regulatory, falling under his/her domain.

OATH TAKING, (Mr. Speaker in the chair)


MR.SPEAKER: Member to take the oath or affirmation

SPEAKER:

QUESTION HOUR
The first hour of every parliamentary sitting is slotted for this. During this time, the members
ask questions of the three kinds, namely, starred, un-starred and short notice and the ministers
give answers to the queries posed. The Speaker again facilitates the whole proceeding and
keeps a check on the number and the type of questions being introduced in the house.

First Reading of the Bill


On the day appointed for the introduction of the Bill the Speaker calls the Minister-in-charge to
move the motion for leave to introduce the Bill.
SPEAKER: The question is that leave be granted to the Minister of to introduce the

... Bill, (Year).


Those in favour will say Aye, those against will say No.
After the verdict of the House has been assessed,
SPEAKER: will say thrice: the Ayes (or Noes) have it, the Ayes (or Noes) have it, the Ayes (or
Noes) have it.
He will then declare that leave is granted (or is not granted) as the case may be.
Minister/MP: Sir, I introduce the bill.

The Second Reading


SPEAKER: Now the House will take up consideration of the ...............(bill), 2015.

Minister, please.
Minister: "Sir, I beg to move that the bill be taken into consideration."

Brief Introductory Speech

SPEAKER: Motion is moved.

The minister concerned makes a Closing speech and winds up discussion.
