1.0 Purpose:
This Procedure is intended to provide guidance and instructions for carrying out for
Grid failure
2.0 Responsibility:
1. All the personnel involved in carrying out /supervising the above activities are
required to ensure implementation of this procedure.
2. In the event of any changes required in the procedure such changes may be
requested with Site in charge, who would take appropriate action with approval
from respective departmental heads.
3.0 Grid Failure:
In the event of a black out, the initial moments are extremely precious and it requires
the right decision to be taken at first instance for speedy restoration of the system.
Any lapse or delay in taking the right initial decision may prove to be very costly.
Hence, it is of paramount importance that all the operating personnel of Generating
Station Should well aware of the activity so that plant would not suffer any damage.
All important auxiliaries are supplied from EMERGENCY PANEL which in turn hook up
with DGDB and redundant supply connected more than 1 DG Supply.
Station DC source are also available to cater the immediate situation arises.
ACTION PLAN DURING BLACK OUT CONDITIONS
So, for ensuring a healthy shutdown the following activities are to be carried out
without fail.

PROCEDURE DETAILS:
Black Out Following checks & activities are also to be ensured immediately
during Station
Instant Happenings:
Turbine Tripped. All Main Steam HP Stop Valve, HP Control Valve and IP Stop Valve, IP
Control Valve gets Closed & Trip Oil Pr. becomes to Zero. Turbine Speed is reducing.
Generator and field circuit breakers have opened as Load & Generator Voltage
becomes to Zero.
Boiler Tripped. All running Coal Mill along with Coal Feeder Tripped. LOTV are Closed as
well as all nozzle Valves. To ensure more safety individual corners oil Manual valves
also kept shut.
SH & RH Block V/v as well as all individual Pneumatic Isolating & Control Valves are
closed.
400 KV LINE 1 & LINE 2 Breaker Tripped.

2. If still, DC Jacking oil pump does not start, AC JOP-2 has to be started on
resumption of Power supply in Emergency Board from DG set.
3. If there is delay in starting of DG set or resumption of station supply, then kill the
vacuum by opening the Vacuum breaker valve manually at speed below 2300 rpm
& Isolate gland sealing system by closing the seal steam supply control & Manual
valve & also Manual valve at APRDS station as no Lube Oil Pump is running.
4. If DC EOP is running, Vacuum can be killed as soon as Turbine Tripped after BLACK
OUT Occurred.
5. Put turbine on barring gear, if not, hand barring to be started after turbine speed
comes to zero.
c) Seal oil pump:
Ensure that DC Seal Oil Pump had started on auto. Check Seal Oil, H2 Pressure & Seal
Oil/ H2 DP.
In case DC Seal oil pump does not take start on auto the following actions have to be
ensured:
1. Start DC Seal oil pump (JOP) from LOCAL by changing Selector Switch in TEST
Mode.
2. If still, DC Seal oil pump does not start, AC Seal Oil Pump -2 has to be started on
resumption of Power supply in Emergency Board from DG set.
3. In case of DCSOP or ACSOP does not start, then immediately H2 purging by CO2
should be started.
d) Ensure DC/AC lub oil pump & AC JOP of TDBFP running and follow the same
procedure followed for the Turbine.
e) DC scanner air fan:
1. Ensure DC Scanner Air Fan had started & Emergency Air Damper is opened. Note
Scanner Air Discharge Pr. & Amps from MCC/ Local Panel.
2. In case DC Scanner Air Fan does not take start on auto, it should be started from
LOCAL by changing Selector Switch in TEST mode or AC Scanner Fan has to be
started on resumption of Power supply in Emergency Board from DG set.

1. Ensure APH Air motor should come in service. If air motor is not running, open the
by-pass manual valve of solenoid valve from Field.
2. Start APH motor on availability of supply from DG set.
3. In case of BOTH or ANY APH is not Rotating (no availability of Air Pressure), Rotate
the APH by Opening Coupling Guard with help of Maintenance Team.
Further Checks:
1. 220V batteries are healthy as well as Note 220V Main & S/B DCDB Voltage from
Local
2. UPS batteries are healthy as well as Note 230V ACDB & 110 V ACDB Voltage from
Local.
3. DCS Power as well as operation from DCS is available.
4. Note Turbine Coasting Down Time. Closely watch on Turbine Vibration & Axial Shift
5. Lube oil is not draining out from centrifuge.
6. All emergency DC illuminations have cut in.
7. QC NRVs of LP Heater- 2 & 3, HP Heater -5A/5B & Deaerator are shut/close.
8. Close boiler blow down valve manually.
9. Shut HP 6A & 6B Ex. Motorized valve manually.
10. Note down all alarms & relay acted in GRP Panel, and Turbine Oil Temperature as
well as Turbine Bearing Metal Temperature.
11. Bearing Temperature of All running Fans, Mills & Pumps after Tripping as Lube oil
Pumps of all equipments also tripped.
12. Ensure 11KV/ 6.6 KV Station Switch Board, Unit Switch Board 11KV, 6.6 KV Unit
Switch Board and Incomer Breakers are open. So, 415 V Unit PCC & Station PMCC
Incomer Breakers are also tripped on Under Voltage.
13. Ensure that all 11KV/6.6 KV motor Feeders are tripped.

In order to restrict the entry of Steam into the condenser, the following
activities are to be carried out:
1. Isolate gland sealing system by closing the seal steam supply Control & Manual
valve & also Manual valve at APRDS station and break the vacuum by opening
Vacuum breaker instantly after ensuring DC EOP is running.
2. If DC EOP not started in AUTO or taking time to Start and there is delay in starting
of DG set or resumption of station supply, then kill the vacuum by opening the
Vacuum breaker valve manually at speed below 2300 rpm & Isolate gland sealing
system by closing the seal steam supply control & Manual valve & also Manual
valve at APRDS station.
3. Close Seal Steam Motorized Drain V/V. to HP Flash Tank manually & Open Gland
Steam Line Drain to Atmosphere.
4. To Ensure Closing of line drain V/Vs (Motorized & Manual) connected to flash tanks.
5. To Ensure Closing of all MAL drain valves & their Manual isolation valve. So, SLC of
MAL Drain should be made off for ensuring no Drain Valve will open after Power
Restoration.
6. Close Manual isolation valve of HPH-5A & 5B DRIP to Condenser Flash Tank from
Field.
7. Close Manual isolation valve of HPH-6A &6B DRIP to Condenser Flash Tank from
Field.
8. Close manual isolation valve of LPH-2 DRIP to Condenser Flash Tank from Field.
9. Close manual isolation valve of LPH-3 DRIP to Condenser Flash Tank from Field.
10. To Ensure Closing of all motorized drain valves of Extraction Line & their manual
isolation valve.
11. To Ensure Closing of all Dearator extraction line (from CRH) drain Trap Manual
valves to HP /LP Flash Tank.
12. Ensure Closing of all Dearator Extraction line pot drain to LP Flash Tank.
13. Close I/L or O/L Manual Isolation Valve of Gland Steam Leak off control V/v.
14. Close Boiler stop valves manually at 80 mtr. & ensure its IBV is closed.
15. Open CRH line atmospheric drains for quick depressurization of CRH line. & MS
lines drains.
16. Open HPBP warm up line drains & isolate HPBP warm up valves.
17. Observe LP EXHAUST Temperature & Vacuum.
18. To ensure closing of H.P.B.P. and L.P.B.P. valves. There is a chance of Opening of
HPBY-Pass due non availability of HPSU Pump Power supply when Blocking Unit Not
working properly.
